In the circuit 11, a reset pulse is supplied from a reset pulse generating circuit 13 to a 1/2 frequency division circuit 10 and reset is made to obtain a specified signal state at the upper part of picture at all times. Thus, the horizontal synchronizing signal interval can be kept constant with a specified relation and the disturbance of picture can be eliminated.
