本发明涉及无线通信领域, 特别是涉及一种接入网重选方法及装置、 用 户设备。 背景技术 演进的分组网絡 (Evolved Packet System, 以下简称 EPS)是才艮据 3GP P制定的长期演进计划 (Long Term Evolution, 以下简称 LTE) 而定义的一 种新的通信网絡架构。 该网絡架构只保留了分组域, 相对于通用分组无线业 务 /通用移动通信系统 ( General Packet Radio Service/Universal Mobile Telecommunications System, 简称 GPRS/UMTS) 网洛架构更力口扁平。
为了满足运营商在 EPS 网絡架构下, 允许用户设备 (User Equipment, 简称 UE)灵活使用多种接入方式接入网絡的运营需求, 现有技术提出了一种 接入网絡选择和发现的方法, 包括: 用户设备向接入网絡发现与选择功能实 体 ( Access Network Discovery and Select ion Function, 以下简称 ANDSF) 获取相应的网絡发现和选择信息以及切换策略; 在满足一定条件时, 用户设 备才会根据 ANDSF下发的网絡发现和选择信息以及切换策略, 选择一个目的 接入网, 发起相应的系统间切换流程。
发明人在实现本发明实施例过程中, 发现现有技术接入网絡选择和发现 的方法中至少存在如下缺陷:
不同接入网絡间的切换决策只能由用户设备执行, 即 ANDSF将网絡发现 和选择信息以及切换策略下发给用户设备后, 用户设备通常不会立即进行切 换, 而是根据当前的接入网絡状况执行切换处理, 例如: 在当前的接入网絡 状况好时, 用户设备不会执行发起系统间切换流程; 而在当前的接入网絡状 况不好时, 用户设备才会进行相应的网絡切换处理。 然而, 由于网絡的负荷 状况或者运营商策略(如计费考虑)等, 网絡侧可能需要为注册到某个接入 网絡中部分 UE选择新的接入网絡, 目前尚没有机制满足这样的需求。 发明内容
本发明实施例要解决的第一技术问题是: 提供一种接入网重选方法及装 置, 用以实现网絡侧对用户设备的接入网重选控制。
本发明实施例要解决的第二技术问题是: 提供一种接入网重选方法及用 户设备, 用以实现用户设备根据网絡侧的要求, 执行相应的接入网重选操作。

上述技术方案步骤 12或步骤 22中, 根据运营商所辖的多个接入网的负 荷不均衡,或者某个接入网的负荷过重或者计费规则等运营商策略,则 ANDSF 可以根据预先设置的运营商策略或根据操作维护指示确定需要调整的接入网 絡。 ANDSF上可预先存储有用户设备的上下文。 其中, 用户设备的上下文可 包括用户设备的标识信息、 地理位置信息、 支持的接入网絡信息等。 ANDSF 获取用户设备的当前接入网絡信息后, 可将该用户设备的当前接入网絡信息 记录到该用户设备的上下文中; 也可不将该用户设备的当前接入网絡信息记 录到该用户设备的上下文中。
ANDSF上还可存储有用户设备的接入网重选策略信息。 该接入网重选策 略信息可包括用于网絡发现和选择的运营商制定的策略、 切换规则等配置信 息。 该接入网重选策略信息可以接入网信息数据表的方式进行存储和维护。 ANDSF可根据获取的用户设备当前接入网絡信息以及存储的接入网重选策略 信息和用户设备的上下文, 为需要调整的接入网絡下的用户设备生成该用户 设备的相应的接入网重选控制信息。 即接入网重选控制信息可为 ANDSF根据 接入网重选策略信息为用户设备制定的具体控制策略或规则, 用户设备的上 下文可包括用户设备的标识信息、 地理位置信息、 支持的接入网絡信息等。
ANDSF上存储的接入网重选策略信息可根据运营商制定的运营策略进行 预先建立和存储, 例如: 根据运营商制定的计费策略, 为用户设备当前支持 的多个目的接入网进行优先级排序, 或限定用户设备的当前接入网絡与目的 接入网絡之间的切换条件; 此外, 还可根据运营商的运营策略, 为用户设备 设定当前可用的目的接入网等等。
