Description

サプライチェーンリスク判定装置、方法及びプログラム
 本発明は、企業等のおける調達関連業務を支援するための技術に係り、特に、サプライチェーン上で想定される地政学リスクや災害リスクなどのリスクの影響を判定する技術に関する。
 製造業の調達業務は、製品製造に必要な材料の確保と管理を行うプロセスである。このプロセスはサプライヤ選定から始まり、適切なサプライヤからの材料供給を確保することになる。また、バイヤは、企業にとって重要なサプライヤとの関係構築に努め、コストと供給の安定性を管理する。また、企業の生産部門は、具体的な生産計画を立て、その計画に基づいて調達部門が納入計画を策定して、材料の供給を行うことになる。物流部門は、納品された材料の受け入れから在庫管理、配送に至るまで、プロセス全体を効率的に進める役割を果たす。
 ここで、サプライチェーンのリスク管理には、サプライチェーン全体の情報共有が必要である。このようなTier1のみならず、Tier2~Tier3のサプライヤとの情報共有を通じて、供給遅延、品質問題、市場変動への対応策を講じることができる。また、経営層は、調達活動が企業戦略と一致するよう監督し、サプライチェーンの効率化に向けた方針を設定する。このように、調達業務は企業内外の様々な部門やサプライヤとの協力に依存しており、各ステークホルダは組織全体の効率性向上と競争力強化を目指して連携している。
 しかし、サプライチェーン上で地政学リスクや災害リスクなどが発生する可能性に対し、情報不足の中でリスク対策を立てるのは困難な現実がある。そのため、部品の納期に基づく安全在庫の確保が一般的な対応策となっている。
 但し、適切な安全在庫を確保することが困難である。例えば、リスクを過大に評価すると、過剰な在庫を抱えることになってしまう。また、逆に、リスクを過小に評価すると、欠品を発生してしまう。そこで、サプライチェーンのリスクを適切に判定するために、特許文献1が提案されている。特許文献1では、サプライチェーンリスク情報生成装置としてのサーバ2は、サプライチェーンに含まれる複数のサプライヤについてのサプライヤ毎の重複度を算出し、算出された重複度を、サプライチェーンリスク情報として生成する。

 ここで、特許文献1のサプライチェーンリスク情報はサプライチェーンのTierNまでのネットワーク情報を保持することが必要になる。このため、長いサプライチェーンを持つ製造業では、正確なサプライチェーン全体のサプライヤを把握することは大きなコストになり、リスク評価をするには効果が限定的になる。
 そこで、本発明では、これまでよりも精度の高いサプライチェーンのリスク判定を行い、より適切なリスク低減策を実現することを課題とする。
 上記の課題を解決するために、本発明では、サプライチェーンで流通し、製品を構成する部品の欠品、価格および想定販売量に基づき営業機会損失を示す部品の影響指標を算出し、当該影響指標に基づき、サプライチェーンのリスクを判定する。なお、部品には、原材料、アッセンブリ、ユニット、モジュールが含まれる。また、製品には、アッセンブリ、ユニット、モジュール、部品(親部品)なども含まれる。
 より具体的な本発明の態様は、予め、部品表情報、部品の所要量および前記部品の在庫量を蓄積する蓄積部と、インシデント情報を取得するインシデント情報取得部と、前記インシデント情報が示すインシデントにより欠品する可能性がある欠品部品が関係する製品の部品表を示す部品表情報を前記蓄積部から特定する部品表情報取得部と、特定された前記部品表情報から、前記欠品部品が関係する製品の出荷計画を示し、前記製品の価格および想定販売量を含む出荷計画情報を取得する製品出荷計画情報取得部と、取得された前記インシデント情報が示すインシデントによる影響度を算出する影響度処理部と、算出された影響度を出力する出力部を有し、前記影響度処理部は、取得された前記インシデント情報が示すインシデントにより欠品する可能性がある欠品部品の納期遅延を推定し、推定された前記納期遅延、前記所要量および前記在庫量を用いて、前記欠品部品の欠品日数を算出し、算出された前記欠品日数、前記価格および前記想定販売量を用いて、前記欠品部品が関係する製品の営業機会損失を算出し、算出された前記営業機会損失を、前記欠品部品に関係する製品を構成する部品である対象ごとに割り付けた前記影響度を算出するサプライチェーンリスク判定装置である。
 また、本発明には、サプライチェーンリスク判定装置が実行するサプライチェーンリスク判定方法、コンピュータであるサプライチェーンリスク判定装置として機能させるためのプログラムやこのプログラムを格納する記憶媒体も本発明に含まれる。
 本発明によれば、も精度の高いサプライチェーンのリスク判定を行い、より適切なリスク低減策を実現することが可能となる。

 以下、本発明に係る一実施形態について、図面を用いて説明するが、その詳細の説明に先立ち、本実施形態に係るサプライチェーンリスク判定装置を用いた調達業務とその用語について説明する。
 本実施形態は、主に企業等の組織における調達業務に関するものである。例えば、製造業の調達業務は、製品製造に必要な材料の確保と管理を行うプロセスである。このプロセスはサプライヤ選定から始まり、適切なサプライヤからの材料供給を確保する。バイヤは、企業にとって重要なサプライヤとの関係構築に努め、コストと供給の安定性を管理する。
 また、バイヤの生産部門は、具体的な生産計画を立て、その計画に基づいて調達部門が納入計画を策定し、材料の供給を行う。物流部門は納品された材料の受け入れから在庫管理、配送に至るまで、プロセス全体を効率的に進める役割を果たす。ここで、リスク管理には、サプライチェーン全体の情報共有が必要である。このため、Tier1のみならず、Tier2~Tier3のサプライヤとの情報共有を通じて、供給遅延、品質問題、市場変動への対応策を講じる。
 また、バイヤの経営層は、調達活動が企業戦略と一致するよう監督し、サプライチェーンの効率化に向けた方針を設定する。このように、調達業務は、企業内外の様々な部門やサプライヤとの協力に依存しており、各ステークホルダは組織全体の効率性向上と競争力強化を目指して連携している。
 そこで、本実施形態では、サプライチェーンのリスク管理に焦点を当てており、数か月、半年、または年単位で定期的にリスク軽減策を実施することを目指している。しかし、サプライチェーン上で地政学リスクや災害リスクなどが発生する可能性に対し、情報不足の中でリスク対策を立てるのは困難な現実がある。そのため、部品の納期に基づく安全在庫の確保が一般的な対応策となっている。
 さらに、近年の半導体不足のような特定部品の調達難では、将来の発注予測値(フォーキャスト)のみでは不十分で、実際の発注を行わなければサプライヤから納期の回答を得られない状況がある。このような不確実性は、納期回答が得られずに生産停止や製品の出荷停止に至るリスクを含んでいる。これを避けるためには、先行発注が必要となる場合があるが、これは資金流動性の低下や経営健全性への悪影響をもたらす可能性がある。
 したがって、サプライチェーンのリスク管理においては、予測困難なリスクに即座に対応できるよう、日常の(例えば日々)計画にリスク管理を織り込む必要がある。そこで、本実施形態では、このようなリスク管理を実行する。これにより、インシデントが発生した際の影響を最小限に抑えることができるようになる。以下、その詳細を、図面を用いて説明する。
 まず、図1は、本実施形態におけるサプライチェーンリスク判定装置1000を含むサプライチェーンリスク判定システムの全体構成図である。図1に示すように、サプライチェーンリスク判定ステムは、サプライチェーンリスク判定装置1000が、外部情報記憶装置3000、バイヤ端末1700およびサプライヤ端末1800と、通信網1500を介して接続されている。なお、バイヤ端末1700やサプライヤ端末1800は、複数であってもよい。
 まず、サプライチェーンリスク判定装置1000は、制御部1100、処理部1200、蓄積部1300および通信部1400で構成されている。そして、サプライチェーンリスク判定装置1000の通信部1400が、通信網1500を介して外部情報記憶装置3000など他の装置(外部システム)と接続されている。
 まず、制御部1100は、通信部1400を用いて外部のシステムと通信網1500を介して通信を行い、処理部1200で必要となるデータを取得及び送信する。このために、制御部1100は、インシデント情報取得部1101、サプライヤ情報取得部1102、部品表情報取得部1103、リスク情報取得部1105、リスク検索キー送受信部1106、発注情報取得部1107、生産拠点情報取得部1108、納入計画情報取得部1109、出力部1110、製品販売情報取得部1111、製品出荷計画情報取得部1112、部品在庫取得部1113、影響度表示パラメータ設定部1114、リスク情報出力部1115によって構成されている。以下、これらの各構成について説明する。
 まず、インシデント情報取得部1101は、インシデント情報テーブル1308から、所定条件を満たすインシデント情報を取得する。例えば、バイヤ端末1700が指定した条件(含むインシデント情報の指定)を満たすインシデント情報やインシデントの発生時期が所定期間内のインシデント情報が取得される。
