A method for notifying change of user state is provided by the present invention. The method includes that when a network element on wireless side monitors that user state has changed, or, when a network element of a core network monitors that user state has changed, the information indicating the user state is notified to a data distributing gateway. A system for notifying change of user state is also provided by the present invention. A notification unit in the system is used for, when the network element on wireless side monitors that user state has changed, or, when the network element of a core network monitors that user state has changed, notifying the information indicating the user state to the data distributing gateway.
