本发明涉及用户终端设备的服务质量的控制, 尤其涉及在策略与 计费规则功能实体中用于控制用户终端设备的服务质量的方法及装 置。 背景技术
根据 3GPP LTE ( 3rd Generation Partnership Project, Long Term Evolution ) 的策略和计费控制 (PCC, Policy and Charging Control ) 标准, 如图 1所示, 策略和计费控制结构包括策略和计费执行功能实 体 ( PCEF, Policy and Charging Enforcement Function ) , 承载绑定及 事件报告功能实体(BBERF , Bearer Binding and Event Reporting Function), 策略和计费规则功能实体 (PCRF , Policy and Charging Rules Function ) , 应用功能实体 (AF, Application Function ) , 在线 计费系统 ( OCS , Online Charging System ) , 离线计费系统 ( OFCS , Offline Charging System ) 以及用户信息知识库 (SPR, Subscription Profile Repository ) 等。
策略和计费控制包括开启 (gating ) 控制以及服务质量 (QoS , Quality of Service )控制。 服务质量控制包括对业务流的传输速率、 带宽、 平均延迟以及延迟抖动等参数的控制。 发明内容
本发明的发明人意识到, 在现有的策略和计费控制结构中, 策略和 计费规则功能实体对用户终端设备的服务质量进行控制时,并没有考虑 用户终端设备的计费相关信息。 对于通信系统的运营商而言, 计费相关 信息是能够有效的反映通信系统的运营情况的一个重要参数。 对于用户 终端设备而言, 计费相关信息能够反映用户终端设备对通信系统的贡献 以及用户终端设备对通信质量的要求。 因此, 在计费相关信息的基础上 所确定的服务质量控制策略, 能够合理的平衡不同用户终端的需求并且 有效的利用系统有限的资源。
基于上述对背景技术以及存在问题的理解, 如果能够在用户终端 设备的计费相关信息的基础上对用户终端设备的服务质量进行控制, 将是非常重要的。
为了更好的解决上述考量,根据本发明的第一方面的一个实施例, 提供了一种在一个策略与计费规则功能实体中用于控制对应于一个 用户终端设备的服务质量的方法。 该方法包括以下步驟:
A. 获取关于所述用户终端设备的计费相关信息; 以及
B. 根据所述计费相关信息确定对应于所述用户终端设备的服务 质量。
通过引入计费相关信息, 策略与计费规则功能实体就可以根据现 制, 从而合理的平衡不同用户终端的需求并且有效的利用系统有限的资 源。 根据本发明的第二方面的一个实施例, 提供了一种在一个策略与 计费规则功能实体中用于控制对应于一个用户终端设备的服务质量 的控制装置。 该控制装置包括:
一个第一获取装置, 其用于获取关于所述用户终端设备的计费相 关信息; 以及

根据本发明的第一方面的一个实施例,提供了一种在一个策略与 计费规则功能实体中用于控制对应于一个用户终端设备的服务质量 的方法。
参照图 2, 该方法包括步驟 210, 策略与计费规则功能实体获取 关于用户终端设备的计费相关信息。
计费相关信息可包括多种类型的信息, 例如, 用户终端设备的资 费套餐类型 (如资费套餐 A: 每月 50元可使用 5G数据)、 用户终端 设备的充值量 (如用户一次充值 100元)、 用户终端设备对应于多个 时间段的多个费率值(如在 PM 10:00至 AM 6: 00, 每使用 1M数据 收费 10元, 其他时间每使用 1M数据收费 20元)或用户终端设备对 应于多个地理区域的多个费率值(如在写字楼, 每使用 1M数据收费 25元, 在居民区, 每使用 1M数据收费 15元) 等。
关于用户终端设备的计费相关信息为用户终端设备所对应的用 户的计费相关信息, 即用户终端设备中所使用的用户身份识别模块 (如 SIM卡, Subscriber Identity Module ) 所对应的计费相关信息。
