The carbon fuel 104 is substantially hollow and cylindrical with an inner bore size that matches the size of the thermally conductive element 102. The distance between the electric heating element 103 and the surface of the carbon fuel 104 is regulated according to the heating efficiency of the electric heating element 103, and is not uniformly regulated. The relative amounts of the electric heating element 103 and the carbon fuel 104 may be expressed by the ratio of the front projected area of the electric heating element 103 on the surface of the carbon fuel 104 to the surface area of the carbon fuel 104, or by the ratio of the mass of the electric heating element 103 to the mass of the carbon fuel 104. Generally, the ratio of the amount of the electric heating element 103 to the amount of the carbon fuel 104 is such that the electric heating element 103 generates heat sufficient to heat the carbon fuel 104 and start combustion within twenty seconds after the energization.
The electric heating element 103 has a hollow cylindrical shape, and a space sandwiched by the inner walls of the electric heating element 103 is suitable for containing a certain amount of the carbon fuel 104.
