Further, the bid evaluation party terminal 14 further determines a final bid evaluation result according to the examination result, the bid quotation information of the bidder and the bid clearing result, and sends the bid evaluation result to the system server 11 as remote interactive data, so that the system server 11 sends the remote interactive data to the bidder terminal 13 through the bid opening communication platform.
In other embodiments, the bidder terminals 13 submit bid documents to the system server 11; the system server 11 receives the bid document and identifies the bid document as a decrypted bid document or an encrypted bid document; if the bid document is a decrypted bid document, the system server 11 analyzes and determines the content of the decrypted bid document responding to the bid document request, and generates a bid-clearing evaluation report. And when the clear bid evaluation report indicates non-conformity, the system server 11 marks the decrypted bid document as an invalid bid document. In other embodiments, when the bid clearance evaluation report indicates that the bid clearance evaluation report is not qualified, the system server 11 sends the bid clearance evaluation report to the bid evaluating party terminal 14; the evaluation target terminal 14 receives and displays the clear bid evaluation report, and sends a judgment result that the evaluation target further judges whether the decrypted bidding document meets the requirement of the bidding document according to the clear bid evaluation report to the system server 11; the system server 11 receives the determination result, and if the determination result is that the decrypted bidding document does not meet the bidding document requirement, the system server 11 performs the above-mentioned step of marking the decrypted bidding document as an invalid bidding document.
It is understood that the bidding document requirements in the present application may include enterprise information requirements, personnel information requirements, and engineering volume inventory information requirements, among others. The enterprise information may include business license, qualification certificate, safety production license, performance award item, etc., the personnel information may be identity information, practice certificate, academic qualification certificate, award obtaining condition, etc., and the project amount list information may be project characteristics, project amount, rate value, etc.
And fourthly, managing the tender guarantee fund.
In the bid opening management process, the payment condition of the bid security of each bidder needs to be audited and managed so that the bidder can meet the bidding qualification. In an embodiment, the system server 11 stores a bidding document pre-submitted by the bidder terminal 13, and the system server 11 is further provided with at least one bid opening communication platform, wherein the bid opening communication platform is used for providing information interaction between the bidder terminal 13 entering the bid opening communication platform and the bid opening terminal 12; after the system server 11 marks the posting information as information which does not satisfy the bidding requirement, the bidder terminal 13 and the bidder terminal 12 enter a bid opening communication platform; the opening party terminal 12 acquires the posting information of the bidder terminal 13, and if the acquired posting information is information which does not meet the bidding requirement, further sends an instruction for canceling the bidding qualification of the bidder terminal 13 to the system server 11; after receiving the instruction of canceling the bidding qualification of the bidder terminal 13, the system server 11 returns the bid document previously submitted by the bidder terminal 13 to the bidder terminal 13, and moves the bidder terminal 13 out of the bid opening communication platform.
As an implementation manner, before the bank server 15 transmits bid guarantee deposit posting information including the bidder information of the bidder terminal 13 to the system server 11, the bidder terminal 13 downloads a bid document from the system server 11 and transmits a request message for acquiring a virtual account to the system server 11; after receiving the request message for acquiring the virtual account, the system server 11 sends a request message for generating the virtual account, which contains the bidder information of the bidder terminal 13, to the bank server 15; after receiving the request message for generating the virtual account, the bank server 15 randomly generates a virtual account bound with the information of the bidder, and sends the account information of the virtual account to the system server 11; the bidder terminal 13 acquires account information of the virtual account from the system server 11.
Further, an association is formed between the virtual account number and the bank server 15; the bidder terminal 13 transmits confirmation information for remitting the bid deposit in the bidder account into the virtual account to the bank server 15; upon receiving the confirmation information, the bank server 15 transfers the bid security from the bidder account to the virtual account, generates entry information, and transmits the entry information to the system server 11. It is understood that the posting information may further include virtual account information bound with the bidder information, and the bidding requirement further includes different virtual account information of different bidder terminals 13.