接入网重选控制信息可包括该用户设备当前可用的目的接入网信息、 切 换策略信息、 用于指示该用户设备执行相应的接入网重选和切换操作的指示 信息等。 具体的, 用户设备当前可用的目的接入网信息可为 ANDSF根据用户 设备当前的位置、 用户设备所支持的接入网絡类型 (上述两项信息可以记录 在用户设备的上下文中) 以及接入网重选策略信息为该用户设备选定目的接 入网列表。 当该用户设备当前可用的目的接入网絡为多个时, 该接入网重选 控制信息中还可包括这些目的接入网絡的优先级排序信息。 其中, 目的接入 网絡的优先级排序信息可为 ANDSF根据运营商策略按照优先级进行用户设备 当前支持的目的接入网絡信息进行排序 (in prioritized order ) , 或者为 ANDSF 根据一个运营商的优先级偏好值 ( operator' s preference value ) 等。 例如: 在 3GPP的 EPS网絡中可将非 3GPP ( non-3GPP ) 网絡接入 EPS网 絡, 其中非 3GPP 网絡可包括全球啟波互连接入网絡 ( Worldwide Interoperability for Microware Access, 以下简称 WiMax) 、 无线局域网 絡(Wireless Local Area Network, 以下简称 WLAN) 、 码分多址网絡 (Code Division Multiple Access, 简称 CDMA)等。 如果当前用户设备所处的位置 仅有 WiMax网絡和 WLAN网絡覆盖,并且用户设备也支持这两种接入网絡类型, 则可以将 WLAN网絡作为目的接入网信息发送给用户设备; 或者, 如果用户设 备当前所处的位置存在非 3GPP的 WiMax网絡、 WLAN网絡和 3GPP-LTE网絡覆 盖, 并且用户设备均支持这三种接入网絡类型, 则可以将 WLAN 网絡和 3GPP-LTE网絡作为目的接入网发送给用户设备; 但是如果运营商策略中限定 了用户设备不允许从 WiMax网絡切换到 3GPP-LTE网絡,则 ANDSF只能将 WLAN 网絡作为目的接入网发送给用户设备。
该接入网重选控制信息中包括的切换策略信息可由 ANDSF根据用户设备 所处的当前接入网絡信息, 查询预先存储的接入网信息数据表获取, 即将本 实施中 ANDSF获取到用户设备所处的当前接入网絡信息, 应用在 ANDSF向用 户设备发送系统间移动性策略的选择上, 例如: 系统间移动性策略包括运营 商制定的切换规则, 该切换规则可存储在接入网信息数据表中。 假设该切换 规则为是否允许两种接入网之间发生切换, 如运营商在切换规则中 "限定 WiMax不能切换到 WLAN网絡"中。如果用户设备的当前接入网类型为 3GPP-LTE 网絡, 则 ANDSF就不需要将 "限定 WiMax不能切换到 WLAN网絡" 的策略发送 给用户设备。而如果用户设备的当前接入网类型信息为 WiMax网絡,则 ANDSF 将 "限定 WiMax不能切换到 WLAN网絡" 的切换策略发送给用户设备; 或者, 直接将 WLAN网絡的相关信息直接排除在发送给 UE的网絡发现和选择信息中 的可用接入网信息之外。
该接入网重选控制信息中包括的指示消息, 可以为携带在接入网重选控 制信息中的接入网重选(S teer ing Acces s )标识, 用于指示用户设备立即执 行相应的接入网重选和切换操作, 也可用于指示用户设备在空闲状态时执行 相应的接入网重选和切换操作; 即: 用户设备可根据接入网重选控制信息立 即发起对接入网重选控制信息中提供的周边目的接入网的测量, 并根据接入 网重选控制信息中提供的目的接入网的优先级和目的接入网絡实际可用状况 选择一个目的接入网执行切换处理。 或者, 上述的用户设备对周边目的接入 网测量和切换处理可以根据用户设备的当前状况暂不执行, 而在该用户设备 的当前状况满足一定条件的情况下立即执行,例如:用户设备在接收到 ANDSF 下发的接入网重选控制信息时, 用户设备正在进行一个通信业务, 如果此时 用户设备立即执行接入网重选和切换操作, 则可能导致该通信业务的中断, 影响用户设备的正常通信业务, 此时可在用户设备结束该通信业务时, 再执 行接入网重选和切换操作。
