CONSTITUTION:For encoding device ENC which converts the binary coded picture signal into the serial data through the encoding compression, the picture signals equivalent to two lines of coding and reference each are stored into RAM5 of buffer memory BUF. For the process of each line, the simultaneous reading is given by one bit and then the presence or absence of the changing point is examined by changing point detector 14 and then encoded to be stored in changing picture element number counters 6 and 15.