It can be understood that, in practical application, each bidder should remit the bid deposit in time and in a sufficient amount according to a specified time and mode, so that the time when the deposit reaches the designated account is taken as the basis of the effective deposit time limit, and each bidder should fully pre-judge the delay condition of deposit arrival due to various factors, and make a relevant preparation in advance.
In addition, after the bid evaluation is finished, the bid issuer terminal 12 transmits a refund application message of the bid security to the system server 11; the system server 11 receives the refund application message and sends a refund instruction to the bank server 15; the bank server 15 receives the refund instruction and returns the bid security from the virtual account to the bidder account. It can be understood that, when the management system of the present application implements the remote bid evaluation management in an unattended manner, since the participation of the bid issuer terminal 12 is not required, after the bid evaluation is finished, the system server 11 directly sends the refund instruction to the bank server 15 without receiving the refund application message. Of course, the tender deposit can be returned by transmitting a refund application message to the system server 11 through the bidder terminal 13, and the system server 11 receiving the refund application message and transmitting a refund instruction to the bank server 15.

The process of the bidder entering and using the bid opening communication platform by using the bidder terminal 13 is exemplified as follows: 1) logging in a management system, clicking an item to be bid opened, clicking an exchange platform button, and then entering a remote bid opening and evaluation hall; 2) the remote interaction assistant driver is required to be installed when the remote opening management system is logged in for the first time, and if the remote interaction assistant driver is installed, the remote interaction assistant is automatically called by the system; 3) after the sign-in instruction is initiated by the label opening party, clicking a 'I want to sign in' button, and completing project sign-in operation after filling related information; 4) after entering the communication platform, a camera for live video broadcasting needs to be preset, a setting button is clicked, the camera and a camera sound card are selected, and the setting is completed after the click is determined; 5) using an open label communication platform to carry out character communication, voice communication, video communication and the like; 6) and the interface displays that the opening of the mark is finished, or the interface can quit the communication platform after hearing the reminding of the opening of the mark manager.

In an application scene, a tenderer declares that decryption of bid documents can be carried out through a bid opening communication platform, the tenderer carries out remote decryption at each place according to the set time, and the decryption of the tenderer is finished before 30 minutes of the bid opening date. Due to the fact that the network and the power supply of the bidder are unstable, the decryption lock is in failure or is mistakenly used, decryption is intentionally not completed within the required time limit, and the like, the bidding document cannot be decrypted within the specified time, decryption fails or decryption is overtime, the bidder is considered to withdraw the bidding document, and the bidding document in the system is returned; due to the fact that tenderers or management systems break down, the bid documents cannot be decrypted or opened on time, bid evaluation work cannot be carried out, and decryption time can be delayed or opening and bid evaluation time can be adjusted correspondingly according to actual conditions.

Referring to fig. 5, fig. 5 is a schematic flowchart illustrating a fourth embodiment of a remote bid evaluation management method according to the present application. In the embodiment, the method is applied to a management system consisting of a bidder terminal, a system server and a bank server, wherein the system server is preset with bidding security deposit payment information containing set bidder information; the method comprises the following steps:
s501: the bank server sends bidding security deposit posting information containing the information of the bidder terminal to the system server;
s502: the system server receives the posting information sent by the bank server, and compares and judges whether the posting information conforms to the information to be paid or not when the fact that the bidder information in the posting information is matched with the set bidder information is determined;
s503: and if not, the system server marks the posting information as information which does not meet the bidding requirement.
It can be understood that the bid security posting information in the present application further includes a bid security payment amount, a bid security posting time, and bidder account information, and the bid request includes a full payment of the bid security, a payment of the bid security on time, different bidder accounts, and the bidder account of the bidder is the same as the basic deposit account of the enterprise.