 また、サプライヤ情報取得部1102は、サプライヤ情報を外部システム(不図示)から取得し、蓄積部1300のサプライヤ情報テーブル1304に記憶する。外部システムは、サプライヤ等取引先のサプライヤ情報を提供している機関が利用するコンピュータシステムであればよい。
 また、部品表情報取得部1103は、所定の部品表情報を、部品表テーブル1303から特定する。例えば、部品表情報取得部1103は、インシデントにより欠品する可能性がある欠品部品が関係する製品の部品表情報を特定する。また、部品表情報取得部1103は、部品表テーブル1303の部品表情報をバイヤ端末1700から通信網1500を通じて取得してもよい。
 また、リスク情報取得部1105は、リスク情報テーブル12000からリスク情報を外部情報記憶装置3000から取得する。なお、リスク情報テーブル12000は、蓄積部1300が蓄積していてもよい。また、リスク検索キー送受信部1106は、リスク情報取得部1105がリスク情報を取得するための検索キーを送信する。例えば、リスク検索キー送受信部1106は、バイヤ端末1700が受け付けた検索キーを、外部情報記憶装置3000に送信する。また、リスク検索キー送受信部1106は、蓄積部1300に検索キーを送信してもよい。この結果、リスク情報取得部1105は、検索キーに応じたリスク情報を取得することになる。
 また、発注情報取得部1107は、発注情報を取得する。例えば、発注情報取得部1107は、バイヤ端末1700から送信される発注情報を、通信部1400を介して取得する。この際、Webブラウザなどを介して発注情報を取得できる。そして、発注情報取得部1107は、取得した発注情報を発注情報テーブル1305に記憶する。また、発注情報取得部1107は、発注情報テーブル1305から発注情報を取得してもよい。
 また、生産拠点情報取得部1108は、バイヤ端末1700或いはサプライヤ端末1800からから送信されるサプライヤ属性情報を、通信部1400を介して取得する。例えば、生産拠点情報取得部1108は、Webブラウザなどを介して、サプライヤ属性情報を取得する。そして、生産拠点情報取得部1108は、取得したサプライヤ属性情報を、サプライヤ属性情報テーブル1302に記憶する。また、生産拠点情報取得部1108は、サプライヤ属性情報テーブル1302からサプライヤ属性情報を取得してもよい。
 また、納入計画情報取得部1109は、バイヤ端末1700から送信される納入計画情報を取得する。例えば、納入計画情報取得部1109は、Webブラウザなどを介して、納入計画情報を取得する。なお、納入計画情報は、バイヤ端末1700に対するバイヤの入力に応じて作成される。この際、納入計画情報は、企業の生産部門が作成した生産計画に基づき作成されることが望ましい。
 また、出力部1110は、サプライチェーンリスク判定装置1000で作成される情報を出力する。例えば、この情報には、後述の影響度処理部1203で算出される影響度を含む画像情報が含まれる。この場合、画像情報が通信部1400を介してバイヤ端末1700に送信される。この結果、バイヤ端末1700が画像情報を表示することになる。このように、出力部1110は、画像情報を作成する画像情報作成部として機能してもよいし、影響度処理部1203で作成された画像情報を通信してもよい。後者の場合、出力部1110が、通信部1400と同様の機能を実行するので、通信部1400は省略できる。なお、バイヤ端末1700での表示例については、図24を用いて後述する。また、バイヤ端末1700は、画像情報を表示する場合、当該バイヤ端末1700でのブラウザ機能により表示できる。
 また、製品販売情報取得部1111は、部品表情報取得部1103が取得した部品表情報に基づき、製品販売情報を取得する。例えば、製品販売情報取得部1111は、取得した部品表情報が示す部品表に係る製品の販売に関する情報を製品販売情報として取得する。そして、製品販売情報取得部1111は、取得した製品販売情報を、製品販売情報テーブル1311に記憶する。
 また、製品出荷計画情報取得部1112は、部品表情報取得部1103が取得した部品表情報に基づき、製品の出荷計画に関する製品出荷計画情報を取得する。例えば、製品出荷計画情報取得部1112は、取得した部品表情報が示す部品表に係る製品の製品出荷計画情報を取得する。そして、製品出荷計画情報取得部1112は、取得された製品出荷計画情報を、製品出荷計画情報テーブル1310に記憶する。
 また、部品在庫取得部1113は、部品在庫情報テーブル1309から部品在庫情報を取得する。また、影響度表示パラメータ設定部1114は、影響度処理部1203が算出する影響度に関するパラメータを取得する。このパラメータは、影響度を含む画像情報における部品リスク、グローバルリスクなどで表示軸を変化させるためのパラメータが含まれる。さらに、パラメータは、ブラウザ機能によりバイヤ端末1700に入力される。そして、通信部1400を介してバイヤ端末1700からパラメータが取得される。
 また、リスク情報出力部1115は、リスク検索結果テーブル1307に記憶されたリスク検索結果を、通信部1400を介してバイヤ端末1700に送信する。この結果、バイヤ端末1700がリスク情報検索結果を表示することになる。このように、リスク情報出力部1115は、リスク情報検索結果を送信できるため、通信部1400は省略してもよい。なお、バイヤ端末1700は、リスク情報検索結果を表示する場合、当該バイヤ端末1700でのブラウザ機能により表示できる。以上で、制御部1100の説明を終わり、続いて処理部1200の説明を行う。なお、本実施形態では、制御部1100と処理部1200を分けた構成としたが、これら1つの構成要素としてもよい。
 処理部1200は、外部情報記憶装置3000、バイヤ端末1700やサプライヤ端末1800といった外部システムから取得したデータを処理し、各種処理を実行する。この処理には、リスクの影響度の算出や計画の見直しにおける最適化処理が含まれる。このため、処理部1200は、リスク情報重要度評価処理部1201、リスク検索キー処理部1202、影響度処理部1203、サプライヤ選定処理部1204、代替サプライヤ評価処理部1205、最適化処理部1206で構成されている。
 まず、リスク情報重要度評価処理部1201は、リスク情報取得部1105によって取得したリスク情報検索結果を基に影響度(Impact13005)と発生確率(Probability of Occurrence)の高いものから順にソートする。そして、リスク情報重要度評価処理部1201は、このソートされたものをリスク検索結果として特定する。
 また、リスク情報重要度評価処理部1201は、リスク検索結果を、リスク検索結果テーブル1307に記憶する。また、リスク情報重要度評価処理部1201は、リスク検索結果を、出力部1110に送信処理することが望ましい。
 また、リスク検索キー処理部1202は、リスク検索キー送受信部1106を用いて、リスク情報検索キーを、外部システムから取得する。そして、リスク検索キー処理部1202は、リスク情報検索キーを、リスク検索キーテーブル1301に記憶する。さらに、リスク検索キー処理部1202は、リスク検索キーから、外部情報記憶装置3000に送信するための送信データとして生成する。
 また、影響度処理部1203は、購入部品のサプライチェーンリスクを評価する影響度の算出を行う。特に、影響度処理部1203は、インシデント情報が示すインシデントによる影響度を算出する。このために、影響度処理部1203は、取得されたインシデント情報が示すインシデントにより、対象の製品に関する部品のうち欠品する可能性がある欠品部品の納期遅延を推定する。また、影響度処理部1203は、推定された納期遅延、必要となる部品の所要量およびその在庫量を用いて、欠品部品の欠品日数を算出する。また、影響度処理部1203は、算出された欠品日数、製品の価格および製品の想定販売量を用いて、欠品部品が関係する製品の営業機会損失を算出する。そして、影響度処理部1203は、算出された営業機会損失を、欠品部品もしくは欠品部品に関係する製品を構成する部品である対象ごとに割り付けた影響度を算出する。なお、影響度として、営業機会損失を用いてもよい。
 さらに、影響度処理部1203は、影響度の算出として、以下のように処理してもよい。まず、影響度処理部1203は、リスク検索結果テーブル1307からリスク検索結果を取得する。また、影響度処理部1203は、発注情報テーブル1305から発注情報を取得する。また、影響度処理部1203は、サプライヤ情報テーブル1304およびサプライヤ属性情報テーブル1302から、リスク検索結果に関連したサプライヤとサプライヤの工場及びこれらに関連する部品情報を抽出する。さらに、影響度処理部1203は、インシデント情報テーブル1308から過去のインシデントからリスク発生の際にどのくらい納期遅延が発生したかを推測する。影響度処理部1203は、部品表テーブル1303の部品表記載の所要量および部品在庫情報テーブル1309に記憶された当該部品の在庫量をもとに、当該部品が欠品する欠品日数を算出する。
