A water controlling means (2) for controlling the water sealing cover (1) to open and close is provided under the water sealing cover (1). The device is adapted to control the opening and closing of the controllable draining ports of a bathroom basin, a bidet, a bathtub and so on. The device has a wide application range, a simple operation and a convenient usage.