In this embodiment, the system server manages the bidding contents of each bidder by determining whether the bidding deposit posting information of the bidder terminal sent by the bank server conforms to the bidding deposit due information, so that the management of the bidding deposit is not prone to errors.
Further, the management system of this embodiment further includes a bid opening party terminal, the system server stores a bid document submitted by the bid opening party terminal in advance, the system server is further provided with at least one bid opening exchange platform, the bid opening exchange platform is used for providing information interaction between the bid opening party terminal and the bid opening party terminal entering the bid opening exchange platform, and after step S503, the management system further includes:

As an implementation manner, before step S501, the method further includes:
s5001: the bidder terminal downloads a bid inviting file from the system server and sends a request message for acquiring a virtual account to the system server;
s5002: after receiving the request message for acquiring the virtual account, the system server sends a request message for generating the virtual account, which contains the information of the bidder terminal, to the bank server;
s5003: after receiving the request message for generating the virtual account, the bank server randomly generates a virtual account bound with the bidder information and sends the account information of the virtual account to the system server;
s5004: and the bidder terminal acquires the account information of the virtual account from the system server.
In the embodiment, a multi-channel account entering mode is realized through the virtual account information of different bidders, so that the management of the bid deposit is smoother and more convenient.
As an implementation manner, the virtual account number forms an association with the bank server, and after step S5004, the method further includes:
s5005: the bidder terminal sends confirmation information for importing the bidding deposit in the bidder account into the virtual account to the bank server;
s5006: and after receiving the confirmation information, the bank server transfers the bid security from the bidder account to the virtual account, generates the posting information, and sends the bid security posting information containing the bidder information of the bidder terminal to the system server.
It can be understood that the posting information may further include virtual account information bound with the bidder information, and the bidding requirement further includes different virtual account information of different bidder terminals.
Further, the management method of the embodiment further includes:
s507: after the bid evaluation is finished, the bid issuer terminal sends a refund application message of the bid security to the system server;
s508: the system server receives the refund application message and sends a refund instruction to the bank server;
s509: and the bank server receives the refund instruction and returns the bid security to the account of the bidder from the virtual account.
In an application scene, when a bidder downloads a bidding document, a random virtual account number allocated by a bank is automatically acquired from a system (the virtual account number of each bidder in the same project is ensured to be different); the bidders remit the sufficient amount of the deposit into a virtual account from a unit basic deposit account (which is different from each other and is recorded into a bidder integrity database), the virtual account is associated with an account of a tender deposit management bank, and after the remittance is successful, the tender deposit management bank account receives accurate posting information (the basic deposit account is a tender posting end, the virtual account is a tender posting channel, the management bank is a tender posting end, different tenders should use different posting ends and posting channels, otherwise, the posting ends are suspected to be consistent, otherwise, the tender deposit fails); when the bidding is started, the system automatically acquires and compares the condition of verifying the payment of the guarantee fee of the bidder, including whether the payment is full and overtime, whether the virtual account numbers of different bidders are the same, and whether the basic accounts paid by different bidders are the same, so as to judge whether the payment of the guarantee fee of the bidder meets the requirement; after the bid evaluation is finished, the bid inviting agent initiates an application in the system and refunds the bidding security of the bidders from the original path of the respective virtual account after the application is checked.
The method has the advantages that the randomly allocated virtual account is associated with the tender guarantee fund management bank, different bidders use different entry channels, the system is used for automatically acquiring the condition of tender guarantee fund payment of the bidders, verifying whether the tender guarantee fund of the bidders is paid in time and whether the tender guarantee fund of the bidders uses the same check-out end or check-in channel, if the system prompts that basic deposit accounts or virtual accounts are consistent, the fact that the different bidders use the same check-out end or check-in channel is verified, the fact that the bidders are suspected to be subjected to serial bidding is confirmed, and the effect of identifying whether the bidders are subjected to serial bidding is achieved; by means of multi-channel account entry and multi-channel original route refund, the effects that the management process of the bid security is clear in thought, convenient to operate, capable of distinguishing and not prone to refund errors are achieved.
