In order to further prevent the offset of the certificate paper when cutting, synchronous belt walking fixing plates 392 are fixedly arranged on the outer surface of the synchronous belt 391 at equal intervals on two sides and used for clamping the certificate paper, and the length between every two adjacent synchronous belt walking fixing plates 392 is slightly longer than the side length of the pressing block 394.

The working principle of the present application is as follows.
The method comprises the steps that firstly, a control unit reads an identity card placed on an identity card reading slot by an applicant through an identity information acquisition module, receives service information set by the applicant through a touch screen, transmits the information to a public security traffic management platform through a communication module to judge the information, and when the input information is matched with a selected service and the condition is met, the public security traffic management platform outputs an instruction for allowing the card to be manufactured and paying to the control unit.
The second step, the control unit displays payment information through the touch screen, and the applicant finishes payment by scanning the two-dimension code; the control unit is connected with the bank system through the communication module to send out a certification making instruction after completing the fee deduction operation.
Third, after the certificate is made, the control unit controls the certificate making unit to sequentially complete the following operations:
1) Placing the certificate paper into a certificate paper box, placing photo paper into a photo placing box, and placing a plastic packaging film into a plastic packaging film placing box;
2) The mechanical arm a adsorbs the certificate paper from the certificate paper box and transfers the certificate paper to the code scanning mechanism;
3) The code scanning mechanism scans the number on the adsorbed certificate paper and transmits the number to the control unit;
4) The mechanical arm a adsorbs and conveys the certificate paper to the needle printer again to print information;
5) After printing, carrying the certificate paper to a certificate paper conveyor belt by a manipulator a;
6) The certificate paper conveyor belt conveys the certificate paper to a synchronous belt below the certificate punching device, the synchronous belt walks a fixed plate to clamp the certificate paper, when the second limit sensor senses that the certificate paper enters below the certificate punching mechanism along with the synchronous belt in the advancing process of the certificate paper, the second limit sensor feeds back sensing information to the control unit, and the control unit controls the servo speed reducing motor b to operate after receiving the information;
the servo speed reducing motor b drives the cam pan to rotate, the cam pan rotates and simultaneously drives the cutter block contacted with the cam pan to move downwards, circular motion is converted into linear motion, the cutter block simultaneously drives the cutting punch to move downwards, when the cutter block is contacted with the pressing block, the cutter block simultaneously drives the pressing block to press the certificate paper on the synchronous belt, and finally the cutting punch is used for cutting the certificate paper into a homepage and a sub page, so that punching operation is completed;
after the punching operation is finished, the servo reducing motor b continuously drives the cam pan to rotate, so that the cutter block and the cutting punching knife are stopped after being restored to the original positions; simultaneously, the compaction block is restored to the original position under the drive of the spring b so as to wait for the next punching;
7) The mechanical arm a sucks and places the auxiliary page on the previous station of the front page;
8) After the punching operation is finished, the mechanical arm a sucks the photo paper from the photo placing box, conveys the photo paper into a color printer for printing, and conveys the printed photo paper to a photo punching device;
9) When the photo paper reaches the position right above the blanking cutter die, the limit sensor senses the position of the photo paper and feeds back the sensing information to the control unit, the control unit controls the manipulator a to place the photo paper on the blanking cutter die, and meanwhile, the control unit controls the servo speed reducing motor a to operate;
the servo speed reducing motor a drives the cam a to rotate, the cam a drives the punching guide post contacted with the cam a to move upwards, the punching guide post drives the punching cutting die fixed with the punching guide post to move upwards, and the photo paper is cut into a required shape through the cooperation of the punching cutting die and the cutting plate;
10 The mechanical arm a conveys the cut photo to the position above the positive page of the certificate paper; meanwhile, the mechanical arm c conveys the rest frame of the cut photo paper into the waste box;
11 The plastic packaging film is sucked up from the plastic packaging film box by the manipulator b and conveyed to a vacuum plastic packaging platform of the plastic packaging device when the certificate paper is printed, cut and the photo paper is printed and cut; the mechanical arm b firstly sucks one end of the plastic packaging film far away from the plastic packaging device certificate paper inlet, so that the vacuum packaging plastic platform and the plastic packaging film form a V-shaped certificate paper inlet, the V-shaped certificate paper inlet faces to the homepage, and the clamping jaw of the mechanical arm d is convenient for feeding the homepage into the V-shaped certificate paper inlet;
