为了保持第三代移动通信系统在通信领域的竟争力, 第三代合作伙伴 计划 ( 3GPP, 3rd Generation Partnership Project )标准工作组正致力于演进 分组域系统(EPS, Evolved Packet System )的研究。 如图 1所示, 整个 EPS 主要包括演进的通用陆地无线接入网络 (E-UTRAN , Evolved Universal Terrestrial Radio Access Network )和演进的分组核心网( EPC, Evolved Packet Core ) 两部分, EPC能够支持用户对 GSM EDGE无线接入网 ( GERAN, GSM EDGE radio access network ) 和通用陆地无线接入网 (UTRAN , Universal Terrestrial Radio Access Network ) 的接入。
如图 1所示, 在 EPC中, 主要可以包含以下网元: 归属用户数据服务 器(HSS, Home Subscriber Server ), 是用户签约数据的永久存放地点, 位 于用户签约的归属网; 移动性管理单元 ( MME , Mobility Management Entity ), 是用户签约数据在当前网络的存放地点, 负责终端到网络的非接 入层(NAS, Non- Access Stratum )信令管理、 用户空闲模式下的跟踪和寻 呼管理功能和承载管理; 服务网关 (S -GW, Serving Gateway ), 是核心网 到无线系统的网关, 负责终端到核心网的用户面承载、 终端空闲模式下的 数据緩存、 网络侧发起业务请求的功能、 合法窃听和分组数据路由及转发 功能; 分组数据网络网关 ( P-GW , PDN Gateway ), 是 EPS和外部网络的 网关, 负责终端的 IP地址分配、 计费功能、 分组包过滤、 策略应用等功能。 演进的无线接入网部分, 包含的网元是演进的节点( eNB, Evolved NodeB ), 为用户的接入提供无线资源, 并提供接入层安全管理和负载均衡等功能。 另外,还有用户设备 ( UE, User Equipment ), 包括通用集成电路卡( UICC, Universal Integrated Circuit Card )和移动终端设备( ME, Mobile Equipment ), 与 MME之间的协议栈最上层为 NAS。
现有分组域网络中, 针对大量终端设备接入所造成的网络拥塞, 定义 了接入等待时间, 即在网络发生拥塞的时候, 拒绝终端的接入请求并且返 回给终端一个等待时间, 终端在这个等待时间内不再发起接入尝试, 由此 减轻网络的负荷。
此外, 现有技术 PS网络中, 终端发起附着 /位置更新 /业务请求流程因 网络拥塞被拒绝的过程, 如图 2所示, 包括以下步骤:
步骤 201 , PS核心网发生拥塞;
步骤 202, 终端向 PS移动性管理单元发起附着请求 /位置更新请求 /业 务请求, 尝试接入 PS网络;
步骤 203 , PS移动性管理单元因为网络拥塞无法接受终端的接入请求, 向终端返回附着拒绝 /位置更新拒绝 /业务拒绝等拒绝接入消息, 该拒绝接入 消息内容包括延迟接入时长和拒绝原因值 =拥塞;
步骤 204, 终端收到所述拒绝接入消息后, 在延迟接入时长指示的时间 内保持等待;
步骤 205 , 延迟接入时间已过, 终端重新发起到分组交换(PS )网络的 附着或位置更新流程。
如此, 在相应的拒绝接入消息中使用的原因值只能表达网络当前拥塞, 并且终端除了等待再次接入并不会有其他动作, 也无法尝试其他域的接入, 影响用户体验和业务连续性。 现在某些运营商网络拥有多重接入域, 比如
PS域和电路交换(CS )域, 当 PS域拥塞的时候, CS域可能仍然可用, 如 果终端具有多重接入能力, 却无法尝试其他域的接入, 还会造成网络资源 的浪费。
