Abstract
MobileNet is an exclusive idea where existing telecommunication technologies are being formulated and integrated to enhance telecommunications, internal security and transport systems. MobileNet uses a unique mobile coding system combined with search and track facility to offer an innovative package of services which includes crime alerts, panic calls, emergency and terrorist alerts, hand phone ownership protection scheme, locating missing person/s etc. MobileNet also offers a fresh and revolutionary matching service for both taxi drivers and passengers. For passengers, MobileNet offers a convenient and revolutionary method in prompting for a taxi by sending a '2-digit mobile beeper code' from the hand phone. For taxi drivers, MobileNet offers an upgraded MDT Taxi Screens with one-line 'Weepers' reflected on the screen indicating the passenger who had activated a 'beeper code' in the nearest location. MobileNet hopes to provide vital support to government departments like the Police and Civil Defence Forces in aid of crime alerts and panic calls. In cases of major accidents and natural disasters, MobileNet supports major rescue work by having a preview map of the accident site showing the number of trapped victims indicated by 'map bleepers'.

MobileiVe/ will become an integral part of our existing telecommunication network system as codes are being used to perform allocated functions without the need for verbal communication. For the first time, the verbally handicapped, the dumb and mute would now be able to trigger an emergency or panic call.
Benefits of MobileNet
1. Reinforcement of Crime Prevention
2. Reinforcing Safety of Lives during Emergency Rescues
3. Map Preview of Accident Sites eg. Natural Disasters
4. Terrorist Alerts
5. Panic Calls
6. Locates missing person/s effectively
7. Upgrading of Taxi Service - Introducing the "Taxi Beeper Code"
8. Upgrading of Taxi Service - The new MDT Taxi Screen
9. Easing of Traffic flows into city during peak hours
10. Hand-phone Ownership Protection Scheme
11.Enhanced Security resulting in increased Tourism
1. Reinforcement of Crime Prevention
When a Mobile/Vie/ Code is activated, the police will be alerted to track the precise location of the panic call. Reinforcement of Crime Prevention is one crucial benefit of MobileiNfe/.
eg. You are being followed in an alley and suspect a possible robbery. The MobileNet Code will activate the nearest police patrol to the location of the possible crime. This is not only crime preventing. It is crucially life saving.
2. Reinforcing Safety of Lives in Emergency Rescues
MobileiVfø aids in the search of an injured person in the event of some major accident and expedite searches for missing people in a natural disaster. A person who is buried alive in an accident and who could still activate a MobileΛfø emergency rescue code would help to expedite the rescue work as the system tracks his exact location to facilitate digging.
3. Map Preview of Natural Disaster
In the case of a natural disaster like a building collapse where people are buried underneath, MobileΛfef would be activated for respective national rescue team to access the map area of the incident and view the cluster of people who are trapped in the calamity. The system would then provide the following information immediately: a) Number of people trapped beneath; b) Exact locations (position and depth);
MobileΛfø would also be able to track the exact location of trapped victims who are alive and who are able to send out a MobileΛfe/ code. Rescue work would then be facilitated as digging could be carried out in an accurate manner with regards to the exact location and depth where the victim is trapped. Otherwise, incorrect digging could cause soil or debris movement and endanger lives.
4. Terrorist Alerts
With the global effect of terrorism, it will be an effective measure to create awareness at national level that a simple code for Terrorist Alert is available. You never know when you need to use it but in an emergency, one may not even be in a position to call for help eg. if faced with or being held hostage by a terrorist.
The following 2 cases happened in Singapore. A MobileΛfø code could have been activated for the IS Investigation Unit to act immediately leading to the arrest of the suspect as with Case No. 1.