该方法还包括步骤 220, 策略与计费规则功能实体根据计费相关 信息确定对应于用户终端设备的服务质量。
对应于用户终端设备的服务质量是指从用户终端设备接收数据 和 /或向用户终端设备发送数据的服务盾量。服务质量可通过多种参数 来表征, 例如传输速率、 带宽、 平均延迟或延迟抖动等参数。
在一个实施例中, 策略与计费规则功能实体发送一个服务质量指 示信息至一个策略与计费执行功能实体。 该服务质量指示信息指示了 所确定的服务质量。 策略与计费执行功能实体根据策略与计费规则功 能实体所确定的服务质量来控制用户终端设备的服务质量。 策略与计费规则功能实体可以通过多种方式来获取关于用户终 端设备的计费相关信息。
图 3为根据本发明的一个实施例的策略与计费规则功能实体获取 关于用户终端设备的计费相关信息的方法的流程图。
参照图 3 , 在步骤 310, 策略与计费规则功能实体发送一个用户 计费信息请求至一个用户信息知识库。该用户计费信息请求用于请求 该用户信息知识库发送计费相关信息。
在步骤 320, 用户信息知识库将用户计费信息请求转发至一个在 线计费系统。
在步骤 330, 在线计费系统将计费相关信息发送至用户信息知识 库。
在步骤 340, 策略与计费规则功能实体从用户信息知识库接收计 费相关信息。
图 4为根据本发明的又一个实施例的策略与计费规则功能实体获 取关于用户终端设备的计费相关信息的方法的流程图。
参照图 4 , 在步骤 410, 策略与计费规则功能实体发送一个用户 计费信息请求至一个用户信息知识库。 该用户计费信息请求用于请求 该用户信息知识库发送计费相关信息。
在步骤 420, 策略与计费规则功能实体从在线计费系统接收计费 相关信息。
在图 3和图 4所示两个实施例中, 策略与计费规则功能实体能够 主动的从在线计费系统获取计费相关信息。
图 5为根据本发明的再一个实施例的策略与计费规则功能实体获 取关于用户终端设备的计费相关信息的方法的流程图。
参照图 5 , 在步骤 510, 在线计费系统发送一个用户计费信息更 新请求至用户信息知识库。
在步骤 520, 用户信息知识库将用户计费信息更新请求转发至策 略与计费规则功能实体。 策略与计费规则功能实体在收到用户计费信 息更新请求后, 就做好了接收计费相关信息的准备。
在步骤 530 ,在线计费系统发送计费相关信息至用户信息知识库。 在步驟 540 , 用户信息知识库将计费相关信息转发至策略与计费 规则功能实体。
可选的, 图 5所示的实施例还可通过下述步骤实现。 首先, 在线 计费系统发送一个用户计费信息更新请求至用户信息知识库, 并且该 用户计费信息更新请求包括计费相关信息。 然后, 用户信息知识库将 包括有计费相关信息的用户计费信息更新请求转发至策略与计费规 则功能实体。
图 6为根据本发明的又一个实施例的策略与计费规则功能实体获 取关于用户终端设备的计费相关信息的方法的流程图。
参照图 6 , 在步骤 610 , 在线计费系统发送一个用户计费信息更 新请求至策略与计费规则功能实体。 策略与计费规则功能实体在收到 用户计费信息更新请求后, 就做好了接收计费相关信息的准备。
在步骤 620 , 在线计费系统发送计费相关信息至策略与计费规则 功能实体。
可选的, 图 6所示的实施例还可通过下述步骤实现。 在线计费系 统发送一个用户计费信息更新请求至策略与计费规则功能实体, 并且 该用户计费信息更新请求包括计费相关信息。
在图 5和图 6所示两个实施例中, 在线计费系统能够主动的更新 策略与计费规则功能实体中的计费相关信息, 从而能够根据在线系统 中的用户终端设备的计费相关信息的实时变化来实时的控制用户终 端设备的服务质量。 策略与计费规则功能实体能够通过多种方式来根据计费相关信 息确定对应于用户终端设备的服务质量。
在一个实施例中, 计费相关信息包括用户终端设备的资费套餐。 资费套餐可通过多种方式来实现。例如, 资费套餐为每月缴费 50 元可使用 10G数据。 又如, 费套餐为每月缴费 30元可使用 5G数据。
首先, 策略与计费规则功能实体获取用户终端设备在一个资费套 餐周期内的一个已用数据量。
资费套餐周期为资费套餐所对应的时间周期。 比如, 资费套餐为 每月缴费 50元可使用 10G数据, 则资费套餐周期为 1个月。 又如, 资费套餐为每季度缴费 100元可使用 25G数据, 则资费套餐周期为 1 个季度。
