La présente invention concerne un dispositif de conditionnement et d'application comprenant : un récipient contenant la composition à appliquer, un applicateur (3) permettant d'appliquer la composition cosmétique sur les cils ou les sourcils, l'applicateur comprenant : un noyau (9), au moins un élément (10) fixé au noyau, chaque élément comprenant une partie centrale (12) ajustée sur le noyau et au moins un élément d'application supporté par la partie centrale, une surface de collecte de composition étant formée par la proximité entre deux portions différentes d'un même élément d'application ou deux éléments d'application adjacents, l'espace (e) entre ces portions étant suffisamment petit pour qu'un pont de composition puisse s'y former par tension superficielle, ces portions étant situées à une distance de la partie centrale supérieure ou égale à 0,5 mm.
