Abstract

Disclosed is a system and a method for relaying information. The system includes: a mobile station having a built-in camera; a web server for receiving image information transmitted by the mobile station, and transmitting multiple selectable mediums to the mobile station; a storage device for storing therein the image information transmitted by the mobile station, image information edited by an image processing server, and minimum specification information required by each medium; a control unit for comparing image information stored in the storage device with minimum specification information of a medium selected by the mobile station, and performing a control function of providing the image information to a network service server when the comparison shows that the image information satisfies the minimum specification information, whereas, when the comparison shows that the image information does not satisfy the minimum specification information, the control unit performs a control function of providing the image information to the image processing server if the image information has been transmitted by the mobile station, and performs a control function of transmitting a re-transmission message to the mobile station if the image information has been edited by the image processing server; the image processing server for receiving and editing the image information provided by the control unit; the network service server for transmitting the image information to the medium selected by the mobile station; a settlement service server for paying compensation for the transmission of the image information; and a member information DataBase (DB) for storing therein member information and information on selection of a compensation method by each member.

INFORMATION TRANSLATION SYSTEM AND METHOD OF
OPERATION
Technical Field
[1] The present invention relates to a system and a method, which receive image information transmitted by a mobile station including a camera, quickly distribute the received image information, according to a user s selection, to both the mass media, such as portal sites, TV stations, radio stations, newspapers, magazines, etc., and disaster-related government agencies, such as local autonomous entities, the National Police Agency, the National Emergency Management Agency, Korea Expressway Corporation, Korea Electric Power Corporation (KEPCO), etc., and pay compensation for the distribution of the image information. [2] With the development of mobile communication technology, not only adults but also students have various mobile stations. Typical examples of these mobile stations include a mobile phone, a Personal Digital Assistant (PDA), and a Digital Multimedia Broadcasting (DMB) phone. A mobile station conventionally has a built-in camera and Wireless Application Protocol (WAP) browser and can photograph not only a still image but also a moving picture, and can transmit the photographed image information to other media connected to the Internet in a wired/wireless manner.
[3] The development of the mobile stations as described above makes it possible to quickly transmit various news all over the country and promote citizens interests and rights to know. For example, when a gas explosion occurs, a passing person, who carries a mobile station, may photograph an explosion scene by using their own mobile phone, and transmit the photographed explosion scene to an airwave TV station. Accordingly, the airwave TV station may broadcast the received explosion scene as news.
[4] However, usually, even when most persons who carry their own mobile stations photograph scenes which can become news material, they do not know how to transmit the photographed scenes and which companies to transmit them to. Also, there are many cases where they fail to receive the right compensation for the transmitted image information.

Technical Problem
[5] Accordingly, the present invention has been made to solve the above-mentioned problems occurring in the prior art, and the present invention provides a system and a method for providing various mediums to which information photographed by a user can be transmitted.
[6] Also, the present invention provides a system and a method for transmitting the information photographed by the user to a medium selected by them and paying compensation for the transmitted information.
[7] Further, the present invention provides a system and a method, which edit the image information from the user in a form suitable for the medium selected by them to broadcast or put up the image information, and provide the edited image information.
[8] Still further, the present invention provides a system and a method for transmitting necessary information to a relevant government agency so that an emergency situation may be quickly eliminated. Technical Solution
[9] In accordance with an aspect of the present invention, there is provided a system for relaying information, the system including: a mobile station; a web server for receiving image information transmitted by the mobile station, and transmitting multiple selectable mediums to the mobile station; a storage device for storing therein the image information transmitted by the mobile station, image information edited by an image processing server, and minimum specification information required by each medium; a control unit for comparing image information stored in the storage device with minimum specification information of a medium selected by the mobile station, and performing a control function of providing the image information to a network service server when the comparison shows that the image information satisfies the minimum specification information, whereas, when the comparison shows that the image information does not satisfy the minimum specification information, the control unit performs a control function of providing the image information to the image processing server if the image information has been transmitted by the mobile station, and performs a control function of transmitting a re-transmission message to the mobile station if the image information has been edited by the image processing server; the image processing server for receiving and editing the image information provided by the control unit; the network service server for transmitting the image information to the medium selected by the mobile station; a settlement service server for paying compensation for the transmission of the image information; and a member information DataBase (DB) for storing therein member information and information on selection of a compensation method by each member.
