Abstract

本发明实施例提供一种通信方法、用户设备(UE)和基站。该方法包括以下步骤:UE从基站接收用户拥塞UPCON启动消息(210),UPCON启动消息用于指示在上行方向发生UPCON;UE根据UPCON启动消息,确定多种数据类型的优先级(220);UE根据多种数据类型的优先级控制缓冲状态报告(BSR)的上报操作(230)。本发明实施例中,通过根据指示上行方向发生UPCON的UPCON启动消息确定多种数据类型的优先级,使得能够根据多种数据类型的优先级触发BSR,从而使得基站能够根据BSR合理地控制上行调度,因此能够减轻上行方向发生的UPCON。
