Definitions
- SUBSTANCE invention relates to a monitoring system and a portable device designed to detect and track the movement of offenders in a restraining order program established by a court in order to prevent offenders from violating restrictions and/or approaching a victim.
- the system can be used both in the case of "house arrest” and in other areas of economic activity that require the location of controlled objects.
- Known automated tracking system which describes a method and device for tracking the location of assets and people.
- location information is periodically provided to a central monitoring station.
- the central monitoring station uses the software to analyze the information received remotely and to determine the appropriate actions to be taken with respect to this information.
- the central monitoring station should periodically notify authorized users of the location and status of the monitored person or asset.
- the central monitoring station works without the need for the object to analyze the information received remotely.
- the use of aperiodic transmission of information to the central monitoring station and the use of software at the central monitoring station allows the present invention to efficiently process information received from a large number of remote devices.
- a portable tracking device which includes a connector for attaching the device to the body of a tracked object, a location module used to determine the location of a portable tracking device, a short-range wireless communication module that communicates with the base monitor and a wireless communication module long range, which in turn communicates with the main system monitoring; a control module that monitors the operation of the portable tracking device.
- the disadvantage of this system is that the base monitoring device is stationary, located inside the room for which the GPS positioning coordinates are set, and situations often arise when the base monitor does not “see” the GPS satellites. Another disadvantage is the increased consumption of energy to maintain constant communication with these satellites. Another drawback is that the system only tracks the object that should be tracked, while not tracking the victim.
- a warning system about the presence of the offender which includes: a tracking device securely attached to the arm or leg of the offender, which contains a GPS receiver and a wireless modem, a radio frequency transceiver designed to transmit radio frequency signals at certain intervals. And the victim has a transceiver that receives signals from the offender's tracking device when he is in close proximity to the victim. The victim's device, in response to the RF signals received from the tracking device, generates an alert signal to alert the victim to the presence of the perpetrator, and automatically transmits the RF signal to the perpetrator's tracking device, which, upon receiving this RF signal, generates an alarm alerting the perpetrator that he is too close to the victim.
- the criminal tracking device sends a signal to the monitoring station, which contains both information about the identifier (ID) of the offender and the identifier (ID) of the victim's device, and at the same time location information with GPS positioning coordinates.
- the disadvantage of this system is that the monitoring of all nodes of the system is based only on their uninterrupted interaction with the GPS satellites and, as a result, excessive power consumption of power sources, which can lead to incorrect determination of the location of the observed persons and reduce the autonomy of their use.
- the technical problem solved by the invention is to implement an object monitoring system that would allow to increase the period of use of the power sources of the system units without recharging, to improve the accuracy of transmitted and received data from system blocks, increase the number of monitoring objects, creating a reliable bracelet device, protected from any interference.
- the personal monitoring system in accordance with the invention eliminates the above-mentioned disadvantages by the fact that it contains: a tracking bracelet device securely attached to the leg or arm of the observed object, containing: a rechargeable battery, a microcontroller with a unique ID and an RF transceiver designed to transmit unique coded low-power short-range RF signals at programmed time intervals, antenna, motion sensor module, proximity sensor, bracelet integrity monitoring, LED indicator; main portable device placed permanently inside the controlled person's premises or carried by him when he leaves the premises, and containing: a battery for supplying power to the specified main device, a charge or discharge controller, a microcontroller with a unique ID, a multi-standard GNSS module with a built-in antenna, RF transceiver with antenna, GSM/LTE communication module with antenna, memory chip, LED indicator and sound source, motion sensor module, integrity control of the main device; portable warning device of a third party, located permanently inside the premises of a third party or carried when it leaves the premises and containing:
- the device of the bracelet in accordance with the invention solves the above technical problem in that it consists of a plastic case, which contains a body strap in the form of a double conductive loop, of a strong and elastic steel cable coated with hypoallergenic plastic, passed through the case, two mechanical contacts for connecting the non-insulated ends of the belt cable, and which is part of the electronic circuit, a pair of spring-loaded contacts and a cover, inside which, hermetically sealed, contains a microcontroller, an RF transceiver with an antenna, a module for motion sensors, proximity and monitoring the integrity of the bracelet, LED indicator, Li -Po battery with contacts located on the inner surface of the cover and in which the novelty is that the strap in the form of a double conductive loop is part of an electronic circuit, the components of which are completely housed in a removable cover, due to which an alarm is triggered when the device is disassembled.
