Field of application
The introduced utility model relates to an online tender management system for medical products, medicines and medical equipment and is applicable in the sphere of the public health care, more especially in the sphere of the management of hospitals, health care centres, and others, whereby purchase orders for medical products, medicines and medical equipment are processed and assigned.
Prior state of the art
The applicant has no information about a similar online tender management system for medical products, medicines and medical equipment.
Disclosure of the utility model
The task of the utility model was to create an online tender management system for medical products, medicines and medical equipment, which will computerize, improve and centralize the processes, related to the execution of tenders, while being at the same time universal and adaptive to the particular requirements of a specific client.
The task is solved by means of the proposed online tender management system for medical products, medicines and medical equipment, which in accordance with the utility model comprises: a database server, connected bidirectionally for exchanging data to an application processing server and to a client portal server. On its part, the application processing server includes a database connection module, connected by means of a bidirectional connection for exchanging data with the modules: a core, a tender information processing and providing module, a favorite article module, a document drawing module,
a closed tender module, a medical equipment tender participating module, a medical product module, a medicine supply module, a partner information access and management module, a registered product information access module, an authentication and system resource access providing module, an article offer sending module, a medical equipment module, a medicine module, a medical product module and a message-to-client (M2C) portal sending module. The core, on its part, is connected by means of a bidirectional connection for exchanging data with all modules of the application processing server and with the client portal server. The client portal server includes the comiected by means of a bidirectional connection for exchanging data modules: a medical product tender module, a medicine supply tender module, a medical equipment tender module, a closed tender module, a won item module, a delivery schedule module, a message module, a partner information module, an user information module and a FTP server and an autonomous converter module to and from the DDD. On its part, the medical equipment module is connected to the medical equipment tender module; the medicine module is connected to the medicine supply tender module; the medical product module is connected to the medical product tender module; and the message-to-client portal sending module is connected to the medical equipment tender module.
The introduced online tender management system for medical products, medicines and medical equipment facilitates and computerizes the work upon the organization and the execution of tenders, while at the same time it guarantees reliability and flexibility, when using.
Explanation of the attached figure
The offered utility model is illustrated in the attached figure 1, which only explains it, without limiting its scope, and wherein a general view of the online tender management system for medical products, medicines and medical equipment is shown.
Examples of utility model embodiments
The offered system comprises the processes of handling and assignment of purchase orders for medical products, medicines and medical equipment.
A centralized procurement in supplier relationships for the target quantities of a particular product is established. It is conducted by way of conducting a procurement procedure. Upon purchase of medicines, the allocation is effected as per the Anatomical Therapeutic Chemical (ATC) Classification and the International Nonproprietary Name (INN), and in case of medical products and medical equipment - as per the nonproprietary name only. Target quantities in case of a medicine supply tender are reconverted by the system to the Defined Daily Dose (DDD) as a technical comparison imit.
According to figure 1, the online tender management system for medical products, medicines and medical equipment comprises a database server 1, connected bidirectionally for exchanging information to an application processing server 2 and to the client portal server 3. The communication between the separate system components is realized by the application processing server 2 and its modules.
The application processing server 2 performs the full automation of the active tender management processes. It contains the following modules:
• core 2.1, which performs a linkage between the other modules and the client portal server 3;
• a database connection module 2.2, which serves as a bidirectional communication with the database server 1 on the one hand, and as a bidirectional communication with the remaining modules of the application processing server 2, on the other hand;
• a tender information processing and providing module 2.3;
• a favorite article module 2.4;
• a document drawing module 2.5;
• a closed tender module 2.6;
• medical equipment 2.7, medical products 2.8 and medicine supply tender participating modules 2.9;
• a partner information access and management module 2.10;
• a registered product information access module 2.11;
• an authentication and system resource access providing module
2.12;
• an article offer sending module 2.13;
• bidirectional communication and real time data processing at the client portal modules: medical equipment - 2.14, medicines - 2.15 and medical products - 2.16;
• a message-to-client portal sending module 2.17.
The client portal server 3 contains the following modules:
• a medical product tender module 3.1;
• a medicine supply tender module 3.2;
• a medical equipment tender module 3.3 ;
• a closed tender module 3.4;
• a won item module 3.5;
• a delivery schedule module 3.6;
• a message module 3.7 ;
• a converter module to and from the DDD 3.8;
• a partner information submodule 3.9;
• an user information submodule 3.10;
• a protocol FTP server 3.11.
