     前記認証手段による認証が成功した場合、当該基準画像データに埋め込まれた前記所在地情報を、前記ユーザ端末に送信する制御を実行する送信制御手段と、
     前記認証手段による認証の回数をカウントするカウント手段と、
     前記認証回数を管理する認証回数管理手段と、