The contents of the remote bid evaluation management system and the remote bid evaluation management method are similar, and please refer to fig. 1 and related text descriptions to understand the related technical solution of the present application. It is understood that, in the embodiments and the flow in the embodiments of the present application, each step in the flow may be adjusted and combined according to actual needs, or only a part of the steps in the flow may be executed.
It should be understood that each time in the present application should be based on a certain fixed time standard, for example, the time of the management system of all remote bidding projects is based on the time issued by the national time service center.
In addition, the bid document in the present application should be an electronic bid document. As an implementable manner, the electronic bid document submitted by the bidder through the management system is used as a bid evaluation basis, the bidder needs to generate two documents when using a tool to make the electronic bid document, one is an encrypted bid document, namely the bid document needing to be decrypted and described in the application, and the encrypted bid document is uploaded to the network; the other is a file with a format not encrypted, and is recorded on a blank optical disc as a spare bidding file (only used when a technician confirms that the non-bidder causes decryption failure). On the bidding date, the bidders do not need to arrive at the bidding site, only need to participate in the bidding meeting in real time at any place through the network video interactive software, and use the interactive software to perform activities such as interactive communication, clarification, suspicion, file transfer and the like with the on-site bidders according to the needs. As an implementable embodiment, the management system may provide for: in the whole process of bid evaluation, authorized principals or legal representatives of each bidder participating in remote interaction are the same person all the time and are not required to be replaced in the midway, when interaction is required under special conditions of bid abandonment, clarification, suspicion extraction, file transfer and the like, persons participating in interaction at one end of each bidder are all considered to be authorized principals or legal representatives of the bidder, the bidders cannot not acknowledge the qualification or identity and the like of the interactive persons to be withheld from the opening of a slot, and the bidders automatically undertake all consequences caused by random person replacement, such as bid eligibility cancellation and the like.
Referring to fig. 6, fig. 6 is a schematic structural diagram of an embodiment of a remote bid evaluation management device according to the present application. In this embodiment, the management device 60 may be a system server in the system shown in fig. 1. The management device 60 includes a memory 61, a processor 62, and a communication circuit 63. The components of the management device 60 may be coupled together by a signal line, such as a bus or a plurality of wires connecting the respective processors and the components, so as to achieve the interconnection between each component of the management device 60, or achieve the connection between the components except the processor 62.
The communication circuit 63 is used for communicating with other devices, and may specifically include a transmitter and a receiver.
The memory 61 is used for storing computer instructions executed by the processor 62 and data of the processor 62 in the process, wherein the memory 61 comprises a nonvolatile storage part for storing the computer instructions. In another embodiment, the memory 61 may be used as the only memory of the processor 62 to buffer the computer instructions executed by the processor 62, the computer instructions are actually stored in a device outside the terminal, and the processor 62 is connected to the external device to execute the corresponding processing by calling the externally stored computer instructions.
A processor 62 controls the operation of the management device 60, and the processor 62 may also be referred to as a CPU (Central Processing Unit). The processor 62 may be an integrated circuit chip having signal processing capabilities. The processor 62 may also be a general purpose processor, a Digital Signal Processor (DSP), an Application Specific Integrated Circuit (ASIC), an off-the-shelf programmable gate array (FPGA) or other programmable logic device, discrete gate or transistor logic, discrete hardware components. A general purpose processor may be a microprocessor or the processor may be any conventional processor or the like.
In the present embodiment, the processor 62 performs the above-described method embodiments by calling computer instructions stored by the memory 61.
For example, the processor 62 of the management device is configured to perform the method embodiments described above as being performed by the system server. For a description of the system server, refer to the related description above.
The present application also provides a management system comprising the system server as shown in fig. 1 above.