[10] In accordance with another aspect of the present invention, there is provided a method for relaying information, the method including the steps of: receiving and storing image information from a mobile station; transmitting selectable mediums, to which the stored image information is to be transmitted, to the mobile station, and receiving selection of a medium from the mobile station; comparing the stored image information with a minimum required specification of the selected medium; when the comparison shows that the stored image information does not satisfy the minimum required specification, providing the image information to an image processing server, and editing the provided image information by the image processing server; providing the edited image information to a network service server, and transmitting the edited image information to the selected medium; and performing settlement by paying compensation in connection with the mobile station when the transmission is completed.
[11] The mediums include an airwave TV, an airwave radio, a portal site, a newspaper, and a magazine.
[12] The mobile station transmits the image information and selective brief character information on the image information.
[13] In the step of performing settlement by paying compensation, compensation is paid based on the stored member information when the mobile station corresponds to a registered member, and compensation is paid by using points when the mobile station does not correspond to a registered member.

Advantageous Effects
[15] According to the present invention, when transmitting picture or moving picture information photographed by themselves to a site, a user can transmit the information to all desired mediums by selecting a desired medium, and receive compensation for the transmitted information. [22] Hereinafter, exemplary embodiments of the present invention will be described with reference to the accompanying drawings.
[23] FIG. 1 is a block diagram illustrating a configuration of a system for relaying information according to an embodiment of the present invention.
[24] In FIG. 1, the system 100 for relaying information receives information transmitted by a mobile station 10, and transmits the received information to both at least one medium 200 selected by a user and selectable government agencies 300 related to disasters. The system 100 for relaying information includes a web server 110, a storage device 120, a control unit 130, an image processing server 140, a network service server 150, a settlement service server 160, and a member information DataBase (DB) 170.
[25] First, the mobile station 10 has a built-in camera, and may be any mobile device capable of using the Internet. Typical mobile stations include a mobile phone, a Personal Digital Assistant (PDA), a Digital Multimedia Broadcasting (DMB) phone, etc.
[26] The web server 110 receives both image information (still image or moving picture information) photographed by the mobile station 10 and selective character information, and transmits multiple selectable mediums to the mobile station 10. When the mobile station 10 completes the selection of the medium, the web server 110 transmits a check menu for emergency disaster information to the mobile station 10. When the image photographed by the user corresponds to the emergency disaster information, the transmission of the check menu as described above allows the mobile station 10 to transmit the image information to a government agency, which takes charge of the disaster, so that the government agency can quickly eliminate the disaster. When the user selects the check menu, the mobile station 10 displays the disaster-related government agencies on a screen thereof. Also, when information, which has passed through an editing process in the image processing server 140, does not satisfy a minimum specification required by the selected medium 200, the web server 110 requests the mobile station 10 to retransmit image information.
[27] The storage device 120 stores therein image information photographed by users and selective character information, image information edited by the image processing server 140, and a medium specification information required by each medium 200. Although the specification information may include decibel (dB), a resolution, a storage format, the number of frames per second, a screen size, etc., the ides of the art in the present invention is not limited to this example.
[28] The control unit 130 compares image information stored in the storage device 120 with a minimum specification of the medium 200 selected by the user. In this case, the control unit 130 provides information, which has satisfied a minimum specification required by a selected medium and is to be transmitted to the selected medium, to the network service server 150. On the other hand, the control unit 130 provides information, which has not satisfied a minimum specification required by a selected medium and is to be transmitted to the selected medium, to the image processing server 140 so that the image processing server 140 may edit the received information.
