图 1示出了根据本发明实施例的搜索网络的方法 100的示意性流程图, 该方法 100可以由任何合适的装置执行。 为了便于描述, 下面以该方法 100 由用户设备 UE执行为例进行描述,但本发明实施例不限于此。如图 1所示, 该方法 100包括:
S110, 确定驻留在当前公共陆地移动网络 PLMN 的小区中的用户设备 UE处于接入禁止状态;
S120, 确定该 UE无法成功注册到该当前 PLMN;
S130, 执行 PLMN搜索。
因此, 根据本发明实施例的搜索网络的方法, 通过如果确定正常驻留在 当前 PLMN的小区中的 UE处于接入禁止状态且无法成功注册到当前 PLMN 时, 则执行 PLMN搜索, 使得该 UE能够在处于接入禁止状态时仍然能够进 行 PLMN搜索, 进而能够选择新的 PLMN接入并进行正常业务, 从而提高 用户体验。
在本发明实施例中, UE正常驻留在当前 PLMN的小区中, 若该 UE确 定自身处于接入禁止状态, 该 UE可以进一步确定自身是否能够成功注册到 该当前 PLMN, 若该 UE确定自身无法成功注册到该当前 PLMN, 则该 UE 执行 PLMN搜索。 在本发明实施例中, 该 UE正常驻留在该当前 PLMN的小区中, 而该当 前 PLMN对网络中的 UE进行接入控制, 可选地, 该当前 PLMN可以是特 定用途的 PLMN, 例如, 用于管控特定交通干线的 PLMN, 也可以是普通商 用的 PLMN , 但本发明实施例不限于此。
在 S110中, 该 UE确定自身处于接入禁止状态, 这里的 "接入禁止状 态" 是指 UE属于被当前驻留的服务小区限制接入的 ACC类别, 因而无法 执行正常的呼叫或会话业务, 例如, 主叫和数据传输等。 例如, 当前 PLMN 禁止属于特定 ACC的 UE执行主叫业务, 而该特定 ACC包括该 UE所属的 ACC, 则该 UE无法在该服务小区执行主叫业务。 具体地, 该 UE可以从该 服务小区广播的系统信息中读取该服务小区的接入控制信息, 该接入控制信 息指示哪些 ACC被允许或禁止接入, 进而该 UE依据自身所属的 ACC确定 自身是否处于接入禁止状态; 若该 UE所属的 ACC为被该服务小区的接入 控制允许接入的 ACC, 则该 UE处于非接入禁止状态; 否则, 该 UE处于接 入禁止状态, 但本发明实施例不限于此。 可选地, 该 UE所属的 ACC可以 存储在该 UE的签约用户识别模块中,例如用户识别模块( Subscriber Identity Module, 筒称为 "SIM" )或通用用户识别模块 (Universal Subscriber Identity Module, 筒称为 "USIM" )中, 其中, 该 SIM或 USIM可以通过硬件形式实 现, 也可以通过软件形式实现, 但本发明实施例对此不做限定。

在本发明实施例中, 可选地, 该 UE还可以在执行 PLMN搜索之前, 转 换至受限服务状态, 但本发明实施例不限于此。

在 S131中, 该最短 PLMN搜索周期是指该 UE进行 PLMN搜索时采用 的周期间隔最小的 PLMN搜索周期, 该 UE以该最短 PLMN搜索周期为起 点开始进行 PLMN搜索, 该最短 PLMN搜索周期可以预先设置, 但本发明 实施例不限于此。 可选地, 该 UE可以按照固定的步长逐步增加 PLMN搜索 周期, 也可以按照等差数列方式增加 PLMN搜索周期, 例如, PLMN搜索 周期依次为 2分钟、 6分钟、 12分钟等等,该 UE还可以按指数方式增加 PLMN 搜索周期, 例如, 2分钟、 4分钟、 8分钟等等, 直到搜索到 PLMN为止。 可选地, 该 UE也可以在 PLMN搜索周期增加到预设的最大 PLMN搜索周 期(例如, 1 小时) 时, 返回到最短 PLMN搜索周期, 并以上述逐步增加 PLMN搜索周期的方式进行 PLMN搜索, 但本发明实施例不限于此。

