Abstract
The invention provides a linkage intervention system and method for operation services of a highway toll station, which utilizes a mobile communication terminal, wherein one end of the mobile communication terminal calls data of a toll station charging service system, obtains the charging amount of vehicle toll and charges corresponding amount; one end of the system interactively acquires the state information of the toll lane and a response request uploaded by the warning device through the service management server, and manually intervenes the toll lane with abnormal conditions according to the state information of the toll lane and the response request uploaded by the warning device; therefore, the system and the method achieve the aims of rapidly processing the abnormal and emergent conditions related to charging and service of the charging station, and improving the response efficiency and the service quality. The invention can reduce the management personnel, reduce the equipment investment and reduce the occupied monitoring space. Meanwhile, the response speed of abnormal conditions can be improved, on-site response and processing are realized, and the service level is favorably improved.
Description
Technical Field
The invention relates to the field of intelligent transportation, in particular to a linkage intervention system and a linkage intervention method for operation services of a highway toll station.
Background
Mobile applications (Mobile Application) include personal and enterprise-level applications. By means of the continuously enhanced service capability of the cloud, the mobile terminal application generally runs on a smart phone and a tablet personal computer, and is particularly suitable for application scenes without fixed workplaces.
The cloud platform (cloud platforms) provides cloud-based services, that is, software for providing services for developers to create applications based on the cloud is provided, and includes three parts, namely basic software, infrastructure service software and application service software, and may also be simply understood as a virtual host environment (cloud host) of a plurality of sites provided by a plurality of entity hosts, including a basic operating system, a distributed database operation, an integrated environment, a management platform, and the like.
Linkage intervention, the operation of the highway toll collection system relates to linkage of a plurality of information, each toll collection process relates to a plurality of people and a plurality of devices, but some special events can not be solved by using technical means completely, and manual synchronous intervention is needed, so that the system operation meets the management requirement.
The existing highway toll collection system has a relatively mature linkage intervention mechanism, but has the characteristics of low efficiency and inconvenience.
At present, highway toll in China is generally carried out in two ways:
1. MTC manual charging mode: the vehicle gets the card on the entrance lane of the highway, and the payment is finished on the exit lane in a cash or mobile phone code scanning mode. The linkage intervention in this mode is generally a response of the toll station monitoring personnel to an abnormal operation of the toll lane, such as confirmation of vehicle type inconsistency, U-shaped driving and the like. The terminal for intervention is generally a monitoring computer arranged in a monitoring room of a toll station, and the computer is accessed into a toll system in a B/S or C/S mode.
2. ETC electronic toll collection mode: firstly, the OBU unit is required to be added on the vehicle and is pre-charged. The vehicle needs to enter from and exit from the ETC-dedicated lane. When the vehicle leaves the expressway, the fee is automatically deducted without stopping the vehicle. The mode has two intervention modes, one mode is the same MTC mode, and the other mode is the intervention of a field attendant, including manual reading and writing of OBUs, vehicle guidance, card issuing assistance and the like.
The two modes adopt fixed operation terminals, and the field intervention efficiency of managers is limited. In the current highway toll collection system, no matter in an MTC or ETC mode, a toll plaza has an operator on duty to respond to an abnormal condition on a lane, and a toll station monitoring room also has a monitor to respond to an abnormal request of the lane. Generally, upon receiving a request, a monitor invokes a video check and checks with the site through the intercom system. In this mode, the response is relatively slow and is subject to off-site verification.
Disclosure of Invention
The invention aims to provide a quick response mechanism for the abnormal conditions of the toll lane of the expressway, increase the response speed and improve the processing efficiency of the abnormal conditions.
In order to solve the technical problems, the technical scheme adopted by the invention is as follows:

the mobile communication terminal provides a window for displaying service data and performing man-machine interaction for a manager; the mobile communication terminal is provided with an interface for communicating with a service management server of a charging management center and a charging service system of a charging station, and interacts data with the service management server and the charging service system of the charging station through a wired or wireless link;
the business management server receives the toll lane state information uploaded by the monitoring device and the manager information uploaded by the manager through the mobile communication terminal, and stores the toll lane state information and the manager information in a central platform database; meanwhile, the service management server receives a response request uploaded by the warning device or a toll lane state information acquisition request uploaded by a manager through the mobile communication terminal, and retrieves corresponding toll lane state information from the central platform database according to the response request and the toll lane state information acquisition request and sends the corresponding toll lane state information to the corresponding mobile communication terminal;
the manager information includes: identity information of a manager, a duty time interval of the manager, the number of a toll station where the manager is located in each duty time interval, the number of a toll lane governed by the toll station, and the number of a mobile communication terminal held by the manager;
the state information of the toll lane comprises a lane number, a number of a toll station to which the lane belongs and state information acquisition time;
the toll lane state information acquisition request includes: the number of the mobile communication terminal that issued the request, the time when the lane state information acquisition request was issued, and the number of the toll lane for which the state information acquisition request was requested.
Further, the monitoring device includes a vehicle detector.
Further, the warning device includes an emergency telephone set provided in a lane of a toll booth.
The invention also provides a linkage intervention method for the operation business of the highway toll station, which comprises the following steps:
(1) constructing the linked intervention system of the operation services of the highway toll station according to any one of claims 1 to 3;
(2) binding manager information of a mobile communication terminal with a mobile communication terminal ID in advance and then uploading the information to a central platform database; the method comprises the steps that an on-duty effective time table of each administrator is pre-established in a central platform database, and when binding information sent by any mobile communication terminal is received, the central platform database stores the binding information into the corresponding on-duty effective time table according to the identity information of the on-duty personnel in the binding information;
(3) collecting corresponding toll lane state information through monitoring equipment deployed at each toll station and uploading the information to a central platform database;
(4) the manager performs active intervention or passive response intervention on the abnormal state of the lane; wherein the content of the first and second substances,
active intervention includes: a manager sends a toll lane state information acquisition request to a service management server through a mobile communication terminal, and the service management server calls corresponding toll lane state information from a central platform database according to the toll lane state information acquisition request and sends the corresponding toll lane state information to the corresponding mobile communication terminal; the manager confirms the state of the toll lane and intervenes through the mobile communication terminal;
passive response intervention includes: when the service management server receives a response request sent by a certain toll lane warning device, the lane state information is fed back to the corresponding mobile communication terminal according to the effective duty schedule, and a manager holding the mobile communication terminal intervenes the corresponding lane according to the received lane state information;
(5) when the vehicle enters the station, the manager of the toll station interacts with the charging service system of the toll station through the mobile communication terminal to obtain the charging amount of the toll fee of the vehicle, and the vehicle is released after the corresponding amount is charged.
Further, the method further comprises: the management personnel upload the active intervention or passive response intervention records to a central platform database through the mobile communication terminal, and the central platform database records the intervention records of the management personnel and corresponding abnormal conditions into a system log; the active intervention or passive response intervention record comprises: text, pictures, and small videos.
Has the advantages that: compared with the prior art, the invention has the following advantages:
by utilizing the technical scheme provided by the invention, the number of managers can be reduced, the equipment investment can be reduced, and the occupied monitoring space can be reduced. Meanwhile, the response speed of abnormal conditions can be improved, on-site response and processing are realized, and the service level is favorably improved.

In this embodiment, the monitoring device is a vehicle detector, and the warning device is an emergency telephone set disposed in a lane of a toll station.
The core thought of the invention is as follows: one end of the mobile communication terminal is used for calling data of a charging service system of a toll station, the other end of the mobile communication terminal is used for interactively acquiring the state information of the toll lane and a response request uploaded by the warning device through the service management server, and manual intervention is carried out on the toll lane in which abnormal conditions (actions such as license plate identification data, fee display content, rod-raising clearance and the like) occur according to the state information of the toll lane and the response request uploaded by the warning device; or the system is communicated with the car owner on the toll lane with abnormal conditions in a video or voice mode, so that the purposes of rapidly processing abnormal and emergent conditions related to toll collection and service in the toll station and improving response efficiency and service quality are achieved.
The working process of the highway toll station operation business linkage intervention system is as follows:
s1: binding manager information of a mobile communication terminal with a mobile communication terminal ID in advance and then uploading the information to a central platform database; the method comprises the steps that an on-duty effective time table of each administrator is pre-established in a central platform database, and when binding information sent by any mobile communication terminal is received, the central platform database stores the binding information into the corresponding on-duty effective time table according to the identity information of the on-duty personnel in the binding information;