[30] The image information, which has passed through the editing process in the image processing server 140, is provided to the network service server 150 so that it may be transmitted to the medium. However, a configuration may be implemented in such a manner that the edited image information may be selectively compared again with the minimum specification of the medium selected by the user. When the re-comparison shows that the edited image information satisfies the minimum specification, the edited image information is provided to the network service server 150. On the other hand, when the re-comparison shows that the edited image information does not satisfy the minimum specification, the control unit 130 sends, to the user, a message requesting the user to photograph the scene again and transmit the obtained image information. An upper limit value is predetermined for the number of times of re-transmission commands as described above. When the number of times of re-transmission commands is equal to or more than the upper limit value, the control unit 130 transmits, to the mobile station 10, a message giving notice that the information cannot be transmitted to the selected medium, and completes the transmission of the retransmission command.
[31] When the user selects a government agency related to the emergency disaster, the control unit 130 performs the control function of immediately providing stored information to the network service server 150 and transmitting the stored information to the government agency related to the emergency disaster.
[32] The image processing server 140 edits the image information transmitted by the user in order to satisfy the minimum specification of the medium stored in the storage device 120. Many methods, such as a method performed by an image converter, etc., have been known as methods for performing the editing as describe above.
[33] The network service server 150 may be implemented as one body in such a manner as to include the web server 110, or may be implemented separately from the web server 110. The network service server 150 transmits both the provided image in- formation and selective character information to the medium 200 selected by the user. When the user selects a government agency related to the emergency disaster, the network service server 150 transmits the information to the selected government agency related to the emergency disaster.
[34] The settlement service server 160 checks if the mobile station 10, which has transmitted the information, is a registered member. When the mobile station 10 is a registered member, the settlement service server 160 pays compensation in a scheme stored in the member information DB 170. On the other hand, when the mobile station 10 is not a registered member, the settlement service server 160 pays compensation by using points. A desirable method for paying compensation to a member may correspond to any of cash, points, electronic money, etc.
[35] The member information DB 170 stores therein information on registered members and information on each member s selected compensation method.
[36] The mediums 200 may include, as broad classification items, a TV station 210, a radio station 220, a portal site 230, a newspaper 240, a magazine 250, etc. Each of the broad classification items has multiple sub-classification items which are formed in a tree structure. For example, items of the portal site 230 may include, as its sub- classification items, Empas 231, Naver 232, Yahoo Korea 233, Paran 234, Daum 235, Freechal 236, Nate 237, etc. Needless to say, the broad classification items and sub- classification items are not limited to these examples, and may include any medium for the purpose of information delivery. The web server 110 presents selectable broad classification items to the mobile station 10, and the user selects any of the broad classification items. At this time, the selected broad classification item presents multiple sub-classification items. When the user selects multiple broad classification items, sub- classification items, which belong to the first broad classification item, are presented. Then, the user selects at least one of the presented sub-classification items. When the selection of the first broad classification is completed, sub-classification items, which belong to the second broad classification item, are presented. Then, the user selects at least one of the presented sub-classification items. In this manner as described above, the user selects the broad classification items and the sub-classification items which fall within each broad classification item. Needless to say, without discriminating between a broad classification and a sub-classification, all selectable mediums may be presented to a user. In contrast, the structure of selecting a medium may be constructed in such a manner as to include a broad classification, an intermediate classification, and a sub-classification. FIG. 4 is an explanatory view showing the broad classification items which is displayed on a screen of the mobile station 10. FIG. 5 is an explanatory view showing an item menu of the sub-classification, which is displayed on the screen of the mobile station 10 when the user selects the portal site in FIG. 4. National Police Agency 320, the National Emergency Management Agency 330, Korea Expressway Corporation 340, KEPCO 350, etc. The government agencies 300 as described above are related to emergency relief or emergency disasters. Image information (i.e. still image or moving picture information) and selective character information, which have been photographed/ obtained and transmitted by the mobile station 10 having the built-in camera, are received (SlO). Then, the received image information and character information are stored in the storage device 120 (S20). Multiple selectable mediums, to which the image information and character information are to be transmitted, are provided to the mobile station 10, and at least one medium, which has been selected by the user, is received (S30). Then, image information stored in the storage device 120 is compared with the minimum specification required by the selected medium, and it is checked whether the image information satisfies the minimum specification (S50). When the comparison in step S50 shows that the image information does not satisfy the minimum specification, the image information is provided to the image processing server 140 and the image processing server 140 edits the received image information, so that the image information may satisfy the minimum specification required by the selected medium (S90). Then, the edited image information is compared again with the minimum specification required by the selected medium (SlOO). When the re- comparison in step SlOO shows that the image information does not satisfy the minimum specification required by the selected medium, a request for re-transmitting information is sent to the mobile station 10 (Sl 10). When the re-transmitted image information satisfies the minimum specification required by the selected medium, the retransmitted image information is provided to the network service server 150 (S60). At this time, the network service server 150 transmits the re-transmitted image information to the selected medium (S70). Next, settlement is performed by paying compensation to the mobile station 10 (S80).

