随着系统架构演进 ( System Architecture Evolution; 以下简称: SAE ) I 长期演进(Long Term Evolution; 以下简称: LTE ) 网络技术的发展, 在通信 网络存在 SAE/LTE 网络和第二代移动通信技术 /第三代移动通信技术(2nd Generation/3rd Generation; 简称: 2G/3G ) 网络并存的现象, 由于 SAE/LTE 网络发展尚处于初期阶段, 所以在覆盖范围上会出现局部范围覆盖现象。
针对不同的网络承载机制, 可将移动通信的语音业务分为如下两类, 包 括电路交换(Circuit Switch; 以下简称: CS )域承载的会话类业务, 如语音 电话; 和分组交换(Packet Switching; 以下简称: PS )域承载的会话类业务, 也称为通过 IP承载语音( Voice over IP; 简称: VoIP )类业务, 由 IP多媒体 业务子系统( IP Multimedia Subsystem; 以下简称: IMS )提供服务质量( QoS ) 保证,如 IP承载的语音电话。 SAE/LTE网络作为 PS域承载的分组交换系统, 语音业务只能在其分组域承载上传输, IMS通过基于 IP的网络来控制语音业 务。 而在 2G/3G网络中, 语音业务一般都是承载在 CS 域上。
由于 SAE/LTE是一个纯 PS域系统, 在 SAE/LTE与 GSM EDGE无线接 入网 ( GSM EDGE Radio Access Network; 以下简称: GERAN ) 网络并存的 情况下, 终端建立在 GERAN CS域的语音业务, 希望在语音通话过程中, 语 音通信业务始终保持在 GERAN CS域,避免从 GERAN CS域切换到 SAE/LTE 网络,当该语音业务译放时,网络可以根据预定策略将终端重定向到 SAE/LTE 网络。
在专用模式下, 终端需要根据网络控制连续对邻小区进行测量并进行上 才艮, 如果存在全球陆地无线接入网 ( Universal Terrestrial Radio Access Network ; 以下简称: UTRAN ) 或演进的全球陆地无线接入网 (Evolved Universal Terrestrial Radio Access Network; 以下简称: E-UTRAN )邻小区, 终端也可能需要对 UTRAN或 E-UTRAN进行测量, 由于测量邻小区需要占 用时间并损耗终端能量, 所以应该尽量减少测量的邻小区; 还有, 在测量报 告中由于需要上报其他无线接入技术( Radio Access Technology; 简称: RAT ) 的邻小区, 则能上报的 GERAN邻小区数量会减少, 所以尽量减少没必要上 才艮的其他 RAT邻小区。 由于终端在 GERAN CS域的通话过程中, 当前业务 不会从 GERAN CS域切换到 LTE网络, 为了减少对邻小区的测量个数, 或 减少在测量报告中其他 RAT邻小区的个数,在移动终端进行语音通信业务的 过程中没有必要对 LTE邻小区进行测量,或者可以只对 LTE邻小区进行测量 但不向网络上报 LTE邻小区的测量报告。
发明人在实现本发明的过程中发现: 在专用模式下由于上报周期是固定 的, 终端在 GERAN CS域进行语音业务结束后, 可能需要根据网络的指示重 定向到目标小区, 网络侧根据移动终端的测量报告中邻小区的测量值来选择 可行的目标小区; 但在现有技术终端在 GERAN CS域的通话的过程中, 由于 网络侧无移动终端邻小区的测量报告, 所以网络无法为移动终端选择一个合 适的目标邻小区, 导致移动终端语音业务结束后进行重定向、 小区改变、 小 区重选、 或切换失败, 影响服务质量。 发明内容 本发明实施例提供一种测量报告上报及目标小区信息下发方法、 移动终 端和基站, 用以解决接入网要求终端在业务译放完成后重定向、 重选或切换 到 LTE宏小区和 /或 CSG小区时, 接入网侧没有 LTE宏小区和 /或 CSG小区 的测量报告的缺陷, 实现在业务译放后, 根据终端在译放过程中发送的测量 报告为终端确定目标小区, 保证重定向、 小区改变、 重选或切换过程的顺利 进行。
