综上所述, 本发明通过在 MTC终端漫游到拜访网络时, 由拜访网络的 核心网网元将本地的允许接入时间段信息通知给 MTC终端,使 MTC终端能 够在需要时, 根据本地的允许接入时间段信息发起接入请求, 解决了 MTC 终端在漫游网络中无法确定何时发起接入请求才能接入到拜访网络中的问 题。

307a: 源 MME向源基站发起切换准备失败过程, 在切换准备失败过程 中向源基站发送切换准备失败消息, 在切换准备失败消息中携带拜访网络本 地的允许接入时间段信息, 源基站通过空中接口的系统消息或者寻呼消息将 拜访网络本地的允许接入时间段信息通知到 ME; 系统消息可以是现有技术中的系统信息块(System Information Block, SIB ) 消息, 比如 SIB2消息, 或者是为 MTC终端新增的系统消息, 专用于 向 ME传送上述时间段信息。
ME获取到拜访网络本地的允许接入时间段信息后, 可以在允许接入时 间段内发起接入请求。
308: 源基站在源 MME发起的切换命令过程中, 获取到拜访网络本地的 允许接入时间段信息, 源基站判断 ME可以切换进入目标基站, 向 ME发送 无线资源控制 (Radio Resource Control, RRC )连接重配消息, 携带拜访网 络本地的允许接入时间段信息。
实施例 2: 拜访网络中的目标 MME可以将针对某个 ME或某类 ME的本地的允许 接入时间段信息通知到目标基站, 某类 ME可以是按照业务类型对 ME进行 分类、 按照 group对 ME进行分类或者按照优先级对 ME进行分类。 目标基 站通过系统消息将本地的允许接入时间段信息通知到 ME。处于空闲(IDLE ) 态的 ME通过小区重选的方式进入拜访网络或处于连接态的 ME通过切换的 方式进入拜访网络时, ME通过广播消息获取到本地的允许接入时间段信息, 保存获取到的时间段信息, 在该时间段内发起附着请求。 图 4是本实施例 ME通过小区重选或切换的方式漫游到拜访网络时, 对 ME的接入控制方法, 该方法包括:
401 : 目标 MME配置并保存目标 MME本地的允许接入时间段信息, 作 为 ME接入到网络的接入控制参数; 目标 MME本地的允许接入时间段信息可以是针对从 HSS中获取的某些 或某类 ME签约的允许接入时间段信息, 根据本地的过载状况和系统维护时 间等进行修改后得到的时间段信息, 也可以是拜访网络中的目标 MME直接 根据本地的过载状况和系统维护时间等, 针对一个、 多个或一类 MTC终端 配置的针对某些或某类 ME的允许接入时间段信息。 拜访网络本地的允许接入时间段信息与归属网络中签约的允许接入时间 段信息可能有重合的部分, 也可能没有重合的部分。 402: 目标 MME将目标 MME本地的允许接入时间段信息通过 S1接口 流程通知到目标基站; 目标 MME通知目标 MME本地的允许接入时间段信息的 S1接口流程有 多种, 包括: S1接口建立过程、 配置更新过程和过载开始过程中的一种或多 种。 在上述过程中, 可以釆用的对应消息是 S1 接口建立请求应答消息、 配 置更新请求应答消息和过载开始消息。 目标 MME本地的允许接入时间段信 息作为上述消息中的一个扩展信息单元的内容, 通过上述三种消息由目标 MME通知到目标基站。
403: 目标基站将本地的允许接入时间段信息通过系统消息通知到 ME; 系统消息可以是 SIB2消息, 或者为传送 ME专用的信息而新增的系统 消息。 时间信息作为系统消息的信元通知到 ME。
404: 进入到拜访网络中的 ME, 读取拜访网络中目标基站发送的系统消 息的内容, 通过系统消息获取到本地的允许接入时间段信息;
405: ME在拜访网络本地的允许接入时间段内发起接入过程, 即可成功 接入到网络。
实施例 3: 拜访网络中的目标 MME可以通过非接入层( Non Access Stratum , NAS ) 信令将目标 MME本地的允许接入时间段信息通知到 ME。如果是 IDLE态的 ME通过小区重选(漫游到拜访网络后 )的方式进入到拜访网络的目标 MME 管理的区域, 那么 ME不知道目标 MME本地的允许接入时间段信息。 ME 向核心网发起附着请求, 如果是在拜访网络本地的允许接入时间段内发起的 附着请求, 那么核心网允许 ME接入, ME可以成功接入到网络, 核心网网 元在接入过程中通过 NAS消息中的允许接入应答消息 (如: attach accept ) 将本地的允许接入时间段信息通知到 ME, 或者通过周期性的更新过程将本 地的允许接入时间段信息通知到 ME; 如果 ME发起附着请求的时间不在本 地的允许接入时间段内, 核心网网元不允许 ME接入, ME接入不成功。 核 心网网元通过接入过程给 ME发送 NAS消息中的拒绝附着消息,在拒绝附着 消息中将本地的允许接入时间段信息通知到 ME。 图 5是本实施方式 ME通过小区重选的方式漫游到拜访网络时, 对 ME 的接入控制方法, 该方法包括:

6、如权利要求 4所述的方法, 其中, 通过该重定位请求应答消息将所述 本地的允许接入时间段信息通知给所述 MTC终端的步骤包括: 所述归属网络的核心网网元接收到所述重定位请求应答消息后, 若所述 MTC 终端无法成功切入所述拜访网络, 则向所述基站发起切换准备失败过 程, 在该切换准备失败过程中将所述拜访网络本地的允许接入时间段信息通 知给所述基站, 该基站通过系统消息或寻呼消息将所述拜访网络的核心网网 元本地的允许接入时间段信息通知到所述 MTC终端。

11、 一种机器类型通信终端的接入控制系统, 该系统包括: 核心网网元 和机器类型通信(MTC )终端, 其中: 所述核心网网元设置为: 在所述 MTC终端漫游到该核心网网元时, 将 所述核心网网元本地的允许接入时间段信息通知给所述 MTC终端; 所述 MTC终端设置为: 在获知所述核心网网元本地的允许接入时间段 信息后, 在需要接入到所述核心网网元时, 根据该允许接入时间段信息发起 接入请求。

15、如权利要求 14所述的核心网网元, 其中, 所述核心网网元是设置为 按如下方式将所述拜访网络的核心网网元本地的允许接入时间段信息通知给 所述 MTC终端: 所述 MTC终端处于连接状态, 通过切换的方式漫游到所述拜访网络时, 该拜访网络的核心网网元在接收到重定位请求消息后, 向所述 MTC终端的 归属网络的核心网网元发送重定位请求应答消息, 携带所述拜访网络的核心 网网元本地的允许接入时间段信息, 通过该重定位请求应答消息将所述拜访 网络的核心网网元本地的允许接入时间段信息通知给所述 MTC终端; 或者 所述拜访网络的核心网网元将所述拜访网络的核心网网元本地的允许接 入时间段信息通知到该拜访网络的核心网网元所管理的基站, 以使所述拜访 网络的核心网网元所管理的基站将所述拜访网络的核心网网元本地的允许接 入时间段信息通过系统消息通知到所述 MTC终端; 或者 接收所述 MTC终端处于空闲状态且通过小区重选漫游到所述拜访网络 时, 向所述拜访网络的核心网网元发送的接入请求消息; 以及所述拜访网络 的核心网网元接收到所述接入请求消息后, 若允许所述 MTC终端接入, 则 通过非接入层(NAS ) 消息将所述拜访网络的核心网网元本地的允许接入时 间段信息通知给所述 MTC终端; 若不允许所述 MTC终端接入, 则在附着请 求拒绝消息中, 将所述拜访网络的核心网网元本地的允许接入时间段信息通 知给所述 MTC终端。
16、如权利要求 14所述的核心网网元, 其中, 所述核心网网元是设置为 按如下方式通过该重定位请求应答消息将所述拜访网络的核心网网元本地的 允许接入时间段信息通知给所述 MTC终端: 当所述核心网网元为归属网络的核心网网元时, 所述归属网络的核心网网元接收到所述重定位请求应答消息后, 若所述 MTC终端能够成功切入所述拜访网络, 则向该 MTC终端所属的基站发起切 换命令过程, 在该切换命令过程中将所述拜访网络的核心网网元本地的允许 接入时间段信息通知给所述基站, 以使该基站向所述 MTC终端发送无线资 源控制连接重配消息, 携带所述拜访网络本地的允许接入时间段信息; 所述归属网络的核心网网元接收到所述重定位请求应答消息后, 若所述 MTC 终端无法成功切入所述拜访网络, 则向所述基站发起切换准备失败过 程, 在该切换准备失败过程中将所述拜访网络本地的允许接入时间段信息通 知给所述基站, 以使该基站通过系统消息或寻呼消息将所述拜访网络的核心 网网元本地的允许接入时间段信息通知到所述 MTC终端。