 また、影響度処理部1203は、部品表テーブル1303に記憶された部品表情報(いわゆるBOM)における製品情報から当該部品が関係する製品を特定する。また、影響度処理部1203は、製品出荷計画情報テーブル1310に記憶された製品の出荷計画情報から当該部品が関連する製品の出荷不能日数を算出する。そして、影響度処理部1203は、製品販売情報テーブル1311に記憶された製品の出荷量と製品価格から営業機会損失を算出する。
 また、影響度処理部1203は、算出された営業機会損失を、部品(特に、欠品部品)もしくは部品(特に、欠品部品)に関係する製品を構成する部品である対象ごとに割り付けた影響度を算出する。そして、影響度処理部1203は、影響度を、影響度テーブル1312に蓄積する。なお、影響度処理部1203は、算出された影響度や営業機会損失について、出力部1110を用いた送信処理を行うことになる。
 またさらに、影響度処理部1203は、発注部品(親部品)を構成する子部品の依存状況および調達リスクのうち少なくとも一方をさらに用いて、影響度や営業機会損失を算出してもよい。
 また、サプライヤ選定処理部1204は、発注する部品のサプライヤを選定する。このために、サプライヤ選定処理部1204は、部品表テーブル1303に記憶された部品情報、および、サプライヤ情報テーブル1304および/またはサプライヤ属性情報テーブル1302から、同等の部品を生産できるサプライヤを選定する。
 また、代替サプライヤ評価処理部1205は、算出された影響度を用いて、部品についての代替性を評価する。この代替性には、部品の供給先(サプライヤ)の数に応じた指標が用いられる。例えば、代替サプライヤ評価処理部1205は、影響度テーブル1312の影響度に基づき、サプライヤ属性情報を用いて1社購買になっている部品を抽出する。この際、代替サプライヤ評価処理部1205は、影響度を含む画像情報(図24)を用いてバイヤ端末1700で指定された部品に対して、1社購買になっている部品を抽出してもよい。
 また、最適化処理部1206は、リスク情報に基づいて、リスクの影響度の算出や計画の見直しにおける最適化処理を行う。このために、最適化処理部1206は、例えば、リスクが特定された場合、そのリスクに対処するために発注計画、生産計画、物流計画、出荷計画および在庫計画の少なくとも1つを見直し、最適化する。これにより、リスクの発生可能性に事前に対処し、最小限に抑えることが可能になる。以上で処理部1200の説明を終わり、続いて蓄積部1300の説明を行う。
 蓄積部1300は、各種情報(テーブル)を蓄積、記憶する。このため、蓄積部1300は、リスク検索キーテーブル1301、サプライヤ属性情報テーブル1302、部品表テーブル1303、サプライヤ情報テーブル1304、発注情報テーブル1305、納入計画情報テーブル1306、リスク検索結果テーブル1307、インシデント情報テーブル1308、部品在庫情報テーブル1309、製品出荷計画情報テーブル1310、製品販売情報テーブル1311、影響度テーブル1312、インシデントグループマスタテーブル1313、インシデントサブグループマスタテーブル1314および納入実績情報テーブル1315を記憶する。すなわち、蓄積部1300は、リスク情報検索キー、サプライヤ属性情報、部品表情報、サプライヤ情報、発注情報、納入計画情報、リスク情報検索結果、部品在庫情報、出荷計画情報、製品販売情報、影響度、インシデント情報のマスタ情報、インシデントの詳細情報のマスタ情報および納入実績情報の各情報を記憶している。以下、これらのテーブル、情報について説明する。
 まず、リスク検索キーテーブル1301を、図13に示す。リスク検索キーテーブル1301は、外部情報記憶装置3000に蓄積されたリスク情報を検索するためのパラメータ(リスク情報検索キー)を格納する。このために、リスク検索キーテーブル1301は、図13に示されるように、検索ID(Search ID)13001、インシデントサブグループID(Incident Sub Grp ID)13002、発生国(Country of occurrence)13003、発生場所(Location)13004、影響(Impact)13005および発生確率(Probability of occurrence)13006の各フィールドを有する。
 検索ID13001には、検索パラメータを管理する識別子を格納する。インシデントサブグループID13002は、図19で示したインシデントサブグループマスタテーブル1314のインシデントサブグループID19001を格納する。
 発生国13003は、インシデントが発生した国を識別する情報を格納する。また、発生場所13004は、インシデントが発生したエリア、例えば州や県のような国より小さい範囲を識別する情報を格納する。なお、発生国13003および発生場所13004は、1つのフィールドとして、インシデントが発生した場所を管理してもよい。
 また、影響13005は、インシデントが発生したときの影響の強さに関する情報を格納する。図13の例では、高、中、低のその強さを段階で示しているが、数値などで示してもよい。また、発生確率13006は、インシデントが発生する確率を百分率の形式で数値を格納する。なお、発生確率13006は、百分率に限らず、分数など他の形式であってもよい。
 また、図11に、サプライヤ属性情報テーブル1302を示す。サプライヤ属性情報テーブル1302は、サプライヤ属性情報を格納する。これは、図11に示すように、サプライヤ属性情報テーブル1302は、サプライヤID(Supplier ID)11001、サプライヤサブID(Supplier sub ID)11002、ロケーション(Location)11003、部品/素材(Parts/Material)11004、生産容量(Production Capacity)11005、品質保証基準(Quality Assurance Standards)11006およびリスク管理対策(Risk Management Measures)11007の各フィールドを有する。
 まず、サプライヤID11001は、部品を供給するサプライヤを特定する識別子を格納する。また、サプライヤサブID11002は、サプライヤが所有する工場などを特定する識別子を格納する。なお、サプライヤID11001およびサプライヤサブID11002は、まとめて1つのフィールドとして扱ってもよい。
 また、ロケーション11003は、サプライヤサブID11002によって特定したサプライヤの拠点を示す情報を格納する。また、部品/素材11004は、該当の部品についての部品や材料の種類に関する情報を格納する。また、生産容量11005は、サプライヤの生産容量に関する情報であり、生産容量を判定できる情報を格納する。また、品質保証基準11006はロケーション11003で示すサプライヤの工場が、どのような品質基準に準拠して生産活動を行っているかの情報(ISO9001やJIS)などの情報を格納する。また、リスク管理対策11007は、サプライチェーンリスクに関する対策をどの程度実施しているかの情報を格納する。
 次に、図16に、部品表テーブル1303を示す。部品表テーブル1303は、部品表情報を格納し、この部品表情報は製品ID(Product ID)16001、パーツ番号ID(Part Number ID)16002および所要量(Quantity)16003の各フィールドを有する。まず、製品ID16001は、製品を判別する識別子を格納する。また、パーツ番号ID16002は、製品ID16001で定義する製品に対して当該製品を構成する部品の部品番号を格納する。所要量16003は、パーツ番号ID16002で定義した部品番号の部品が、パーツ番号IDのパーツが属する製品が1つ生産するときに必要な量を格納する。このように、部品表情報は、製品(製品ID16001)とこれを構成する部品(パーツ番号ID16002)の階層関係、言い換えると依存関係が示される。さらに、部品表情報は、部品について、複数の階層を示してもよい。つまり、製品が、複数の子部品から構成される親部品の集合で構成される場合、製品、親部品および子部品それぞれの依存関係を示してもよい。またさらに、部品は2階層(親部品、子部品)だけでなく、孫部品など3階層以上であってもよい。
 次に、サプライヤ情報テーブル1304は、図10に示す。サプライヤ情報テーブル1304は、サプライヤを管理するためのサプライヤ情報を格納する。そして、図10に示すように、サプライヤ情報テーブル1304は、サプライヤID(Supplier ID)10001、サプライヤ名(Supplier)10002および連絡先情報(Contact information)10003の各フィールドを有する。
 まず、サプライヤID10001は、サプライヤを判別する識別子を格納する。サプライヤ名10002は、サプライヤの名称を格納する。また、連絡先情報10003は、サプライヤの連絡先情報を格納する。
 次に、発注情報テーブル1305を、図9に示す。発注情報テーブル1305は、部品の発注を管理するための発注情報を格納する。このため、発注情報テーブル1305は、発注ID(Order ID)9001、発注物品(Ordered Item)9002、サプライヤID(Supplier ID)9003、発注量(Quantity)9004とおよび納品日9005(Due Date)の各フィールドを有する。まず、発注ID9001は、発注物品を判別する識別子を格納する。発注物品9002は、発注した物品の名称を格納する。なお、発注物品として、部品を用いることができる。