此外, 现有技术中在进行联合附着或联合位置更新的时候, 虽然也会 使用例如 "CS域不可用" 这样的原因值来通知 UE网络拥塞, 但 UE很快 会尝试重新接入 CS域, 造成信令浪费甚至加重 CS域的过负荷, 而如果是 大量终端在不断尝试重新接入 CS域,还会进一步加重 CS域的拥塞。 因此, CS域也需要有一种类似于 PS域的延迟接入时间, 使 UE在收到这样的时 间值之后不会立即尝试重新接入。 发明内容
有鉴于此, 本发明的主要目的在于提供一种疏导终端接入网络的方法 及系统, 以解决终端接入当前域失败后无法尝试接入其他域而影响用户体 验和业务连续性的问题,另一目的在于解决终端接入 CS域失败后立即尝试 重新接入而导致信令浪费、 以及加重 CS域负荷的问题。
为达到上述目的, 本发明的技术方案是这样实现的:
本发明提供了一种疏导终端接入网络的方法, 所述方法包括: 当前域拥塞时, 当前域的移动性管理单元向终端发送用于指示终端重 选到另一域的重选指示;
所述终端根据所述重选指示, 执行小区重选到所述另一域。
在上述方案中, 所述当前域的移动性管理单元向终端发送用于指示终 端重选到另一域的重选指示, 为: 所述当前域的移动性管理单元向终端发 送包含有所述重选指示的拒绝接入消息。

本发明给出的疏导终端接入网络的方法及系统, 通过向终端发送重选 指示, 指示终端在当前域拥塞时重选到另一域, 使具有多重网络接入能力 的终端能够在获知当前接入方式不可用之后, 尝试另一种接入方式, 如此, 终端可以选择接入当前没有拥塞的域, 达到疏导终端接入的目的。
此外, 本发明还为 CS域拥塞定义了相关的延迟接入时长, 从而有效减 少 CS网络的信令浪费, 并减轻 CS网络负荷。
此外,本发明还给出了 CS网络与 PS网络之间的负载状态互查询方案, 以便终端尝试 PS接入但遭遇拥塞时, PS网络能够判断 CS网络当前是否可 用, 从而决定是否疏导终端接入 CS域, 使得网络资源得到有效利用, 并且 能够保证不会由于无法接入而造成 CS域的负担和信令浪费。 附图说明

本发明的基本思想是: 在当前接入的域发生拥塞时, 由移动性管理单 元向终端发送重选指示, 指示终端重选到其他可用的域中, 如此, 解决了 终端接入当前域失败后无法尝试接入其他域而影响用户体验和业务连续性 的问题, 能够有效保证业务的连续性, 提升用户体验。
本发明的一种疏导终端接入网络的方法, 参照图 3所示, 主要可以包 括以下步骤:
步骤 301 : 当前域拥塞时, 当前域的移动性管理单元向终端发送用于指 示终端重选到另一域的重选指示;
具体地, 当前域拥塞时, 当前域的移动性管理单元向终端发送包含有 所述重选指示的拒绝接入消息。
如果接入当前域时, 所述终端发起附着请求 /位置更新请求 /业务请求消 息 /联合附着请求 /联合位置更新请求, 则所述拒绝接入消息可以是附着拒绝 /位置更新拒绝 /业务拒绝消息。
步骤 302: 所述终端根据所述重选指示, 执行小区重选到所述另一域。 其中, 所述当前域为 PS域, 所述另一域为 CS域; 或者, 所述当前域 为 CS域, 所述另一域为 PS域, 并且所述当前域和另一域属同一运营商。
在步骤 301 之前, 所述当前域的移动性管理单元在确定所述终端能够 接入所述另一域时, 向所述另一域的移动性管理单元查询所述另一域的负 载状态, 根据所述另一域的负载状态判断所述另一域是否拥塞。 如果判断 所述另一域拥塞, 则不发送所述重选指示, 如果判断所述另一域不拥塞, 则发送所述重选指示。 这里, 所述当前域的移动性管理单元可以根据终端 上报的用于表征终端网络能力的参数, 判断所述终端能力是否支持接入另 一域, 如果是, 则确定所述终端能够接入所述另一域, 否则, 确定所述终 端不能够接入另一域。
具体地, 所述当前域的移动性管理单元向所述另一域的移动性管理单 元发送负载状态查询请求; 如果所述另一域拥塞, 所述另一域的移动性管 理单元向所述当前域的移动性管理单元返回用于指示所述另一域当前拥塞 的负载状态查询响应。 如果所述另一域不拥塞, 所述另一域的移动性管理 单元向所述当前域的移动性管理单元返回用于指示所述另一域当前不拥塞 的负载状态查询响应。 如此, 所述当前域的移动性管理单元可以根据负载 状态查询响应返回的负载状态查询响应判断所述另一域是否拥塞。
