PCRF提供了基于业务数据流的网络控制规则, 这些网络控制包括业务数据 流的检测、 门控 (Gating Control), 服务质量 (Quality of Service, 简称为 QoS) 控制以及基于数据流的计费规则等。 PCRF将其制定的策略和计费规则发送 给策略和计费执行功能实体 (Policy and Control Enforcement Function , 简称为 PCEF)执行, 同时, PCRF还需要保证这些规则和用户的签约信息一致。 PCRF 制定策略和计费规则的依据包括: 从 AF获取与业务相关的信息; 从用户签 约数据库 (Subscription Profile Repository,简称为 SPR)获取与用户策略计费控 制签约信息; 从 PCEF获取与承载相关网络的信息。 策略和计费执行功能实体 (PCEF)通常位于网关 (Gate Way, 简称为 GW) 内, 在承载面执行 PCRF所制定的策略和计费规则。 PCEF按照 PCRF所发 送的规则中的业务数据流过滤器对业务数据流进行检测, 进而对这些业务数 据流执行 PCRF所制定的策略和计费规则。 在承载建立时, PCEF按照 PCRF 发送的规则进行 QoS授权, 并根据 AF的执行进行门控控制。 根据 PCRF发 送的计费规则, PCEF执行相应的业务数据流计费操作, 计费既可以是在线 计费, 也可以是离线计费。 如果是在线计费, 则 PCEF需要和在线计费系统 (Online Charging System,简称为 OCS)—起进行信用管理。离线计费时, PCEF 和离线计费系统 (Offline Charging System,简称为 OFCS)之间交换相关计费信 息。 PCEF与 PCRF之间的接口是 Gx接口, 与 OCS之间的接口是 Gy接口, 与 OFCS之间的接口是 Gz接口。 PCEF—般都位于网络的网关上, 如 GPRS 中的 GPRS 网关支持节点 (GGSN)以及 I-WLAN 中的分组数据网关 (Packet Data Gateway, 简称为 PDG)。 承载绑定和事件报告功能实体(Bearer Binding and Event Reporting Function, 简称为 BBERF)的功能包括承载绑定、 上行承载绑定的验证以及事 件报告。 当 UE通过演进的通用陆基无线接入网 (E-UTRAN )接入, 并且服 务网关( S-GW )与交换网关( P-GW )之间釆用代理移动 IPv6协议( PMIPv6 ) 协议时, BBERF就位于 S-GW, 当 UE通过可信任非 3GPP接入系统接入时, BBERF位于可信任非 3GPP接入网关, 当 UE通过不可信任非 3GPP接入系 统接入时, BBERF位于演进的分组数据网关 (Evolved Packet Data Gateway , 简称为 ePDG)。 此时, PCEF不再执行承载绑定功能。
SPR存储了和策略控制与计费相关的用户策略计费控制签约信息。 SPR 和 PCRF之间的接口是 Sp接口。

下面从 V-PCRF和 V-OCS交互的角度对本发明的技术方案进行描述。 实施例一 本实施例描述了在 IP-CAN会话建立过程中, V-PCRF和 V-OCS可以直 接根据漫游用户和 VPLMN运营商签订的数据服务, 对 IP-CAN会话实施拜 访地策略控制和在线计费, 该过程包括以下步骤:
5301、 位于拜访网络的网关 GW/PCEF收到 UE发送的建立 IP-CAN会 话请求消息, 该网关接受该请求消息并为 UE分配 IP地址;
5302、 GW/PCEF向拜访地 PCRF(V-PCRF)发送 IP-CAN会话建立指示消 息,消息中携带用户标识 IMSI、用户号码 MSISDN、网络接入标识符 (Network Access Identifier, NAI)以及分组数据网络(Packet Data Network, PDN)标识 接入点名 (Access Point Name, APN);