因此, 根据本发明实施例的搜索网络的方法, 通过如果确定正常驻留在 当前 PLMN的小区中的 UE处于接入禁止状态且无法成功注册到当前 PLMN 时, 则执行 PLMN搜索, 使得该 UE能够在处于接入禁止状态时仍然能够进 行 PLMN搜索, 进而能够选择新的 PLMN接入并进行正常业务, 从而提高 用户体验。 此外, 该 UE在进行 PLMN搜索时采用的搜索周期短于该 UE能 够进行正常业务时采用的 PLMN搜索周期, 能够使得该 UE 更快地进行 PLMN搜索, 进而能够更快地选择合适的 PLMN接入并进行正常业务, 从 而进一步提高用户体验。
图 5示出了根据本发明另一实施例的搜索网络的方法 200的示意性流程 图, 该方法可以由任何合适的装置执行, 为了便于描述, 下面以该方法由 UE执行为例进行描述,但本发明实施例不限于此。如图 5所示, 该方法 200 包括:
S210, 确定驻留在当前公共陆地移动网络 PLMN 的小区中的用户设备 UE处于接入禁止状态;
S220, 转换至受限服务状态;
S230, 执行 PLMN搜索。
因此, 根据本发明实施例的搜索网络的方法, 通过如果确定正常驻留在 当前 PLMN的小区中的 UE处于接入禁止状态则转换至受限服务状态,并且 在受限服务状态下执行 PLMN搜索,使得该 UE能够在处于接入禁止状态时 能够进行 PLMN搜索, 进而能够选择新的 PLMN接入并进行正常业务, 从 而提高用户体验。
在本发明实施例中, 该 UE正常驻留在该当前 PLMN的小区中, 而该当 前 PLMN对网络中的 UE进行接入控制, 可选地, 该当前 PLMN可以是特 定用途的 PLMN, 例如, 用于管控特定交通干线的 PLMN, 也可以是普通商 用的 PLMN , 但本发明实施例不限于此。
在 S210中, 该 UE确定自身处于接入禁止状态, 这里的 "接入禁止状 态" 是指 UE属于被当前驻留的服务小区限制接入的 ACC类别, 因而无法 执行正常的呼叫或会话业务, 例如, 主叫和数据传输等。 例如, 当前 PLMN 禁止属于特定 ACC的 UE执行主叫业务, 而该特定 ACC包括该 UE所属的 ACC, 则该 UE无法在该服务小区执行主叫业务。 具体地, 该 UE可以从该 服务小区广播的系统信息中读取该服务小区的接入控制信息, 该接入控制信 息指示哪些 ACC被允许或禁止接入, 进而该 UE依据自身所属的 ACC确定 自身是否处于接入禁止状态; 若该 UE所属的 ACC为被该服务小区的接入 控制允许接入的 ACC, 则该 UE处于非接入禁止状态; 否则, 该 UE处于接 入禁止状态, 但本发明实施例不限于此。 可选地, 该 UE所属的 ACC可以 存储在该 UE的签约用户识别模块中, 例如 SIM或 USIM中, 其中, 该 SIM 或 USIM可以通过硬件形式实现, 也可以通过软件形式实现, 但本发明实施 例对此不做限定。
在 S220中, 该 UE由接入禁止状态转换至受限服务状态。 具体地, 该 UE 的移动管理模块(或称移动管理子层)由正常服务状态 (Normal Service state)进入到受限服务状态 (Limited Service State )。 其中, 该受限服务状态 是移动通信网络下用户设备的一种特殊的服务状态, 在受限服务状态下, 该 UE只能进行紧急呼叫(例如,遇险时向公安部门电话求助), 而不能进行正常 的呼叫或数据业务。
