 コンピュータのメモリ性能に関する情報を取得し、その情報を閾値と比較することで、処理装置がメモリ性能に依存する制約状態であるか否かが判定される。そして、処理装置が制約状態であると判定されたとき、処理装置の演算能力を下げる制御が行われる。