 また、サプライヤID9003は、発注先のサプライヤを判別する識別子を格納する。また、発注量9004は、発注物品の発注数量を格納する。さらに、納品日9005は、発注物品とその発注数量に対してのサプライヤID9003で指定されたサプライヤから回答があった納期日を格納する。
 次に、納入計画情報テーブル1306を、図20に示す。納入計画情報テーブル1306は、生産部門の生産計画から策定した各種部品の納品計画を管理する納入計画情報を格納する。このため、納入計画情報テーブル1306は、納入計画ID(Delivery Plan ID)20001と、パーツ番号ID(Part Number ID)20002、計画された納入計画日(Scheduled Delivery Date)20004、要求納入量(Required Quantity)20005、発注状況(Order Status)20006および最終更新日20007(Last Update)の各フィールドを有する。
 まず、納入計画ID20001は、納入計画を判別する識別子を格納する。また、パーツ番号ID20002は、納入計画のある部品の識別子を格納する。また、計画された納入予定日20004は、納入予定の部品の納入予定日を格納する。また、要求納入量20005は、納入予定日で納入される部品の数量を格納する。発注状況20006は、計画に基づき作成したフォーキャストを含む納入計画情報において、確定発注、予測発注、未発注などの発注のステータスを格納する。また、最終更新日20007は、納品予定日20004、要求納入量20005、発注状況20006が最後に、更新されたときの日時を格納する。
 次に、リスク検索結果テーブル1307を、図14に示す。リスク検索結果テーブル1307は、外部情報記憶装置3000から取得したリスク情報検索結果を格納する。リスク検索結果テーブル1307は、リスク要因(Risk Factor)14001、リスクサブグループID(Risk Sub Grp ID)14002、説明(Description)14003、発生国14004(Country of occurrence)、影響(Impact)14005と、発生確率(Probability of occurrence)14006、最終更新日(Last update)14007および情報ソース(Source)14008を格納する。
 まず、リスク要因14001は、リスク要因を判別する識別子を格納する。また、リスクサブグループID14002は、図19のインシデントサブグループマスタテーブル1314のインシデントサブグループID19001で定義されている識別子を格納する。
 また、説明14003は、リスク要因に関する説明情報を格納する。また、発生国14004は、インシデントが発生する可能性がある国を判別する情報を格納する。なお、発生場所13004と同様の発生場所を設けてもよい。
 また、影響14005は、インシデントが発生したときの影響の大きさを格納する。図14の例では、高、中、低のその強さを段階で示しているが、数値などで示してもよい。また、発生確率14006は、インシデントが発生する確率を百分率で格納する。なお、発生確率14006は、百分率に限らず、分数など他の形式であってもよい。
最終更新日14007は、リスク要因に関する情報の最終更新日を格納する。さらに、情報ソース14008は、リスク要因に関する情報の由来を格納する。
 次に、インシデント情報テーブル1308を、図17に示す。インシデント情報テーブル1308は、バイヤやサプライヤで発生したインシデント情報を格納する。このため、インシデント情報テーブル1308は、インシデントID(Incident ID)17001、インシデント名(Incident Name)17002、発生時間(Occurrence Time)17003、インシデントグループID(Incident Group ID)17004、影響(Impact)17005、発生確率17006(Probability of occurrence)、説明情報(Description)17007および発生地域(Area)17008の各フィールドを有する。
 まず、インシデントID17001は、発生したインシデントを判別するための識別子を格納する。また、インシデント名17002は、インシデントの説明文章を格納する。また、発生時間17003は、インシデントが発生した年月日を格納する。また、インシデントグループID17004は、インシデントサブグループマスタテーブル1314のインシデントグループID18001のうち該当するインシデントを格納する。
 また、影響17005は、地域における影響の大きさを格納する。図17の例では、高、中、低のその強さを段階で示しているが、数値などで示してもよい。また、発生確率17006は、インシデントが過去どのくらいの頻度で発生したのか、百分率で格納する。発生確率17006は、百分率に限らず、分数など他の形式であってもよい。
 また、説明情報17007は、発生したインシデントの内容を格納する。ここで、説明情報17007は、インシデント名17002よりも詳細な説明である。また、説明情報17007とインシデント名17002はいずれか一方を省略できる。さらに、発生地域17008は、インシデントが発生した場所を格納する。なお、発生地域17008として、州や県を用いてもよいし、発生国を用いてもよい。さらに、発生地域17008として、これらの組合せを用いてもよい。
 次に、部品在庫情報テーブル1309を、図15に示す。部品在庫情報テーブル1309は、部品についての在庫の状況を示す在庫情報を格納する。このため、部品在庫情報テーブル1309は、部品番号ID(Part Number ID)15001、部品名(Part Name)15002、仕様/モデル番号(Specs/Model Number)15003、在庫量(Inventory)15004、単位(Unit of measure)15005、費用(Cost)15006、リードタイム(Lead Time)15007および生産場所ID(Production Site ID)15008の各フィールドを有する。
 まず、部品番号ID15001は、部品を判別するための識別子を格納する。また、部品名15002は、部品の名称を格納する。また、仕様/モデル番号15003は、部品の仕様に関する情報を格納する。また、在庫量15004は、現在の部品の在庫量を格納する。また、単位15005は、在庫量や発注量として部品を管理するための単位の情報を格納する。
 また、費用15006は、部品1単位のコストを格納する。また、リードタイム15007は、部品における発注から納品までのリードタイムを日数で格納する。さらに、生産場所ID15008は、部品の生産場所を識別する情報を格納する。
 次に、製品出荷計画情報テーブル1310を、図21に示す。製品出荷計画情報テーブル1310は、製品の出荷計画を管理する出荷計画情報を格納する。このため、製品出荷計画情報テーブル1310は、製品ID(Product ID)21001、製品名(Product Name)21002、製品出荷予定日(Scheduled Shipping Date)21003、出荷量(Quantity to Ship)21004、出荷先情報(Shipping Destination)21005および出荷状況(Shipping Status)21006の各フィールドを有する。
 まず、製品ID21001は、製品を判別する識別子を格納する。また、製品名21002は、製品名を格納する。また、製品出荷予定日21003は、製品の出荷予定の年月日を格納する。また、出荷量21004は、製品の出荷予定日の出荷量を格納する。また、出荷先情報21005は、対象となる製品がどこの出荷先に配送されるかの情報を格納する。また、出荷状況21006は、製品の出荷に関する状況(出荷ステータス)を格納する。出荷ステータスとしては、例えば、未出荷、出荷済みなどで示すことができる。
 次に、製品販売情報テーブル1311を、図22に示す。製品販売情報テーブル1311は、製品の販売計画情報を格納する。このため、製品販売情報テーブル1311は、製品ID(Product ID)22001、製品名(Product Name)22002、予定販売日(Scheduled Sales Date)22003、販売予定数量(Quantity to Sell)22004、販売拠点(Sales Destination)22005および販売価格(Price)22006を格納する。
 まず、製品ID22001は、製品を判別する識別子を格納する。また、製品名22002は、製品の名称を格納する。また、販売予定日22003は、製品の販売予定日を年月日で格納する。販売予定数量22004は、販売拠点22005で販売される製品の数量を格納する。また、販売拠点22005は、製品を販売する販売拠点の情報を格納する。さらに、販売価格22006は、製品の販売価格を格納する。