上述技术方案步骤 12或步骤 23中, ANDSF下发接入网絡重选控制信息 的实现方法可为: 将接入网重选控制信息加载在用户设备发送的接入网信息 获取请求消息的响应消息中; 如果 ANDSF与用户设备正进行业务通信, 则 ANDSF可将接入网重选控制信息加载在一个 ANDSF与用户设备之间的交互消 息中发送给用户设备; 或者, ANDSF还可将接入网重选控制信息作为一个独 立的消息下发给用户设备。 用户设备在接收到 ANDSF下发的接入网重选控制 信息时,可根据接入网重选控制信息立即执行相应的接入网重选或切换操作; 或者用户设备在空闲状态下立即执行相应的接入网重选或切换操作。
本实施例通过 ANDSF获取用户设备当前所处的当前接入网絡信息, 并根 据用户设备的当前接入网絡信息, 向用户设备下发相应的接入网重选控制信 息, 在下发的接入网重选控制信息中指示用户设备根据该接入网重选控制信 息进行相应的接入网重选操作, 使得 ANDSF能够根据用户设备的当前接入网 絡信息, 指示用户设备进行接入网的重选, 提高了用户设备的接入网的重选 操作的针对性, 有利于均衡网絡负荷, 方便运营商的运营管理。
图 3为本发明一种接入网重选方法第三实施例的流程图。 本实施例中, ANDSF通过用户设备主动上报该用户设备当前接入网絡信息的方法, 获得用 户设备的当前接入网絡信息, 如图 3所示, 本实施例包括:
步骤 31、 用户设备向 ANDSF发送接入网信息请求消息, 该接入网信息请 求消息用于请求获取该用户设备相应的接入网重选控制信息, 该接入网信息 请求消息中可包括该用户设备的当前位置信息、 该用户设备支持的接入网絡 信息以及该用户设备的当前接入网絡信息。

在本实施例技术方案的基础上, 用户设备发送接入网信息请求消息并不 是接入网重选操作的发起的必要条件, 在 ANDSF获取用户设备的当前接入网 信息后, ANDSF也可以根据运营商策略(例如: 均衡网絡负载、 降低网絡负 荷等) , 主动发起接入网的重新操作, 即: ANDSF根据获取的用户设备当前 接入网信息, 直接执行步骤 33-步骤 35 , 进行接入网重选处理。
本实施例通过用户设备在向 ANDSF发送的接入网信息请求消息中上报该 用户设备的当前网絡信息,使得 ANDSF可获知用户设备的当前接入网絡信息; 在 ANDSF获取用户设备的当前网絡信息时, ANDSF可根据用户设备的当前网 絡信息获取该用户设备相应的接入网重选控制信息, 在用户设备接收 ANDSF 下发的接入网重选控制信息时, 用户设备执行相应的接入网切换操作, 使得 ANDSF 可根据运营商制定的运营策略, 根据用户设备的当前接入网絡信息, 向用户设备下发相应的接入网絡重选控制信息, 并且 ANDSF下发的接入网重 选控制信息能通过用户设备准确、 及时地执行, 提高了用户设备的接入网的 重选操作的针对性, 有利于均衡网絡负荷, 方便运营商的运营管理, 同时有 利于运营商优化计费、 降低运营成本。
图 4为本发明一种接入网重选方法第四实施例的流程图。 本实施例中, ANDSF向用户设备主动获取该用户设备当前接入网絡信息的方法, 如图 4所 示, 本实施例包括:
步骤 41、 ANDSF根据预先存储的接入网重选策略信息或接收的接入网重 选操作维护指示, 确定需要调整的接入网絡。
本步骤中, 当 ANDSF根据运营商策略需要对用户设备执行接入网重选操 作时, 例如该运营商所辖的多个接入网的负荷不均衡, 或者某个接入网的负 荷过重, 则 ANDSF可以根据预先设置的运营商策略或根据操作维护指示为符 合要求的用户设备执行接入网重选处理。 其中, 操作维护指示可由系统维护 中心下发。
步骤 42、 ANDSF向用户设备下发接入网信息请求消息, 该接入网信息请 求消息用于指示 EPS系统中的各用户设备上报各用户设备所处的当前接入网 絡信息。