5303、 V-PCRF根据 IMSI或 MSISDN或 NAI判断用户为漫游用户, 并 且 V-PCRF预先配置了每个 APN下的 IP-CAN会话接入使用归属网络签约还 是拜访网络签约进行策略决策; 如果当前用户为漫游用户并且其接入的 APN 配置为使用归属网络签约进行策略决策,则 V-PCRF向 H-PCRF发送 IP-CAN 确定最终下发给 V-PCEF的 PCC规则。 如果此 APN配置为使用本地签约进 行策略决策, 则直接转入以下步骤;
5304、 如果 V-PCRF本地没有相关的用户签约信息, 就发送签约数据请 求给 V-SPR来获取, 同时向 V-SPR订阅用户在线时签约更新事件通知;
5305、如果 V-SPR有该用户的签约信息, 就在返回给 V-PCRF的确认消 息中包含该用户的签约信息, 否则在返回的确认消息中指出用户未知; 5306、 V-PCRF根据用户拜访网络签约, 拜访地网络策略, 承载属性等 进行授权和策略决定, 制定 PCC规则, 并决定对该 IP-CAN进行在线计费。 其中 PCC 规则中包含计费键 (Charging Key) , 可选的还包括业务标识符 (Service Identifier), 计费方法 (Charging Method) (这里为在线计费)和度量方法 (Metering Method) (如流量、 时长、 事件以及流量 /时长组合);
5307、 V-PCRF向 V-PCEF发送 IP-CAN会话建立确认消息, 消息中携 带 PCC规则以及支持在线计费的拜访网络的 OCS标识, 如: 拜访网络的某 个主用 OCS地址和备用 OCS地址信息, 具体的定义方式此处不做限定;
5308、 由于釆用在线计费, 且至少有一个 PCC规则被激活, GW/PCEF 向 V-OCS发送信用控制请求消息为激活的 PCC规则的每个 Charging Key请 求信用, 消息中携带用户标识 IMSI、 用户号码 MSISDN、 网络接入标识符 (Network Access Identifier, NAI),分组数据网络 (Packet Data Network, PDN) 标识接入点名 (Access Point Name, APN)以及计费键( Charging-Key ) ;
5309、 V-OCS根据信用控制请求消息中的 IMSI或 MSISDN或 NAI判断 用户为漫游用户, 并且 V-OCS预先配置了每个 APN下的 IP-CAN会话直接 使用拜访网络信用控制还是向 H-OCS请求归属网络信用控制;如果当前用户 为漫游用户并且其接入的 APN配置为向 H-OCS请求归属网络信用控制, 则 V-OCS向 H-OCS转发信用控制请求消息,并根据 H-OCS返回的信用控制决 策, 确定最终下发给 V-OCS的信用控制决策。 如果此 APN配置为直接使用 拜访网络信用控制, 则直接转入以下步骤:
V-OCS根据网络策略为每一个请求的 Charging Key进行信用 ( Credit ) 授权。 若 V-OCS发现用户 Credit已用完, 将拒绝授权。 此外, V-OCS将根 据网络策略为每一个请求的 Charging Key 订阅信用重授权触发 (Credit Re-authorization Triggers)以及最后授权单元 (Final Granted Unit)耗尽时的终结 动作 (Termination Action);
5310、 V-OCS向 GW/PCEF返回信用控制响应消息, 在消息中携带信用 控制决策;
S311、 GW/PCEF返回建立 IP-CAN会话响应消息, PCEF执行接收到的 信用控制决策。 如当信用控制决策中授权的 Credit用完时, PCEF发起信用 控制请求消息,请求 Credit;当信用控制决策中订阅的信用再授权触发( Credit Re-authorization Triggers )条件满足时, PCEF发起信用控制请求消息, 请求 Credit; 当没有新的 Credit授权时, PCEF将执行终结动作。
