  1.  移動体(30)を運転する運転者(40)を判定するために用いられる運転者判定用情報を、前記移動体から通信ネットワーク(20)を介して取得する取得部(72)と、
     第1期間に得られた前記運転者判定用情報と、前記第1期間より後の第2期間に取得された前記運転者判定用情報との差異を判定する判定部(74)と、
     を備える、管理装置(10)。