步骤 43、 EPS系统中的各用户设备接收接入网信息请求消息,根据 ANDSF 下发的接入网信息请求消息向 ANDSF发送接入网信息响应消息, 该接入网信 息响应消息中包括用户设备所处的当前接入网絡信息。

本实施例在 ANDSF确定需要调整的接入网絡并在需要执行网絡重选之 前, 向用户设备下发用于指示 EPS系统中各用户设备上报各自所处的当前接 入网絡信息的接入网信息请求消息,从而收集用户设备的当前接入网絡信息, ANDSF根据收集的用户设备的当前接入网絡, 选出当前接入网絡为需要调整 的接入网絡的全部或部分用户设备, 向选出的用户设备发送相应的接入网重 选控制信息,指示这些用户设备执行相应的接入网重选控制操作,使得 ANDSF 可针对需要调整的接入网絡向相应的用户设备下发接入网重选控制信息, 提 高了对用户设备执行接入网重选操作的针对性, 并且 ANDSF下发的接入网重 选控制信息能通过用户设备准确、 及时地执行, 有利于均衡网絡负荷, 方便 运营商的运营管理, 同时有利于运营商优化计费、 降低运营成本。
图 5为本发明一种接入网重选方法第五实施例的流程图。 图 6为本发明 一种接入网重选方法第五实施例的信令图。 本实施例中, ANDSF通过策略计 费功能实体主动上报该用户设备当前接入网絡信息的方法, 获得用户设备的 当前接入网絡信息, 如图 5和图 6所示, 本实施例包括:
步骤 51、 在用户设备与接入网网关之间执行 IP通道建立或更新流程时, 用户设备将自身所处的当前接入网絡信息发送给接入网网关。
用户设备为了使用网絡发现和选择功能,需要首先注册到一个 IP接入网 絡, 例如: 3GPP的 EPS网絡或非 3GPP的 WiMax、 WLAN等网絡, 通过注册流 程获取该用户设备在该注册网絡中的 IP地址,并与该注册网絡建立 IP通道。 在用户设备和注册网絡的接入网关之间执行 IP通道建立或更新 IP通道的流 程中(具体到 3GPP的 EPS网絡而言, IP通道建立或更新 IP通道流程即为 EPS 承载建立或更新流程) , 用户设备可将自身所处的当前接入网絡信息发送给 注册网絡的相应的接入网网关。
步骤 52、 接入网网关向策略计费规则功能实体发送策略指示消息, 该策 略指示消息中包括该用户设备的当前接入网絡信息和该用户设备的标识信 息。

在本实施例技术方案的基础上, 用户设备发送获取当前该用户设备的接 入网重选控制信息的请求并不是接入网重选操作的发起的必要条件,在 ANDSF 获取用户设备的当前接入网信息后, ANDSF也可以根据运营商策略直接发起 接入网重选处理, 此时根据获取的用户设备的当前接入网絡信息直接执行步 骤 94和步骤 95即可。

ANDSF可根据获取的用户设备当前接入网絡信息以及存储的接入网重选 策略信息和用户设备的上下文,生成用户设备的相应的接入网重选控制信息。 该接入网重选控制信息用于指示用户设备根据该接入网重选控制信息执行相 应的接入网重选操作。 该接入网重选控制信息可包括接入网重选标识, 该接 入网重选标识用于指示用户设备根据接入网重选标识执行相应的接入网重选 操作。 具体的, ANDSF可根据获取的用户设备当前接入网絡信息以及存储的 接入网重选策略信息和用户设备的上下文, 为用户设备设置目的接入网絡信 息, 该目的接入网絡信息用于指示用户设备切换到与该目的接入网絡信息相 应的目的接入网絡中等。

本实施例通过调整网絡确定模块用于确定需要调整的接入网絡, 并通过 该需要调整的接入网絡相应的接入网网关获取该接入网絡的当前用户设备信 息, 选出全部或部分用户设备, 通过生成单元生成这些用户设备的接入网重 选控制信息, 使得这些用户设备可根据接入网重选控制信息执行相应的接入 网重选操作, 提高了对用户设备执行接入网重选操作的针对性, 有利于均衡 网絡负荷, 方便运营商的运营管理, 同时有利于运营商优化计费、 降低运营 成本。
图 20为本发明用户设备实施例的结构示意图。 如图 20所示, 本实施例 包括信息发送模块 201和接入网重选模块 202。