- the advantages of the present invention are due to the separated functions of the main unit and the bracelet device for tracking the offender, which achieves compactness and long-term autonomy of the latter, since the main consumers of energy are GPS navigation and server communication devices.
- the system can track in addition to the offender and a group of up to 5 victims (third parties).
- the system allows you to operate bracelets autonomously for 1 year, and the main unit in autonomous mode - up to 4 days.

- Offender means a person who is subject to a restraining order program.
- “Victim” means the victim or a third party.
- Racelet a portable unit (device) for tracking the offender.
- Base the main portable unit (device).
- the principle of operation of the system is based on the control of the "house arrest" situation (Fig. 1), when the control room 1 receives a signal about whether the offender is (or left) in the permitted zone with a radius of approximately 10 ... 30 meters (programmable), for example, in the apartment.
- the system consists of the radio bracelet 2 itself, fixed on the observed offender (foot, arm), the transceiver unit (base) 3, installed in the visibility zone of the radio bracelet 2 (for example, in an apartment), the server 4 of the monitoring center and the control room software .
- Base 3 In stationary mode, base 3 must be connected to a power source via a charger adapter, while it has a built-in battery for autonomous operation up to - 3-4 days. Data transmission from the base 3 to the central server 4 is carried out via GSM/WCDMA/LTE cellular channels. All information from all monitoring objects is transmitted to the central server 4 and stored for further analysis.
- the monitoring software in the control room 1 displays the location of the offender in real time and turns on the alarm if he leaves the controlled area or in case of unauthorized impact on the system elements. It is also possible to view the entire history of the offender's movements, selected for any period, print it or export it as an electronic report indicating all the parameters.
- the transmitter power of the bracelet can be set from 1 to 10 mW. Standard mode uses unlicensed frequency bands.
- the radio channel parameters can be reprogrammed individually using an SMS command or centrally using a command from the server 4.
- the radio channel protocols and interaction algorithms can be changed globally by updating the base software 3 remotely, in the protected mode ArlingtonFOTA” (Firmware Over The Air ).
- Base 3 can be programmed to track one radio bracelet 2 and/or up to five radio bracelets or for multiple ID identification, which may be required in the case of monitoring a limited group of bracelet wearers at the same time.
- Another use case is programming the base for the IDs of other real bracelets (as victims), when it is necessary to limit the meeting of bracelet wearers among themselves (up to 5 objects).
- the radio bracelets register opposite to each other, as in the case of the victims, except that the SMS signal and the call are made to the service operator in the control room.
- the main operating situations of the system are as follows:
- base 3 Normal behavior of the owner of the bracelet - base 3 receives signals from his bracelet 2, receives signals from GPS satellites, the battery charge of base 3 and the network signal level are normal, base 3 does not “see” the signals of key fobs 5 (victims or other objects registered in it) approximately within a radius of 50 m ... 100 m.
- any of the above parameters is violated - the operator receives an alarm signal (SMS and, if necessary, a call with a voice message). Intentional minor deviations from the norm are usually monitored.
- Base 3 in this case emits appropriate beeps, with which the wearer of the bracelet can correct the situation.
- the base 3 upon detecting the radio signal emitted by the victim's key fob 5, the base 3 immediately turns on the sound signal, transmits this fact to the server 4, sends an SMS and calls the victim's mobile phone, warning him of the danger. All events are recorded in the server database and by the system operator.
- the main elements of the system are:
- the radio bracelet 2 ( Figures 2, 5, 7, 8, 9) is a sealed device certified to IP-67 or IP-68 and consists of a plastic case 6 that contains a body strap 7 in the form of a double conductive loop, from a durable and elastic steel cable (strap) covered with hypoallergenic plastic, the strap is passed through the body 6, two mechanical contacts 8 for fastening the non-insulated ends of the belt cable 7, which is also part of the electronic circuit, a pair of spring-loaded contacts 9 and a cover 10, in which , hermetically sealed, there is a microcontroller 11, an RF transceiver 12 with an antenna 13, a motion sensor module, proximity and integrity control of the bracelet, an LED indicator 15, a Li-Po battery 16 with contacts 17 located on the inner surface of the cover 10.