所述终端根据所述重选指示, 执行小区重选到所述另一域之后, 所述 方法还可以包括: 所述另一域的移动性管理单元向所述当前域的移动性管 理单元发送去附着通知; 所述当前域的移动性管理单元根据所述去附着通 知, 释放所述终端在当前域的资源。
此外, 本发明还提供了另一种疏导终端接入网络的方法, 所述方法包 括: 在另一域拥塞时, 所述当前域的移动性管理单元向终端发送用于阻止 所述终端在指定时间内反复重试接入另一域的延迟接入时长。 这里, 所述 当前域可以为 PS域, 所述另一域可以为 CS域。 如此, 也能通过延迟接入 时长指示终端在 CS域拥塞解除后再重新发起 CS域的接入, 解决了终端接 入 CS域失败后立即尝试重新接入而导致信令浪费、 以及加重 CS域负荷的 问题, 从而有效减少信令浪费、 减轻 CS域负荷。
具体地, 终端向当前域发起用于接入当前域和另一域的联合附着请求 / 联合位置更新请求之后, 当前域的移动性管理单元向另一域的移动性管理 单元发起位置更新流程并获取另一域的延迟接入时长。
这里, 所述当前域的移动性管理单元向另一域的移动性管理单元发起 位置更新流程并获取另一域的延迟接入时长, 可以包括: 所述当前域的移 动性管理单元向所述另一域的移动性管理单元发送位置更新请求消息; 如 果所述另一域拥塞, 则所述另一域的移动性管理单元向所述当前域的移动 性管理单元返回包含有另一域延迟接入时长的位置更新失败消息; 如果所 述另一域不拥塞, 则所述另一域的移动性管理单元向所述当前域的移动性 管理单元返回位置更新接受消息。

本实施例中, 终端在 PS 网络中发起附着 /位置更新 /业务请求流程因网 络拥塞被拒绝, 并被导向 CS网络的过程, 如图 4所示, 具体可以包括以下 步骤:
步骤 401 , PS核心网发生拥塞;
步骤 402 , 终端向 PS移动性管理单元发起附着请求 /位置更新请求 /业 务请求消息;
这里, 所述附着请求 /位置更新请求 /业务请求消息中包含有终端网络能 力的指示信息, 例如, 包含有终端具有多重接入能力的指示信息。
步骤 403 , PS移动性管理单元向 CS移动管理单元查询 CS域的负载状 态;
具体地, PS核心网发生拥塞时, PS移动性管理单元与 CS移动管理单 元交互, 查询 CS域的负载状态。
步骤 404, PS移动性管理单元根据 CS域的负载状态, 判断 CS网络不 拥塞, 终端可以正常接入 CS域;
步骤 405 , PS移动性管理单元向终端返回附着拒绝 /位置更新拒绝 /业务 拒绝消息;
具体地, 上述附着拒绝 /位置更新拒绝 /业务拒绝消息的内容包括原因值 =拥塞、 延迟接入时长、 以及重选指示 =CS。
这里, 如果在步骤 404中判断 CS域发生拥塞, 则在该步骤中相应的拒 绝接入消息中不包含所述重新指示,这样, UE会继续驻留在当前接入网中, 不会尝试其他接入方式, 并且在所述延迟接入时长内终端不尝试 PS接入。 步骤 406, 终端根据附着拒绝 /位置更新拒绝 /业务拒绝消息中的重选指 示,执行小区重选至同一运营商的 CS域, 并且在所述延迟接入时长内终端 不尝试 PS接入;
步骤 407 , 终端发起到 CS域的位置更新或附着流程;
这里, 如果终端之前就已经在 CS域注册, 则发起位置更新, 如果终端 之前未在 CS域注册, 则发起附着。
步骤 408 , 如果之前终端在 PS域处于附着状态, 则 CS移动性管理单 元可选地向 PS移动性管理单元发送去附着通知, PS移动性管理单元释放 所述终端在 PS域的资源。
这里, 如果之前终端未附着到 PS域, 则不执行步骤 408。
实施例二
本实施例中, 终端在 CS网络中发起附着 /位置更新 /业务请求流程因网 络拥塞被拒绝,并被导向 PS网络的过程,如图 5所示,具体包括以下步骤: 步骤 501 , CS核心网发生拥塞;
步骤 502 , 终端向 CS移动性管理单元发起附着请求 /位置更新请求 /业 务请求消息;