信息发送模块 201用于向网絡侧发送该用户设备当前接入网絡信息。 接入网重选模块 202用于接收网絡侧根据所述用户设备当前接入网絡信 息下发的接入网重选控制信息, 根据所述接入网重选控制信息执行相应的接 入网重选操作。
其中, 网絡侧可为 ANDSF、 接入网网关或移动控制实体等。 例如, 在网 絡侧为 ANDSF时,用户设备向网絡侧发送该用户设备当前接入网絡信息可为: 用户设备向 ANDSF主动发送用户设备当前接入网絡信息; 或者, 用户设备根 据 ANDSF下发的发送的接入网信息请求消息, 向 ANDSF上报该用户设备的当 前接入网絡信息。 在网絡侧为接入网网关时, 用户设备向网絡侧发送该用户 设备当前接入网絡信息可为:在用户设备与接入网网关之间执行 IP通道建立 或更新流程时,用户设备将自身所处的当前接入网絡信息发送给接入网网关; 或者, 在接入网网关进行网絡测量或统计时, 用户设备将自身所述的当前接 入网絡信息发送给接入网网关。 在网絡侧包括接入网网关和 ANDSF时, 用户 设备可将将自身所处的当前接入网絡信息发送给接入网网关, 由接入网网关 发送给 ANDSF等。
在本实施例技术方案的基础上, 信息发送模块 201至少包括请求单元 201 1或响应单元 2012。
请求单元 201 1用于向网絡侧发送接入网信息请求消息,该接入网信息请 求消息包括用户设备的当前接入网絡信息。
响应单元 201 2用于根据接收的接入网信息请求消息,向网絡侧发送接入 网信息响应消息, 所述接入网信息响应消息包括所述当前接入网絡信息。
在本实施例技术方案的基础上, 接入网重选模块 202包括接收单元 2021 和执行单元 2022。
接收单元 2021 用于接收根据该用户设备的当前接入网絡信息下发的接 入网重选控制信息, 将接收的接入网重选控制信息发送给执行单元 2022。
执行单元 2022用于在接入网重选控制信息包括用于指示该用户设备执 行相应接入网重选操作的接入网重选标识时, 根据接入网重选标识执行相应 的接入网重选操作。 其中, 执行单元 2022可至少包括切换子单元, 该切换子 单元用于在接入网重选控制信息包括目的接入网絡信息时, 切换到与该目的 接入网絡信息相应的目的接入网絡中。
本实施例通过用户设备向网絡侧发送用户设备的当前接入网絡信息, 并 在用户设备接收到网絡侧根据用户设备当前接入网絡信息生成相应的接入网 絡重选控制信息时, 根据接入网重选控制信息执行相应的接入网重选操作, 使得网絡侧可控制用户设备的接入网重选, 提高了网絡侧对用户设备执行接 入网重选操作的针对性, 有利于均衡网絡负荷, 方便运营商的运营管理, 同 时有利于运营商优化计费、 降低运营成本。
接入网重选策略信息接入网重选策略信息本领域普通技术人员可以理 解: 实现上述方法实施例的全部或部分步骤可以通过程序指令相关的硬件来 完成, 前述的程序可以存储于一计算机可读取存储介质中, 该程序在执行时, 执行包括上述方法实施例的步骤; 而前述的存储介质包括: R0M、 RAM , 磁碟 或者光盘等各种可以存储程序代码的介质。

根据所述用户设备当前接入网絡信息, 向所述用户设备下发接入网重选 控制信息, 所述接入网重选控制信息用于指示所述用户设备根据所述接入网 重选控制信息执行相应的接入网重选操作。
2、 根据权利要求 1所述的接入网重选方法, 其特征在于, 所述向用户设 备下发接入网重选控制信息之前, 还包括:
根据获取的用户设备当前接入网絡信息以及存储的接入网重选策略信息 和用户设备的上下文, 生成所述用户设备的相应的接入网重选控制信息。
3、 根据权利要求 2所述的接入网重选方法, 其特征在于,
所述接入网重选控制信息包括接入网重选标识, 用于指示所述用户设备 根据所述接入网重选控制信息执行相应的接入网重选操作; 和 /或
所述接入网重选控制信息包括根据所述用户设备当前接入网絡信息设置 的目的接入网絡信息, 用于指示所述用户设备切换到与所述目的接入网絡信 息相应的目的接入网絡中。
4、 根据权利要求 1所述的接入网重选方法, 其特征在于, 所述获取用户 设备当前接入网絡信息包括:
接收所述用户设备发送的接入网信息请求消息; 所述接入网信息请求消 息包括用户设备当前接入网絡信息; 根据所述接入网信息请求消息获得所述 用户设备当前接入网絡信息; 或者
向所述用户设备下发接入网信息请求消息, 所述接入网信息请求消息用 于指示所述用户设备上报所述用户设备所处的当前接入网絡信息; 接收所述 用户设备根据所述接入网信息请求消息发送的接入网信息响应消息, 根据所 述接入网信息响应消息获得用户设备的当前接入网絡信息; 所述接入网信息 响应消息包括所述用户设备的当前接入网絡信息。
5、 根据权利要求 1所述的接入网重选方法, 其特征在于, 所述获取用户 设备当前接入网絡信息包括:
接收策略计费规则功能实体发送的策略指示消息, 所述策略指示消息中 包括所述用户设备的标识信息和所述用户设备的当前接入网絡信息; 根据所 述策略指示消息获取所述用户设备的当前接入网絡信息; 或者
向策略计费规则功能实体发送策略请求消息; 所述策略请求消息包括所 述用户设备的标识信息, 用于指示所述策略计费规则功能实体上报与所述标 识信息相应的用户设备的当前接入网絡信息; 接收所述策略计费规则功能实 体根据所述策略请求消息发送的策略响应消息, 根据所述策略响应消息获取 用户设备的当前接入网絡信息; 所述策略响应消息包括与所述标识信息相应 的用户设备的当前接入网絡信息。
6、 根据权利要求 1所述的接入网重选方法, 其特征在于, 所述获取用户 设备当前接入网絡信息包括:
接收接入网网关发送的接入网信息请求消息或者接入网类型更新消息, 所述接入网信息请求消息或接入网类型更新消息中包括所述用户设备的标识 信息和所述用户设备的当前接入网絡信息; 根据所述接入网信息请求消息或 接入网类型更新消息获取所述用户设备当前接入网絡信息; 或者
向接入网网关发送接入网类型请求消息, 所述接入网类型请求消息包括 所述用户设备的标识信息, 用于指示所述接入网网关上报与所述标识信息相 应的用户设备的当前接入网絡信息; 接收所述接入网网关根据所述接入网类 型请求消息发送的接入网类型响应消息, 根据所述接入网类型响应消息获取 所述用户设备的当前接入网絡信息; 所述接入网类型响应消息包括与所述标 识信息相应的用户设备的当前接入网絡信息。
7、 根据权利要求 6所述的接入网重选方法, 其特征在于, 所述接收接入 网网关发送的接入网信息请求消息或接入网类型更新消息之前, 或者向接入 网网关发送接入网类型请求消息之前, 该方法还包括: 接入网网关接收用户设备发送的所述用户设备的当前接入网絡信息。
8、 根据权利要求 1-7所述的任一接入网重选方法, 其特征在于, 所述获 取用户设备当前接入网絡信息之后, 还包括:
将获取的用户设备的当前接入网絡信息记录在该用户设备的上下文中。
9、 根据权利要求 8所述的接入网重选方法, 其特征在于, 所述向用户设 备下发接入网重选控制信息包括:
确定需要调整的接入网絡;
根据记录的用户设备当前接入网絡信息, 选择当前接入网絡为需要调整 的接入网絡的用户设备;
向选出的用户设备下发相应的接入网重选控制信息。
10、 一种接入网重选方法, 其特征在于, 包括:
确定需要调整的接入网絡;
获取所述需要调整的接入网絡的当前用户设备信息;
根据所述当前用户设备信息相应的用户设备的当前接入网絡信息, 向所 述用户设备下发接入网重选控制信息, 所述接入网重选控制信息用于指示所 述用户设备根据所述接入网重选控制信息执行相应的接入网重选操作。
11、 根据权利要求 10所述的接入网重选方法, 其特征在于, 所述向用户 设备下发接入网重选控制信息之前, 还包括:
根据用户设备的当前接入网絡信息以及存储的接入网重选策略信息和用 户设备的上下文, 生成所述用户设备的相应的接入网重选控制信息。
12、 根据权利要求 11所述的接入网重选方法, 其特征在于,
所述接入网重选控制信息包括接入网重选标识, 用于指示所述用户设备 根据所述接入网重选控制信息执行相应的接入网重选操作; 和 /或
