Abstract

An image encoding method and an image encoding apparatus capable of improving reproduction image quality by adaptively varying the bit amount assigned when encoding an image, according to the image feature. Each image of an image group is encoded at a variable bit rate by an in-screen encoding or prediction encoding. The target bit rate of the in-screen encoding is calculated according to the image feauture.