本发明实施例提供一种测量报告上报方法, 包括:
会话译放过程中向接入网发送测量报告, 所述测量报告包括长期演进网 络宏小区和 /或 CSG小区的测量值。

随着网络技术的发展, 现有 SAE/LTE网络和 2G/3G网络是并存的, 因 此在覆盖范围内会出现局部范围覆盖现象。 而且由于移动终端的语音业务一 般是建立在 GERAN CS域上的, 在完成语音通信后, 要按照运营商策略重新 驻留到能够为其提供更好数据业务的 LTE或集团用户组(Closed Subscriber Group; 以下简称: CSG )小区上, 因此本发明各实施例的核心思想就是移动 终端在进行语音业务译放的过程中, 将之前已经测量好的 LTE和 /或 CSG小 区信息的测量报告上报给接入网, 并在业务译放完成前, 接入网将根据测量 报告向移动终端发送目标小区信息, 移动终端可以根据目标小区信息中的 RAT邻小区频率列表以及 RAT优先级信息和 /或频率优先级信息, 选择合适 的 LTE宏小区或 CSG小区, 保证小区的重定向、 重选、 小区改变或切换过 程的顺利进行。 图 1为本发明测量报告上报方法实施例流程图, 如图 1所示, 该方法包括: 步骤 100, 会话译放过程中向接入网发送测量报告, 所述测量报告包括 长期演进网络小区和 /或 CSG小区的测量值;
移动终端在 GERAN CS域上进行语音业务的过程中, 由于此时并不需要 将语音业务切换到 LTE宏小区或 CSG小区。 为了减少没必要的包括 LTE宏 小区和 /或 CSG 小区的测量报告的上报, 移动终端采用的测量控制方式为仅 对 LTE宏小区和 /或 CSG小区进行测量但不上报 LTE宏小区和 /或 CSG小区 的测量值, 也就是说该过程中移动终端要对 LTE宏小区和 /或 CSG小区进行 测量, 获取 LTE宏小区和 /或 CSG小区的测量值, 但并不上报给接入网, 可 以先将该测量信息存储在移动终端上, 待需要上报时再发送给接入网。
移动终端结束语音业务而进行业务译放时, 为了保证接入网获得移动终 端邻小区的测量报告并根据测量报告下发目标小区信息, 移动终端在会话释 放过程中要向接入网发送测量报告, 所述测量报告中包括之前已经测量好的
LTE宏小区和 /或 CSG小区的测量值。 移动终端在会话译放过程中要向接入 网发送测量 告可以根据实际应用分为以下几种情况, 包括会话译放过程中, 移动终端向接入网发送断开会话消息后向接入网发送测量报告; 也可以是会 话译放过程中, 移动终端接收接入网发送的断开会话消息后向接入网发送测 量报告。 以上两种情况均是移动终端事先已经知道要在会话释放过程中向接 入网发送测量报告, 所不同之处在于触发条件不同, 前者是移动终端在主动 发起业务译放过程时在发送完断开会话消息后, 立即主动发送测量报告; 后 者是由接入网发起业务译放过程时移动终端通过接收断开会话消息而触发向 接入网发送测量报告。 接入网可以预先向移动终端发送要求移动终端上报测 量报告的通知消息, 具体地为, 接入网可以在业务译放前也就是移动终端在 进行语音业务过程中, 通过专用信道向移动终端发送上报测量报告的通知消 息, 移动终端接收到通知消息后便按照上述触发方式发送接入网需要的测量 报告。 接入网发送通知消息还可以是在语音业务发生前通过广播信道向移动 终端发送上报测量报告的通知消息, 移动终端接收到通知消息后同样是按照 上述触发方式在业务译放过程中发送接入网需要的测量报告。 当然接入网也 可以不事先通知移动终端向其发送测量报告, 而是在业务译放过程中, 向移 动终端发送上报测量报告的请求消息, 要求移动终端上报测量报告, 移动终 端接收到该请求消息后, 立即向接入网发送所需的测量报告。 测量报告可以 由终端通过慢速随路控制信道(Slow Associated Control Channel; 简称: SACCH ) 或快速随路控制信道(Fast Associated Control Channel; 简称: FACCH )上才艮给接入网。

