12. retransmission method of base station response message according to claim 11, it is characterized in that, if resending, described base station do not receive described basic capability negotiating request message yet after the number of times of described ranging response message reaches described first threshold value, then described base station no longer resends described ranging response message to described terminal, sends abnormal end message to described terminal.
13. retransmission method of base station response message according to claim 10, it is characterized in that, if described base station has received the login request message from described terminal in described second duration, then stop the timer of described second duration, send registration reply message to described terminal, and the timer of the 3rd duration is set.
14. retransmission method of base station response message according to claim 10, it is characterized in that, if described base station does not receive described login request message in described second duration, then described base station sends described basic capability negotiating response message to described terminal again.

16. retransmission method of base station response message according to claim 15, it is characterized in that, if resending, described base station do not receive described login request message yet after the number of times of described basic capability negotiating response message reaches described second threshold value, then described base station no longer resends described basic capability negotiating response message to described terminal, sends described abnormal end message to described terminal.
17. retransmission method of base station response message according to claim 10, it is characterized in that, if authentication need be carried out to described terminal in described base station, then described base station is when the authentication message that receives from described terminal, stop the timer of described second duration, described terminal is carried out authentication, and wait for described login request message from described terminal.
18. retransmission method of base station response message according to claim 13, it is characterized in that, if described base station has received from the TFTP or the connection of described terminal in described the 3rd duration and has set up request message, then described base station stops the timer of described the 3rd duration, send TFTP or connection establishment response message to described terminal, and the timer of the 4th duration is set.
