Le procédé d'établissement comporte les étapes suivantes : en cas de réception d'un message d'établissement de liaison RRC renvoyé depuis une station de base en vue d'établir une liaison sans fil après l'envoi d'une demande de rétablissement de liaison RRC à la station de base, envoyer à la station de base un message d'établissement réussi de la liaison RRC. Les modes de réalisation de la présente invention sont capables de réduire l'intervalle de temps entre un processus d'établissement de couche Non Access Stratum(NAS) et un processus antérieur tel qu'un processus de rétablissement RRC, de réduire le temps d'interruption des services, de réduire le coût de signalisation d'une interface radio et d'économiser les ressources du système.