已用数据量为用户终端设备在一个资费套餐周期内已经使用的 数据量。 比如用户终端设备在不到一个月的时间内已经使用了 6G数 据, 已用数据量为 6G。 又如, 用户终端设备在不到一个季度的时间 内已经使用了 10G数据, 已用数据量为 10G。
然后, 策略与计费规则功能实体将已用数据量与对应于资费套餐 的一个预定数据量相比较。
预定数据量即资费套餐所规定的缴费金额所对应的可用数据量。 比如资费套餐为每月缴费 50 元可使用 10G数据, 则预定数据量为 10G。 又如, 资费套餐为每季度缴费 100元可使用 25G数据, 则预定 数据量为 25G。
最后, 策略与计费规则功能实体根据比较的结果来确定对应于用 户终端设备的服务质量。
例如, 当已用数据量小于预定数据量, 为用户终端设备提供一个 第一预定的数据传输速率(比如, 下行 10Mbps, 上行 5Mbps ), 当已 用数据量大于预定数据量, 为用户终端设备提供小于第一预定的数据 传输速率的一个第二预定的数据传输速率(比如, 下行 5Mbps, 上行 2Mbps )。
当用户终端设备的已用数据量超过预定数据量时, 通过降低用户 终端设备的服务质量(如减小用户终端设备的数据传输速率或增加数 据传输时延等), 就可以提醒用户其已经使用了超过预定数据量的数 据, 避免用户花费超过其预算的费用; 此外, 还可以避免某些用户使 用超过其已付费用的数据量而发生的恶意欠费的情况, 从而保证网络 的正常运营。
在又一个实施例中, 计费相关信息包括用户终端设备的充值量。 用户终端设备的充值量可通过多种方式来实现, 例如充值金额或 者充值点数等。
首先, 策略与计费规则功能实体将充值量与至少一个预定充值量 相比较。
然后, 策略与计费规则功能实体根据比较的结果来确定对应于用 户终端设备的服务质量。
例如, 至少一个预定充值量为: 50元、 100元以及 150元。 当用 户终端设备的充值量在 50元以下时, 为用户终端设备提供一个第三 预定的数据传输速率 (比如, 下行 5Mbps, 上行 2Mbps ); 当用户终 端设备的充值量在 50元以及 1.00元之间时, 为用户终端设备提供大 于第三预定的数据传输速率的一个第四预定的数据传输速率 (比如, 下行 10Mbps, 上行 5Mbps ); 当用户终端设备的充值量在 100元以及 150元之间时, 为用户终端设备提供大于第四预定的数据传输速率的 一个第五预定的数据传输速率 (比如, 下行 15Mbps, 上行 5Mbps ); 当用户终端设备的充值量大于 150元时, 为用户终端设备提供大于第 五预定的数据传输速率的一个第六预定的数据传输速率(比如, 下行 20Mbps, 上行 10Mbps )。
通过为充值量较大的用户终端设备提供较好的服务质量(如较高 的数据传输速率或较短的数据传输时延等), 用户终端设备使用每比 特的费用就可以降低,从而使得用户终端设备得到一定的优惠; 同时, 网络运营商也可以吸引用户更多的使用网络进行通信, 从而增加运营 收入。
在再一个实施例中, 计费相关信息包括用户终端设备对应于多个 时间段的多个费率值。
对应于多个时间段的多个费率值为用户终端设备在不同时间段 的通信费率(价格)。 例如, 用户终端设备在 AM 10:00至 PM 3: 00, 每使用 1M数据收费 15元, 在 PM 10: 00至 AM 7: 00每使用 1M数 据收费 5元, 在其他时间每使用 1M数据收费 10元。
首先, 策略与计费规则功能实体获取对应于用户终端设备的一个 第一时间值。
对应于用户终端设备的一个第一时间值为用户终端设备所在时 区的时间。 例如, 用户终端设备所在时区的时间为 AM 11 : 00, 则第 一时间值为 AM 11 : 00。又如,用户终端设备所在时区的时间为 PM 6: 00, 则第一时间值为 PM 6: 00。
然后, 策略与计费规则功能实体在对应于多个时间段的多个费率 值中, 确定对应于第一时间值的一个第一费率。
根据上述的通信费率的例子, 如果用户终端设备的第一时间值为 AM 11 : 00, 则第一费率为每使用 1M数据收费 15元, 如果用户终 端设备的第一时间值为 PM 6: 00, 则第一费率为每使用 1M数据收 费 10元。
