電子基準点は、衛星により連続的に電子的に観測を行う基準点であり、測量の基準点として活用されるとともに、地殻変動を監視するために利用される。 対象領域が日本の場合には、電子基準点は日本国全土1,265箇所に約20kmの間隔で設置されているGNS(GNSSとも言う)電子基準点を指し、GNS電子基準点の地殻変動データは国土地理院及び日本測量学会から地球の重心を原点とした地球中心座標の直交座標(以下、地球直交座標という)X,Y,Z軸データとして入手できる。
該データから各電子基準点ついて有効な地震予測を可能とすると考えられる所定期間との前回の期間からの地殻変動の平均変動距離を計算する。変動方向は前回及び今回の位置から得られる。有効な地震予測を可能とすると考えられる所定期間」とは、「所定期間」を単位として地殻変動を観測すると有効な地震予測を得られると考えられる期間をいう。この所定期間より短い期間単位では有効な地震予測を得られないと考えられる。
「最新の所定回数の所定期間」の所定回数とは、所定期間を1週間とすると、所定回数は、観測された最新の1週間、先週、先々週、・・・の所定回数の週間を指し、有効な地震予測を与えると考えられる回数を指し、所定の期間を1週間とすると4回(4週間に渡る)が好ましいと考えられる。以下の説明では、簡便のため「所定回数の所定の期間」を4週間として説明をする。
最近計算された平均変動距離が重大な地震を引き起こす可能性があると予想される所定の閾値以上となった電子基準点について、最新の所定回数の所定期間のそれぞれの平均変動距離を該データベースのデータと照会する(最新の平均変動移動量が所定の変動量以上と観測された場合、最新の4週間(4週間前、3週間前、2週間前、今週)のそれぞれの平均変動距離と該データベースのデータと照会される。「重大な地震を引き起こす可能性があると予想される所定の閾値」とは、所定の閾値以上の数値となると地殻変動が大きく滑り等により大きな地震につながる可能性があると判断される値である。この観点から、以下の説明では、閾値を1cmとして説明するが、この数値に限定されるものではない。「1cm」の数値は、過去の平均地殻変動と地震データとの関係を解析した結果得られたものである。
データベースは、例えば、過去17年間に渡って計測された該電子基準点について構築されたデータベースであり、該データベースは所定の期間ごと、例えば1週間ごと、の各地点の変動距離、移動方向、その前後の地震発生状況、火山活動情報、気象情報の要素を加味して構築される。
最近計算された平均変動距離が所定の閾値以上となった電子基準点について、最新の4週間のそれぞれの週の平均変動距離が該データベースのデータと照会される。4週間としたのは、2週間、3週間とした場合は、地震発生と平均変動距離の変動との関係を判断する観点から、地震予測精度上からも観測期間が十分ではないと考えられるからである。「4週間」としたのは、過去の平均地殻変動と地震データとの関係を解析した結果得られたものである。
最近1週間の平均変動距離が閾値以上となった電子基準値の最新4週間のそれぞれの平均変動距離に対して、該電子基準点を含む地震予測に有効と考えられる所定の区域内に、有効な地震情報を与えると予想される近似値の範囲内で、過去連続した4週間に渡り平均変動距離が一致した電子基準点が存在した場合、この電子基準点が抽出される。このような電子基準点が複数抽出された場合には、その後起きた地震のマグニチュードの大きい電子基準点を選ぶ。
4週間に渡り平均変動距離が近似値範囲内で一致した電子基準点において、その後重大な被害を引き起こすと考えられる所定マグニチュード以上の地震が所定の期間以内に発生した場合には、該地震発生情報を、最近所定の期間の平均変動距離が閾値以上となった電子基準値について、最近予想される地震情報として提供する。なお、その後重大な被害を引き起こすと考えられる所定マグニチュード以上の地震が発生しなかった場合には、予想される地震情報はなしと出力される。また、「重大な被害を引き起こすと考えられる所定マグニチュード」はマグニチュード5とすることができるが、これに限定されない。
表1は、氷川峠の4週間に渡る地殻変動の平均変動距離を示す。図4は、先週の位置データと今週の位置データから今週の平均移動距離を得、データベースに蓄積する方法を模式的に示す。

今週の位置データに1cm以上の平均変動距離が存在した場合には、最新の4週間A1(2013.6.15~6.21)、A2(2013.6.22~6.28)、A3(2013.6.29~7.5)、A4(2013.7.6~7.12)に渡る平均変動距離に対し、近似値+/-0.2cmの範囲でそれぞれ一致した平均変動距離を過去に示した電子基準点をデータベースから抽出する。最新の1週間の平均変動距離が1cm以上となった電子基準点のみデータベースと照会し、1cm未満の場合には、データベースへの照会は行わない。過去の4週間続けて近似値が存在した場合には、その後2週間以内に発生した所定地域のM5以上の地震及び火山データも表示し、近似値がない場合には「該当なし」と表示される。図5においては、過去の該当データが存在する場合には、変動値(平均変動距離)とともに、2週間以内の地震・火山データも表示される。