实施例二 本实施例描述了在 IP-CAN会话维持过程中, 用户的拜访网络签约发生 变化, V-SPR通知 V-PCRF重新进行策略决策, 该过程包括以下步骤:
5401、 在 IP-CAN会话维持过程中, 如果 V-SPR检测到在线用户的拜访 网络签约发生了变化, 并且在 S303时, V-PCRF向 V-SPR订阅了在线用户 签约更新事件通知, 那么 V-SPR确定要向 V-PCRF发送用户签约更新通知;
5402、 V-SPR向 V-PCRF发送用户签约更新通知, 其中包含该用户最新 的拜访网络签约信息;
5403、 V-PCRF回复签约更新通知确认给 SPR; S404、 V-PCRF进行拜访地策略重决策;

如图 6所示,为本发明 V-OCS实施例的结构示意图,应用于本地疏导漫 游场景下, 该 V-OCS包括接收模块 61、 处理模块 62、发送模块 63和签约及 账户余额管理模块 64, 其中: 接收模块 61 , 设置为接收拜访网络的网关发送的信用控制请求消息; 处理模块 62, 设置为根据所述信用控制请求消息进行拜访地信用决策, 生成拜访地的信用控制决策; 发送模块 63 ,设置为向所述拜访网络的网关发送所述拜访地的信用控制 决策;

与签约信息的处理方法相对应, 本发明实施例还提供了一种拜访网络, 如图 7所示, 该网络包括: 接收模块 71和保存模块 72, 其中: 接收模块 71 , 设置为接收漫游用户的拜访网络签约信息及账户信息, 且 该漫游用户的拜访网络签约信息及账户信息和归属网络签约信息及账户信息 使用相同的用户识别信息; 保存模块 72,设置为保存该漫游用户的所述拜访网络签约信息及所述账 户信息。 其中, 所述接收模块和保存模块可以位于 V-SPR, V-OCS或拜访网络的 其它网元中。 所述拜访网络签约信息及账户信息可分开存储或集中存储。 所述漫游用户的拜访网络签约信息包含漫游用户向拜访网络运营商订购 的本地疏导漫游数据服务。 所述漫游用户的拜访网络账户信息,包含可用于对漫游用户的 IP连接接 入网 ( IP-CAN )会话进行拜访网络信用授权的余额信息。 另外, 所述用户识别信息包括用户标识和 /或用户号码, 所述用户标识包 括国际移动用户识别码(IMSI ) , 所述用户号码包括移动台国际综合业务数 字网号码(MSISDN ) ; 且所述用户识别信息由归属网络分配。 该拜访网络使得用户不换卡不换号即可跨运营商购买漫游服务。 本领域普通技术人员可以理解上述方法中的全部或部分步骤可通过程序 来指令相关硬件完成, 上述程序可以存储于计算机可读存储介质中, 如只读 存储器、 磁盘或光盘等。 可选地, 上述实施例的全部或部分步骤也可以使用 一个或多个集成电路来实现。 相应地, 上述实施例中的各模块 /单元可以釆用 硬件的形式实现, 也可以釆用软件功能模块的形式实现。 本发明不限制于任 何特定形式的硬件和软件的结合。

IP-CAN会话是釆用拜访网络签约进行策略决策, 则从拜访网络用户签约数 据库 (V-SPR ) 中获取所述漫游用户的拜访网络签约信息, 并根据该拜访网 络签约信息生成策略和计费控制 (PCC )规则;
2、 根据权利要求 1所述的方法, 其中: 所述 V-PCRF 根据所述 IP-CAN会话建立指示消息确定漫游用户的 IP-CAN会话是釆用拜访网络签约进行策略决策, 包括: 所述 V-PCRF根据所述 IP-CAN会话建立指示消息中包含的分组数据网 络标识的接入点名来确定所述漫游用户的会话是釆用拜访网络签约进行策略 决策。
3、 根据权利要求 1所述的方法, 其中: 所述 V-PCRF从 V-SPR中获取所述漫游用户的拜访网络签约信息,包括: 所述 V-PCRF向所述 V-SPR发送签约数据请求, 以及接收所述 V-SPR 根据所述签约数据请求获得的所述拜访网络签约信息。