接下来, 策略与计费规则功能实体将第一费率与至少一个预定费 率相比较。
最后, 策略与计费规则功能实体根据比较结果来确定对应于用户 终端设备的服务质量。
例如, 至少一个预定费率为: 每使用 1M数据收费 5元或者每使 用 1M数据收费 10元。 当第一费率低于 5元时, 为用户终端设备提 供一个第六预定的数据传输速率(比如, 下行 5Mbps, 上行 2Mbps ); 当第一费率在在 5元以及 15元之间时, 为用户终端设备提供大于第 六预定的数据传输速率的一个第七预定的数据传输速率(比如, 下行 10Mbps, 上行 5Mbps ); 当第一费率超过 15元时, 为用户终端设备提 供大于第七预定的数据传输速率的一个第八预定的数据传输速率(比 如, 下行 15Mbps, 上行 10Mbps )。
在再又一个实施例中, 计费相关信息包括用户终端设备对应于多 个地理区域的多个费率值。
对应于多个地理区域的多个费率值为用户终端设备在不同地理 区域的通信费率(价格)。 例如, 用户终端设备在写字楼, 每使用 1M 数据收费 15元,用户终端设备在居民区,每使用 1M数据收费 10元。
首先, 策略与计费规则功能实体获取对应于用户终端设备的一个 第一地理位置。
对应于用户终端设备的第一地理位置为用户终端设备所在的地 理位置, 例如, 用户终端设备所在位置的经纬度、 用户终端设备所在 位置的街道名称或者用户终端设备所在位置的对应的编号等。
然后, 策略与计费规则功能实体在对应于多个地理区域的多个费 率值中, 确定对应于第一地理位置的一个第二费率。
接下来, 策略与计费规则功能实体将第二费率与至少一个预定费 率相比较。
最后, 策略与计费规则功能实体根据比较结果来确定对应于用户 终端设备的服务质量。
例如, 至少一个预定费率为: 每使用 1M数据收费 15元或者每 使用 1M数据收费 10元。 当第二费率低于 10元时, 为用户终端设备 提供一个第六预定的数据传输速率(比如,下行 5Mbps,上行 2Mbps ); 当第二费率在 10元以及 20元之间时, 为用户终端设备提供大于第六 预定的数据传输速率的一个第七预定的数据传输速率 (比如, 下行
10Mbps, 上行 5Mbps ); 当第二费率超过 20元时, 为用户终端设备提 供大于第七预定的数据传输速率的一个第八预定的数据传输速率(比 如, 下行 15Mbps, 上行 10Mbps )。
通过为费率较高的用户终端设备提供较好的服务质量(如较高的 数据传输速率或较短的数据传输时延等), 可以鼓励用户终端设备使 用费率较高的业务, 从而提高网络运营商的运营收入, 同时, 用户终 端设备也可以根据所需的服务质量, 来选择不同的费率。
在又一个实施例中, 计费相关信息包括用户终端设备的缴费情 况。
用户终端设备的缴费情况可以通过多种方式来表示。 例如, 用户 终端设备不欠费,终端用户设备欠费 10元或者用户终端设备欠费 100 元等。
策略与计费规则功能实体根据用户终端设备的缴费情况来确定 对应于用户终端设备的服务质量。 例如, 为不欠费的终端用户设备提 供一个第九预定的数据传输速率(比如, 下行 10Mbps,上行 5Mbps ), 为欠费 50元以下的终端用户设备提供一个第十预定的数据传输速率 (比如, 下行 5Mbps, 上行 2Mbps ), 为欠费 50元以上的终端用户设 备提供一个第十一预定的数据传输速率 (比如, 下行 10Kbps, 上行 10K bps )0
通过为缴费情况较好的用户终端设备提供较好的服务质量(如较 高的数据传输速率或较短的数据传输时延等), 可以鼓励用户终端设 备按时缴费, 从而保证网络的持续运营。 图 7为根据本发明的一个实施例的控制装置 700的示意图。
根据本发明第二方面的一个实施例, 提供了一种在一个策略与计 费规则功能实体中用于控制对应于一个用户终端设备的服务质量的 控制装置 700。
参照图 7, 控制装置 700包括一个第一获取装置 710以及一个第 一确定装置 720。
第一获取装置 710用于获取关于用户终端设备的计费相关信息。 第一确定装置 720用于根据计费相关信息确定对应于用户终端设备的 服务质量。 第一获取装置可以通过多种方式来实现。
