La présente invention concerne un procédé, un dispositif et un système pour rapporter un réseau mobile terrestre public (PLMN). Un équipement d'utilisateur situé dans la zone de couverture d'une macro-cellule mesure une cellule voisine de la macro-cellule pour obtenir un ID de PLMN d'une cellule de groupe d'abonnés fermé (CSG) ; l'équipement d'utilisateur obtient, d'après une liste blanche locale et l'ID de PLMN, un PLMN de la cellule de CSG, lequel PLMN donne à l'équipement d'utilisateur une autorisation d'accès ; lorsque le PLMN de la cellule de CSG, qui donne à l'équipement d'utilisateur une autorisation d'accès, comprend un PLMN local et/ou un PLMN inscrit, l'équipement d'utilisateur détermine, d'après le PLMN local et/ou le PLMN inscrit, un premier ID de PLMN de la cellule de CSG ; l'équipement d'utilisateur transporte, dans des informations de mesure, le premier ID de PLMN de la cellule de CSG et des premières informations d'indication qui indiquent que le PLMN correspondant au premier ID de PLMN est un PLMN local ou un PLMN inscrit ; et l'équipement d'utilisateur rapporte les informations de mesure à un dispositif de côté réseau auquel la macro-cellule appartient. La présente invention garantit que le côté réseau donne à un équipement d'utilisateur un accès préférentiel à un PLMN local ou un PLMN inscrit de bas tarif.