 次に、影響度テーブル1312を、図23に示す。影響度テーブル1312は、影響度処理部1203で算出される影響度を格納する。このため、影響度テーブル1312は、部品番号ID(Part Number ID)23001および影響度レベル23002(Impact Level)の各フィールドを有する。まず、部品番号ID23001は、製品を構成する部品を判別する識別子を格納する。
 また、影響度レベル23002は、図5のフローで算出した影響度を格納する。ここで、本実施形態では、部品番号ID(Part Number ID)23001が示す部品として、欠品部品が用いられるが、本発明はこれに限定されない。また、図23では、影響度レベル23002としてその数値が格納されるが、高、中、低などの程度を示す情報としてもよい。さらに、影響度レベル23002として、部品に関連する製品ごとの影響度レベルを格納してもよい。この際、部品、特に欠品部品ごとの影響度レベルに代えて製品の影響度レベルを格納してもよいし、部品ごとの影響度レベルに加えて、製品の影響度レベルを格納してもよい。なお、製品の影響度レベルとして、関連する部品の影響度レベルの和や平均値といった代表値を用いることができる。また、製品の影響度レベルも影響度処理部1203で算出できる。
 次に、インシデントグループマスタテーブル1313を、図18に示す。インシデントグループマスタテーブル1313は、インシデント情報のマスタ情報を格納する。このため、インシデントグループマスタテーブル1313は、インシデントグループID18001(Incident Grp ID)およびインシデントグループ情報18002(Incident Group)の各フィールドを有する。
 まず、インシデントグループID18001は、インシデントグループを判別する識別子を格納する。また、インシデントグループ情報18002は、インシデントのカテゴリ情報を格納する。これを用いることで、発生したインシデントを示すインシデント情報を判別できる。
 次に、インシデントサブグループマスタテーブル1314を、図19に示す。インシデントサブグループマスタテーブル1314は、インシデントの詳細情報のマスタ情報を格納する。このため、インシデントサブグループマスタテーブル1314は、インシデントサブグループID(Incident Sub Grp ID)19001、インシデントグループID(Incident Grp ID)19002およびインシデントサブグループ情報(Incident Sub Group)19003の各フィールドを有する。
 まず、インシデントサブグループID19001は、インシデントの詳細なカテゴリを分類したもので、詳細カテゴリを判別するための識別子を格納する。また、インシデントグループID19002は、インシデントグループID18001のうち、該当する識別子を格納する。さらに、インシデントサブグループ情報19003は、インシデントの詳細な情報を格納する。
 次に、納入実績情報テーブル1315を、図25に示す。納入実績情報テーブル1315は、部品が納入された実績を示す納入実績情報を格納する。このために、納入実績情報テーブル1315は、発注ID(Order ID)25001、部品番号ID(Part Number ID)25002、納入日(Delivery Date)25003、納入量25004(Quantity)、納入状況(Delivery Status)25005および納入場所(Delivery site)25006の各フィールドを有する。
 まず、発注ID25001は、発注情報を判別する識別子を格納する。また、部品番号ID25002は、発注した部品を特定する識別子を格納する。また、納入日25003は、発注した部品がいつ納品された年月日を格納する。また、納入量25004は、納入された部品の納入量を格納する。また、納入状況25005は、部品の納入状況を格納する。例えば、納入状況として、納入において完了したのか、遅延したのかの状況を格納する。また、納入場所25006は、発注した部品が納入された場所(地区、工場等)のかを格納する。以上で、図1におけるサプライチェーンリスク判定装置1000の説明を終わり、続いて、本実施形態におけるサプライチェーンリスク判定装置1000の実装例を説明する。
 図2は、サプライチェーンリスク判定装置1000のハードウェア構成図である。図2において、サプライチェーンリスク判定装置1000は、入力装置2001、出力装置2002、副記憶装置2003、通信装置2005、演算装置2006および主記憶装置2007を有し、それぞれがバス2004といった通信路を介して接続されている。このように、サプライチェーンリスク判定装置1000は、
 まず、入力装置2001は、ユーザの入力情報を受け付ける。但し、本実施形態では、バイヤ端末1700やサプライヤ端末1800で入力情報をユーザから受け付けるため、入力装置2001は省略できる。もしくは、入力装置2001をバイヤ端末1700やサプライヤ端末1800の構成として実現できる。なお、入力装置2001を設ける場合、サプライチェーンリスク判定装置1000に対する保守や操作するためのキーボードやマウスなどのインタフェースで実現できる。
 また、出力装置2002は、ユーザに演算結果を提示、つまり、出力する。但し、本実施形態では、バイヤ端末1700やサプライヤ端末1800が、演算結果を出力するため、出力装置2002は省略できる。もしくは、出力装置2002をバイヤ端末1700やサプライヤ端末1800の構成として実現できる。なお、出力装置2002を設ける場合、入力装置2001を介して処理した結果を画面に表示する装置であるモニタなどのデバイスで実現できる。
 また、副記憶装置2003は、上述の各種テーブル、情報といったデータを記憶する。このため、副記憶装置2003は、サプライチェーンリスク判定装置1000を構成するコンピュータシステムの主記憶以外にデータを保持するためのデバイスである。そして、副記憶装置2003は、データの永続的な保存を可能にし、必要に応じてデータを読み書きすることができる。このため、副記憶装置2003は、HDD(ハードディスクドライブ)やSSD(ソリッドステートドライブ)などの装置で実現できる。なお、副記憶装置2003は、図1の蓄積部1300が相当する。また、主記憶装置2007は、サプライチェーンリスク判定装置1000とは別装置や接続可能な独立した記憶媒体で実現してもよい。
 主記憶装置2007は、演算処理のために一時的にデータやプログラムを記憶する。主記憶装置2007は、コンピュータシステムであるサプライチェーンリスク判定装置1000が直接アクセスし、プロセスを実行するために使用するデータやプログラムを一時的に保存する装置である。このため、主記憶装置2007は、RAM(ランダムアクセスメモリ)などで実現できる。
 また、主記憶装置2007は、処理部1200を構成する各部が実行されるとき、各部の機能を実現するためのプログラムが主記憶装置2007上に展開される。この結果、演算装置2006が、蓄積部1300、つまり、副記憶装置2003に蓄積されたデータの少なくとも一部を読み込み、当該プログラムを処理させることが可能になる。以上のように、副記憶装置2003および主記憶装置2007は、図1の蓄積部1300が相当する。
 また、演算装置2006は、上述のように、主記憶装置2007に展開されたプログラムに従って、データ処理を行う。より具体的には、主記憶装置2007は、処理部1200の各部の機能を実行し、制御部1100で行う各種データの送受信を行う。このように、演算装置2006は、図1の制御部1100および処理部1200に相当する。以上のように、演算装置2006は、コンピュータシステムであるサプライチェーンリスク判定装置1000の演算処理を行うデバイスであり、CPU(コンピュータプロセッシングユニット)などで実現できる。また、通信装置2005は、通信網1500に接続し、外部の装置である外部システムとデータ通信を行う。より具体的には、通信装置2005は、通信網1500を介して、外部情報記憶装置3000やバイヤ端末1700、サプライヤ端末1800とデータを送受信する。このため、通信装置2005は、HTTP(ハイパーテキストトランスファープロトコル)やTCP(トランスミッションコントロールプロトコル)を利用してデータを送受信する装置である。なお、通信装置2005は、図1の通信部1400に相当する。なお、上記のプログラムは、記憶媒体に格納可能であり、また、通信網1500を介して、サプライチェーンリスク判定装置1000に配信できる。以上で、図2の説明を終わり、続いて、図1に示す外部情報記憶装置3000について説明する。
 図3は、本実施形態における外部情報記憶装置3000の全体構成図である。外部情報記憶装置3000は、通信網1500を介して、サプライチェーンリスク判定装置1000を接続し、リスク情報等のデータを蓄積する。このため、外部情報記憶装置3000は、ファイルサーバ等で実現できる。なお、外部情報記憶装置3000のデータは、サプライチェーンリスク判定装置1000の副記憶装置2003(蓄積部1300)に蓄積してもよい。