S5: the management personnel upload the active intervention or passive response intervention records to a central platform database through the mobile communication terminal, and the central platform database records the intervention records of the management personnel and corresponding abnormal conditions into a system log; the active intervention or passive response intervention record comprises: text, pictures, and small videos.
In the above technical scheme:
the mobile communication terminal is preferably a smartphone or a tablet computer.
The central platform database is deployed in a provincial highway management center and is operated on a cloud platform to provide strong support capability. The central platform database is mainly used for storing binding data of the mobile communication terminal, managers, toll stations and lanes, generating effective time tables of the managers according to the duty time of the toll station managers, and storing abnormal records, corresponding images and small videos and abnormal response logs.
The invention can easily realize the quick response of the vehicle when the abnormal condition occurs at the entrance/exit lane of the expressway, and improves the passing experience of road users. Meanwhile, the operators on duty in the toll station square and the monitoring room can be combined, and the charge managers are reduced. The mobile communication terminal is convenient to carry, and does not need to occupy the space of a monitoring room. The mobile communication terminal can adopt wireless transmission, thereby reducing the wired connection and functional computers of the original monitoring room. The service level of the road operation manager is also improved.

the mobile communication terminal provides a window for displaying service data and performing man-machine interaction for a manager; the mobile communication terminal is provided with an interface for communicating with a service management server of a charging management center and a charging service system of a charging station, and interacts data with the service management server and the charging service system of the charging station through a wired or wireless link;
the business management server receives the toll lane state information uploaded by the monitoring device and the manager information uploaded by the manager through the mobile communication terminal, and stores the toll lane state information and the manager information in a central platform database; meanwhile, the service management server receives a response request uploaded by the warning device or a toll lane state information acquisition request uploaded by a manager through the mobile communication terminal, and retrieves corresponding toll lane state information from the central platform database according to the response request and the toll lane state information acquisition request and sends the corresponding toll lane state information to the corresponding mobile communication terminal;

4. A linkage intervention method for operation services of a highway toll station is characterized by comprising the following steps:
(1) constructing the linked intervention system of the operation services of the highway toll station according to any one of claims 1 to 3;
(2) binding manager information of a mobile communication terminal with a mobile communication terminal ID in advance and then uploading the information to a central platform database; the method comprises the steps that an on-duty effective time table of each administrator is pre-established in a central platform database, and when binding information sent by any mobile communication terminal is received, the central platform database stores the binding information into the corresponding on-duty effective time table according to the identity information of the on-duty personnel in the binding information;
(3) collecting corresponding toll lane state information through monitoring equipment deployed at each toll station and uploading the information to a central platform database;
(4) the manager performs active intervention or passive response intervention on the abnormal state of the lane; wherein the content of the first and second substances,
active intervention includes: a manager sends a toll lane state information acquisition request to a service management server through a mobile communication terminal, and the service management server calls corresponding toll lane state information from a central platform database according to the toll lane state information acquisition request and sends the corresponding toll lane state information to the corresponding mobile communication terminal; the manager confirms the state of the toll lane and intervenes through the mobile communication terminal;
passive response intervention includes: when the service management server receives a response request sent by a certain toll lane warning device, the lane state information is fed back to the corresponding mobile communication terminal according to the effective duty schedule, and a manager holding the mobile communication terminal intervenes the corresponding lane according to the received lane state information;

The method of claim 4, wherein each manager is equipped with at least two mobile communication terminals, one of which is a common mobile communication terminal and the other is a standby mobile communication terminal; the numbers of the common mobile communication terminal and the standby mobile communication terminal are both contained in the manager information; the manager sets the priority for each mobile communication terminal held by the manager, and the priority of the common mobile communication terminal is the highest;
when the service management server can not establish communication contact with the common mobile communication terminal within a preset time threshold interval, the service management server executes the following steps:
(5-1) the service management server accesses the central platform database again, reads the duty effective time table corresponding to the administrator, selects the mobile communication terminal number with the highest priority which possibly establishes the communication relation under the name of the administrator in the duty effective time table, and tries to establish communication connection with the selected mobile communication terminal;
(5-2) if the service management server and the mobile communication terminal selected in the step (5-1) can not establish communication contact within a preset time threshold interval, returning to the step (5-2); otherwise, the state information of the toll lane to be sent is issued to the selected mobile communication terminal.

The method for the coordinated intervention of the operation services of the highway toll station as claimed in claim 5, wherein the method further comprises the following steps: the management personnel upload the active intervention or passive response intervention records to a central platform database through the mobile communication terminal, and the central platform database records the intervention records of the management personnel and corresponding abnormal conditions into a system log; the active intervention or passive response intervention record comprises: text, pictures, and small videos.
