Abstract
In a mobile communication system to which AMC is applied, a user terminal receives from its own cell a first offset value that changes corresponding to the load of the own cell as notification information. The user terminal receives from a peripheral cell a second offset value that changes corresponding to the load of the peripheral cell as notification information. The user terminal measures the propagation level of the own cell. The user terminal measures the propagation level of the peripheral cell. The user terminal compares a value obtained by adding the first offset value to the propagation level of the own cell with a value obtained by adding the second offset value to the propagation level of the peripheral cell. The user terminal performs cell selection based on the comparison.