図14において、International GNNSデータ及び国土地理院GNSデータが3次元位置計算プログラムに受信入力され、平均変動距離が計算され、変動方向が決定される。変動値地点表示プログラムによってInternational GNNSデータ及び国土地理院GNSデータから得られた地殻変動の平均変動距離と変動方向が第二階層及び第三階層として自動的に作成表示される。気象庁M3以上の地震データが地震表示プログラムで受信入力され、統合表示プログラムで第二階層データと、第三階層データと地震情報データとが統合され地殻変動レポートとして画像出力される。
地図上に表示する際には、以下のことが可能となる。
(1)平均変動距離と変動方向
電子基準点を記入した対象領域を含む地図上に、最近計算された平均変動距離が所定の変動量以上となった電子基準点を始点として、地殻変動を前記変動方向に該平均変動距離に応じた長さの矢印で表示する。矢印は、例えば、平均移動距離が0.5cm以上1.0cm未満を黄色、1.0cm以上2.0cm未満をオレンジ色、2.0cm以上を赤で色分けすることができる。
(2)所定マグニチュード以上の地震情報
地図上に、前記対象領域において最近の1週間中に観察された所定マグニチュード以上の地震情報を表示する。所定のマグニチュードとは有る程度のゆれを与える有感地震のマグニチュードを指し、例えばマグニチュード3以上とすることができる。
日本地図を一番下の層に表示する。
B.第二階層
(2-1)地表の対象領域の近周辺領域上に設定された複数の電子基準点について、最近観測された地殻変動の緯度X,経度Y,楕円体高さZの地殻変動データ並びに地震情報のデータを受信するステップと、(2-2)該地殻変動データから各電子基準点ついて地殻変動から計算により平均変動距離及び変動方向を得るステップと、(2-3)該平均変動距離が所定の変動量以上となった電子基準点を検出するステップと、(2-4)該地図の対象領域の近周辺領域において、該電子基準点を始点として、該地殻変動を前記変動方向に該平均変動距離に応じた長さの矢印で表示するステップによって、第二階層を作成する。
(1-1)地表の対象領域上に設定された複数の電子基準点について、最近観測された地殻変動の緯度X,経度Y,楕円体高さZの地殻変動データ並びに地震情報のデータを受信するステップと、(1-2)該地殻変動データから各電子基準点ついて地殻変動から計算により平均変動距離及び変動方向を得るステップと、(1-3)該平均変動距離が所定の変動量以上となった電子基準点を検出するステップと、(1-4)地図の対象領域において、該電子基準点を始点として、該地殻変動を前記変動方向に該平均変動距離に応じた長さの矢印で表示するステップによって、第三階層を作成する。
D.第四階層
(3-1)対象領域について地震情報を得るステップと、(3-2)該地図の対象領域について所定マグニチュード以上の地震情報を表示するステップとによって、地震情報を表示する第四層を作成する。
E.上記第一階層乃至第四階層を統合する。
(2)国土地理院、及び日本測量学会から入手できる日本全国1265ケ所に設置されているGNS電子基準点のデータを使用し、1週間ごとの各地点の地殻変動値を自動的に計算し、その変動値を変動量に応じて矢印を使用し、方向・変動量を地図上に自動的に表示する。
(3)気象庁が発表している地震情報から、上記1及び2と同一週のマグニチュード3以上の地震を同一地図上に表示しすることで、地殻変動と地震発生の相関性を表示することが可能になる。
具体的には、コンピュータによりインターネットを介してNASA及び国土地理院のホームページから各データダウンロードの指定サイトを開き、ダウンロードする地殻変動データを指定して、地殻変動データ受信部で受信・蓄積する。一方、コンピュータによりインターネットを介して気象庁のホームページから各データダウンロードの指定サイトを開き、ダウンロードする地震発生・火山情報データを指定して、地震発生情報データ受信部で受信・蓄積する。
蓄積された地殻変動データは、平均変動距離計算/変動方向決定部30にて自動的に位置情報・変動量に変換され、基になった地殻変動データ、計算された位置情報・変動量・1週間の平均値等をデータベース部32に蓄積する。
Claims (18)
- (1)地表の対象領域上に設定された複数の電子基準点について、過去から現在まで実際に測定された地殻変動の地球直交座標の緯度X,経度Y,楕円体高さZの地殻変動データ並びに地震情報のデータを受信するステップと、