可选地, 如图 6所示, 在 S220之前, 该方法 200还包括:
S240 , 确定该当前 PLMN不为该 UE的归属公共陆地移动网络 HPLMN 且该 PLMN不为该 UE的等效归属公共陆地移动网络 EHPLMN;

该 UE 可以通过多种方式确定自身是否处于正常漫游状态, 可选地, S250, 确定该 UE不处于正常漫游状态, 包括:
5251 ,若存在下列情形中的至少一种,确定该 UE不处于正常漫游状态: 该 UE不能够成功注册到该当前 PLMN、 该当前 PLMN不为该 UE此前注册 成功的注册公共陆地移动网络 RPLMN、 该 UE的 PLMN选择列表中不包括 该当前 PLMN、 该 UE不处于漫游状态、 该 UE的漫游配置信息不包括该当 前 PLMN的信息或该当前 PLMN的网络类型不属于该 UE能够正常漫游的 网络类型。 具体地,该 UE可以通过确定自身是否能够向该当前 PLMN发送位置注 册请求, 或该当前 PLMN是否拒绝该 UE发送的位置注册请求, 来确定自身 是否能够成功注册到该当前 PLMN;如果该 UE不能够向该当前 PLMN发送 位置注册请求, 或该 UE能够向该当前 PLMN发送位置注册请求但该当前 PLMN拒绝该 UE发送的位置注册请求, 则该 UE可以确定自身不能够成功 注册到该当前 PLMN; 如果该 UE能够成功注册到该当前 PLMN, 则该 UE 可以确定自身处于正常漫游状态; 否则, 该 UE可以确定自身不处于正常漫 游状态, 也可以进一步根据其他信息确定自身是否处于正常漫游状态, 但本 发明实施例不限于此。
该 UE此前注册成功的 RPLMN可以指该 UE在最近一段时间内注册成 功的所有 PLMN, 可以包括该 UE上次注册成功的 PLMN, 也可以包括该 UE在更早的时候注册成功的 PLMN, 但本发明实施例不限于此。
该 UE的 PLMN选择列表可以为该 UE的用户控制 PLMN选择列表( user controlled PLMN selector ), 也可以为该 UE的运营商控制 PLMN选择列表 ( operator controlled PLMN selector ); 如果该 UE的 PLMN选择列表中包括 该当前 PLMN, 则该 UE可以确定自身处于正常漫游状态; 否则, 该 UE可 以确定自身不处于正常漫游状态,也可以进一步根据其他信息确定自身是否 处于正常漫游状态, 但本发明实施例不限于此。

可选地, 该 UE可以通过接收该当前 PLMN的广播消息中包括的 "网络 类型" 字段获取该当前 PLMN 的网络类型, 也可以通过设备管理(Device Management, 筒称为 "DM" )、 空中下载( Over the air,筒称为 "OTA" )等方 式将 PLMN的网络类型预设在该 UE内, 本发明实施例不限于此。

图 9示出了根据本发明实施例的用户设备 UE 300的示意性框图,该 UE 300驻留在当前公共陆地移动网络 PLMN的小区中,如图 9所示,该 UE 300 包括:

可选地, 该处理器 620还用于:
在该转换至受限服务状态之前,确定该当前 PLMN不为该终端设备 600的归 属公共陆地移动网络 HPLMN且该当前 PLMN不为该终端设备 600的等效归 属公共陆地移动网络 EHPLMN, 并且确定该终端设备 600不处于正常漫游 状态;以及如果该当前 PLMN既非该终端设备 600的 HPLMN也非该终端设 备 600的 EHPLMN且该终端设备 600不处于正常漫游状态, 则转换至受限 服务状态。