接入网在接收到移动终端发送来的测量报告后,以测量报告中各 RAT小 区信息的测量值为依据, 下发用于移动性管理的指令消息, 具体为接入网按 照运营商策略设置 RAT优先级和 /或频率优先级, 并将包括各 RAT邻小区频 率信息和所述优先级信息的目标小区信息下发给移动终端, 移动终端可以根 据各优先级信息和 RAT邻小区频率信息选择最佳小区进行小区重定向、 重 选、 小区改变或切换。 本实施例中, 接入网在信道译放消息中携带用于移动 性管理的指令消息, 具体可以为在信道译放消息中增加包括 LTE网络宏小区 频率信息和 /或 CSG 小区频率信息的字段, 还包括上述的各优先级信息下发 给移动终端, 以供移动终端进行重定向、 重选、 小区改变或切换。
移动终端接收接入网发送的目标小区信息后,根据其中包括的 RAT邻小 区频率信息以及 RAT优先级信息和 /或频率优先级信息进行重定向、 重选、 小区改变或切换等流程。 具体地, 若目标小区信息中包括 LTE宏小区的频率 信息和 CSG小区的频率信息,并且还包括 LTE优先级信息和 GSM优先级信 息, 移动终端根据优先级信息获知 LTE优先级比 GSM优先级高即业务译放 完成后要接入到 LTE小区上,因此移动终端在 LTE小区的频率信息中按照设 定策略或随机选择一个频率进行小区的重定向、 重选、 小区改变或切换。 若 目标小区信息中不仅包括 RAT小区的 RAT优先级信息,还包括 RAT小区的 频率优先级信息时,移动终端在具有较高优先级的 RAT邻小区信息中选择频 率优先级较高的频率对应小区进行重定向、 重选、 小区改变或切换。 若目标 小区信息中仅包括 RAT小区的频率优先级信息时,则移动终端选择所有 RAT 小区的频率优先级最高的小区进行重定向、 重选、 小区改变或切换。
本发明实施例提供的测量报告上报方法针对在 GERAN网络进行语音业 务的移动终端在业务译放时可能需要改变到 LTE宏小区或 CSG小区, 而当 移动终端处在只对 LTE宏小区和 /或 CSG小区进行测量而不上报 LTE宏小区 和 /或 CSG小区的测量报告的测量控制模式下时, 由于网络侧没有有关 LTE 宏小区和 /或 CSG小区的测量 4艮告, 而无法下发 LTE宏小区和 /或 CSG小区 信息的现象。 在业务译放前移动终端将包含有 LTE宏小区和 /或 CSG小区的 测量报告上报给了接入网, 接入网根据当前测量报告, 向移动终端发送目标 小区信息, 移动终端根据目标小区信息中的 RAT邻小区频率信息以及 RAT 优先级信息和 /或频率优先级信息, 选择合适的 LTE宏小区或 CSG小区, 保 证小区的重定向、 重选、 小区改变或切换过程的顺利进行, 提高服务质量。
上述实施例所提供的测量报告上报方法是在 SAE/LTE网络和 2G/3G网 络相互覆盖的情况下, 移动终端进行完业务译放后需要重选到能够为其提供 更好的数据业务的 LTE宏小区或 CSG小区上时的解决方案。 由于 SAE/LTE 网络和 2G/3G网络相互覆盖, 那么移动终端在进行邻小区测量时, 便会测量 到 LTE宏小区和 /或 CSG小区的信号信息, 并将该测量信息上 4艮给接入网。 当移动终端所处地没有 LTE宏小区和 /或 CSG网络覆盖时, 则测量报告中不 包括 LTE宏小区和 /或 CSG小区信息, 接入网可以根据测量报告中的邻小区 信息的测量值为移动终端选择一个信号强度更好的邻小区进行重定向, 当然 也可以不指示移动终端进行重定向、重选、小区改变或切换,还驻留在原小区上。