这里, 所述附着请求 /位置更新请求 /业务请求消息中包含有终端网络能 力的指示信息, 例如, 包含有终端具有 PS接入能力的指示信息。
步骤 503 , CS移动性管理单元向 PS移动管理单元查询 PS域的负载状 态;
具体地, CS移动性管理单元与 PS移动管理单元交互, 查询 PS域的负 载状态。
步骤 504, CS移动性管理单元根据 PS域的负载状态, 判断 PS域不拥 塞;
步骤 505 , 终端网络能力指示信息显示终端具有 PS接入能力, 则认为 终端此时可以正常接入 PS域, CS移动性管理单元向终端返回附着拒绝 /位 置更新拒绝 /业务拒绝消息,其中,所述附着拒绝 /位置更新拒绝 /业务拒绝消 息的内容包括原因值 =拥塞、 延迟接入时长、 以及重选指示 =PS;
这里, 如果在步骤 504中判断 PS域发生拥塞, 则在该步骤中相应的拒 绝接入消息中不包含所述重新指示,如此, UE会继续驻留在当前接入网中, 不会尝试其他接入方式, 并且在所述延迟接入时长内终端不再尝试 CS接 入。
步骤 506, 终端根据所述附着拒绝 /位置更新拒绝 /业务拒绝消息中的重 选指示, 执行小区重选至同一运营商的 PS域;
步骤 507 , 终端发起到 PS域的位置更新或附着流程;
这里, 如果终端之前就已经在 PS域注册, 则发起位置更新, 如果终端 之前未在 PS域注册, 则发起附着。
步骤 508 , 如果之前终端已在 CS域处于附着状态, 则 PS移动性管理 单元可选地向 CS移动性管理单元发送去附着通知, 释放终端在 CS域的资 源; 否则, 不执行本步骤。
实施例三
本实施例中, 终端在 PS网络中发起联合附着 /位置更新流程, 因 PS网 络拥塞被拒绝而导向 CS网络的过程,如图 6所示,具体可以包括以下步骤: 步骤 601 , PS核心网发生拥塞;
步骤 602 ,终端向 PS移动性管理单元发起用于接入 PS域和 CS域的联 合附着请求 /联合位置更新请求;
步骤 603 , PS移动性管理单元向 CS移动管理单元查询 CS域的负载状 态;
具体地, PS核心网发生拥塞时, PS移动性管理单元与 CS移动管理单 元交互, 获知 CS域的负载状态。 步骤 604, PS移动性管理单元根据 CS域的负载状态, 判断 CS域不拥 塞;
步骤 605 , PS移动性管理单元向终端返回附着拒绝 /位置更新拒绝消息, 该附着拒绝 /位置更新拒绝消息的内容包括原因值=拥塞、延迟接入时间、 以 及重选指示 =CS;
步骤 606 , 终端按照所述附着拒绝 /位置更新拒绝消息中的重选指示, 执行小区重选到同一运营商的 CS 域, 并且在延迟接入时间内不再发起到 PS域的接入尝试;
步骤 607 , 终端发起到 CS域的附着流程或位置更新流程。 这里, 如果 终端之前就已经在 PS域注册, 则发起位置更新, 如果终端之前未在 PS域 注册, 则发起附着。
步骤 608 , 如果之前终端在 PS域处于附着状态, 则 CS移动性管理单 元可选地向 PS移动性管理单元发送去附着通知, PS移动性管理单元释放 所述终端在 PS域的资源。
实施例四
本实施例中,终端在 PS网络中发起联合附着 /位置更新流程因 CS网络 拥塞导致只有 PS注册成功, 指示终端在延迟接入时长后再次尝试向 CS网 络发起联合位置更新的过程, 如图 7所示, 具体可以包括以下步骤:
步骤 701 , CS核心网发生拥塞;
步骤 702 , 与步骤 602完全相同, 不在赘述;
步骤 703 , PS移动性管理单元向 CS移动性管理单元发送位置更新请求; 步骤 704, 由于 CS域拥塞, CS域的移动性管理单元向 PS域的移动性 管理单元返回包含有 CS域延迟接入时长的位置更新失败消息;
步骤 705 , PS移动性管理单元根据 CS域延迟接入时长, 判断 CS域发 生拥塞; 步骤 706, PS移动性管理单元向终端返回附着接受 /位置更新接受消息, 该附着接受 /位置更新接受消息的内容包括原因值= 8域不可用、 CS延迟接 入时长。
