At present, IC card prepaid electric meters, also called IC card prepaid electric energy meters, IC card electric energy meters, card-inserted electric energy meters, smart electric meters and the like are still used in large quantities, and the IC card is used as an electric energy value data transmission medium, and a functional module such as a load control part is added in the electric meter (an electronic type electric meter or a mechanical type electric meter), so that the intelligent electric meter for reading and settling the electric quantity is realized. Each user has a corresponding IC card, and the IC card can be used for paying directly on the card-inserted electric energy meter instead of paying in a meter reading mode as before, so that the electric energy payment mode is greatly facilitated. The IC card watt-hour meter needs a user to buy electricity first and then can use the electricity, and if the user does not continuously sell the electricity after the electricity is used up, the power supply is automatically cut off to stop supplying the electricity.
The card-inserting type electric energy meter is provided with a card inserting opening for inserting the IC card, when a user needs to pay, the IC card is only required to be inserted into the card inserting opening, the electric energy meter is waited for displaying the remaining degree, and then the electric energy meter is taken out.
The card-inserted electric energy meters are usually installed in an electric meter box after one or a plurality of the card-inserted electric energy meters are combined, the electric meter box is usually provided with an electric meter box door which can be locked, the part of the electric meter box door corresponding to the display screen of each electric energy meter is provided with an observation window which is used for observing the display screen and is made of transparent materials (such as inorganic materials or organic glass), the part of the electric meter box door corresponding to each electric energy meter clamping groove is provided with an IC card inserting hole, and thus, the operations of observing the electric energy meter display screen, card-inserted charging or inquiring and the like can be completed under the condition that the.
Because the draw-in groove size of electric energy meter is only slightly greater than the size of IC-card, consequently when carrying out the use of IC-card, can appear not quick male result, perhaps appear the skew settlement position of plug-in card, especially when the IC-card plug-in card of passing through the electric meter chamber door, because there is the distance between the draw-in groove of IC-card plug-in card hole and electric energy meter on the chamber door, and the ammeter case is installed in places such as corridor light is not enough usually, the plug-in card is skew, the IC-card damages, even the condition that the IC-card fell into the ammeter case takes place occasionally, thereby influence the plug-in card operation of ammeter case, lead to unable normal electricity purchase or look.
The general electricity purchasing card is a specific card corresponding to a specific electricity meter. The electricity purchasing cards can be divided into two types, or directly correspond to a national power grid or directly correspond to a property company to purchase electricity. If the card is a national netlist, namely the user directly charges the rechargeable card of the power supply bureau, the rechargeable card can be directly charged to a power supply company/bank for purchasing power. If it is a prepayment meter (card meter) managed in the cell, it must charge the property of the cell to purchase electricity. Other departments do not accept it. In addition, although the IC card electric energy meter can emit warning information such as flashing light or sound when the electric energy is lower than the set threshold value to remind the user to purchase electricity in time, in daily life, some users do not obtain warning information due to work reasons (such as business trip and busy work) or personal reasons (such as negligence, old age, diseases and the like), and failure to purchase electricity and insert cards in time can cause sudden power failure, causing inconvenience, and even causing economic loss because some power devices which need to be electrified for a long time cannot be used.

Detailed Description
The present invention will be further described with reference to the following examples in order to facilitate understanding of those skilled in the art.
