Dans le mode de réalisation de la présente invention, du fait que l'influence de l'amélioration de la couverture en fonction d'un critère de sélection de cellule est prise en considération, le paramètre de critère de sélection de cellule est ajusté et un paramètre de critère de cellule lié à l'amélioration de la couverture est introduit. De cette manière, pour un dispositif terminal prenant en charge l'amélioration de la couverture, même si la qualité de canal est faible, le dispositif terminal peut également offrir la possibilité de sélectionner et d'accéder à une certaine cellule.
