Abstract
A payment network consists of autonomous electronic payment devices or modules (such as payment cards or mobile telephones) that are standardized and identical in terms of their hardware and software and have memory units for storing sums of money. An arrangement of such modules allows the transfer of money only between two interacting modules in the network, with a reduction in the sum by an amount of tax at each transfer, i.e. each module is an electronic banknote having a variable nominal value. Each module comprises a transceiver, protected against illicit interference, for establishing a connection with another module upon mechanical contact and for verifying that said other module belongs to the common payment network, using a friend-or-foe principle. In addition, each module has a microprocessor for reducing a sum received by an amount of tax prior to placing said sum in its memory unit. The network contains one designated module situated at the State Ministry of Finance, the hardware and software of which renders it a currency issuer, and money circulates among the other payment devices, situated in various locations, by means of the interaction of pairs of devices, with a gradual reduction in the overall sum.

Существующие платёжные сети содержат наличные деньги в виде бумажных банкнот и безналичные, находящиеся в технической инфраструктуре, подконтрольной и не подконтрольной (например, в криптовалюте) банкам, с терминальными серверами, с терминалами для передачи и хранения безналичных денег, сетями банкоматов, платёжных киосков, разнообразных электронных устройств, например смартфонов, и т.д. Всё это достаточно громоздко и трудно контролируемо. Сложен и трудоёмок процесс собирания налогов. Причём налоги собираются с различных видов «добропорядочной» деятельности, например с самозанятых, с разнообразных продаж, в т.ч. на добавленную стоимость (НДС) и т.д. Деньги оторваны от материального производства, от действительной необходимости произведённого. Движение денег направлено преимущественно на получение прибыли и сверхприбыли. Причём здесь наибольшую прибыль приносит спекулятивное движение денег. В целом существующие денежные системы стимулируют безмерное потребление (часто ненужных продуктов, идущих на выброс в Природу), перепроизводство «всего и вся» и уничтожение Природы (которая, не может, например, «платить НДС»). Отдельно, при этом, стоит упомянуть непонятное взаимодействие криптовалют с Государствами. А сила Государств зависит от взаимодействия людей в них посредством денег. Причём, оставив в стороне фактор личностей людей, распоряжающихся деньгами и мотивов их поведения, можно сказать, что именно существующие ныне платёжные системы ведут к деградации Человечества и гибели Цивилизации. На фиг.1 показан вариант со схемой выступов и впадин 4 и 5, форма которых обеспечивает одинаковое взаимное положение двух, сближенных, модулей в момент передачи информации. Одинаковыми, у разных модулей, должно быть ещё и внутреннее содержание - как минимум по одному, блоку памяти 6 (или файлу) и процессору 7, на линии
прохождения денег между приёмопередатчиком 3 и блоком памяти 6. Процессор 7 предназначен, в частности, для снятия, например обнуление, налоговой суммы, проходящей в блок 6. Сигналы по управлению процессором 7, идут по линии 8. Среди общего числа модулей (типа 1 и 2 на фиг.1) есть выделенный, который имеет конструкцию и программное обеспечение, отличное от всех остальных модулей сети, для ввода расходных, бюджетных сумм, (через линию 8) в блок памяти 6. При всех таких передачах денег, от одного модуля другому, они циркулируют по платёжной сети с уменьшением общего количества денег. Причем с заботой не об уровне экономики и прибылях в бюджет, а об уровне жизни людей, их развитии, совершенствовании Природы, т.е. с понятной основной массе людей политикой. Такие деньги должны управляться специальными, доверенными лицами, доступными для обсуждения и критики их действий ... . В частности, пенсионерам, студентам или педагогам можно будет оказывать достойную материальную поддержку, т.к. именно через них идёт «капиллярное» движением денег и именно они уменьшают вероятность войн и дают надежду на развитие Разума на Земле. Опасность превращения и такой валюты в цифры компьютерной сети можно предотвращать, например, путём выдачи (по линии 8) информации о деньгах вместе с датой и вводить дополнительное уменьшение сумм при увеличенных сроках передачи сумм через компьютерную сеть. Так же, как и вводить электронную валюту разного предельного номинала для различных целей.

Платёжная сеть, содержащая электронные устройства, взаимодействующие между собой, для передачи денег и налоговых сборов, о т л и ч а ю щ а я с я тем, что она состоит из автономных, отдельных электронных устройств, т.е. модулей или электронных банкнот, каждая из которых идентична по техническому, программному наполнению и содержит блок памяти для сохранения сумм денег, процессор, в частности, для снятия налоговой суммы, преимущественно путём обнуления определённой доли приходящей суммы, и обработки информации, приёмопередатчик для связи с другим подобным устройством, при идентификации по схеме «свой-чужой», выполненного, преимущественно, с конструкцией для механического контакта, а для объединения таких автономных устройств в общую сеть выполнено отдельное электронное устройство с отличным от других устройств техническим и программным наполнением, предназначенным для ввода сумм, передаваемых далее другими устройствами друг другу.