在一个实施例中, 第一获取装置包括一个第一发送装置以及一个 第一接收装置。

- 获取所述用户终端设备在一个资费套餐周期内的一个已用数据 量;
- 将所述已用数据量与对应于所述资费套餐的一个预定数据量相 比较; 以及
-根据所述比较的结果来确定对应于所述用户终端设备的服务质 量。
7.根据权利要求 1 所述的方法, 其中, 当所述计费相关信息包括 所述用户终端设备的充值量, 所述步骤 B通过以下步骤执行:
-将所述充值量与至少一个预定充值量相比较; 以及
-根据所述比较的结果来确定对应于所述用户终端设备的服务质 量。
8.根据权利要求 1 所述的方法, 其中, 当所述计费相关信息包括 所述用户终端设备对应于多个时间段的多个费率值, 所述步骤 B通过以 下步骤执行:
-获取对应于所述用户终端设备的一个第一时间值;
-在所述对应于多个时间段的多个费率值中,确定对应于所述第一 时间值的一个第一费率;
-将所述第一费率与至少一个预定费率相比较; 以及
- 根据所述比较的结果来确定对应于所述用户终端设备的服务质 量。
9.根据权利要求 1 所述的方法, 其中, 当所述计费相关信息包括 所述用户终端设备对应于多个地理区域的多个费率值, 所述步骤 B通过 以下步骤执行:
- 获取对应于所述用户终端设备的一个第一地理位置;
-在所述对应于多个地理区域的多个费率值中,确定对应于所述第 一地理位置的一个第二费率;
-将所述第一费率与至少一个预定费率相比较; 以及
-根据所述比较的结果来确定对应于所述用户终端设备的服务质 量。
10. 一种在一个策略与计费规则功能实体中用于控制对应于一个 用户终端设备的服务质量的控制装置, 该控制装置包括:
一个第一获取装置,其用于获取关于所述用户终端设备的计费相关 信息; 以及
一个第一确定装置 ,其用于根据所述计费相关信息确定对应于所述 用户终端设备的服务质量。
11. 根据权利要求 10所述的控制装置, 其中, 所述第一获取装置 包括:
一个第一发送装置,其用于发送一个用户计费信息请求至一个用户 信息知识库, 该用户计费信息请求用于请求该用户信息知识库发送所述 计费相关信息, 该用户信息知识库存储有从一个在线计费系统接收的所 述计费相关信息; 以及
一个第一接收装置,其用于从所述用户信息知识库接收所述计费相 关信息。
12. 根据权利要求 10所述的控制装置, 其中, 当所述计费相关信 息包括所述用户终端设备的资费套餐, 所述第一确定装置包括: 一个第二获取装置,其用于获取所述用户终端设备在一个资费套餐 周期内的一个已用数据量;
一个第一比较装置,其用于将所述已用数据量与对应于所述资费套 餐的一个预定数据量相比较; 以及
一个第二确定装置,其用于根据所述比较的结果来确定对应于所述 用户终端设备的服务质量。
13. 根据权利要求 10所述的控制装置, 其中, 当所述计费相关信 息包括所述用户终端设备的充值量, 所述第一确定装置包括:
一个第二比较装置,其用于将所述充值量与至少一个预定充值量相 比较; 以及
一个第三确定装置,其用于根据所述比较的结果来确定对应于所述 用户终端设备的服务质量。
14. 根据权利要求 10所述的控制装置, 其中, 当所述计费相关信 息包括所述用户终端设备对应于多个时间段的多个费率值, 所述第一确 定装置包括:
一个第三获取装置,其用于获取对应于所述用户终端设备的一个第 一时间值;
一个第四确定装置,其用于在所述对应于多个时间段的多个费率值 中, 确定对应于所述第一时间值的一个第一费率; 以及
一个第三比较装置,其用于将所述第一费率与至少一个预定费率相 比较;
所述第四确定装置还用于根据所述比较的结果来确定对应于所述 用户终端设备的服务质量。
15. 根据权利要求 10所述的控制装置, 其中, 当所述计费相关信 息包括所述用户终端设备对应于多个地理区域的多个费率值, 所述第一 确定装置包括: 一个第四获取装置,其用于获取对应于所述用户终端设备的一个第 一地理位置;
一个第五确定装置,其用于在所述对应于多个地理区域的多个费率 值中, 确定对应于所述第一地理位置的一个第二费率; 以及
一个第四比较装置,其用于将所述第二费率与至少一个预定费率相 比较;
所述第五确定装置还用于根据所述比较的结果来确定对应于所述 用户终端设备的服务质量。