Real life Incident — Case No. 1
"A lady and her daughter was waiting for the train at Yishun MRT Station when they spotted a Malay man taking shots of the MRT track from the extreme end of the waiting bay. It was off-peak hours then so there was hardly anyone at the waiting bay. Suspicion aroused as the lady boldly confronted the man and asked where he was heading. Taken by surprise, the man muttered "Orchard Rd". However, when a train arrived on the other side of the bay, the man rushed in and disappeared. The train was headed for JurongEast. "
Real life Incident - Case No. 2
"A man took a taxi from the airport at 4am in the morning and requested to go to the US Embassy. Throughout the journey, the man asked the driver many questions about the landmarks in Singapore. When they arrived at the US Embassy, they man requested to alight at the opposite side of the road facing the Embassy. Suspicion aroused and the Taxi driver decided to keep a tab on the man. He found the man taking focus shots of the US Embassy from across the road. The driver then called for the police. "
5. Panic Calls
Panic calls allow the hand-phone subscriber to prompt for help via the network system without the need for verbal communication.
eg. A person was suddenly struck with a heart attack or had a bad fall. He was alone and may not be in a condition to communicate verbally. Pressing the MobileNet Code could possibly save his/her life, as the network system is able to track the panic call and activate immediate help. This would be another life-saving course of action.
6 . Locating Missing Person/s
MobileNet will be able to facilitate a Police search of missing person/s effectively as the system is able to track and find.
1. Taxi Pickup - Introducing the Taxi "Beeper Code"
Taxi Beeper Codes are activated by the hand-phone where the network system reads the location of the beeper code and prompts for the nearest available taxi. The nearest available taxi finds a "bleeper" on his upgraded MDT SCREEN and locates the passenger.
For the taxi driver - Increased Productivity a) Driver is being prompted on their screen by the nearest passenger activating a "beeper code"; b) Reduced aimless driving; c) Increased Income;
For the Passenger - Reduced waiting time a) A beeper code activates the network system to prompt for the nearest available taxi; b) A cheaper alternative to booking a cab; (Fig 2 & 3 refers)
8. Upgrading of Taxi Service - The upgraded MDT Taxi Screen
The upgraded MDT Taxi Screen will be one that is able to pick up a Mobile/Vie/
"Beeper Code". A "Bleeper" showing the street location of the passenger will then be indicated on the MDT taxi screen for the taxi to locate the passenger.
This MobileΛfe/ service reduces aimless driving for the taxi driver and hence increases his productivity and income.
(Fig 2 & 3 refers)
9. Easing of Traffic flows into citv during peak hours
Taxis alighting passengers at the outskirts of town would naturally head for town again as it is usually not cost nor time effective to look for passengers in outer-urban areas. However, with MobileNet in place, they will now enjoy the ready information reflected on their screen showing the nearest passengers for pickup in the area they are in. This would mean reduced flow of vehicles into the city during peak periods. As a result, both traffic flows into the city as well as the efficiency of taxi service system in Singapore will be greatly enhanced.
10. Hand-phone Ownership Protection Scheme
MobileNet taps on search technology to locate missing hand-phones as part of the package. The service is included because of a market need.
Service Provider Ml handles an average of 200 cases of lost hand-phones per month. The IMEI number on every hand-phone is restricted to the public verifying with HITS (on-line police website) if a phone purchased has been a stolen one. However, this measure is not effective enough to neither combat the rate of stolen phones nor recover the lost equipment. Service Providers are also unable to block the usage of missing phones from being used by other subscribers, as this would affect the performance of the entire network;
With implementation of MobikΛfø ; a) It will become possible to locate missing hand phones successfully. MobileNet offers the consumer a better insurance scheme and solution of finding their lost phones since service providers are not able to block the usage of missing phones by other subscribers. b) Hand-phone thefts would be effectively combated;
11. Enhanced Security resulting in increased Tourism
Tourists would also be able to enjoy MohileNet facilities during their stay under a Temporary Package, which will be activated for the duration of their stay. This would mean peace of mind for them as they holiday knowing that should an unexpected emergency situation happen, they would be able to activate a panic call anytime anywhere.
In short, MobileNet is a revolutionary integrated network system that ..
• Reinforces Crime Prevention;
• Reinforces Internal Security against terrorism;
• Reinforces safety of lives during emergencies;
• Provides assurance for the sick and injured via panic calls;
• Creates a revolutionary method of getting a taxi by mobile code;
• Upgrades the current MDT Taxi screen with online "Bleeper" indicating the nearest available passenger;
• Creates a standard hand phone ownership-protection scheme;
• Facilitates search of missing person/s;
• Enhances tourism due to enhanced security;
