Le procédé de commande d'accès au réseau est utilisé pour un premier dispositif côté réseau et comporte les étapes consistant à: recevoir un premier message transportant des informations de capacité de terminal signalées par un terminal; en fonction des informations de capacité de terminal, juger si le terminal prend en charge ou non une fonction d'optimisation de Wifi, et acquérir un résultat de jugement; et lorsque le résultat de jugement indique que le terminal prend en charge la fonction d'optimisation de Wifi, envoyer un message de configuration de mesures de WLAN au terminal lorsque celui-ci entre dans une étendue de couverture de WLAN, de façon à permettre au terminal d'effectuer des mesures selon la configuration de mesure transportée dans le message de configuration de mesures de WLAN, et acquérir un résultat de mesure utilisé pour le traitement de commande d'accès. La présente invention n'effectue des mesures pertinentes et une configuration que sur un terminal qui prend en charge une fonction d'optimisation de Wifi et qui entre dans une étendue de couverture de WLAN, évite une surcharge de signalisation superflue, et évite d'influencer l'agrément d'utilisation.