可选地, 作为另一实施例, 该处理器 620具体用于, 若存在下列情形中 的至少一种, 确定该终端设备 600不处于正常漫游状态: 该终端设备 600不 能够成功注册到该当前 PLMN、 该当前 PLMN不为该终端设备 600此前注 册成功的注册公共陆地移动网络 RPLMN、该终端设备 600的 PLMN选择列 表中不包括该当前 PLMN、该终端设备 600不处于漫游状态、该终端设备 600 的漫游配置信息不包括该当前 PLMN的信息或该当前 PLMN的网络类型不 属于该终端设备 600能够正常漫游的网络类型。
可选地, 作为另一实施例, 该处理器 620还用于:
在该转换至受限服务状态之前, 启动定时器; 以及如果该定时器超时且 该终端设备 600仍处于接入禁止状态, 则转换至受限服务状态。
其中, 该终端设备 600还可以包括收发器 630, 用于接收该当前 PLMN 广播的系统消息, 该处理器 620可以根据该收发器 630接收的该系统消息, 确定该终端设备 600是否仍然处于接入禁止状态; 如果该处理器 620确定该 终端设备 600在该定时器超时前已经不处于接入禁止状态, 例如, 该终端设 备 600转换为能够进行正常业务的状态或转换至受限服务状态, 则该终端设 备 600可以在受限服务状态下进行 PLMN搜索,或在能够进行正常业务的状 态下执行正常业务; 而如果该处理器 620确定该终端设备 600在该定时器超 时时仍处于接入禁止状态, 则该处理器 620可以将该终端设备 600转换至受 限服务状态, 但本发明实施例不限于此。
可选地,作为另一实施例,该处理器 620具体用于采用以最短 PLMN搜 索周期为起点且逐步延长 PLMN搜索周期的方式, 进行 PLMN搜索, 该最 短 PLMN搜索周期短于该终端设备 600能够进行正常业务时所采用的 PLMN 搜索周期; 或 该处理器 620具体用于以短于该终端设备 600能够进行正常业务时所采 用的 PLMN搜索周期的搜索周期, 进行 PLMN搜索。
其中,可选地, 当该处理器 620采用逐步延长 PLMN搜索周期的方式进 行 PLMN搜索时, 该处理器 620还可以在该 PLMN搜索周期到达预设最大 PLMN搜索周期时,返回到最短 PLMN搜索周期,并以上述逐步增加 PLMN 搜索周期的方式进行 PLMN搜索, 但本发明实施例不限于此。
可选地, 作为另一实施例, 该处理器 620还用于:
在该执行 PLMN搜索之后, 从搜索到的 PLMN中选择目标 PLMN; 注 册到该目标 PLMN; 以及在该目标 PLMN中执行正常业务。 络的方法中的 UE, 并且终端设备 600中的各个模块的上述和其它操作和 /或 功能分别为了实现图 5至图 8中的各个方法的相应流程, 为了筒洁, 在此不 再赘述。
因此, 根据本发明实施例的终端设备, 该终端设备正常驻留在当前 PLMN的小区中,通过如果该终端设备确定自身处于接入禁止状态则转换至 受限服务状态,并且在受限服务状态下执行 PLMN搜索,使得该终端设备能 够在处于接入禁止状态时能够进行 PLMN搜索, 进而能够选择新的 PLMN 接入并进行正常业务, 从而提高用户体验。 此外, 该终端设备在进行 PLMN 搜索时采用的搜索周期短于该终端设备能够进行正常业务时采用的 PLMN 搜索周期, 能够使得该终端设备更快地进行 PLMN搜索,进而能够更快地选 择合适的 PLMN接入并进行正常业务, 从而进一步提高用户体验。
应理解,在本发明实施例中, 术语"和 /或"仅仅是一种描述关联对象的关 联关系,表示可以存在三种关系。 例如, A和 /或 B, 可以表示: 单独存在 A, 同时存在 A和 B, 单独存在 B这三种情况。 另外, 本文中字符" /", 一般表 示前后关联对象是一种"或"的关系。