(2)該データから各電子基準点ついて有効な地震予測を与えると考えられる所定期間ごとの前回の期間からの地殻変動の平均変動距離を計算し、変動方向を決定するステップと、
(3)該電子基準点について得た平均変動距離、変動方向を地震情報のデータとともに保存することによってデータベースを作成するステップと、
(4)最近計算された平均変動距離が重大な地震につながる可能性があると予想される所定の閾値以上となった電子基準点について、有効な地震予測を与えると考えられる所定回数の最新の所定期間のそれぞれの平均変動距離を該データベースのデータと照会するステップと、
(5)最近所定の期間の平均変動距離が閾値以上となった電子基準値の最新の所定回数の所定の期間のそれぞれの平均変動距離に対して、該電子基準点を含む地震予測に有効と考えられる所定の区域内に、過去連続した該所定回数の所定期間に渡り平均変動距離が近似値範囲内で一致する電子基準点が存在した場合、該近似値範囲内で一致した平均変動距離を示した電子基準点が抽出されるステップと、
(6)該近似値範囲内で一致した電子基準点において該過去所定回数の所定期間後において重大な被害を引き起こすと考えられる所定マグニチュード以上の地震が所定期間内に発生した場合には、該地震発生情報を、最近所定の期間の平均変動距離が閾値以上となった電子基準値について、最近予想される地震情報として提供するステップとからなり、
(7)さらに、前記ステップ(4)の該電子基準点について、次の所定期間に最近計算された平均変動距離が重大な地震につながる可能性があると予想される所定の閾値以上となった場合には、前記ステップ(5)、(6)を繰り返す、地震発生予測情報提供方法。
- 前記(2)の「有効な地震予測を与えると考えられる所定期間」は1週間であり、前記(4)の「重大な地震につながると予想される所定の閾値以上」は1cmであり、「有効な地震予測を与えると考えられる所定回数」は4回であり、前記(5)「該電子基準点を含む地震予測に有効と考えられる所定の区域内」とは、同一都道府県であり、「同様な地震を引き起こすと予想するのに有効と考えられる近似値」は、平均変動距離からそれぞれ+/-0.2cmの範囲内に入る数値であり、前記(6)の「重大な被害を引き起こすと考えられる所定マグニチュード」はマグニチュード5であり、「所定期間内」は2週間以内である、請求項1の地震発生予測情報提供方法。
- さらに、前記複数の電子基準点を記入した対象領域を含む地図上に、最近観測された前記平均変動距離が有効な地震情報を与えると考えられる所定の値以上となった電子基準点を検出するステップと、該電子基準点を始点として、地殻変動を前記変動方向に該平均変動距離に応じた長さの矢印で表示するステップを含む、請求項1又は2の地震発生予測情報提供方法。
- 前記地図上に、(1)前記対象領域において最近の前記所定期間中に観察された有効な地震情報を与えると考えられる所定マグニチュード以上の地震情報を示すステップ、及び/又は(2)前記対象領域の近周辺領域に設置された電子基準点ついて、最近計算された平均変動距離が有効な地震情報を与えると考えられる値以上となった電子基準点を検出し、該電子基準点を始点として地殻変動を前記変動方向に該平均変動距離に応じた長さの矢印で表示するステップを含む、請求項1乃至3のいずれかの地震発生予測情報提供方法。
- (1)地表の対象領域上に設定された複数の電子基準点について、過去から現在まで実際に測定された地殻変動の地球直交座標の緯度X,経度Y,楕円体高さZの地殻変動データ並びに地震情報のデータを受信する手段と、
(2)該データから各電子基準点ついて有効な地震予測を与えると考えられる所定期間ごとの前回の期間からの地殻変動の平均変動距離を計算し、変動方向を決定する手段と、
(3)該電子基準点について得た平均変動距離、変動方向を地震情報のデータとともに保存することによってデータベースを作成する手段と、
(4)最近計算された平均変動距離が重大な地震につながる可能性があると予想される所定の閾値以上となった電子基準点について、有効な地震予測を与えると考えられる所定回数の最新の所定期間のそれぞれの平均変動距離を該データベースのデータと照会する手段と、
(5)最近所定の期間の平均変動距離が該閾値以上となった電子基準値の最新の所定回数の所定の期間のそれぞれの平均変動距離に対して、該電子基準点を含む地震予測に有効と考えられる所定の区域内に、過去連続した該所定回数の所定期間に渡り平均変動距離が近似値範囲内で一致する電子基準点が存在した場合、該近似値範囲内で一致した平均変動距離を示した電子基準点を抽出する手段と、