4、 根据权利要求 3所述的方法, 其中: 所述 V-PCRF 根据所述 IP-CAN会话建立指示消息确定漫游用户的 IP-CAN会话是釆用拜访网络签约进行策略决策之后, 所述方法还包括: 所述 V-PCRF向所述 V-SPR发送签约更新事件通知; 所述 V-PCRF从 V-SPR中获取所述漫游用户的拜访网络签约信息之后, 所述方法还包括: 所述 V-PCRF接收所述 V-SPR发送的所述漫游用户的最新拜访网络签约 信息; 所述 V-PCRF在进行拜访地策略重决策的过程中发现需要更新 PCC规 则, 则向所述拜访网络的网关发送最新的 PCC规则。
5、 根据权利要求 1所述的方法, 其中: 所述 V-SPR 中保存的所述漫游用户的拜访网络签约信息所使用的用户 识别信息和所述漫游用户的归属网络签约信息所使用的用户识别信息相同, 且所述用户识别信息由归属网络分配; 所述用户识别信息包括用户标识和 / 或用户号码, 所述用户标识包括国际移动用户识别码(IMSI ) , 所述用户号 码包括移动台国际综合业务数字网号码(MSISDN ) 。
6、 一种在线计费方法, 应用于本地疏导漫游场景下, 该方法包括: 拜访网络在线计费功能实体(V-OCS )接收拜访网络的网关发送的信用 控制请求消息; 所述 V-OCS根据所述信用控制请求消息确定漫游用户的 IP连接接入网 ( IP-CAN )会话是直接釆用拜访网络信用控制, 则从 V-OCS本地数据库或 位于拜访网络的外部数据库中获取所述漫游用户的拜访网络签约信息和相关 联的账户信息, 并根据所述拜访网络签约信息和相关联的账户信息直接生成 拜访地信用控制决策; 所述 V-OCS向所述拜访网络的网关发送所述拜访地信用控制决策。
7、 根据权利要求 6所述的方法, 其中: 所述 V-OCS根据所述信用控制请求消息确定漫游用户的 IP-CAN会话是 直接釆用拜访网络信用控制, 包括: 所述 V-OCS根据所述信用控制请求消息中包含的分组数据网络标识的 接入点名来确定所述漫游用户的 IP-CAN会话是直接釆用拜访网络信用控 制。
8、 根据权利要求 6或 7所述的方法, 其中: 所述 v-ocs从本地数据库或位于拜访网络的外部数据库中获取的所述 漫游用户的拜访网络签约信息和所述漫游用户的归属网络签约信息所使用的 用户识别信息相同, 且所述用户识别信息由归属网络分配; 所述用户识别信 息包括用户标识和 /或用户号码, 所述用户标识包括国际移动用户识别码 ( IMSI ) , 所述用户号码包括移动台国际综合业务数字网号码(MSISDN ); 和 /或 所述漫游用户的账户信息, 包含用于对漫游用户的 IP-CAN会话进行拜 访网络信用授权的余额信息。
9、 一种签约信息的处理方法, 该方法包括: 拜访网络接收漫游用户的拜访网络签约信息及账户信息, 且该漫游用户 的拜访网络签约信息及账户信息和归属网络签约信息及账户信息使用相同的 用户识别信息; 所述拜访网络保存该漫游用户的所述拜访网络签约信息及所述账户信 息。
10、 根据权利要求 9所述的方法, 其中: 所述漫游用户的拜访网络签约信息包含所述漫游用户向拜访网络运营商 订购的本地疏导漫游数据服务, 所述漫游用户的拜访网络账户信息包含用于 对所述漫游用户的 IP连接接入网 (IP-CAN )会话进行拜访网络信用授权的 余额信息; 和 /或 所述用户识别信息包括用户标识和 /或用户号码,所述用户标识包括国际 移动用户识别码(IMSI ) , 所述用户号码包括移动台国际综合业务数字网号 码(MSISDN ) ; 且所述用户识别信息由归属网络分配。
11、 一种拜访网络设备, 该网络设备包括: 接收模块, 其设置为: 接收漫游用户的拜访网络签约信息及账户信息, 且该漫游用户的拜访网络签约信息及账户信息和归属网络签约信息及账户信 息使用相同的用户识别信息; 以及 保存模块, 其设置为: 保存该漫游用户的所述拜访网络签约信息及所述 账户信息。