权利要求
1. 一种搜索网络的方法, 其特征在于, 包括:
确定驻留在当前公共陆地移动网络 PLMN的小区中的用户设备 UE处于 接入禁止状态;
确定所述 UE无法成功注册到所述当前 PLMN;
执行 PLMN搜索。
2. 根据权利要求 1所述的方法, 其特征在于, 在所述执行 PLMN搜索 之前, 所述方法还包括:
确定所述当前 PLMN是否属于正常 PLMN, 所述正常 PLMN包括: 所 述 UE此前注册成功的注册公共陆地移动网络 RPLMN、 所述 UE的归属公 共陆地移动网络 HPLMN 或所述 UE 的等效归属公共陆地移动网络 EHPLMN;
所述执行 PLMN搜索, 包括:
若确定所述当前 PLMN不属于所述正常 PLMN, 执行 PLMN搜索。
3. 根据权利要求 1或 2所述的方法, 其特征在于, 在所述执行 PLMN 搜索之前, 所述方法还包括:
启动定时器;
所述执行 PLMN搜索, 包括:
若所述定时器超时且所述 UE仍处于接入禁止状态, 执行 PLMN搜索。
4. 根据权利要求 1至 3中任一项所述的方法, 其特征在于, 所述执行
PLMN搜索, 包括:
采用以最短 PLMN搜索周期为起点且逐步延长 PLMN搜索周期的方式, 进行 PLMN搜索, 所述最短 PLMN搜索周期短于所述 UE能够进行正常业 务时所采用的 PLMN搜索周期; 或
以短于所述 UE能够进行正常业务时所采用的 PLMN搜索周期的搜索周 期, 进行 PLMN搜索。
5. 根据权利要求 1至 4中任一项所述的方法, 其特征在于, 所述确定 所述 UE无法成功注册到所述当前 PLMN, 包括:
若所述 UE无法向所述当前 PLMN发送位置注册请求, 确定所述 UE无 法成功注册到所述当前 PLMN; 或
若所述当前 PLMN拒绝所述 UE发送的位置注册请求, 确定所述 UE无 法成功注册到所述当前 PLMN。
6. 根据权利要求 1至 5中任一项所述的方法, 其特征在于, 在所述执 行 PLMN搜索之后, 所述方法还包括:
从搜索到的 PLMN中选择目标 PLMN;
注册到所述目标 PLMN;
在所述目标 PLMN中执行正常业务。
7. 一种搜索网络的方法, 其特征在于, 包括:
确定驻留在当前公共陆地移动网络 PLMN的小区中的用户设备 UE处于 接入禁止状态;
转换至受限服务状态;
执行 PLMN搜索。
8. 根据权利要求 7所述的方法, 其特征在于, 在所述转换至受限服务 状态之前, 所述方法还包括:
确定所述当前 PLMN不为所述 UE的归属公共陆地移动网络 HPLMN且 所述 PLMN不为所述 UE的等效归属公共陆地移动网络 EHPLMN;
确定所述 UE不处于正常漫游状态;
所述转换至受限服务状态, 包括:
若所述当前 PLMN既非所述 UE的 HPLMN也非所述 UE的 EHPLMN 且所述 UE不处于正常漫游状态, 转换至受限服务状态。
9. 根据权利要求 8所述的方法, 其特征在于, 所述确定所述 UE不处 于正常漫游状态, 包括:
若存在下列情形中的至少一种, 确定所述 UE不处于正常漫游状态: 所 述 UE不能够成功注册到所述当前 PLMN、 所述当前 PLMN不为所述 UE此 前注册成功的注册公共陆地移动网络 RPLMN、 所述 UE的 PLMN选择列表 中不包括所述当前 PLMN、 所述 UE不处于漫游状态、 所述 UE的漫游配置 信息不包括所述当前 PLMN的信息或所述当前 PLMN的网络类型不属于所 述 UE能够正常漫游的网络类型。