步骤 707, 在 CS延迟接入时长内, 终端等待再次发起到 CS域的接入 尝试;
步骤 708 , 延迟接入时长已过, 终端发起带有国际移动用户识别码 ( IMSI, International Mobile Subscriber Identification Number ) 附着的联合 位置更新流程, 重新注册到 CS域。
上述各实施例中, PS移动性管理单元与 CS移动性管理单元交互, 查 询 CS域的负载状态的过程, 如图 8所示, 具体可以包括以下步骤:
步骤 801 , PS移动性管理单元向 CS移动性管理单元发送负载状态查询 请求消息;
这里, 所述负载状态查询请求消息可以是设备级的消息, 在两个管理 单元的接口上传递, 也可以通过用户级的信令传递;
步骤 802, CS移动性管理单元向 PS移动性管理单元返回负载状态查询 响应消息,如果 CS域没有发生拥塞, 则负载状态查询响应消息中包含 "CS 域不拥塞" 的指示信息; 如果 CS域发生拥塞, 则负载状态查询响应消息包 含 " CS域拥塞" 的指示信息, 如此, PS移动性管理单元可以根据所述指示 信息判断 CS域当前是否拥塞。
需要说明的是, CS移动性管理单元与 PS移动性管理单元交互, 查询 PS域的负载状态的具体实现流程与图 8所示流程相似, 不再赘述。
以上所述, 仅为本发明的较佳实施例而已, 并非用于限定本发明的保 护范围。

Claims

权利要求书
1、 一种疏导终端接入网络的方法, 其特征在于, 所述方法包括: 当前域拥塞时, 当前域的移动性管理单元向终端发送用于指示终端重 选到另一域的重选指示;
所述终端根据所述重选指示, 执行小区重选到所述另一域。
2、 根据权利要求 1所述疏导终端接入网络的方法, 其特征在于, 所述 当前域的移动性管理单元向终端发送用于指示终端重选到另一域的重选指 示, 为: 所述当前域的移动性管理单元向终端发送包含有所述重选指示的 拒绝接入消息。
3、 根据权利要求 2所述疏导终端接入网络的方法, 其特征在于, 所述 拒绝接入消息为附着拒绝 /位置更新拒绝 /业务拒绝消息。
4、 根据权利要求 1所述疏导终端接入网络的方法, 其特征在于, 所述 当前域的移动性管理单元向终端发送用于指示终端重选到另一域的重选指 示之前, 所述方法还包括: 所述当前域的移动性管理单元在确定所述终端 能够接入所述另一域时, 向所述另一域的移动性管理单元查询所述另一域 的负载状态, 根据所述另一域的负载状态判断所述另一域不拥塞。
5、 根据权利要求 4所述疏导终端接入网络的方法, 其特征在于, 所述 当前域的移动性管理单元向所述另一域的移动性管理单元查询所述另一域 的负载状态, 包括:
所述当前域的移动性管理单元向所述另一域的移动性管理单元发送负 载状态查询请求;
如果所述另一域拥塞, 所述另一域的移动性管理单元向所述当前域的 移动性管理单元返回用于指示所述另一域当前拥塞的负载状态查询响应; 如果所述另一域不拥塞, 所述另一域的移动性管理单元向所述当前域的移 动性管理单元返回用于指示所述另一域当前不拥塞的负载状态查询响应。
6、 根据权利要求 1所述疏导终端接入网络的方法, 其特征在于, 所述 终端根据所述重选指示, 执行小区重选到所述另一域之后, 所述方法还包 附着通知; 所述当前域的移动性管理单元根据所述去附着通知, 释放所述 终端在当前域的资源。
7、 根据权利要求 1至 6任一项所述疏导终端接入网络的方法, 其特征 在于, 所述当前域为 PS域, 所述另一域为 CS域; 或者, 所述当前域为 CS 域, 所述另一域为 PS域。
8、 一种疏导终端接入网络的方法, 其特征在于, 所述方法包括: 在另 一域拥塞时, 所述当前域的移动性管理单元向终端发送用于阻止所述终端 在指定时间内反复重试接入另一域的延迟接入时长。
9、 根据权利要求 8所述疏导终端接入网络的方法, 其特征在于, 所述 方法还包括: 所述当前域的移动性管理单元向另一域的移动性管理单元发 起位置更新流程, 并获取另一域的延迟接入时长。