(6)該近似値範囲内で一致した電子基準点において該過去所定回数の所定期間後において重大な被害を引き起こすと考えられる所定マグニチュード以上の地震が所定期間内に発生した場合には、該地震発生情報を、最近所定の期間の平均変動距離が該閾値以上となった電子基準値について、最近予想される地震情報として提供する手段とからなり、
(7)さらに、前記手段(4)の該電子基準点について、次の所定期間に最近計算された平均変動距離が重大な地震につながる可能性があると予想される所定の閾値以上となった場合には、前記手段(5)、(6)を繰り返す、地震発生予測情報提供システム。
- 前記(2)の「有効な地震予測を与えると考えられる所定期間」は1週間であり、前記(4)の「重大な地震につながると予想される所定の閾値以上」は1cmであり、「有効な地震予測を与えると考えられる所定回数」は4回であり、前記(5)「該電子基準点を含む地震予測に有効と考えられる所定の区域内」とは、同一都道府県であり、「同様な地震を引き起こすと予想するのに有効と考えられる近似値」は、平均変動距離からそれぞれ+/-0.2cmの範囲内に入る数値であり、前記(6)の「重大な被害を引き起こすと考えられる所定マグニチュード」はマグニチュード5であり、「所定期間内」は2週間以内である、請求項5の地震発生予測情報提供システム。
- さらに、前記複数の電子基準点を記入した対象領域を含む地図上に、最近観測された前記平均変動距離が前記所定の閾値以上となった電子基準点を検出する手段と、該電子基準点を始点として、地殻変動を前記変動方向に該平均変動距離に応じた長さの矢印で表示する手段を含む、請求項5または6の地震発生予測情報提供システム。
- 前記地図上に、(1)前記対象領域において最近の前記所定期間中に観察された前記所定マグニチュード以上の地震情報を示す手段、及び/又は(2)前記対象領域の近周辺領域に設置された電子基準点について、最近計算された平均変動距離が地震予測に有効な数値以上となった電子基準点を検出し、該電子基準点を始点として地殻変動を前記変動方向に該平均変動距離に応じた長さの矢印で表示する手段を含む、請求項5乃至7のいずれかの地震発生予測情報提供システム。
- (1)地表の対象領域上に設定された複数の電子基準点について、過去から現在まで実際に測定された地殻変動の地球直交座標の緯度X,経度Y,楕円体高さZの地殻変動データ並びに地震情報のデータを受信する手段と、
(2)該データから各電子基準点ついて有効な地震予測を与えると考えられる所定期間ごとの前回の期間からの地殻変動の平均変動距離を計算し、変動方向を決定する手段と、
(3)該電子基準点について得た平均変動距離、変動方向を地震情報のデータとともに保存することによってデータベースを作成する手段と、
(4)最近計算された平均変動距離が重大な地震につながる可能性があると予想される所定の閾値以上となった電子基準点について、有効な地震予測を与えると考えられる所定回数の最新の所定期間のそれぞれの平均変動距離を該データベースのデータと照会する手段と、
(5)最近所定の期間の平均変動距離が閾値以上となった電子基準値の最新の所定回数の所定の期間のそれぞれの平均変動距離に対して、該電子基準点を含む地震予測に有効と考えられる所定の区域内に、過去連続した該所定回数の該所定期間に渡り平均変動距離が同様な地震を引き起こすと予想するのに有効と考えられる近似値範囲内で一致する電子基準点が存在した場合、該近似値範囲内で一致した平均変動距離を示した電子基準点を抽出する手段と、
(6)該近似値範囲内で一致した該電子基準点において該過去所定回数の該所定期間後において重大な被害を引き起こすと考えられる所定マグニチュード以上の地震が所定期間内に発生した場合には、該地震発生情報を、最近所定の期間の平均変動距離が閾値以上となった電子基準値について、最近予想される地震情報として提供する手段と、
(7)さらに、前記ステップ(4)の該電子基準点について、次の所定期間に最近計算された平均変動距離が重大な地震につながる可能性があると予想される所定の閾値以上となった場合には、前記ステップ(5)、(6)を繰り返す手段としてコンピュータを機能させるための、地震発生予測情報提供プログラム。
- 前記(2)の「有効な地震予測を与えると考えられる所定期間」は1週間であり、前記(4)の「重大な地震につながると予想される所定の閾値以上」は1cmであり、「有効な地震予測を与えると考えられる所定回数」は4回であり、前記(5)「該電子基準点を含む地震予測に有効と考えられる所定の区域内」とは、同一都道府県であり、「同様な地震を引き起こすと予想するのに有効と考えられる近似値」は、平均変動距離からそれぞれ+/-0.2cmの範囲内に入る数値であり、前記(6)の「重大な被害を引き起こすと考えられる所定マグニチュード」はマグニチュード5であり、「所定期間内」は2週間以内である、請求項9の地震発生予測情報提供プログラム。