10. 根据权利要求 7至 9中任一项所述的方法, 其特征在于, 在所述转 换至受限服务状态之前, 所述方法还包括:
启动定时器;
所述转换至受限服务状态, 包括: 若所述定时器超时且所述 UE仍处于接入禁止状态, 转换至受限服务状 态。
11. 根据权利要求 7至 10中任一项所述的方法, 其特征在于, 所述执 行 PLMN搜索, 包括:
采用以最短 PLMN搜索周期为起点且逐步延长 PLMN搜索周期的方式, 进行 PLMN搜索, 所述最短 PLMN搜索周期短于所述 UE能够进行正常业 务时所采用的 PLMN搜索周期; 或
以短于所述 UE能够进行正常业务时所采用的 PLMN搜索周期的搜索周 期, 进行 PLMN搜索。
12. 根据权利要求 7至 11 中任一项所述的方法, 其特征在于, 在所述 执行 PLMN搜索之后, 所述方法还包括:
从搜索到的 PLMN中选择目标 PLMN;
注册到所述目标 PLMN;
在所述目标 PLMN中执行正常业务。
13. 一种用户设备 UE, 所述 UE驻留在当前公共陆地移动网络 PLMN 的小区中, 其特征在于, 包括:
确定模块, 用于确定所述 UE处于接入禁止状态, 并且确定所述 UE无 法成功注册到所述当前 PLMN;
搜索模块, 用于根据所述确定模块的确定结果, 执行 PLMN搜索。
14. 根据权利要求 13所述的 UE, 其特征在于, 所述确定模块还用于在 所述搜索模块执行 PLMN搜索之前, 确定所述当前 PLMN是否属于正常 PLMN, 所述正常 PLMN包括: 所述 UE此前注册成功的注册公共陆地移动 网络 RPLMN、 所述 UE的归属公共陆地移动网络 HPLMN或所述 UE的等 效归属公共陆地移动网络 EHPLMN;
所述搜索模块具体用于:若所述确定模块确定所述当前 PLMN不属于所 述正常 PLMN, 执行 PLMN搜索。
15. 根据权利要求 13或 14所述的 UE, 其特征在于, 所述 UE还包括: 定时模块, 用于在所述搜索模块执行 PLMN搜索之前, 启动定时器; 所述搜索模块具体用于: 若所述定时模块启动的所述定时器超时且所述 UE仍处于接入禁止状态, 执行 PLMN搜索。
16. 根据权利要求 13至 15中任一项所述的 UE, 其特征在于, 所述搜 索模块具体用于采用以最短 PLMN搜索周期为起点且逐步延长 PLMN搜索 周期的方式, 进行 PLMN搜索, 所述最短 PLMN搜索周期短于所述 UE能 够进行正常业务时所采用的 PLMN搜索周期; 或
所述搜索模块具体用于以短于所述 UE 能够进行正常业务时所采用的 PLMN搜索周期的搜索周期, 进行 PLMN搜索。
17. 根据权利要求 13至 16中任一项所述的 UE, 其特征在于, 所述确 定模块具体用于: 若所述 UE无法向所述当前 PLMN发送位置注册请求, 确 定所述 UE无法成功注册到所述当前 PLMN; 或
所述确定模块具体用于:若所述当前 PLMN拒绝所述 UE发送的位置注 册请求, 确定所述 UE无法成功注册到所述当前 PLMN。
18. 根据权利要求 13至 17中任一项所述的 UE, 其特征在于, 所述 UE 还包括:
选择模块, 用于在所述搜索模块执行 PLMN搜索之后, 从搜索到的 PLMN中选择目标 PLMN;
注册模块, 用于注册到所述选择模块选择的所述目标 PLMN;
业务执行模块,用于在所述注册模块注册到的所述目标 PLMN中执行正 常业务。
19. 一种用户设备 UE, 所述 UE驻留在当前公共陆地移动网络 PLMN 的小区中, 其特征在于, 包括:
确定模块, 用于确定所述 UE处于接入禁止状态;