- the length of the strap cable 7 in each case is selected individually for the convenience of wearing the device.
- the cable is disposable and recyclable.
- Mechanical contacts 8 are soldered to a plate having two conductive contact surfaces. This method provides reliable electrical conductivity of the connection, mechanical strength, resistance to tearing and repeated bending.
- spring-loaded contacts 9 are installed, which ensure the cable circuit is closed when the bracelet case is closed with a cover, thereby providing control over the removal of the cover and the integrity of the cable, both events lead to an open circuit.
- the part of the housing 6, in which the cable is fixed, is not sealed and, to ensure corrosion resistance, the contact plate, spring-loaded contacts 9 and contacts 17 are gold-plated.
- the cover 10 of the bracelet 3 itself is a sealed case of the electronic unit of the transceiver 12 with a battery 16 with contacts 17.
- the lens of the LED indicator is hermetically fixed on the surface of the cover 10.
- the trigger circuit is brought out with the help of sealed "Pogo-Pins" through the plate, being one of the safety components and connected to 8 mechanical contacts for attaching the conductive belt cable, this is the second safety element.
- the radio wristband 2 is triggered by attaching it to the offender's leg or arm and cannot be removed without damaging it. The fact of removal and reactivation is sent to the control room 1 of the monitoring center or will be detected during the next control check, after which sanctions are applied to the offender. After starting bracelet 2, the activation counter is incremented and its value is saved. After that, the microcontroller 11 sends a series of pulses to the indication LED 15, informing about the successful launch of the program, and switches to the mode of reading information on this LED, switching the controller port to the input mode for 5 seconds. In this case, the LED is a photodetector that responds to light pulses from an external source - a programmer.
- RF transceiver 12 transmits a special combination of codes with an arbitrary frequency in the frequency range 350 MHz ... 1050 MHz or 2400 MHz (customer defined). The combination consists of an encrypted sequence of non-repeating characters. Radio packets are transmitted with an interval of 40 ... 150 seconds (the value is determined by the customer), and the transmission interval also changes dynamically depending on the offender's physical activity.
- the transmitter power is programmable in the range 1 ... 10 mW.
- the transmitted information includes an ID wristband ID, ON counter value that cannot be reset, runtime counter value, battery voltage value, motion sensor status, test signal values (temperature) to check.
- the parameters of the radio bracelet 2 can be programmed by the inspector via the optical interface. The battery is also charged by the inspector.
- an encrypted packet which includes: a unique ID identifier of the device, the values of: the counter of starts (not resettable), the counter of transmitted packets (resettable), the voltage level of the power supply, temperature, capacitive sensor, the status of physical activity for a certain period of time (approx. .60 sec set during setup),
- the victim's key chain (Fig. 3) is structurally identical to the offender's bracelet, it is portable, but not located on the body.
- the operation algorithm (Fig. 5) and the schemes of the victim's key fob are completely identical to those of the offender's bracelet, except for the unique identifier ID.
- the transmission range of the victim's key fob can be reduced by a factor of 2 to ensure its detection at prescribed short distances. Autonomy of work about 1 year.
- Base 3 being the main unit of the system, combines several functions. Its tasks include receiving navigation information from systems global positioning in several standards (GPS-GLONASS-BEIDOU or others), which provides a built-in module with a built-in ceramic patch antenna.
- the base also contains a cellular communication module in GSM/LTE standards and provides interaction with the monitoring server. Data transfer and device management are encrypted.
- a universal integrated RSV antenna is connected to the module.
- the base also contains a short-range RF transceiver, which can be configured to operate in the bands up to 1 GHz and 2.4 GHz at the request of the customer.
- the base is powered by a Li-Po battery and/or AC power via an external charging adapter.
- Battery charge control, protection against overload and under load, internal voltage stabilization is provided by a specialized microcircuit.