In the embodiment shown in fig. 1, the system for paying an electric charge for a user by using a payment account according to the present invention includes:
the electric charge accounting platform 30 is used for recording the IC card information, the electric energy meter information, the historical electric charge information, the electric charge balance, the account balance and the user state of a user, wherein the user comprises a first user and a second user; the account balance is the residual amount which is recorded on the electric charge billing platform by the user and can be used for recharging the IC card;
an expected electric charge calculation module 31 for calculating an expected electric charge for a set time according to the historical electric charge information of the user; the illustrated expected electricity fee calculation module may be constructed using any suitable prior art technique for calculating the expected electricity fee of the user; for example, the electricity charge of the month corresponding to the last year of the customer can be used as the expected electricity charge of the month, and the electricity charge of the last month or the average electricity charge of the latest 2-6 months can be used as the expected electricity charge of the month;
the electric charge inquiry module 32 is used for sending an inquiry request for inquiring the electric charge balance of the electric energy meter of the user to the electric charge accounting platform;
a judging module 33 for comparing various electric charge information of the user and/or other users according to the results of the expected electric charge calculating module and the electric charge inquiring module;
a recharging module 34, configured to recharge the electric energy meter of the user according to the result of the determining module; the recharging module comprises a user IC card; the charging device of the IC card is also included in some times, and the charging device of the IC card can be a charging device of a power selling organization of a national power grid or a property at other times;
the reminding module 35 is used for sending reminding information to the user according to the result of the judging module; the reminding module can be any device capable of sending reminding information like a user, and can be a Web platform, a WeChat platform, a short message platform, a telephone platform and the like.
The system can be arranged in a national power grid or a property electricity selling organization, and is used as a supplementary system of the existing system to provide value-added service for users; the system of the present invention may also be a third party organization that is otherwise true. The third-party organization can establish an electric charge billing platform by signing a service agreement with the user and utilizing the information provided by the user. In the recharging module, a user can inquire the electric energy meter on time according to the system requirement, provide the electric charge balance data for the system, purchase the electricity by himself according to the judgment result provided by the system and recharge the electric energy meter; or, the user can hand the IC card to the system for management, the system arrangement personnel regularly use the IC card to inquire the electricity charge balance of the electric energy meter, and then use the IC card to purchase electricity and recharge the electric energy meter according to the result provided by the judgment module.
Because the existing IC card electric energy meter is mostly installed in an electric meter box with a door capable of being locked, errors in the installation process often cause that a card inserting groove of the electric energy meter cannot be accurately aligned with an IC card inserting hole of the electric meter box, the IC card inserting hole of the electric meter box is larger than the card inserting groove of the electric energy meter, and therefore the IC card inserting hole of the IC card through the electric meter box can be still inserted into the card inserting groove of the electric energy meter under the condition of size errors. However, there is a distance between the IC card slot and the electric energy meter slot, and the electric meter box is often installed in a corridor or other places with dim light, and the IC card often deviates in the card inserting process and cannot be aligned with the slot, resulting in card inserting failure, even damage to the IC card or dropping into the electric meter box, which is especially troublesome when the key of the electric meter box door is not opened. The system of the present invention therefore also provides a card insertion aid that solves the above mentioned problems.
As shown in fig. 2 and 3, the top-up module of the system of the present invention further comprises a card insertion assisting device, the card insertion assisting device comprises a guide panel 1 and a guide slot 2 for the IC card, the size of the guide panel 1 is larger than the size of an IC card slot 5 on the electric meter box, the guide slot 2 passes through and is fixedly connected to the middle part of the guide panel 1, the inner contour of the guide slot 2 matches with the outer contour of the IC card 3 so as to limit the moving direction of the IC card 3 in the guide slot 2 under the condition that the IC card 3 is allowed to enter and exit the guide slot 2, and the guide panel 1 is fixed on the electric meter box door 4 by a method comprising the following steps:
s1, when the electric meter box door is closed, inserting the IC card 3 into the card slot 6 of the electric energy meter 7 fixed in the electric meter box through the IC card slot 5 on the electric meter box door 4, so that the IC card 3 is in a normal working state, as shown in fig. 3 b;
s2, sleeving one end of the guide slot 2 far from the guide panel 1 on the IC card 3, so that the guide slot 2 passes through the IC card insertion hole 5 on the electric meter box, and the guide panel 1 contacts with the surface of the electric meter box door 4, thereby determining the position of the guide panel on the electric meter box door without causing deformation of the IC card, as shown in fig. 3 c;
s3, in the case where the IC card 3 is in the normal operation state, the guide panel 2 in contact with the surface of the meter box door 4 in S2 is fixed at the position on the meter box door, as shown in fig. 3 d.