Referring to fig. 7, fig. 7 is a schematic structural diagram of a memory device according to an embodiment of the present application. In this embodiment, the memory device 70 stores processor-executable computer instructions 71 for performing the method of any of the embodiments described above.
The storage device 70 may be a medium that can store computer instructions, such as a usb disk, a removable hard disk, a Read-Only Memory (ROM), a Random Access Memory (RAM), a magnetic disk or an optical disk, or may be a system server that can send the stored computer instructions to other devices for operation or can self-operate the stored computer instructions.
In one embodiment, the storage device 70 may also be the memory 61 as shown in FIG. 6.
In the several embodiments provided in the present application, it should be understood that the disclosed method and apparatus may be implemented in other ways. For example, the above-described apparatus embodiments are merely illustrative, and for example, a division of a module or a unit is merely a logical division, and an actual implementation may have another division, for example, a plurality of units or components may be combined or integrated into another system, or some features may be omitted, or not executed. In addition, the shown or discussed mutual coupling or direct coupling or communication connection may be an indirect coupling or communication connection through some interfaces, devices or units, and may be in an electrical, mechanical or other form.
Units described as separate parts may or may not be physically separate, and parts displayed as units may or may not be physical units, may be located in one place, or may be distributed on a plurality of network units. Some or all of the units can be selected according to actual needs to achieve the purpose of the embodiment.
In addition, functional units in the embodiments of the present application may be integrated into one processing unit, or each unit may exist alone physically, or two or more units are integrated into one unit. The integrated unit can be realized in a form of hardware, and can also be realized in a form of a software functional unit.
The integrated unit, if implemented in the form of a software functional unit and sold or used as a stand-alone product, may be stored in a computer readable storage medium. Based on such understanding, the technical solution of the present application may be substantially implemented or contributed to by the prior art, or all or part of the technical solution may be embodied in a software product, which is stored in a storage medium and includes instructions for causing a computer device (which may be a personal computer, a system server, a network device, or the like) or a processor (processor) to execute all or part of the steps of the method of the embodiments of the present application. And the aforementioned storage medium includes: a U-disk, a removable hard disk, a Read-Only Memory (ROM), a Random Access Memory (RAM), a magnetic disk or an optical disk, and other various media capable of storing program codes.

Claims (7)
1. The method is characterized in that the method is applied to a management system consisting of a plurality of bidder terminals, a plurality of bid evaluation terminals and a system server, wherein the system server is provided with at least one bid opening communication platform, a plurality of pieces of set bidder information are bound to the bid opening communication platform, the bid opening communication platform is used for providing information interaction between terminals entering the bid opening communication platform, the set bidder information is bidder information corresponding to the bidder terminals submitting bid files to the system server, and the bid files are encrypted bid files and are stored in the system server; the method comprises the following steps:
each bidder terminal sends respective terminal process information to the system server, wherein the terminal process information is a bidder participation request message containing bidder information;
the system server receives the terminal process information, determines whether the information of the bidder in the bidder participation request message is matched with the set information of the bidder, determines that the conditions for entering the next bid opening step in the bid opening process are met if the information of the bidder in the bidder participation request message is matched with the set information of the bidder, and allows the bidder terminal to enter the bid opening exchange platform after determining that the conditions for entering the next bid opening step in the bid opening process are met; if not, determining that the condition for entering the next bid opening step in the bid opening process is not met;
after allowing the bidder terminal to enter the bid opening exchange platform, the bidder terminal sends a decryption instruction for decrypting the encrypted bid file to the system server;
the system server receives and decrypts the encrypted bid file according to the decryption instruction to form a decrypted bid file, and judges whether the time for forming the decrypted bid file is before the decryption deadline time;
if not, the system server acquires and verifies the terminal state information of the bidder terminal, and judges whether the reason causing the system server to fail to decrypt the encrypted bidding document is the bidder terminal reason;