- the battery life of the device after a full charge is approximately 3 days.
- the device waits for the receipt of a bracelet packet
- the microcontroller switches all modules, except for the motion sensor and RF, to a low power mode, after which the cycle repeats from step 2.
- the base transmits data without a bracelet and increments the failure counter.
- This counter has default parameters (3/6 skips by default).
- the main base 3 After 3 failures, the main base 3 begins to emit loud beeps through the sound speaker 18, and after 6 failures, a siren is started with the simultaneous transmission of the fact of violation of behavior to the server while simultaneously sending SMS and calls to the indicated mobile phone numbers (if programmed).
- the response time of the system to the "disappearance" of the bracelet is about 5 minutes.
- the base can track victim 5's keychain, for which only the base's response to a packet with a valid ID changes.
- the activation of the alarm transmission from base 3 occurs according to the following scenario: for the offender, this will be a situation of no valid packets; for the victim, on the contrary, the appearance of valid packets in the reception area of the main base 3,
- the memory of the main base ID in the standard application is designed for 1 offender and up to 5 victims (can be increased).
- the base When a package with the victim's ID is detected, the base immediately transmits the alarm status to the monitoring server, sends an SMS and makes a call to the victim while simultaneously turning on the local sound siren of the offender's bracelet.
- This device allows you to monitor supervised persons both individually and in a group.
- the device switches to the "multi-bracelet" mode. Receipt of any valid RF packet encapsulates it into a master block packet and transmits it to the monitoring server.
- Base 3 emits appropriate sound signals when the satellite visibility is lost, when leaving the permitted zone, when the battery level drops below the permissible level, when leaving the cellular coverage area. All parameters are set by the inspector, the settings of the main unit, its control, and software updates are performed remotely in a secure mode and are stored in the non-volatile memory of the device. External power and battery charge of the main unit is carried out through an adapter with a reinforced connector.
- the input voltage can vary from 5 to 14 Volts DC, there is protection against polarity reversal.
- base 3 can be equipped with a built-in digital camera and an OLED display to visualize current parameters and statuses. Shooting intervals are programmed in a wide range, photos are encrypted and transmitted via the same channel to the control room server.
- the monitoring station contains a control room for tracking monitoring objects and consists of a data receiving server and control room software. All information transmitted to the server by the system devices is encrypted and protected from spoofing.
- Portable control device “INSPECTOR” (not described here) is intended for operational diagnostics of system nodes.
- the device contains a self-powered digital signal receiver, a data processor and a graphic display. When signals from radio bracelets are detected in the receiving area of the device, all information from them is displayed on it, this allows for a complete diagnosis of their operation.
- Monitoring Center 1 contains the following elements: server for receiving data from devices, databases, proxy server, operator monitoring programs.
- the data receiving server ensures the receipt and decryption of data from system units, verification of this data, pre-processing, filtering and their registration in the database.
- the proxy server provides differentiation of operator access rights to data, preparation and sorting of processed data, data extraction from archives, encryption and synchronization with operator monitoring programs.
- the operator monitoring program provides communication with a proxy server, reception and decoding of operational and archived information, and its viewing.
- the monitoring program provides the creation of documentation for reporting, the display of all parameters, both bracelets and blocks for receiving data from them. Creates, edits, selects records of tracked objects according to the documentation.
- the program gives visual and audible alarms in critical situations related to the equipment and behavioral disorders of the owner of the radio bracelet, including leaving / entering specified geographical areas, loss of GPS / GSM signals, opening of the bracelet or base, etc.
- the program has a multilingual user interface with operating modes in Romanian, Russian and English, with the possibility of adding.
- An important difference between this system and others is an additional digital camera that can be integrated into the receiver unit and can be activated by court order. Provides an almost continuous visual inspection of the object, monitoring it by the dispatcher while saving photos in archives that can be used in the future. Thanks to the BOTA (Firmware Over The Air) technology, the capabilities of the base can be quickly changed without taking it away from work and without disturbing the object. Software updates are also encrypted.
- BOTA Wireless Over The Air
- the main base 3 can always be "seen” by the satellites of the navigation system and be permanently connected to the charger adapter.
