  • Step 205 (H-) PCRF performs policy decision. After the (H-) PCRF successfully verifies the sponsored data service information, the PCC rule is formulated. The (H-) PCRF decides to perform charging for online charging for the service. If a Charging key (here labeled CK A) configured by the operator can uniquely identify a combination of Sponsor Id and ASP Id, the PCRF only needs to include CK A in the PCC rule; if the operator does not configure a Charging key unique identifier Sponsored Id and ASP Id, then (H-)PCRF needs to include Charging Key (labeled as CK B), Sponsor Id and ASP Id in the PCC rules. Description

步骤204:(H-)PCRF向AF返回确认消息;
此外(H-)PCRF根据Sponsor Id和ASP Id确定Policy Counter Id,标识为PCI A。
步骤206:若(H-)PCRF与OCS还未建立Sy会话,在(H-)PCRF发起初始消费限制报告请求;否则(H-)PCRF向OCS发送中间消费限制报告请求。消息中携带Policy counter list中包含PCI A以及总用量阈值Total Usage Threshold;
OCS中也预先配置Sponsor Id和ASP Id对应的Policy counter,即PCI A。若运营商配置一个Charging key(即CK A)可以唯一标识一个Sponsor Id和ASP Id组合,那么PCI A是和CK A一一对应的。
步骤210:PCEF向OCS发送信用控制请求,消息中携带Charging Key(CK A)或Charging Key(CK B),Sponsor Id和ASP Id的组合。
OCS判断Total Usage Threshold是否为0,若不为0,则OCS为CK A或CK B,Sponsor Id和ASP Id组合授权新的信用(即Usage Threshold), 然后OCS从Total Usage Threshold中扣除分配的Usage Threshold,即将Total Usage Threshold更新为Total Usage Threshold-Usage Threshold的取值。
步骤301:若OCS收到PCEF携带的CK A或CK B,Sponsor Id和ASP Id组合的信用请求后,判断没有信用可授权,,判断UE使用的用量已经达到Total Usage Threshold,OCS判断PCI A的状态变化为OUTQUATA;
步骤302:OCS主动向(H-)PCRF发送消费限制报告消息,携带Policy Counter ID(PCI A),Status为OUTQUATA。消息中还可以携带Accumulated Usage(等于Total Usage Threshold);
步骤405:(H-)PCRF向OCS发送最终消费限制报告请求;
步骤406:OCS向(H-)PCRF返回确认消息,携带Policy Counter List以及对应的Status。其中包括Policy Counter Id(PCI A),以及Accumulated  Usage;
步骤407:(H-)PCRF向AF发送AF会话终结请求,消息中携带Accumulated Usage;
步骤408:AF返回确认消息;
步骤409:(H-)PCRF向PCEF返回确认消息;
步骤506:(H-)PCRF向OCS发送最终消费限制请求或中间消费限制报告请求消息;
步骤507:OCS返回确认消息,携带Policy Counter Id(PCI A),Status和Accumulated Usage;