 そして、外部情報記憶装置3000は、リスク情報蓄積部3001、リスク情報検索処理部3002およびリスク情報送受信部3003によって構成される。まず、リスク情報蓄積部3001は、様々な地域のリスク情報を示すリスク情報テーブル12000を格納している。リスク情報テーブル12000を、図12に示す。図12において、リスク情報テーブル12000は、リスク要因(Risk Factor)12001、インシデントサブグループID(Incident Sub Grp ID)12002、説明(Description)12003、発生国(Country of occurrence)12004、影響(Impact)12005、発生確率(Probability of occurrence)12006、最終更新日(Last update)12007および情報ソース(Source)12008の各フィールドを有する。
 まず、リスク要因12001は、リスク要因を判別する識別子を格納する。また、リスクサブグループID12002は、インシデントサブグループマスタテーブル1314のインシデントサブグループID19001で定義されている識別子を格納する。
 また、説明12003は、リスク要因に関する説明情報を格納する。また、発生国12004は、インシデントが発生する可能性がある国を判別する情報を格納する。なお、発生地域を用いてもよい。また、影響12005は、インシデントが発生したときの影響の大きさを格納する。また、発生確率12006は、インシデントが発生する確率を百分率で格納する。また、最終更新日12007は、リスク要因に関する情報の最終更新日を格納する。さらに、情報ソース12008は、リスク要因に関する情報の由来を格納する。
 また、リスク情報検索処理部3002は、サプライチェーンリスク判定装置1000から送信されてくるリスク情報検索キーをもとにリスク情報蓄積部3001に蓄積されたリスク情報から該当するリスク情報を抽出する。また、リスク情報送受信部3003は、サプライチェーンリスク判定装置1000からリスク情報検索キーを取得し、リスク情報検索処理部3002によって抽出されたリスク情報の一覧をサプライチェーンリスク判定装置1000に送信する。
 次に、外部情報記憶装置3000の実装例について説明する。図4は、本実施形態における外部情報記憶装置3000のハードウェア構成図である。図4において、外部情報記憶装置は、入力装置4001、出力装置4002、副記憶装置4003、通信装置4005、通信装置4005、演算装置4006および演算装置4006のそれぞれが、バス4004を介して接続されている。このように、外部情報記憶装置3000は、コンピュータで実現できる。
 まず、入力装置4001は、ユーザの入力情報を受け付ける。但し、本実施形態では、バイヤ端末1700やサプライヤ端末1800で入力情報をユーザから受け付けるため、入力装置4001は省略できる。もしくは、入力装置4001をバイヤ端末1700やサプライヤ端末1800の構成として実現できる。なお、入力装置2001を設ける場合、外部情報記憶装置3000を操作するためのキーボードやマウスなどのインタフェースで実現できる。
 また、出力装置4002は、ユーザに演算結果を提示、つまり、出力する。但し、本実施形態では、バイヤ端末1700やサプライヤ端末1800が、演算結果を出力するため、出力装置4002は省略できる。もしくは、出力装置4002をバイヤ端末1700やサプライヤ端末1800の構成として実現できる。なお、出力装置4002を設ける場合、入力装置4001を介して処理した結果を画面に表示する装置であるモニタなどのデバイスで実現できる。
 また、副記憶装置4003は、リスク情報テーブル12000を蓄積する。このため、副記憶装置4003は、図3のリスク情報蓄積部3001に相当する。また、副記憶装置4003は、コンピュータシステムである外部情報記憶装置3000の主記憶以外にデータを保持するためのデバイスである。このため、副記憶装置4003は、データの永続的な保存を可能にし、必要に応じてデータを読み書きすることができ、HDD(ハードディスクドライブ)やSSD(ソリッドステートドライブ)などで実現できる。
 また、主記憶装置4007は、コンピュータシステムである外部情報記憶装置3000が直接アクセスし、プロセスを実行するために使用するデータやプログラムを一時的に保存する。このため、主記憶装置4007は、RAM(ランダムアクセスメモリ)などで実現できる。また、主記憶装置4007には、リスク情報検索処理部3002の機能を実行するプログラムが展開される。この結果、主記憶装置4007は、リスク情報蓄積部3001に蓄積されたデータの少なくとも一部の読み書きを行う。なお、主記憶装置4007は、図3のリスク情報蓄積部3001に相当する。
 主記憶装置4007へプログラムが展開されることで、演算装置4006が、当該プログラムに従って、リスク情報検索処理部3002の機能を実行することになる。この演算装置4006は、コンピュータシステムの演算処理を行うデバイスであり、CPU(コンピュータプロセッシングユニット)などの装置で実現できる。
 また、通信装置4005は、通信網1500を介して、サプライチェーンリスク判定装置1000や他の端末などとデータを送受信する。通信装置4005は、HTTP(ハイパーテキストトランスファープロトコル)やTCP(トランスミッションコントロールプロトコル)を利用してデータを送受信することで実現できる。以上で、本実施形態における構成の説明を終わる。
 次に、図6および図7を用いて、本実施形態におけるバイヤの購買業務について説明する。まず、図6は、本実施形態におけるサプライチェーンリスク判定装置1000を利用した代替サプライヤの選定処理フローを示すフローチャートである。図6に示すフローチャートでは、バイヤ(Buyer)6103と、サプライヤA(Supplier A)6102、サプライヤB(Supplier B)6101によって、実行される。また、本フローチャートの前提として、バイヤ6103は部品を調達するときに、候補となるサプライヤに対してサプライチェーンリスクアセスメントを行うことでサプライチェーンリスクを考慮したサプライヤ選定が可能になる。
 まず、バイヤ6103は、バイヤ6103が所有する部品表を、バイヤ端末1700を利用してサプライチェーンリスク判定装置1000の部品表情報取得部1103を介して、部品表テーブル1303に格納する。このために、サプライチェーンリスク判定装置1000の部品表情報取得部1103が、バイヤ端末1700から送信される部品表情報を、部品表テーブル1303に格納する(S6001)。
 また、バイヤ端末1700を利用して自社が所有するサプライヤに関する情報を、サプライヤ情報取得部1102を利用して、サプライヤ情報テーブル1304およびサプライヤ属性情報テーブル1302に格納する。このために、サプライチェーンリスク判定装置1000のサプライヤ情報取得部1102が、バイヤ端末1700から送信されるサプライヤに関する情報を、サプライヤ情報テーブル1304およびサプライヤ属性情報テーブル1302に格納する(S6002)。
 また、サプライチェーンリスク判定装置1000のサプライヤ選定処理部1204が、格納された部品表情報の中から購入を予定する部品を選択し、サプライヤ情報と突合せ、選択された部品に該当するサプライヤを選択する(S6003)。つまり、選択された部品を供給可能なサプライヤが選択される。
 そして、サプライヤの選定が終了したら、当該サプライヤ(この場合、サプライヤA)との契約書を締結させる(S6004)。
 その後、サプライチェーンリスク判定装置1000の関連する構成が、サプライチェーンリスクアセスメントを実施し、製品を構成する全部品に対してサプライチェーンリスクの評価を行う(S6005)。すなわち、最終的には、影響度処理部1203が、上述した影響度(リスクRi)を算出する。この詳細については、図5を用いて後述する。
 そして、代替サプライヤ評価処理部1205が、算出された影響度を用いて、代替サプライヤ評価を行う(S6006)。すなわち、代替サプライヤ評価処理部1205は、影響度が所定値以上の部品があるかを判定する。この結果、ある場合、代替サプライヤ評価処理部1205が、影響度が所定値以上の部品が1社購買である部品であるかを判定する(S6007)。つまり、代替サプライヤが必要かを判定する。この結果、必要(1社購買)の場合(Yes)、S6008に遷移する。また、必要でない(2社購買以上)の場合(No)、代替サプライヤの選定が不要として、本フローチャートを終了する。
 また、代替サプライヤ評価処理部1205が、該当の部品(特に、欠品部品)を供給する代替サプライヤを、サプライヤ情報テーブル1304のサプライヤ情報を用いて選定する(S6008)。この結果、部品少なくても2社購買の状況を作ることができ、サプライチェーン上で発生するリスクの軽減が図れる。
 なお、S6008で選定された代替サプライヤ(この場合、サプライヤBが代替サプライヤ)と契約を締結する(S6007)。このことで、サプライチェーンリスクを軽減させた購買業務を完了する。
 次に、図5を用いて、S6005のサプライチェーンリスクアセスメント判定の詳細ついて説明する。図5は、本実施形態におけるサプライチェーンリスクアセスメント判定処理フロー(S6005)を示すフローチャートである。
