　高速で、リアルタイムに、高品位な画像を配信可能とする。 　ＷＥＢチューナ１ａが、通信回線を介して送信されてきた映像通信信号を受信する受信手段１６と、映像通信信号にもとづき生成された映像信号を所定の装置へ送る送出手段（２０，２１）と、複数のクロックを生成するとともに、映像通信信号から複数のデータ信号を分離し、複数のクロックにもとづき、複数のデータ信号から複数の映像データを生成し、これら複数の映像データを合成して映像信号を得る信号処理手段（２２，２９）を備えた。
