在本步骤中, 预设至少一个业务标识, 该预设业务标识表示该业务需 要由归属运营商进行计费控制。 VP-GW在收到业务请求消息后, 判断业务 请求消息中的业务标识是否为预设业务标识, 如果是, 说明需要由归属运 营商进行计费控制, 执行步骤 503, 如果否, 说明不必由归属运营商进行 计费控制, 可以按照现有的漫游用户数据业务的计费控制方法进行计费, 执行步骤 513。

在本步骤的另一种具体实施方式中, 计费规则请求消息和业务策略请 求消息可以采用两条消息分别发送给 HAF, 在计费规则请求消息和业务策 略请求消息中均包括上述业务标识和业务相关信息。
在本步骤中, 可以在 VP-GW与 HAF之间建立新的接口, 用来发送计费 规则请求消息和业务策略请求消息; 也可以对现有的用于 VP-GW与 HAF之 间连接和通信的安全网关接口 (Safe Gateway interface , 简称 SGi ) 接 口进行扩展, 使扩展后的 SGi接口包括计费规则请求消息和业务策略请求 消息中的全部内容, 采用扩展后的 SGi接口发送计费规则请求消息和业务 策略请求消息。
步骤 504: HAF根据计费规则请求消息向 HPCRF发送计费参数, 并根 据业务策略请求消息向 HPCRF发送策略参数。

所述第一发送器还用于根据所述归属地运营商标识向所述归属地策 略和计费系统发送业务策略请求消息, 以使所述归属地策略和计费系统生 成业务策略并发送给所述漫游地策略和计费系统, 由所述漫游地策略和计 费系统根据所述业务策略实施业务控制。
15、 根据权利要求 12或 13所述的网关设备, 其特征在于,
所述第二发送器还用于向漫游地策略和计费系统发送业务策略请求 消息, 以使所述漫游地策略和计费系统生成业务策略, 由所述漫游地策略 和计费系统根据所述业务策略实施业务控制。
16、 一种归属地策略和计费系统, 其特征在于, 包括:
归属地应用单元 HAF, 用于接收来自漫游地公用数据网网关 VP-GW的 计费规则请求消息, 并根据所述计费规则请求消息, 向归属地策略和计费 规则控制单元 HPCRF发送计费参数, 所述计费规则请求消息由所述 VP-GW 在接收到用户设备 UE发送的包括归属地运营商标识的业务请求消息后根 据所述归属地运营商标识发送;
所述 HPCRF, 用于根据所述计费参数生成计费规则并发送给漫游地策 略和计费系统, 由所述漫游地策略和计费系统根据所述计费规则实施计 费。
17、 根据权利要求 16所述的系统, 其特征在于,
所述 HAF还用于接收来自所述 VP-GW的业务策略请求消息, 并根据所 述业务策略请求消息, 向所述 HPCRF发送策略参数, 所述业务策略请求消 息由所述 VP-GW在接收到所述 UE发送的包括归属地运营商标识的业务请 求消息后根据所述归属地运营商标识发送;
所述 HPCRF还用于根据所述策略参数生成业务策略并发送给所述漫游 地策略和计费系统, 由所述漫游地策略和计费系统根据所述业务策略实施 业务控制。
18、 一种网关设备, 其特征在于, 包括:
接收器, 用于接收来自用户设备 UE的业务请求消息, 所述业务请求 消息包括归属地运营商标识和业务标识;
控制器, 用于根据所述业务标识判断所述业务请求消息对应的数据业 务是否需要访问软虚拟用户识别模块 SIM服务器;
发送器, 用于在所述业务请求消息对应的数据业务需要访问软 SIM服 务器时, 根据所述归属地运营商标识向归属地策略和计费系统发送计费规 则请求消息, 以使所述归属地策略和计费系统生成计费规则并发送给漫游 地策略和计费系统, 由漫游地策略和计费系统根据所述计费规则实施计 费;
数据交换器, 用于在所述 UE与所述软 SIM服务器之间交互数据。