When the user selects an emergency situation-related government agency, image information and selective character information are provided to the network service server 150 in order to immediately transmit them to the selected government agency (S40 and S60).

When the number of times of re-transmission commands is equal to or more than the upper limit value, a message giving notice that the information cannot be transmitted to the selected medium is transmitted to the mobile station 10, and the transmission of the re-transmission command is completed.

Then, the system 100 for relaying information stores the picture and characters, which have been received via the web server 110, in the storage device 120 (S20). The system 100 for relaying in- formation transmits mediums 200 to the mobile station 10 so that the user may select a medium from among the mediums 200 to which the image information and the character information are to be transmitted. In response to the displayed mediums 200, the user selects a portal site in the presented menu (e.g. the screen image of FIG. 4). In response to the user s selection, the system 100 for relaying information presents multiple sub-classification items falling within the portal site, as shown in FIG. 5. Then, the user selects Empas and Naver from among the multiple sub-classification items (S30). Then, the system 100 for relaying information transmits, to the user, a message asking the user if the transmitted information is danger-related information requiring the transmission thereof to the government agencies, and the user clicks on a menu named No (S40). Then, the control unit 130 checks if the stored tree picture satisfies a minimum specification required by Empas and Naver (S50). When the check in step S40 shows that the stored tree picture satisfies the minimum specification required by Naver but does not satisfy the minimum specification required by Empas, the picture and the characters are transmitted to the network service server 150 (S60), and then transmitted to Naver (S70). Also, the picture, which is to be transmitted to Empas, is provided to the image processing server 140, and goes through an editing process in the image processing server 140 (S90). When the edited picture does not satisfy the minimum specification required by Empas even though the picture has gone through the editing process (SlOO), the control unit 130 requests the user to photograph the tree again and re-transmit the photographed picture (Sl 10).

[51] While moving along an expressway, the user sees an object, which has fallen and lies in front of the user, and photographs the object in the form of a moving picture. Then, the user transmits the photographed moving picture along with character information on the location of the object to the system 100 for relaying information (SlO). Then, the system 100 for relaying information stores the received image information and character information in the storage device 120 (S20). Then, the system 100 for relaying information transmits the mediums 200, to which information can be transmitted, to the mobile station 10. Then, the user selects a radio station 220 from among the broad classification items. Accordingly, the system 100 for relaying information presents multiple broadcast programs which are sub-classification items belonging to the radio station, one of the broad classification items. Then, the system 100 for relaying information presents multiple broadcasts on the air according to a current time as the radio broadcast items which has been presented according to the sub-classification. Then, the user selects Traffic Broadcasting from among the multiple sub-classification items (S30). Next, the system 100 for relaying information asks the user if the image information is emergency situation-related information (S40). Since the object, which lies on the expressway, may cause a dangerous accident, the user clicks a check button in order to eliminate the dangerous accident. In response to the user s click, the system 100 for relaying information presents a menu of disaster- related government agencies. The user selects Korea Expressway Corporation in the menu of disaster-related government agencies.