The database server 1 contains the whole information about the current and already closed tenders. It also contains information about all partners, registered in the system. The database 1 also keeps the partner logos. Attached files of message submodule 3.7 are kept on the FTP server 3.11.
The application processing server 2 processes bidirectionally the information of database 1 and the client portal server 3, providing a linkage between them. The reliability is ensured by means of HTTPS communication between the separate server systems and generating an access level system by way of tokens to the incoming applications. The main activities, performed by the application processing server 2, are:
• Running processes of adding and/or amending the partner information;
• Retrieving information about the current tenders. Upon retrieval of the tenders for medicines, the searched amounts are processed through an algorithm for reconversion to DDD. Except the information about articles, the server provides information about the tender type, the lowest offered price up to this moment (if applicable for the tender searched), about the quotations, made up to this moment by the current partner, and for the time, remaining in the tender;
• Processing and recording on the database server 1 of items, offered by the partner. Processing and recording of a draft proposal;
• Storing in the database server 1 of articles, selected as“favorite'' in the client portal server 3;
• Generating Tender Rules upon registration ;
• Generating an individual Contract for Delivery of Medical Products and Medicines after fixing the term of delivery and sending it by email to the partners, who have won the tender;
• Sending of automatically generated emails with the winning items to each partner upon closing the tender;
• The application processing server 2 keeps information about all active users at the moment, and in case of another partner's participation, the loaded tender information is renewed automatically, without the necessity of the partner's intervention;
• Sending of messages to and from partners. Sending notifications.
Sending from outer platforms is enabled;
• Retrieving information about the closed tenders, about the items won, and about the delivery schedule for the items won, from the database server 1;
• Processing and recording on the database server 1 of the quotations for new aticles sent.
The client portal server 3 allows the partners to interact with the system by means of an intuitive user interface. It realizes a bidirectional real time communication with the application processing server 2. In addition to the HTTPS protocol and token, the server 3 is also secured through protection against a computerized blank form sending. The main activities, performed by the client portal server 3, are:
• It enables the users to register themselves as partners;
• Visualization and participation in different types of tenders. In case of medicine supply tenders it reduces the selection of partners to the relevant registered medicines, enabling the possibility to send an offer for a medicine, which is not registered in the system. After the selection of a medicine, calculations for a reconversion to a DDD are performed and the calculated data are transmitted to the module 2 in the form of a quotation or a draft for the selected item;
• Determination of the term of delivery for the items won. In case of tenders for medical products, the manufacturer and the tradename of the article to be delivered, are determined together with the term of delivery;
• Overview of tenders already closed;
• Generating a list of the tenders and items won by the partner;
• Generating a list of the tenders won and the stipulated term of delivery;
• Overview and reply to messages. Attaching files to and downloading files from the messages;
• Amendment of the general partner information in the system. The main partner account (this one, which was created upon his/her registration) is enabled to add and to remove contacts.

An online tender management system for medical products, medicines and medical equipment, characterized in that, it includes a database server (1), connected bidirectionally for exchanging data to an application processing server (2), which on its part is connected bidirectionally for exchanging data to a client portal server (3), whereby the application processing server (2) includes a database connection module (2.2), connected by means of a bidirectional connection for exchanging data with the modules: a core (2.1), a processing and providing tender information module (2.3), a favorite article module (2.4), a document drawing module (2.5), a closed tender module (2.6), a medical equipment tender participating module (2.7), a medical product module (2.8), a medicine module (2.9), a partner information access and management module (2.10), a registered product information access module (2.11), an authentication and system resource access providing module (2.12), an article offer sending module (2.13), a medical equipment module (2.14), a medicine module (2.15), a medical product module (2.16), a message- to-client portal sending module (2.17), while the core (2.1) on its part is connected by means of a bidirectional connection for exchanging data with all modules of the application processing server (2) and with all modules of the client portal server (3), whereby the client portal server (3) includes the connected by means of a bidirectional connection for exchanging data modules: a medical product tender module (3.1), a medicine supply tender module (3.2), a medical equipment tender module (3.3), a closed tender module (3.4), a won item module (3.5), a delivery schedule module (3.6), a message module (3.7), a partner information module (3.9), an user information module (3.10), a protocol server (3.11) and an autonomous converter module to and from the DDD (3.8), while on its part the medical equipment module (2.14)
is connected with the medical equipment tender module (3.3), the medicine module (2.15) is connected with the medicine supply tender module (3.2), the medical product module (2.16) is connected with the medical product tender module (3.1) and the message-to-client portal sending module (2.17) is connected with all modules of the client portal server (3).