状态转换模块,用于当所述确定模块确定所述 UE处于接入禁止状态时, 转换至受限服务状态;
搜索模块, 用于当所述状态转换模块转换至受限服务状态时, 执行 PLMN搜索。
20. 根据权利要求 19所述的 UE, 其特征在于, 所述确定模块还用于在 所述状态转换模块转换至受限服务状态之前,确定所述当前 PLMN不为所述 UE的归属公共陆地移动网络 HPLMN且所述当前 PLMN不为所述 UE的等 效归属公共陆地移动网络 EHPLMN, 并且确定所述 UE不处于正常漫游状 态;
所述状态转换模块还用于:若所述确定模块确定所述当前 PLMN既非所 转换至受限服务状态。
21.根据权利要求 20所述的 UE,其特征在于,所述确定模块具体用于, 若存在下列情形中的至少一种, 确定所述 UE 不处于正常漫游状态: 所述 UE不能够成功注册到所述当前 PLMN、 所述当前 PLMN不为所述 UE此前 注册成功的注册公共陆地移动网络 RPLMN、 所述 UE的 PLMN选择列表中 不包括所述当前 PLMN、 所述 UE不处于漫游状态、 所述 UE的漫游配置信 息不包括所述当前 PLMN的信息或所述当前 PLMN的网络类型不属于所述 UE能够正常漫游的网络类型。
22. 根据权利要求 19至 21中任一项所述的 UE, 其特征在于, 所述 UE 还包括:
定时模块, 用于在所述状态转换模块转换至受限服务状态之前, 启动定 时器;
所述状态转换模块具体用于: 若所述定时模块启动的所述定时器超时且 所述 UE仍处于接入禁止状态, 转换至受限服务状态。
23. 根据权利要求 19至 22中任一项所述的 UE, 其特征在于, 所述搜 索模块具体用于采用以最短 PLMN搜索周期为起点且逐步延长 PLMN搜索 周期的方式, 进行 PLMN搜索, 所述最短 PLMN搜索周期短于所述 UE能 够进行正常业务时所采用的 PLMN搜索周期; 或
所述搜索模块具体用于以短于所述 UE 能够进行正常业务时所采用的 PLMN搜索周期的搜索周期, 进行 PLMN搜索。
24. 根据权利要求 19至 23中任一项所述的 UE, 其特征在于, 所述 UE 还包括:
选择模块, 用于在所述搜索模块执行 PLMN搜索之后, 从搜索到的 PLMN中选择目标 PLMN;
注册模块, 用于注册到所述选择模块选择的所述目标 PLMN;
业务执行模块,用于在所述注册模块注册到的所述目标 PLMN中执行正 常业务。
25. 一种终端设备, 所述终端设备驻留在当前公共陆地移动网络 PLMN 的小区中, 其特征在于, 包括:
用户识别模块, 用于存储所述终端设备的接入控制类别 ACC;
处理器,用于根据所述当前 PLMN的系统信息和所述用户识别模块中存 储的所述终端设备的 ACC, 确定所述终端设备处于接入禁止状态; 所述处理器还用于确定所述终端设备无法成功注册到所述当前 PLMN, 以及执行 PLMN搜索。
26. 根据权利要求 25所述的终端设备, 其特征在于, 所述处理器还用 于:
在执行 PLMN搜索之前, 确定所述当前 PLMN是否属于正常 PLMN, 所述正常 PLMN包括:所述终端设备此前注册成功的注册公共陆地移动网络 RPLMN、 所述终端设备的归属公共陆地移动网络 HPLMN或所述终端设备 的等效归属公共陆地移动网络 EHPLMN;
若确定所述当前 PLMN不属于所述正常 PLMN, 执行 PLMN搜索。
27. 根据权利要求 25或 26所述的终端设备, 其特征在于, 所述处理器 还用于:
在所述执行 PLMN搜索之前, 启动定时器;
若所述定时器超时且所述终端设备仍处于接入禁止状态 ,执行 PLMN搜 索。