所述接入网重选控制信息包括根据所述用户设备当前接入网絡信息设置 的目的接入网絡信息, 用于指示所述用户设备切换到与所述目的接入网絡信 息相应的目的接入网絡中。

根据确定的需要调整的接入网絡, 向需要调整的接入网絡相应的接入网 网关下发接入网信息请求消息, 所述接入网信息请求消息用于指示所述接入 网网关上报当前接入网絡为所述需要调整的接入网絡的用户设备信息;
接收所述接入网网关根据所述接入网信息请求消息发送的接入网信息响 应消息, 所述接入网信息响应消息包括当前接入网絡为所述需要调整的接入 网絡的用户设备的标识信息。
14、 根据权利要求 1 3所述的接入网重选方法, 其特征在于, 所述接收 接入网网关发送的接入网信息响应消息之前, 还包括:
所述接入网网关根据接入网信息请求消息, 网絡测量或统计当前接入网 絡为所述需要调整的接入网絡的用户设备, 并根据网絡测量或统计结果发送 所述接入网信息响应消息; 或者
所述接入网网关根据存储的用户设备的当前接入网絡信息, 发送所述接 入网信息响应消息。
15、 一种接入网重选方法, 其特征在于, 包括:
向网絡侧发送用户设备当前接入网絡信息;
接收网絡侧根据所述用户设备当前接入网絡信息下发的接入网重选控制 信息, 根据所述接入网重选控制信息执行相应的接入网重选操作。
16、 根据权利要求 15所述的接入网重选方法, 其特征在于, 所述向网絡 侧发送用户设备当前接入网絡信息包括:
向网絡侧发送接入网信息请求消息, 所述接入网信息请求消息包括所述 当前接入网絡信息; 或者
根据接收网絡侧发送的接入网信息请求消息, 向网絡侧发送接入网信息 响应消息, 所述接入网信息响应消息包括所述当前接入网絡信息。
17、 根据权利要求 16所述的接入网重选方法, 其特征在于, 所述接入网重选控制信息包括接入网重选标识; 所述根据接入网重选控 制信息执行相应的接入网重选操作包括: 根据所述接入网重选标识执行相应 的接入网重选操作; 和 /或
所述接入网重选控制信息包括目的接入网絡信息; 所述根据接入网重选 控制信息执行相应的接入网重选操作包括: 切换到与所述目的接入网絡信息 相应的目的接入网絡中。
18、 一种接入网重选装置, 其特征在于, 包括:
获取模块, 获取用户设备当前接入网絡信息;
处理模块, 根据所述用户设备当前接入网絡信息, 向所述用户设备下发 相应的接入网重选控制信息, 所述接入网重选控制信息用于指示所述用户设 备根据所述接入网重选控制信息执行相应的接入网重选操作。
19、 根据权利要求 18所述的接入网重选装置, 其特征在于, 所述获取模 块至少包括以下获取单元之一:
第一获取单元, 用于接收所述用户设备发送的接入网信息请求消息, 所 述接入网信息请求消息包括所述用户设备的当前接入网絡信息; 根据所述接 入网信息请求消息获得用户设备的当前接入网絡信息;
第二获取单元, 用于向所述用户设备下发接入网信息请求消息, 该接入 网信息请求消息用于指示所述用户设备上报所述用户设备所处的当前接入网 絡信息; 接收所述用户设备根据该接入网信息请求消息发送的接入网信息响 应消息, 根据所述接入网信息响应消息获得用户设备的当前接入网絡信息, 所述接入网信息响应消息包括所述用户设备的当前接入网絡信息;
第三获取单元, 用于接收策略计费规则功能实体发送的策略指示消息, 所述策略指示消息包括所述用户设备的标识信息和所述用户设备的当前接入 网絡信息; 根据所述策略指示消息获取所述用户设备当前接入网絡信息; 第四获取单元, 用于向策略计费规则功能实体发送策略请求消息, 所述 策略请求消息包括所述用户设备的标识信息, 用于指示所述策略计费规则功 能实体上报所述用户设备的当前接入网絡信息; 接收所述策略计费规则功能 实体根据所述策略请求消息发送的策略响应消息, 根据所述策略响应消息获 取用户设备的当前接入网絡信息, 所述策略响应消息包括与所述标识信息相 应的用户设备的当前接入网絡信息;
第五获取单元, 用于接收接入网网关发送的接入网信息请求消息, 所述 接入网信息请求消息包括所述用户设备的标识信息和所述用户设备的当前接 入网絡信息; 根据所述接入网信息请求消息获取所述用户设备当前接入网絡 信息;