[52] Since the information transmitted by the mobile station 10 is emergency situation- related information, the system 100 for relaying information prevents the received information from going through an editing process, provides the image information and character information, which have been stored in the storage device 120, to the network service server 150 (S60), and thus transmits them to Korea Expressway Corporation (S70). Thereafter, in order to transmit the relevant image information and character information to Radio Traffic Broadcasting, the system 100 for relaying information compares the relevant image information with a minimum specification required by Radio Traffic broadcasting (S50). When the comparison in step S50 shows that the image information satisfies the minimum specification required by Radio Traffic broadcasting, the image information and character information are transmitted to the network service server 150 (S60). The network service server 150 transmits the image information and character information to Radio Traffic Broadcasting along with user s mobile station information (S70). Accordingly, Radio Traffic Broadcasting broadcasts road conditions and the number of the mobile station 10, which is an originator, based on the image information, character information and user s mobile station information. The user can immediately check that the information transmitted by them is broadcasted by Radio Traffic Broadcasting. When the transmission is completed, the settle service server 160 pays compensation for the relevant information (S80). The compensation process is the same as that of Embodiment 1. Also, it goes without saying that those skilled in the art will appreciate that various modifications, additions and substitutions are possible, without departing from the scope and spirit of the invention as disclosed in the accompanying claims. [1] A system for receiving image information transmitted by each of multiple mobile stations and relaying the received image information to mediums, the system comprising: a mobile station; a web server for receiving image information transmitted by the mobile station, and transmitting multiple selectable mediums to the mobile station; a storage device for storing therein the image information transmitted by the mobile station, image information edited by an image processing server, and minimum specification information required by each medium; a control unit for comparing image information stored in the storage device with minimum specification information of a medium selected by the mobile station, and performing a control function of providing the image information to a network service server when the comparison shows that the image information satisfies the minimum specification information, whereas, when the comparison shows that the image information does not satisfy the minimum specification information, the control unit performs a control function of providing the image inf ormation to the image processing server if the image information has been transmitted by the mobile station, and performs a control function of transmitting a re-transmission message to the mobile station if the image information has been edited by the image processing server; the image processing server for receiving and editing the image information provided by the control unit; the network service server for transmitting the image information to the medium selected by the mobile station; a settlement service server for paying compensation for the transmission of the image information; and a member information DataBase (DB) for storing therein member information and information on selection of a compensation method by each member.
[2] The system as claimed in claim 1, wherein the mediums correspond to at least one of an airwave TV, an airwave radio, a portal site, a newspaper, and a magazine.
[3] The system as claimed in claim 2, wherein the settlement service server checks if the mobile station is a registered member, and pays compensation in a scheme stored in the member information DB when the mobile station is a registered member.
[4] The system as claimed in claim 3, wherein the compensation method corresponds to any of cash, points, and electronic money.
[5] The system as claimed in claim 1, wherein a medium is selected, and a government agency is then additionally selected.
[6] A method for receiving image information transmitted by each of multiple mobile stations and relaying the received image information to mediums, the method comprising the steps of: a) receiving and storing image information from a mobile station; b) transmitting selectable mediums, to which the stored image information is to be transmitted, to the mobile station, and receiving selection of a medium from the mobile station; c) comparing the stored image information with a minimum required specification of the selected medium; d) when the comparison in step c) shows that the stored image information does not satisfy the minimum required specification, providing the image information to an image processing server, and editing the provided image information by the image processing server; e) providing the edited image information to a network service server, and transmitting the edited image information to the selected medium; and f) performing settlement by paying compensation in connection with the mobile station when the transmission is completed.
[7] The method as claimed in claim 6, wherein, when the comparison in step c) shows that the stored image information satisfies the minimum required specification, the image information is provided to the network service server.
[8] The method as claimed in claim 7, wherein, in step b), the selection of the medium is completed, and selectable government agency items are then additionally transmitted to the mobile station.
[9] The method as claimed in claim 7, wherein step d) further comprises a step of comparing the edited image information with the minimum required specification of the selected medium and sending a re- transmission request to the mobile station when the comparison shows that the edited image information does not satisfy the minimum required specification.
[10] The method as claimed in claim 9, wherein an upper limit value is predetermined for the number of times of re-transmission requests.
