Abstract

L'invention concerne une solution de vote/sondage mobile complète basée sur l'emplacement (LBMVP) au niveau national, qui couvre l'intégralité des réseaux GSM nationaux pour donner accès à tous les citoyens et est connectée en temps réel à une plate-forme de base de données centrale, qui collecte toutes les contributions de vote/sondage en ligne à partir de l'ensemble des réseaux GSM, et effectue de manière professionnelle une analyse du comptage des voix de manière sécurisée en tenant compte de la vie privée des électeurs, comme illustré dans la figure 1. La solution permet l'accès externe à tout tiers au processus électoral et à la vérification des résultats requise par les organes judiciaires (113), l'organisation civile (112), le gouvernement (111) ou tout auditeur externe (110). La solution s'appuie sur USSD qui est une application GSM Mobile Application Protocol (MAP) permettant de recueillir les voies des citoyens et d'obtenir l'emplacement des électeurs. L'application GSM Mobile Application Protocol (MAP) offre un canal de communication entre la solution et l'électeur par le biais des réseaux GSM. Il s'agit d'un canal de communication haute capacité, accessible depuis tous les types de téléphones mobiles, rentable et gratuit car il s'appuie sur des canaux de signalisation qui sont couramment utilisés par défaut même si le téléphone mobile est inactif. L'invention concerne un large éventail de services de vote/sondage utiles pour les élections présidentielles, les élections des assemblées populaires, l'aide à la prise de décisions des politiciens par leurs partisans, le vote/sondage interne des partis politiques, les élections de clubs, les élections des instituts gouvernementaux et non gouvernementaux, les shows médiatiques et émissions-débats, les événements publics et privés, les conférences, la prise de décision des entreprises, etc. Cet ensemble de services ajoute beaucoup de valeur aux citoyens, aux employés, aux dirigeants, aux partisans et aux subordonnés. Elle crée en outre une sorte de synergie et d'alliance entre les personnes, aide les décideurs en tout lieu à prendre des bonnes décisions de façon précise et opportune.