第六获取单元, 用于向接入网网关发送接入网类型请求消息, 所述接入 网类型请求消息包括所述用户设备的标识信息, 用于指示所述接入网网关上 报所述用户设备的当前接入网絡信息; 接收所述接入网网关根据所述接入网 类型请求消息发送的接入网类型响应消息, 根据所述接入网类型响应消息获 取所述用户设备的当前接入网絡信息, 所述接入网类型响应消息包括与所述 标识信息相应的用户设备的当前接入网絡信息。
20、 根据权利要求 19所述的接入网重选装置, 其特征在于, 所述处理模 块包括:
存储单元, 用于存储接入网重选策略信息和用户设备的上下文; 生成单元, 用于根据所述获取模块获取的用户设备当前接入网絡信息以 及所述存储单元存储的接入网重选策略信息和用户设备的上下文, 生成所述 用户设备的相应的接入网重选控制信息, 所述接入网重选控制信息包括用于 指示所述用户设备执行相应接入网重选操作的接入网重选标识和 /或目的接 入网洛信息;
发送单元, 用于将生成的所述接入网重选控制信息发送给相应的用户设 备。
21、 根据权利要求 20所述的接入网重选装置, 其特征在于, 所述存储单 元还用于将所述获取模块获取的用户设备的当前接入网信息记录到相应的用 户设备的上下文中。
22、 根据权利要求 21所述的接入网重选装置, 其特征在于, 所述处理模 块还包括:
调整网絡确定单元, 用于确定需要调整的接入网絡;
选取单元, 用于向所述存储单元选择当前接入网絡为需要调整的接入网 絡的用户设备, 将选出的用户设备信息发送给所述生成单元。
23、 一种接入网重选装置, 其特征在于, 包括:
调整网絡确定模块, 用于确定需要调整的接入网絡;
用户设备信息获取模块, 用于获取所述需要调整的接入网絡的当前用户 设备信息;
处理模块, 用于根据所述当前用户设备信息相应的用户设备的当前接入 网絡信息, 向所述用户设备下发接入网重选控制信息, 所述接入网重选控制 信息用于指示所述用户设备根据所述接入网重选控制信息执行相应的接入网 重选操作。
24、 根据权利要求 23所述的接入网重选装置, 其特征在于, 所述用户设 备信息获取模块包括:
请求单元,用于根据所述调整网絡确定模块确定的需要调整的接入网絡, 向需要调整的接入网絡相应的接入网网关下发接入网信息请求消息, 所述接 入网信息请求消息用于指示所述接入网网关上报当前接入网絡为所述需要调 整的接入网絡的用户设备信息;
获取单元, 用于接收所述接入网网关根据所述接入网信息请求消息发送 的接入网信息响应消息, 所述接入网信息响应消息包括当前接入网絡为所述 需要调整的接入网絡的用户设备的标识信息。
25、 根据权利要求 24所述的接入网重选装置, 其特征在于, 所述处理模 块包括: 存储单元, 用于存储接入网重选策略信息和用户设备的上下文; 生成单元, 用于根据所述用户设备的当前接入网絡信息以及存储的接入 网重选策略信息和用户设备的上下文, 生成所述用户设备的相应的接入网重 选控制信息;
发送单元, 用于将生成的所述接入网重选控制信息发送给相应的用户设 备。
26、 一种用户设备, 其特征在于, 包括:
信息发送模块, 用于向网絡侧发送所述用户设备当前接入网絡信息; 接入网重选模块, 用于接收网絡侧根据所述用户设备当前接入网絡信息 下发的接入网重选控制信息, 根据所述接入网重选控制信息执行相应的接入 网重选操作。
27、 根据权利要求 26所述的用户设备, 其特征在于, 所述信息发送模块 至少包括以下单元之一:
请求单元, 用于向网絡侧发送接入网信息请求消息, 所述接入网信息请 求消息包括所述当前接入网絡信息;
响应单元, 用于根据接收的接入网信息请求消息, 向网絡侧发送接入网 信息响应消息, 所述接入网信息响应消息包括所述当前接入网絡信息。
28、 根据权利要求 26或 27所述的用户设备, 其特征在于, 所述接入网 重选模块包括:
接收单元, 用于接收根据所述当前接入网絡信息下发的接入网重选控制 信息;
