The inner skirt is located inside the outer skirt. The inner skirt has a second thread that extends from it on an inner surface. The second thread rotatably engages the first neck thread. The outer skirt ends at a first edge opposite the upper edge. The inner skirt ends at a second edge opposite the upper edge. The outer room has a slit in it that extends inward from the edge. The slot in it is adapted to receive a portion of the ear in it when the lock is in the locked position with the thread. Additionally, there is a dispensing container. Still further, there is a lock.
