Currently, in a DSDS (Dual SIM Dual Standby) terminal, for a case where one (a first SIM card) of two SIM cards of the terminal is registered in an LTE (long term Evolution) network and the other (a second SIM card) is registered in a GSM (Global System for mobile Communications) network, if a call needs to be dialed using the SIM card registered in the GSM network, the call needs to be executed according to a flow shown in fig. 1, first, a CSFB (circuit switched Fallback) signaling flow of the first SIM card is used to release an RRC (Radio Resource control) connection of the LTE, and after the RRC connection of the first SIM card is released, the CSFB notifies the second SIM card of completing the call through the GSM. If the RRC connection release is not successful, the call of the second SIM card cannot be continued. It can be seen that in the above case, to complete the call, the second SIM card must negotiate with the first SIM card, and the GSM call of the second SIM card can be continuously executed only after the connection release of the LTERRC of the first SIM card is completed.

If the RRC connection release is successful before the retry number is reduced to 0, the GSM of the second SIM card is informed, and the second SIM card continues to complete the call through the GSM.
The scheme of the embodiment avoids the situation that the second SIM card cannot continue to call due to the failure of LTE RRC connection, and simultaneously, the original design flow is kept to the maximum extent, and the RRC connection is released as soon as possible.
In the scheme of this embodiment, the number n of retries for RRC connection release needs to be determined first, after a call is sent, there is a time limit between each procedure, and after a certain request is sent, if a timeout does not respond, the call will also fail. Therefore, the retry number is selected by combining the time of the RRC connection release procedure and the maximum RRC release return time tolerated by the GSM caller.