本发明实施例再提供一种目标小区信息下发方法, 该方法包括会话译放 完成前向移动终端下发目标小区信息,所述目标小区信息包括 RAT邻小区频 率信息, 以及 RAT优先级信息和 /或频率优先级信息。 移动终端在进行语音业务的过程中, 由于移动终端处在只对 LTE宏小区 和 /或 CSG 小区测量但不上报的测量控制方式, 接入网在该业务过程中没有 LTE宏小区和 /或 CSG小区的测量报告。 而在会话译放完成前例如向移动终 端发送断开会话消息后或向移动终端发送上报测量报告的请求消息后, 将会 立即接收到移动终端发送来的包含 LTE宏小区和 /或 CSG小区的测量报告。 接入网接收到测量报告后, 根据各邻小区的测量值, 按照策略设定各 RAT邻 小区频率信息以及 RAT优先级信息和 /或频率优先级信息, 形成目标小区信 息发送给移动终端, 具体可以是在 RAT邻小区频率列表中包含 RAT邻小区 频率信息和 RAT优先级信息和 /或频率优先级信息, 当然 RAT优先级信息和 /或频率优先级信息也可以不存储在 RAT邻小区频率列表中而是存储在独立 的字段中, 或者其它存储方式此处不再——列举。 为了保证移动终端进行完 业务译放后驻留到能够提供较好的数据业务的 LTE宏小区和 /或 CSG小区上, 接入网要根据移动终端上报的测量报告中包括的 LTE宏小区和 /或 CSG小区 的测量值组成 LTE网络宏小区的频率信息和 /或 CSG小区的频率信息, 并根 据预定策略对 RAT优先级信息和 /或频率优先级信息进行设置后, 下发给移 动终端, 以供移动终端进行移动性管理过程。 移动终端接收到目标小区信息 后, 根据 RAT邻小区频率信息以及 RAT优先级信息和 /或频率优先级信息, 获得目标小区并进行小区重定向、 重选、 小区改变或切换, 驻留到该目标邻 小区上。
由于在业务译放过程中, 接入网要向移动终端发送信道译放消息, 因此 可以将目标小区信息通过信道释放消息发送给移动终端。 为了使移动终端完 成业务译放后能够根据接入网要求改变到 LTE宏小区或 CSG小区, 在业务 译放过程中, 网络需要向终端下发 LTE宏小区和 /或 CSG小区信息。 网络为 终端提供移动性管理的可选小区信息时, 由于网络可能为移动终端提供了多 个 RAT或一个 RAT的频率列表, 所以网络向移动终端下发邻小区频率列表 时, 同时向移动终端发送各 RAT 的优先级信息和 /或频率优先级信息, 具体 方法为如下面的方法一或方法二所示, 在信道释放消息 "Channel Release" 中 增加 LTE宏小区和 /或 CSG小区的频率列表,并增加各 RAT的优先级信息和 /或频率优先级信息。 移动终端业务译放完成后, 如果需要进行小区重选, 则 根据网络下发的邻小区频率列表以及 RAT优先级和 /或频率优先级信息进行 小区重选。
方法一: 如下表 1所示, 在 "Channel Release" 消息中增加 E-UTRAN的 频率列表 "E-UTRANFreqList" 和 /或 CSG的频率列表 "CSGFreqList" , 在 各 RAT的频率列表信息中增加各 RAT的 RAT优先级和 /或频率优先级信息。

本实施例的发明点为在 "Channel Release" 消息中增加 LTE宏小区和 /或 CSG邻小区的频率列表信息,以及各 RAT的 RAT优先级和 /或频率优先级信 息。 本发明实施例提供的目标小区信息下发方法, 在移动终端进行业务译放 的过程中, 在业务译放完成前接收移动终端发送的包含有 LTE宏小区和 /或 CSG小区的测量报告,根据当前测量报告在信道译放消息中增加 LTE宏小区 和 /或 CSG小区频率列表,以及在各频率列表中增加 RAT优先级和 /或频率优 先级信息; 保证移动终端根据优先级信息选择合适的目标小区进行重定向、 重选、 小区改变或切换等流程, 提高服务质量。