 本フローチャートの前提として、バイヤ6103は、バイヤ端末1700を介して、自社サプライチェーンに関係するリスク情報がないか、リスク検索キーを設定する。このために、リスク検索キー処理部1202が、リスク検索キーとして、バイヤ6103が重要と考えるサプライヤの情報などを参考にサプライヤの製造工場の所在地などを設定する(S5001)。この結果、バイヤ端末1700で設置したリスク検索キーは、リスク検索キー処理部1202を介して、リスク検索キーテーブル1301に蓄積される。そして、リスク検索キー送受信部1106を介して、外部情報記憶装置3000に送信される。
 これを受けて、外部情報記憶装置3000では、リスク情報蓄積部3001に蓄積されたリスク情報から送信されてきたリスク検索キーを利用して、該当するリスク情報を抽出する。そして、リスク情報重要度評価処理部1201が、外部情報記憶装置3000のリスク情報送受信部3003から、抽出されたリスク情報を取得する(S5002)。この結果、サプライチェーンリスクアセスメントを行うために、外部情報記憶装置3000からバイヤ6103が想定するリスク情報を取得できる。
 また、リスク情報重要度評価処理部1201が、取得したリスク情報について、その影響14005や発生確率14006や情報の鮮度を示す最新更新日14007を評価して、重要性の高い順にソートする。
 この際、例えば、リスク情報重要度評価処理部1201は、影響14005、発生確率14006および最新更新日14007の少なくとも1つを用いて、評価値を算出して評価値の順にソートする。ここで、影響14005については、その程度が大きいほど評価値を大きくする。また、発生確率14006については、その数値が大きいほどその評価値を大きくする。さらに、最新更新日14007については、新しいほどその評価値を大きくする。そして、これらの総和などで取得したリスク情報の評価値が算出される。また、影響14005、発生確率14006および最新更新日14007について、各項目の優先順位を定めておき、これに基づいてソートしてもよい。つまり、影響14005、発生確率14006および最新更新日14007の順で優先させる場合、最も影響14005が高いものを優先し、これが同じ場合、発生確率14006の大きい順でソートする(S5003)。そして、リスク情報重要度評価処理部1201は、ソートした順で、取得したリスク情報を、リスク検索結果テーブル1307に格納する。
 また、影響度処理部1203が、取得されたリスク情報および、バイヤ6103がこれまでの発注情報テーブル1305から取得したリスク情報に該当するインシデントが発生したことを検知する。そして、影響度処理部1203は、このインシデントから影響を受けるサプライヤを抽出する。リスク検索結果テーブル1307に格納されたリスク情報検索結果には地域の情報が含まれている。そこで、影響度処理部1203は、サプライヤ属性情報とリスク情報検索結果を突合せ、リスク情報に該当するエリアに置かれているサプライヤの工場等を抽出する。そして、リスクの高いサプライヤが抽出されると、影響度処理部1203は、発注情報テーブル1305からバイヤ6103の発注情報を取得し、抽出したサプライヤから購入している部品を抽出する(S5004)。つまり、影響度処理部1203は、サプライヤから購入している部品を、インシデントにより欠品する可能性がある欠品部品として抽出する。
 また、影響度処理部1203が、抽出した欠品部品の部品情報を元に、納入実績情報テーブル1315にある納入実績情報と納入計画情報テーブル1306にある納入計画情報から当該部品情報に関連した納期遅延、つまり、部品の納期遅延を推定する。そして、影響度処理部1203は、欠品部品を供給するサプライヤからの部品における納入計画情報と納入実績情報を取得し、統計をとることによって、欠品部品の納期遅延の予測値を作成する(S5005)。
 また、影響度処理部1203が、S5005で予測した納期遅延、部品表テーブル1303に格納された部品表情報の所要量16003、部品在庫情報テーブル1309に格納された在庫量15004から、欠品日数を算出する(S5006)。欠品日数は、欠品している日数、何日後に欠品が発生するか、何日後に欠品が無くなるか、の少なくとも1つを示す。
 また、影響度処理部1203が、部品表テーブル1303から欠品部品の部品表情報を取得する(S5007)。また、影響度処理部1203が、取得された部品表情報から欠品部品を含む製品ID16001を抽出する。そして、影響度処理部1203が、抽出した製品ID16001を利用して製品出荷計画情報テーブル1310に格納された製品出荷計画情報を取得する(S5008)。
 ここで、製品を構成する部品が欠品すれば製品自体も出荷ができなくなる。そこで、影響度処理部1203が、S5006で算出した欠品部品毎の欠品日数、製品販売情報テーブル1311に格納された欠品部品に関係する製品の販売価格22006および販売数量22004から営業機会損失を算出する(S5009)。なお、欠品部品に関係する製品とは、欠品部品を構成要素とする製品や欠品部品を構成要素とする製品と一緒に納入、利用される製品などが含まれる。また、営業機会損失は、例えば、欠品日数、販売価格22006および販売数量22004を掛け合わせて、算出できる。
 そして、影響度処理部1203が、算出した営業機会損失を、対象部品ごとに割り付けた影響度を算出し、これを影響度テーブル1312に格納する。さらに、影響度処理部1203は、この影響度が含まれる画像情報を、出力部1110を介して、バイヤ端末1700に出力する(S5010)。例えば、この結果、図24の画面を、バイヤ端末1700が表示する。ここで、本実施形態では、影響度を図24に示すように影響度グラフとのグラフ形式で表示するが、表示形式は表形式での数値等他の形式で行ってもよい。なお、対象部品とは、欠品部品もしくは欠品部品に関係する製品を構成する部品を示す。また、画像情報は、影響度そのものを示す情報であってもよい。
 次に、図24を用いて、影響度の表示画面について説明する。図24は、本実施形態における影響度(リスクRi)を表示する表示画面を示す図である。Riのiは、部品やサプライヤ(その識別子)を指す。つまり、図24において、リスクRi(¥)24005により、影響度が対象としている部品やサプライヤが判断できる。
 また、図中の部品単位リスク24001は、部品毎の営業機会損失を示している。そのほか部品の情報を発注情報テーブル1305の発注情報を用いて部品をサプライヤごとにまとめ、営業機会損失として表示することも可能である。また、エリアをさらに広げ、サプライヤ属性情報テーブル1302を利用して、サプライヤをまとめた地域や国レベルでのリスクを表現することも可能である。
 次に、図7を用いて、バイヤの通常業務におけるサプライチェーンリスク判定装置1000の利用方法について説明する。図7は、本実施形態におけるサプライチェーンリスク判定装置1000を利用した発注業務の処理フローを示すフローチャートである。
 まず、前提として、バイヤ(調達部門)が部品発注を計画するとき、確定発注及びフォーキャストをサプライヤに送信して、発注に対する納期回答を取得すること通例である。このため、この納期回答を取得した段階で、サプライチェーンリスクアセスメント判定を実施する(S7001)。これは、S6005と同様に実行できる。
 そして、最適化処理部1206が、リスクが大きい部品が存在する場合、当該部品に関する計画を見直す、つまり、修正する(S7002)。リスクが大きいとは、例えば、影響度であるリスクRiが所定値以上であることを示す。また、この計画には、発注計画、生産計画、出荷計画(Delivery Plans7104)、在庫計画および物流計画のうち、少なくとも1つが含まれる、
 このことで、発生する可能性があるリスクに対して事前に対処することができる。なお、最適化処理部1206は、見直された各計画を蓄積部1300に格納しておく。このように修正された計画を維持しておくことにより、以下のようにインシデントが発生しても適切に対応できる。
 また、インシデント情報取得部1101が、サプライヤBでのインシデントの発生を検知し、そのインシデント情報を取得する(S7003)。
 また、影響度処理部1203が、インシデントをきっかけに図8で示す影響範囲の評価を行う(S7004)。つまり、影響度であるリスクRiが特定される。
 これを受けて、影響度処理部1203が、リスクが高い部品があるか、つまり、影響が有るか判定する(S7005)。このために、例えば、影響度処理部1203は、リスクが高いとは、リスクRiがしきい値以上、リスクRiが上位の部品もしくはユーザが指定した部品が有るかで判定できる。
 また、代替サプライヤ評価処理部1205が、代替サプライヤ評価を実施する(S7006)。つまり、代替サプライヤ評価処理部1205は、各サプライヤについて、リスクの高い部品の供給が可能かを評価する。これを受けて、代替サプライヤ評価処理部1205が、評価結果を用いて、契約が済んでいる代替して部品を供給可能な代替サプライヤが必要かを判定する(S7007)。つまり、契約済の代替サプライヤが存在するかが判定される。この結果、代替サプライヤが存在すれば(Yes)、S2008に遷移する。また、存在しなければ(No)、S2010に遷移する。
