Abstract
Los método y aparatos codifican video a una velocidad de bit objetiva y aun permiten la variacion de un Parámetro de Cuantificacion (QP) para codificar video de complejidad variada con calidad visual relativamente uniforme. La velocidad de bit constante (CBR) es deseable en muchas aplicaciones, tal como en los entornos de transmision y radiodifusion. Sin embargo, las técnicas de CBR convencionales comprometen la calidad visual. Las técnicas reveladas permiten variacion adaptable en un valor de QP y suministran la codificacion visual mejorada disponible en los esquemas de velocidad de bit variable (VBR) al mismo tiempo que mantienen suficiente cumplimiento con una velocidad de bit objetiva a ser aplicable a entornos de CBR.
