Phosphonates, for example bis (2-chloroethyl) CICHCH-Pu CHCl) phosphonate, pure or partially polycondensed, have also been marketed for the same purpose.
All these compounds are easy to access, but have the drawback of being too volatile and too fluid, which often results in the storage of losses by evaporation or migration and insufficient permanence of the flame-retardant effect.
Higher molecular weight compounds have been proposed to overcome this drawback, for example ethylene

It was unexpectedly found that the condensatior. fii T ICHALIS-AHBUZOV condensation of chlorides and benzyl bromides (III) with cyclic phosphite took place se- 'Illectively with opening of the cycle according to equation (1) i.e. without participation of the concurrent reaction (2)

which seemed a priori also possible:
EMI4.2
(2) 2 (111) + (II) 2.
(\ - OCH2 (IV)
The concurrent reaction (2) was highly undesirable on the one hand because it would have produced a dihalogenated hydrocarbon, with lowering of the weight yield of the condensation of MICHAELIS-ARBUZuV and unnecessary loss in the final product of two halogen atoms, very useful for the desired flame-retardant activity; on the other hand, because a cyclic ethylene phosphonate such as (IV) is generally extremely sensitive to hydrolysis.
The cyclic diphosphite (could be synthesized for example by transesterifying two molecules of triethyl phosphite or triphenyl by three molecules of ethylene glycol or by reacting 2 molecules of 2 halo-1, 3,2 dioxapnos-pholans-with a ethylene glycol molecule in the presence of two tertiary amine molecules.
EMI4.3
The hslogénures intervening in the benzyliques (III) intervening in the reaction (1) can be obtained easily by chloruratio n or misting of toluene, followed or not by a fractionation by distillation. Preference is given to halides (III) for which m or n are between 1 and 3. Optionally, the benzylic halides (111) used may contain, as an inert but not a nuisance impurity, up to 5% of polyhalo toluenes .
The new halogenated benzylphosphonates which are the subject of the invention can be used as flame retardant additives in a large number of plastics such as polyurethanes, polystyrene, ABS, vinyl resins, epoxy resins, in elastomers, synthetic textile fibers, such as polyester, polyamide9 acrylic or modacrylic fibers, used alone or in combination with other synthetic or natural fibers, in paints, glues or other combustible materials which it may be desirable to protect against the risk of fire.

The reaction to fire performance of the foams is evaluated by means of the following conventional laboratory tests: - measurement of the oxygen index: standard NFT 51 071 - horizontal combustion test: standard ASTM D 1692-74
The measurement of the oxygen index consists in determining, on a vertical test tube of section 12.5 x 12.5 mm, the minimum oxygen concentration of an oxygen + nitrogen mixture, allowing maintenance of combustion for a period of at least 3 minutes (or over a length of 75 mm).
It is recognized that the improvement in the reaction to fire is all the more important the higher the value of the oxygen index.