28. 根据权利要求 25至 27中任一项所述的终端设备, 其特征在于, 所 述处理器具体用于采用以最短 PLMN搜索周期为起点且逐步延长 PLMN搜 索周期的方式, 进行 PLMN搜索, 所述最短 PLMN搜索周期短于所述终端 设备能够进行正常业务时所采用的 PLMN搜索周期; 或
所述处理器具体用于以短于所述终端设备能够进行正常业务时所采用 的 PLMN搜索周期的搜索周期, 进行 PLMN搜索。
29. 根据权利要求 25至 28中任一项所述的终端设备, 其特征在于, 所 述处理器具体用于:若所述终端设备无法向所述当前 PLMN发送位置注册请 求, 确定所述终端设备无法成功注册到所述当前 PLMN; 或
所述处理器具体用于:若所述当前 PLMN拒绝所述终端设备发送的位置 注册请求, 确定所述终端设备无法成功注册到所述当前 PLMN。
30. 根据权利要求 25至 29中任一项所述的终端设备, 其特征在于, 所 述处理器还用于:
在所述执行 PLMN搜索之后, 从搜索到的 PLMN中选择目标 PLMN; 注册到所述目标 PLMN;
在所述目标 PLMN中执行正常业务。
31. 一种终端设备, 所述终端设备驻留在当前公共陆地移动网络 PLMN 的小区中, 其特征在于, 包括:
用户识别模块, 用于存储所述终端设备的接入控制类别 ACC;
处理器,用于根据所述当前 PLMN的系统信息和所述用户识别模块中存 储的所述终端设备的 ACC, 确定所述终端设备处于接入禁止状态;
所述处理器还用于转换至受限服务状态, 以及执行 PLMN搜索。
32. 根据权利要求 31所述的终端设备, 其特征在于, 所述处理器还用 于:
在所述转换至受限服务状态之前,确定所述当前 PLMN不为所述终端设 备的归属公共陆地移动网络 HPLMN且所述当前 PLMN不为所述终端设备的 等效归属公共陆地移动网络 EHPLMN;
确定所述终端设备不处于正常漫游状态;
若所述当前 PLMN既非所述终端设备的 HPLMN也非所述终端设备的 EHPLMN且所述终端设备不处于正常漫游状态, 转换至受限服务状态。
33. 根据权利要求 32所述的终端设备, 其特征在于, 所述处理器具体 用于, 若存在下列情形中的至少一种, 确定所述终端设备不处于正常漫游状 态: 所述终端设备不能够成功注册到所述当前 PLMN、 所述当前 PLMN不 为所述终端设备此前注册成功的注册公共陆地移动网络 RPLMN、 所述终端 设备的 PLMN选择列表中不包括所述当前 PLMN、 所述终端设备不处于漫 游状态、所述终端设备的漫游配置信息不包括所述当前 PLMN的信息或所述 当前 PLMN的网络类型不属于所述终端设备能够正常漫游的网络类型。
34. 根据权利要求 31至 33中任一项所述的终端设备, 其特征在于, 所 述处理器还用于:
在所述转换至受限服务状态之前, 启动定时器;
若所述定时器超时且所述终端设备仍处于接入禁止状态,转换至受限服 务状态。
35. 根据权利要求 31至 34中任一项所述的终端设备, 其特征在于, 所 述处理器具体用于采用以最短 PLMN搜索周期为起点且逐步延长 PLMN搜 索周期的方式, 进行 PLMN搜索, 所述最短 PLMN搜索周期短于所述终端 设备能够进行正常业务时所采用的 PLMN搜索周期; 或
所述处理器具体用于以短于所述终端设备能够进行正常业务时所采用 的 PLMN搜索周期的搜索周期, 进行 PLMN搜索。
36. 根据权利要求 31至 35中任一项所述的终端设备, 其特征在于, 所 述处理器还用于:
在所述执行 PLMN搜索之后, 从搜索到的 PLMN中选择目标 PLMN; 注册到所述目标 PLMN;
在所述目标 PLMN中执行正常业务。
