Abstract

이동 단말의 현재 접속 네트워크에 대한 무선 접속 인터페이스만 활성화한 상태에서 타 무선 네트워크의 상태를 측정하여 핸드오버를 수행하기 위한 장치 및 방법이 제공된다. 핸드오버 제어자는, 단일 라디오 핸드오버를 수행하는 이동 단말 및 무선 네트워크별 접속 정보를 관리하는 정보 서버와 통신을 수행한다. 핸드오버 제어자는 이동 단말의 현재 위치에서 접속 가능한 네트워크에 접속하는데 이용되는 멀티 RAT 액세스 정보를 정보 서버로부터 획득한다. 핸드오버 제어자는 멀티 RAT 액세스 정보를 이용하여 측정된 네트워크 품질 측정 결과를 이동 단말로부터 획득하고, 네트워크 품질 측정 결과를 이용하여 이동 단말의 목적 네트워크를 결정한다.