if the reason is that the bidder terminal is the bidder terminal, the system server cancels the bidding qualification of the bidder terminal and moves the bidder terminal out of the bid opening exchange platform;
after the bid opening process is finished, the bid evaluating party terminal sends terminal process information to the system server;
the system server receives terminal process information of the bid evaluation party terminal, judges whether the terminal process information meets the condition of entering the next bid evaluation step in the bid evaluation process, and if so, enters the next bid evaluation step in the bid evaluation program;
after the decrypted bidding document is formed, the bid evaluation party terminal acquires the decrypted bidding document sent by the system server, carries out qualification examination on the decrypted bidding document and sends an examination result to the system server; wherein, in the process of qualification examination of the decrypted bidding document, the bidder terminal performs one-to-one remote interaction with the bidder terminal through the system server to obtain a clarification explanation of the bidder terminal on a problem when the qualification examination material of the bidder terminal is found to have the problem;
the system server receives the examination result and sends the examination result to the bidder terminal through the bid opening exchange platform;
the management system further comprises a bid opening party terminal, and the step of receiving and decrypting the encrypted bid document according to the decryption instruction by the system server to form a decrypted bid document specifically comprises the following steps:
the bidder terminal sends a first decryption instruction for decrypting the encrypted bidding document for the first time to the system server;
the system server receives the first decryption instruction, and decrypts the encrypted bidding document for the first time according to the first decryption instruction to form a semi-decrypted bidding document;
the bidding issuer terminal sends a second decryption instruction for decrypting the semi-decrypted bidding document for the second time to the system server;
and the system server receives the second decryption instruction, and decrypts the semi-decrypted bidding document for the second time according to the second decryption instruction to form a decrypted bidding document.
2. The remote bid evaluation management method according to claim 1, wherein the system server stores a latest check-in time;
after the allowing the bidder terminal to enter the open bid communication platform, the method further comprises:
and the system server receives a sign-in message which is sent by the bidder terminal and enters the opening exchange platform, judges whether the time for sending the sign-in message is later than the latest sign-in time, determines that the bidder finishes sign-in if the time for sending the sign-in message is not later than the latest sign-in time, and continues to allow the bidder terminal to be in the opening exchange platform, otherwise, does not allow the bidder terminal to be in the opening exchange platform.
3. The remote bid opening and evaluation management method according to claim 2, wherein the bidder information includes bid document submission condition information and bid deposit posting information, and the system server stores a bid document requirement;
after the time reaches the latest sign-in time or the bidder terminal completes sign-in, the method further comprises:
and the system server checks and judges whether the bidder information corresponding to all bidder terminals in the bid opening communication platform meets the bid inviting file requirement, and if so, informs the bidder terminals of a bid opening instruction.
4. The remote bid opening and bid evaluation management method according to claim 1, wherein the system server stores a bid document request, and the decrypted bid document contains bid party offer information; the method further comprises the following steps:
the bid evaluating party terminal judges whether the content of the decrypted bidding document responds to the bid inviting document requirement or not, forms a bid clearing result according to the judgment result and sends the bid clearing result to the system server;
and the system server receives the bid clearing result and sends the bid clearing result and the bidding party quotation information to the bidding party terminal through the bid opening exchange platform.
5. The remote bid evaluation management method according to claim 4, further comprising:
and the bid evaluation party terminal further determines a final bid evaluation result according to the examination result, the bid quotation information of the bidder and the bid clearing result, and sends the bid evaluation result to a system server as remote interactive data so that the system server sends the remote interactive data to the bidder terminal through the bid opening communication platform.

A remote bid opening and evaluation management system is characterized by comprising a plurality of connected bidder terminals, a plurality of bid evaluation terminals and a system server, wherein the bidder terminals, the bid evaluation terminals and the system server are corresponding to methods executed by the bidder terminals, the bid evaluation terminals and the system server in the remote bid opening and evaluation management method according to any one of claims 1 to 5.
7. A remote bid evaluation management device, characterized in that the management device is the system server of claim 6.