The guide groove 2 may be made of metal or plastic. The outer dimension of the guide groove 2 is as small as possible due to the size of the IC card insertion hole 5 so that the guide groove 2 can pass through the IC card insertion hole 5 without causing deformation of the IC card 3 when fitted over the IC card 3. Therefore, the inner contour of the guide groove 2 should follow the outer contour of the IC card as much as possible to reduce the mutual gap, which may be 0.01-0.5 mm in width, and the size of the guide groove 2 itself. The smaller the wall thickness of the guide groove 2, the better the strength is ensured, and the thickness may be, for example, 0.1 to 1 mm. In some cases, the inner wall of the guide groove 2 is provided with a plurality of protrusions or recesses to avoid the difficulty in inserting and pulling the IC card by fitting the inner wall of the guide groove 2 when the IC card is inserted, and the height or depth of the protrusions or recesses is not greater than 50% of the gap to avoid excessive extrusion of the IC card.
In some cases, the opening of the guide groove 2 at the guide panel 1 extends outwards and upwards to form a bell mouth, and the bell mouth can conveniently guide an IC card to the opening of the guide groove 2 when the IC card is inserted; in addition, the part of the bell mouth corresponding to the two sides of the inserted IC card is provided with a gap for allowing a user to insert and pull the IC card by fingers, and the fingers can conveniently pinch the IC card through the gap when inserting and pulling the IC card. The horn mouth can improve the card inserting efficiency, avoid the damage to the IC card when the card is inserted wrongly, and particularly bring convenience for the old with inconvenient movement and poor eyesight.
As shown in fig. 4, in some cases, the outer wall of the guide groove 2 at the portion adjacent to the bottom surface of the guide panel 1 is provided with a groove 10 surrounding the outer contour of the guide groove 2 to further reduce the outer dimension of the guide groove 2 therein, and the height of the groove 10 is 1.01 to 2 times, preferably 1.1 to 1.5 times, the thickness of the door 4 of the meter box so that the door 4 of the meter box can be inserted into the groove 10 when fixed, thereby increasing the adjustment range of the guide groove 2 in the IC card through hole 5.
The fixing may be by any suitable means, for example by adhesive bonding, by bolts and nuts, by screws and screw holes in the door 4 of the electricity meter box, by double-sided adhesive strips, etc. Preferably, a double-sided adhesive tape can be attached to the bottom surface of the guide panel 1 in advance, release paper remaining on the double-sided adhesive tape is torn off before fixing, and the guide panel 1 is pressed against the door of the electric meter when fixing.
The card-inserting auxiliary device of the system can be conveniently used for most of IC card electric meter boxes in use without power failure, does not change the structures of the existing electric meter boxes and electric energy meters, and is easy to install and use. When supplementing with the IC-card to the electric energy meter, to the ammeter case that is fixed with plug-in card auxiliary device, insert the IC-card from guiding groove 2, under the guide of guiding groove 2, can aim at and insert the card slot 6 of electric energy meter by the accuracy, avoided the deviation. Meanwhile, the guide panel 2 is plugged in the IC card inserting hole 5 of the electric meter box door 4 and the electric energy meter, the trouble that the IC card falls into the electric meter box is avoided, dust and sundries are prevented from entering the electric meter box, the electric energy meter is prevented from being stained by the dust and the sundries, and the electric energy meter is ensured to be capable of working stably for a long time.
The card-inserting auxiliary device can insert the IC card into the electric energy meter quickly, accurately and safely so as to charge the electric energy meter with electric charge efficiently.
As shown in fig. 5, the present invention provides a method for paying an electric charge for a user by using a payment account: the method comprises the following steps:
