Abstract

An information creation system collects information from traveling vehicles by using a communication system and creates predetermined information based on the collected information. When the information creation system collects congestion information from the traveling vehicles and creates road traffic information, the system estimates a travel route of the vehicles, which are the transmission sources, based on waypoints at which congestion information for each of the traveling vehicles is uploaded and waypoints at which requests for providing of road traffic information are uploaded. Then, the system determines that, among portions of the estimated travel route, a portion other than that portion of a route that is indicated to be congested by congestion information uploaded from the transmission source vehicle is a vacant road.
