本发明公开了一种建立承载的方法、用户设备及基站,所述方法包括:用户设备UE利用预先存储的配置参数为所述UE配置承载,所述预先存储的配置参数包括:接入层AS配置参数,或,所述预先存储的配置参数包括:AS配置参数和非接入层NAS配置参数;所述UE利用所述承载向基站发送业务数据。