上述各实施例中所述的移动终端发送测量报告的时机可以包括以下三种 方式, 以下进行详细介绍。
图 2为本发明业务译放流程实施例一信令流程图, 本实施例是移动终端 侧发起业务译放请求的测量报告上报流程示意图, 在本实施例中, 由移动终 端自主上报测量报告, 即在业务译放过程中, 移动终端主动向网络发送测量 报告。 当移动终端向网络发送断开会话消息 "Disconnect" 时, 同时改变只对 LTE宏小区和 /或 CSG邻小区进行测量, 而不上 LTE宏小区和 /或 CSG邻 小区测量报告的测量控制方式, 而是根据当前对所有邻小区的测量值, 通过 SACCH信道或 FACCH信道,向接入网发送包含 LTE宏小区和 /或 CSG小区 测量值的测量报告, 接入网根据当前测量报告, 确定移动终端重选的目标小 区,并将所选择的目标小区信息通过消息 "Channel Release"发送给移动终端, 移动终端根据消息 "Channel Release"所指示的目标小区进行小区重定向、 重 选、 小区改变或切换过程, 具体流程如图 2所示包括:
步骤 la, 移动终端向基站 BSS发送断开会话消息 "Disconnect" , 指示 网络停止通话;

其中步骤 2a和步骤 3a并无时间先后顺序。 本实施例中, 移动终端主动 发起业务译放请求后, 立即向接入网发送测量报告, 随后接收接入网下发的 目标小区信息, 在业务译放完成后顺利进行小区的重定向、 重选、 小区改变 或切换流程, 提高业务服务质量。
图 3为本发明业务译放流程实施例二信令流程图, 本实施例是网络侧发 起业务译放请求的测量报告上报流程示意图, 本实施例中当移动终端收到网 络发送的断开会话消息 "Disconnect"时,同时改变只对 LTE宏小区和 /或 CSG 小区进行测量, 而不上报 LTE宏小区和 /或 CSG小区测量报告的测量控制方 式,而是根据当前对所有邻小区的测量值,通过 SACCH信道或 FACCH信道, 向网络发送包含 LTE宏小区和 /或 CSG小区测量值的测量报告, 网络根据当 前测量报告, 确定移动终端重选的目标小区, 并将所选择的目标小区信息通 过消息 "Channel Release" 发送给移动终端, 移动终端才艮据消息 "Channel Release" 所指示的目标小区进行小区重定向、 重选、 小区改变或切换过程, 具体流程如图 3所示包括:

目标小区信息中包括 LTE宏小区和 /或 CSG小区的频率列表, 还可能包 括 GERAN和 /或 UTRAN小区的频率列表, 也可能包括 RAT优先级信息和 / 或频率优先级信息。
本实施例中, 接入网向移动终端发起测量报告请求消息后, 移动终端立 即向网络侧发送测量报告, 随后接收接入网下发的目标小区信息, 在业务译 放完成后顺利进行小区的重定向、 重选或、 小区改变切换流程, 提高业务服 务质量。
上述的业务译放流程实施例中, 无论是由移动终端主动发起业务译放请 求还是由接入网主动发起业务译放请求, 均还可以包括在业务译放过程之前 由接入网通过广播信道或专用信道通知移动终端在业务译放时需要向接入网 上报包含 LTE宏小区和 /或 CSG小区信息的测量报告的步骤, 移动终端在接 收到该通知后在业务译放过程中向接入网发送测量报告。
图 4为本发明业务译放流程实施例三信令流程图, 本实施例是由网络侧 控制移动终端上报测量报告, 即在业务译放过程时, 接入网向移动终端下发 测量 告请求消息, 请求移动终端上 "艮包含 LTE宏小区和 /或 CSG小区的测 量报告。 具体为当接入网接收到 MSC下发的 "Clear Command" 消息后, 立 即向终端下发测量报告请求消息, 请求终端上报包含 LTE宏小区和 /或 CSG 小区的测量报告, 当移动终端接收到接入网发送的上报测量报告的请求消息 后, 改变只对 LTE宏小区和 /或 CSG小区进行测量, 而不上 LTE宏小区和 /或 CSG 小区测量^艮告的测量控制方式, 而是才艮据当前对所有邻小区的测量 值,通过 SACCH信道或 FACCH信道,向网络发送包含 LTE宏小区和 /或 CSG 小区测量值的测量报告, 接入网根据当前测量报告, 确定移动终端重选的目 标小区, 并将所选择的目标小区信息通过消息 "Channel Release"发送给移动 终端, 移动终端根据消息 "Channel Release"所指示的目标小区进行小区重定 向、 重选、 小区改变或切换过程, 具体流程如图 4所示包括:

步骤 10c, BSS向移动终端下发信道译放消息 "Channel Release" , 消息 中包含了指示移动终端译放后进行小区重定向、 重选、 小区改变或切换的目 标小区信息。
本实施例中, 在业务译放过程中, 当 BSS 收到 MSC 下发的 "Clear Command" 消息后, 向移动终端下发测量报告请求消息, 请求移动终端上报 包含 LTE宏小区和 /或 CSG小区测量值的测量报告, 移动终端接收到该请求 消息后立即向接入网上报包含 LTE宏小区和 /或 C SG小区测量值的测量报告, 随后接收接入网下发的目标小区信息, 在业务译放完成后顺利进行小区的重 定向、 重选、 小区改变或切换流程, 提高业务服务质量。
本领域普通技术人员可以理解: 实现上述方法实施例的全部或部分步骤 可以通过程序指令相关的硬件来完成, 前述的程序可以存储于一计算机可读 取存储介质中, 该程序在执行时, 执行包括上述方法实施例的步骤; 而前述 的存储介质包括: ROM, RAM, 磁碟或者光盘等各种可以存储程序代码的介 质。
图 5为本发明移动终端实施例结构示意图, 如图 5所示, 该移动终端包 括第一发送模块 11用于在会话译放过程中向接入网发送测量报告,所述测量 才艮告包括长期演进网络小区和 /或 CSG小区的测量值。 具体地, 移动终端会话译放过程中, 具体为在向接入网发送断开会话消 息或接收接入网发送的断开会话消息或接收接入网发送的上报测量报告请求 消息后, 立即通过第一发送模块 11向接入网发送测量报告, 测量报告中包括 移动终端之前对邻小区的测量值, 可以包括 GERAN、 UTRAN、 LTE中任意 网络小区和 CSG小区信息的测量值, 以供接入网根据测量值为移动终端选择 合适目标小区进行重定向、 重选、 小区改变或切换等流程, 保证了移动终端 进行完业务释放后便可以立即驻留到能够提供更好数据业务服务的网络小 区。
移动终端还包括用于在会话译放完成前接收所述接入网下发的用于移动 性管理的指令消息, 所述指令消息包括目标小区信息, 所述目标小区信息包 括 RAT邻小区频率信息, 以及 RAT优先级信息和 /或频率优先级信息的第一 接收模块 12。 接入网根据测量报告将 LTE宏小区和 /或 CSG小区的频率信息 以及各 RAT 的优先级和 /或频率优先级信息形成目标小区信息发送给移动终 端, 第一接收模块 12接收到接入网下发的用于移动性管理的指令消息后, 具 体可以根据所述指令消息中的目标小区信息, 移动终端选择合适的目标小区 进行重定向、 重选、 小区改变或切换等流程, 进行后续的业务。 根据目标小 区的小区信息完成重定向、 重选、 小区改或切换等可以由移动终端中包括的 处理模块 13完成。
接入网向移动终端发送目标小区信息可以包括在信道译放消息中, 进一 步地在信道译放消息包括至少一个的 RAT邻小区频率列表, 以及 RAT优先 级信息和 /或频率优先级信息, 第一接收模块 12还用于接收接入网发送的信 道译放消息,然后由处理模块 13根据 RAT邻小区频率列表以及 RAT优先级 信息和 /或频率优先级信息, 获得目标小区并进行重定向、 重选、 小区改变或 切换。