12、 根据权利要求 11所述的网络设备, 其中: 所述漫游用户的拜访网络签约信息包含所述漫游用户向拜访网络运营商 订购的本地疏导漫游数据服务, 所述漫游用户的拜访网络账户信息包含用于 对所述漫游用户的 IP连接接入网 (IP-CAN )会话进行拜访网络信用授权的 余额信息; 和 /或 所述用户识别信息包括用户标识和 /或用户号码,所述用户标识包括国际 移动用户识别码(IMSI ) , 所述用户号码包括移动台国际综合业务数字网号 码(MSISDN ) ; 且所述用户识别信息由归属网络分配。
13、 一种拜访网络策略控制与计费规则功能实体(V-PCRF ) , 其应用于 本地疏导漫游场景下, 该 V-PCRF包括: 接收模块, 其设置为: 接收拜访网络的网关发送的 IP 连接接入网 ( IP-CAN )会话建立指示消息; 处理模块, 其设置为: 根据所述 IP-CAN会话建立指示消息确定漫游用 户的 IP-CAN会话是釆用拜访网络签约进行策略决策, 则从拜访网络用户签 约数据库(V-SPR ) 中获取所述漫游用户的拜访网络签约信息, 并根据该拜 访网络签约信息生成策略和计费控制 ( PCC )规则; 发送模块, 其设置为: 向所述拜访网络的网关发送所述 PCC规则。
14、 根据权利要求 13所述的 V-PCRF, 其中: 所述处理模块是设置为根据所述 IP-CAN会话建立指示消息中包含的分 组数据网络标识的接入点名来确定所述漫游用户的会话是釆用拜访网络签约 进行策略决策。
15、 根据权利要求 13所述的 V-PCRF, 其中: 所述处理模块是设置为向所述 V-SPR发送签约数据请求,以及接收所述 V-SPR根据所述签约数据请求获得的所述拜访网络签约信息。
16、 根据权利要求 15所述的 V-PCRF, 其中: 所述发送模块, 还设置为: 根据所述 IP-CAN会话建立指示消息确定漫 游用户的 IP-CAN 会话是釆用拜访网络签约进行策略决策之后, 向所述 V-SPR发送签约更新事件通知; 所述处理模块,还设置为: 接收所述 V-SPR发送的所述漫游用户的最新 拜访网络签约信息; 以及, 在进行拜访地策略重决策的过程中发现需要更新 PCC规则, 则向所述拜访网络的网关发送最新的 PCC规则。
17、 根据权利要求 13所述的 V-PCRF, 其在: 所述 V-SPR 中保存的所述漫游用户的拜访网络签约信息所使用的用户 识别信息和所述漫游用户的归属网络签约信息所使用的用户识别信息相同, 且所述用户识别信息由归属网络分配; 所述用户识别信息包括用户标识和 / 或用户号码, 所述用户标识包括国际移动用户识别码(IMSI ) , 所述用户号 码包括移动台国际综合业务数字网号码(MSISDN ) 。
18、 一种拜访网络在线计费系统(V-OCS ) , 应用于本地疏导漫游场景 下, 该 V-OCS包括: 接收模块, 其设置为接收拜访网络的网关发送的信用控制请求消息; 处理模块, 其设置为根据所述信用控制请求消息进行拜访地信用决策, 生成拜访地的信用控制决策; 发送模块, 其设置为向所述拜访网络的网关发送所述拜访地的信用控制 决策; 以及 签约及账户余额管理模块,其设置为该 V-OCS本地保存及管理漫游用户 的拜访网络签约信息, 以及漫游用户的拜访网络账户信息; 或用于该 V-OCS 向位于拜访网络的外部数据库获取或更新所述拜访网络签约信息和所述拜访 网络账户信息; 所述漫游用户的所述拜访网络账户信息包含用于拜访网络信 用授权的余额信息。
19、 根据权利要求 18所述的 V-OCS, 其中: 所述处理模块是设置为: 根据所述信用控制请求消息中包含的分组数据 网络标识的接入点名来确定漫游用户的 IP-CAN会话是釆用拜访网络签约进 行信用决策, 向所述签约及账户余额管理模块获取所述漫游用户的拜访网络 签约信息及关联的账户余额信息, 根据所述漫游用户的拜访网络签约信息及 关联的账户余额信息对所述信用控制请求消息中当前激活的每个计费键进行 批价、 余额检查和信用授权, 生成拜访地的信用控制决策。