10、 根据权利要求 9所述疏导终端接入网络的方法, 其特征在于, 所 述当前域的移动性管理单元向另一域的移动性管理单元发起位置更新流程 并获取另一域的延迟接入时长, 包括:
所述当前域的移动性管理单元向所述另一域的移动性管理单元发送位 置更新请求消息;
如果所述另一域拥塞, 则所述另一域的移动性管理单元向所述当前域 的移动性管理单元返回包含有另一域延迟接入时长的位置更新失败消息; 如果所述另一域不拥塞, 则所述另一域的移动性管理单元向所述当前 域的移动性管理单元返回位置更新接受消息。
11、 根据权利要求 8 所述疏导终端接入网络的方法, 其特征在于, 所 述方法包括: 当前域的移动性管理单元通过接受接入消息向所述终端发送 另一域的延迟接入时长。
12、 根据权利要求 10所述疏导终端接入网络的方法, 其特征在于, 所 述接受接入消息为附着接受消息或位置更新接受消息。
13、 根据权利要求 8至 12任一项所述疏导终端接入网络的方法, 其特 征在于, 所述当前域为 PS域, 所述另一域为 CS域。
14、 一种疏导终端接入网络的系统, 其特征在于, 所述系统包括: 当 前域的移动性管理单元和终端, 其中,
所述当前域的移动性管理单元, 用于在当前域拥塞时, 向所述终端发 送用于指示终端重选到另一域的重选指示;
所述终端, 用于根据所述当前域的移动性管理单元发送的重选指示, 执行小区重选到所述另一域。
15、 根据权利要求 14所述疏导终端接入网络的系统, 其特征在于, 所 述当前域的移动性管理单元, 用于向终端发送包含有所述重选指示的拒绝 接入消息。
16、 根据权利要求 14所述疏导终端接入网络的系统, 其特征在于, 所 述系统还包括另一域的移动性管理单元;
所述当前域的移动性管理单元, 还用于向所述另一域的移动性管理单 元发送负载状态查询请求;
所述另一域的移动性管理单元, 还用于接收所述当前域的移动性管理 单元发送的负载状态查询请求, 并在所述另一域拥塞时, 向所述当前域的 移动性管理单元返回用于指示所述另一域当前拥塞的负载状态查询响应, 在所述另一域不拥塞, 向所述当前域的移动性管理单元返回用于指示所述 另一域当前不拥塞的负载状态查询响应。
17、 根据权利要求 14所述疏导终端接入网络的系统, 其特征在于, 所 述另一域的移动性管理单元, 还用于在所述终端执行小区重选到所述另一 域之后, 向所述当前域的移动性管理单元发送去附着通知; 所述当前域的 移动性管理单元, 还用于根据所述另一域的移动性管理单元发送的所述去 附着通知, 释放所述终端在当前域的资源。
18、 根据权利要求 14至 21任一项所述疏导终端接入网络的系统, 其 特征在于, 所述当前域的移动性管理单元为 PS移动性管理单元, 所述另一 域的移动性管理单元为 CS移动性管理单元; 或者, 所述当前域的移动性管 理单元为 CS移动性管理单元, 所述另一域的移动性管理单元为 PS移动性 管理单元。
19、 一种疏导终端接入网络的系统, 其特征在于, 所述系统包括: 当 前域的移动性管理单元, 用于向在另一域拥塞时, 向终端发送用于阻止所 述终端在指定时间内反复重试接入另一域的延迟接入时长。
20、 根据权利要求 19所述疏导终端接入网络的系统, 其特征在于, 所 述当前域的移动性管理单元, 还用于向所述另一域的移动性管理单元发起 位置更新流程并获取另一域的延迟接入时长。
21、 根据权利要求 20所述疏导终端接入网络的系统, 其特征在于, 所述系统还包括: 另一域的移动性管理单元; 所述当前域的移动性管 理单元, 还用于向所述另一域的移动性管理单元发送位置更新请求消息; 另一域的移动性管理单元, 用于在所述另一域拥塞时, 则向所述当前 域的移动性管理单元返回包含有另一域延迟接入时长的位置更新失败消 息; 在所述另一域不拥塞时, 向所述当前域的移动性管理单元返回位置更 新接受消息。
22、 根据权利要求 19至 21任一项所述疏导终端接入网络的系统, 其 特征在于, 所述当前域的移动性管理单元为 PS移动性管理单元, 所述另一 域的移动性管理单元为 CS移动性管理单元。