本实施例提供的移动终端在通话过程中, 如果移动终端的测量控制方式 为只对 LTE宏小区和 /或 CSG小区进行测量但不上报测量值, 则在会话译放 过程中, 移动终端将相关的 LTE宏小区和 /或 CSG小区信息上 4艮给接入网, 接入网根据测量报告下发目标小区信息, 使移动终端能够重定向到合适的 LTE宏小区和 /或 CSG小区, 保证重定向、 重选、 小区改变或切换流程的顺 利进行, 提高服务质量。
图 6为本发明基站实施例结构示意图, 如图 6所示, 该基站包括第二发 送模块 21用于在会话译放完成前向移动终端下发目标小区信息,所述目标小 区信息包括 RAT邻小区频率信息, 以及 RAT优先级信息和 /或频率优先级信 息。 还包括用于根据预定策略对所述 RAT优先级信息和 /或频率优先级信息 进行设置的设置模块 22。
具体地, 移动终端在会话译放过程中向基站发送测量报告后, 基站的第 二发送模块 21接收到所述测量报告后, 可以通过设置模块 22根据运营商预 先设定的控制策略进行 RAT优先级和 /或频率优先级信息的设置, 然后通过 第二发送模块 21 发送给移动终端。 由于基站要向移动终端发送信道译放消 息, 因此基站可以将目标小区信息通过信道译放消息发送给移动终端, 具体 可以是在 RAT邻小区频率列表中包含 RAT邻小区频率信息和 RAT优先级信 息和 /或频率优先级信息, 当然 RAT优先级信息和 /或频率优先级信息也可以 不存储在 RAT邻小区频率列表中而是存储在独立的字段中,或者其它存储方 式此处不再——列举。
另外, 为了保证在会话译放过程中移动终端向基站发送测量报告, 基站 中还可以包括通知模块 23 用于在会话译放过程之前或会话译放过程中向所 述移动终端发送上报测量报告的通知信息, 例如在语音业务进行前通过广播 信道向移动终端发送要求其上报测量报告的通知消息; 可以在语音业务过程 中通过专用信道向移动终端发送要求其上报测量报告的通知消息; 还可以在 业务译放过程中, 向移动终端发送上报告测量报告的请求消息, 要求其上报 测量报告。 移动终端发送过来测量报告后, 可以由通知模块 23负责接收。
本实施例提供的基站, 在移动终端通话过程中, 如果移动终端的测量控 制方式为只对 LTE宏小区和 /或 CSG小区进行测量但不上报测量值, 则在业 务译放过程中, 移动终端将包括 LTE宏小区和 /或 CSG小区信息的测量值信 息上报给基站,基站根据预设策略对各 RAT小区进行优先级的设定并下发给 移动终端, 使终端能够重定向到合适的 LTE宏小区或 CSG小区, 保证小区 的重定向、 重选、 小区改变或切换等流程的顺利进行, 提高服务质量。
最后应说明的是: 以上实施例仅用以说明本发明的技术方案, 而非对其 限制; 尽管参照前述实施例对本发明进行了详细的说明, 本领域的普通技术 人员应当理解: 其依然可以对前述各实施例所记载的技术方案进行修改, 或 者对其中部分技术特征进行等同替换; 而这些修改或者替换, 并不使相应技 术方案的本质脱离本发明各实施例技术方案的精神和范围。

权 利 要 求 书
1、 一种测量报告上报方法, 其特征在于包括:
会话译放过程中向接入网发送测量报告, 所述测量报告包括长期演进网 络宏小区和 /或 CSG小区的测量值。
2、根据权利要求 1所述的测量报告上报方法, 其特征在于所述向接入网 发送测量报告之前还包括:
对所述长期演进网络宏小区和 /或 CSG 小区进行测量, 获取所述长期演 进网络宏小区和 /或 CSG小区的测量值。
3、根据权利要求 1或 2所述的测量报告上报方法, 其特征在于所述会话 译放过程中向接入网发送测量报告包括:
会话释放过程中, 向所述接入网发送断开会话消息或接收所述接入网发 送的断开会话消息后, 向所述接入网发送测量 4艮告。
4、根据权利要求 3所述的测量报告上报方法, 其特征在于所述向接入网 发送测量报告之前包括:
接收所述接入网发送的上报测量报告的通知消息。
5、根据权利要求 4所述的测量报告上报方法, 其特征在于所述接收所述 接入网发送的上报测量报告的通知消息包括:
接收所述接入网通过广播信道或专用信道发送的上报测量报告的通知消 息。
6、根据权利要求 1或 2所述的测量报告上报方法, 其特征在于所述会话 译放过程中向接入网发送测量报告包括:
会话译放过程中, 接收到所述接入网发送的测量报告请求消息后, 向所 述接入网发送测量报告。
7、 根据权利要求 1或 2所述的测量报告上报方法, 其特征在于还包括: 会话译放完成前接收所述接入网下发的用于移动性管理的指令消息, 所 述指令消息包括目标小区信息, 所述目标小区信息包括 RAT邻小区频率信 息, 以及 RAT优先级信息和 /或频率优先级信息。
8、根据权利要求 7所述的测量报告上报方法, 其特征在于所述接收所述 接入网下发的用于移动性管理的指令消息包括:
接收所述接入网发送的信道译放消息, 所述信道译放消息包括所述接入 网下发的用于移动性管理的指令消息。
9、根据权利要求 1或 2所述的测量报告上报方法, 其特征在于所述向接 入网发送测量报告包括:
通过慢速随路控制信道或快速随路控制信道向所述接入网发送测量报 告。
10、 一种目标小区信息下发方法, 其特征在于包括:
会话译放完成前向移动终端下发目标小区信息, 所述目标小区信息包括
RAT邻小区频率信息, 以及 RAT优先级信息和 /或频率优先级信息。
11、 根据权利要求 10 所述的目标小区信息下发方法, 其特征在于所述 RAT邻小区频率信息包括长期演进网络宏小区的频率信息和 /或 CSG小区的 频率信息。
12、 根据权利要求 10或 11所述的目标小区信息下发方法, 其特征在于 所述向移动终端下发目标小区信息包括:
向所述移动终端发送信道译放消息, 所述信道译放消息包括所述目标小 区信息。
13、根据权利要求 12所述的目标小区信息下发方法, 其特征在于所述方 法还包括:
所述移动终端接收到所述目标小区信息后,根据所述 RAT邻小区频率信 息以及 RAT优先级信息和 /或频率优先级信息, 获得目标小区并进行小区改 变、 重定向、 重选或切换。
14、根据权利要求 10所述的目标小区信息下发方法, 其特征在于所述向 移动终端下发目标小区信息之前包括: 根据预定策略对所述 RAT优先级信息和 /或频率优先级信息进行设置。
15、 一种移动终端, 其特征在于包括:
第一发送模块, 用于在会话译放过程中向接入网发送测量报告, 所述测 量报告包括长期演进网络宏小区和 /或 CSG小区的测量值。
16、 根据权利要求 15所述的移动终端, 其特征在于还包括:
第一接收模块, 用于在会话译放完成前接收所述接入网下发的用于移动 性管理的指令消息, 所述指令消息包括目标小区信息, 所述目标小区信息包 括 RAT邻小区频率信息, 以及 RAT优先级信息和 /或频率优先级信息。
17、 根据权利要求 16所述的移动终端, 其特征在于还包括:
处理模块, 用于根据所述指令消息进行小区改变、 重定向、 重选或切换。
18、根据权利要求 17所述的移动终端, 其特征在于所述第一接收模块还 用于接收所述基站发送的信道译放消息 , 所述信道译放消息包括所述指令消 息。
19、 一种基站, 其特征在于包括:
第二发送模块, 用于在会话译放完成前向移动终端下发目标小区信息, 所述目标小区信息包括 RAT邻小区频率信息, 以及 RAT优先级信息和 /或频 率优先级信息。
20、 根据权利要求 19所述的基站, 其特征在于还包括:
设置模块, 用于根据预定策略对所述 RAT优先级信息和 /或频率优先级 信息进行设置。
21、 根据权利要求 19或 20所述的基站, 其特征在于所述第二发送模块 还用于向所述移动终端发送信道译放消息, 所述信道译放消息包括所述目标 小区信息。
22、 根据权利要求 19所述的基站, 其特征在于还包括:
通知模块, 用于在会话译放过程之前或会话译放过程中向所述移动终端 发送上报测量报告的通知信息, 并接收所述移动终端发送的测量报告。