 なお、S7005とS7006の間で、最適化処理部1206での最適化処理、つまり、計画の見直し(修正)を行ってもよい。そして、この結果を用いて、S7006の評価およびS7007の代替サプライヤの判定が実行される。
 また、最適化処理部1206が、代替サプライヤに供給元を切り替えるための処理を実行する(S7008)。例えば、最適化処理部1206は、発注情報テーブル1305の発注先(部品の供給元)を、代替サプライヤに変更し、上書き保存する。すなわち、図7の
 そして、バイヤ端末1700への入力に応じて、代替サプライヤ(サプライヤB)への発注が実行される(S7009)。このS7009は、バイヤ端末1700からサプライヤBのサプライヤ端末1800に通知されることが実行されてもよいし、バイヤ端末1700からの指示に応じて、最適化処理部1206が実行してもよい。
 また、サプライヤ選定処理部1204が、契約未済の代替サプライヤから代替サプライヤを選定する(S7010)。このために、例えば、サプライヤ選定処理部1204は、S6003などと同様に選定してもよいし、地理的条件や部品の価格などに応じて選定してもよい。そして、バイヤとサプライヤB間で、契約処理を実施する(S7011)。そして、S7009と同様に、発注処理を行う(S7012)。これによってサプライチェーン上でのリスクが日々の業務を回すことにより、軽減され、インシデントが発生しても効率的な対処が可能になる。
 次に、図7のS7004の詳細について、図8を用いて説明する。図8は、本実施形態におけるS7004の影響範囲の評価処理フローを示すフローチャートである。まず、影響度処理部1203が、地震などのインシデントが発生すると、関係するサプライヤからインシデント情報テーブル1308にインシデント情報を格納する(S8001)。
 また、影響度処理部1203が、格納されたインシデント情報からインシデントが発生した地域のサプライヤをサプライヤ属性情報テーブル1302から取得する。また、影響度処理部1203が、取得したサプライヤの情報から過去サプライヤの納入実績や納入計画の情報を、納入実績情報テーブル1315および納入計画情報テーブル1306から取得する。そして、影響度処理部1203が、取得された納入の実績と計画の情報から当該サプライヤの納期遅延を推定する(S8002)。
 以下、図5のS5005~S5010と同様にS8003~S8007を実施することにより、部品ごとの営業機会損失を算出できる。また、図24の表示画面を表示したときに、サプライヤリスク24002や国・地域リスク24003やグローバルリスク24004を参照することによって、より大きなエリアでの影響を可視化することができる。このため、発生したインシデントの影響範囲を評価することが可能になる。
 以上の本実施形態では、本実施形態では、サプライチェーンにおける調達リスクを部品取引のデータから推定し、その各種リスクに対する製品への影響を把握する。このことで、日々の調達業務の中でリスクの高い部品のリスクを減少させるように、生産計画や在庫計画を見直し、リスクを最小限化することができる。
 サプライチェーンリスク判定装置およびシステムの主要な目的は、サプライチェーン内の調達プロセスに関連するリスクを部品取引データに基づいて推定し、特定されたリスクが最終製品に及ぼす潜在的影響を明確に評価することにある。このシステムは、リスク情報を利用して、調達部門が日々の業務を通じて直面するリスクの高い部品に対する迅速な対策を講じることを可能にする。具体的には、潜在的な供給不安定性や品質問題など、様々なリスク要因を識別し、それに基づいて生産計画、物流計画、在庫計画の見直しを行い、サプライチェーン全体のリスクを効果的に最小限に抑えることを目指す。さらに、この判定装置とシステムは、リスク発生時の迅速な対応計画の策定を支援し、企業のリスク管理能力とサプライチェーンの強靭性を向上させることができる。
 また、本実施形態には、以下の態様も含まれる。
  リスク情報の収集と分析:ネットワークを介して発注情報を受け取り、外部情報記憶装置から過去の発注明細履歴情報と部品表情報を読み出すことで、部品取引データを基にサプライチェーン内の調達リスクを推定する。
 リスク評価の自動化:収集した注文情報から複数購買が行われている部品を抽出し、発注明細情報と部品表情報を基に、サプライヤからの発注部品を構成する子部品の依存状況や調達リスクを自動的に算出する。
 意思決定支援:算出された調達リスクをもとに、発注部品・発注先企業の選定意思決定を支援する情報を提供する。これには、リスクの大きさ、影響度、および対処方法に関する分析結果が含まれる。
 計画の見直しと最適化:リスクが特定された場合、そのリスクに対処するために発注計画、生産計画、物流計画、および在庫計画を見直し、最適化する手段を提供する。これにより、リスクの発生可能性に事前に対処し、最小限に抑えることが可能になる。
 インシデント発生時の迅速な対応: インシデントが実際に発生した場合でも、影響範囲の評価とリスクの高い部品の特定を迅速に行い、代替サプライヤの評価や契約処理、発注処理を行うことで、サプライチェーン上のリスクを効率的に管理し、軽減する。
 また、本実施形態には、部品の発注の際に、取引データを活用し、サプライチェーン上で発生する調達リスクに対する影響を迅速に算出し、部品の発注やサプライヤ選定の意思決定を支援することも含まれる。
 また、図1に示すサプライチェーンリスク判定装置1000はサーバで実現できる。そして、サプライチェーンリスク判定システムは、いわゆるクラウドシステムで実現できる。但し、本発明は、この実現例に限定されない。例えば、サプライチェーンリスク判定装置1000に表示装置や入力装置を設けたいわゆるPCなどで実現し、これが独立して上述の各処理を実行してもよい。
 またさらに、サプライチェーンリスク判定装置1000の機能を、受発注機能を含む取引の場を提供する受発注システムに設けてもよい。さらに、サプライチェーンリスク判定装置1000と受発注システムが連携して、上述の実施形態の機能を実行してもよい。
 またさらに、本実施形態のサプライチェーンリスク判定装置1000は、インシデントが実際に発生した場合に、影響範囲の評価とリスクの高い部品の特定を迅速に行い、代替サプライヤの評価、契約処理、発注処理を行う発注部を設けてもよい。また、この場合、サプライチェーンリスク判定装置1000は、外部から提供されるリスク情報をリアルタイムで受信し、サプライチェーンリスクの即時評価を可能としてもよい。また、サプライチェーン内の各サプライヤからの発注部品に関連するリスク情報を基に、サプライヤごとのリスクプロファイルを作成するプロファイリング部を、サプライチェーンリスク判定装置1000に設けてもよい。また、サプライチェーンリスク判定装置1000に、リスクプロファイルに基づき、リスク対応策の優先順位を自動的に決定し、ユーザに推奨する推奨部を設けてもよい。

     インシデント情報を取得するインシデント情報取得部と、
     前記インシデント情報が示すインシデントにより欠品する可能性がある欠品部品が関係する製品の部品表を示す部品表情報を前記蓄積部から特定する部品表情報取得部と、
     特定された前記部品表情報から、前記欠品部品が関係する製品の出荷計画を示し、前記製品の価格および想定販売量を含む出荷計画情報を取得する製品出荷計画情報取得部と、
     取得された前記インシデント情報が示すインシデントによる影響度を算出する影響度処理部と、
     算出された影響度を出力する出力部を有し、
     前記影響度処理部は、
     取得された前記インシデント情報が示すインシデントにより欠品する可能性がある欠品部品の納期遅延を推定し、

  10.  請求項9に記載のサプライチェーンリスク判定方法において、
     前記最適化処理部が、前記リスク情報が示すリスクが所定値以上である場合、前記リスク情報に基づいて、前記出荷計画を修正するサプライチェーンリスク判定方法。
  11.  サプライチェーンリスク判定装置であるコンピュータを、
     予め、部品表情報、部品の所要量および前記部品の在庫量を蓄積する蓄積部と、
     インシデント情報を取得するインシデント情報取得部と、
     前記インシデント情報が示すインシデントにより欠品する可能性がある欠品部品が関係する製品の部品表を示す部品表情報を前記蓄積部から特定する部品表情報取得部と、
     特定された前記部品表情報から、前記欠品部品が関係する製品の出荷計画を示し、前記製品の価格および想定販売量を含む出荷計画情報を取得する製品出荷計画情報取得部と、
     取得された前記インシデント情報が示すインシデントによる影響度を算出する影響度処理部と、
     算出された影響度を出力する出力部として機能させ、
     前記影響度処理部は、
     取得された前記インシデント情報が示すインシデントにより欠品する可能性がある欠品部品の納期遅延を推定し、
     推定された前記納期遅延、前記所要量および前記在庫量を用いて、前記欠品部品の欠品日数を算出し、
     算出された前記欠品日数、前記価格および前記想定販売量を用いて、前記欠品部品が関係する製品の営業機会損失を算出し、
     算出された前記営業機会損失を、前記欠品部品に関係する製品を構成する部品である対象ごとに割り付けた前記影響度を算出するプログラム。
