Abstract

This invention addresses environmental social and commercial uses and includes a monitoring system (310) which is a network of on, in, out and off-board devices working together with people through software (311) and interfaces (306a) to provide services and make accountable humanity's machines and their actions through safe secure communications. Control devices are used to provide accountability for their socio-economic and environmental impact. Along with these systems networked together, additional devices (315, 316, and 317) and variations needed to complete these operations nationally and world wide are also provided. Unique ways interface a network of separate devices or IC circuits to create an interactive secure control system or center that can be remotely controlled. A control device for society to fairly and accurately monitor and control the impact of equipment use on the world environment, and a nation's infrastructure while developing commercial companies to fulfill these needs and services for the equipment and the people who own and operate them for today and into the future are also provided. A set of secure devices and systems are also included to analyze society and machine interaction.

20. A real-time vehicle or equipment management system including at least one of a security function that restricts unauthorized access thereto and a primary focal node, comprising: a memory located in or on the vehicle in a secure manner, storing information in a secure manner, including storing a plurality of interface protocols for interfacing and communicating; at least one processor responsively connectable to said memory, and implementing the plurality of interface protocols for interfacing and communicating with the plurality of external devices; and a plurality of external devices supported by a universal plug and play electrical services and interface for separate C.O.T.S. products and accessories, the plurality of external devices interfacing with said at least one processor via at least one of the plurality of interface protocol, including at least one of: pagers, wireless phones, radio frequency equipment, locating equipment systems, cordless phones, laptops, and computer organizers.

A real-time vehicle or equipment management system according to claim 20, wherein said real-time vehicle or equipment management system is constructed application specific in physical structure to house and provide for optional easy to remove and replace said plurality of external devices via at least one of: compartments, shelves, trays, cassettes, cartridges, and bins.

A real-time vehicle or equipment management system including a security function that restricts unauthorized access thereto, comprising: a memory located in or on the vehicle in a secure manner, storing information in a secure manner preventing unauthorized access thereto, including storing a plurality of interface protocols for interfacing and communicating with a plurality of external devices; at least one processor responsively connectable to said memory, and implementing the plurality of interface protocols for interfacing and communicating with the plurality of external devices; and a plurality of external devices supported by a universal plug and play electrical services and interface for separate C.O.T.S. products and accessories, the plurality of external devices interfacing with said at least one processor via at least one of the plurality of interface protocol, including at least one of: pagers, wireless phones, radio frequency equipment, locating equipment systems, cordless phones, laptops, and computer organizers, wherein said real-time vehicle or equipment management system is sufficiently stored in a secured control box to prevent unauthorized access thereto.
23. A real-time vehicle or equipment management system including a physically protected primary focal node (PFN) interfacing with a plurality of external devices, comprising: a memory located in or on at least one of the vehicle and the equipment in a secure manner, storing information in a secure manner preventing unauthorized access thereto, including storing at least one of a plurality of interface protocols for interfacing and communicating with at least one of a plurality of external devices; at least one processor responsively connectable to said memory, and implementing the at least one of the plurality of interface protocols for interfacing and communicating with the at least one of the plurality of external devices; and the at least one of the plurality of external devices supported by a universal interface for separate C.O.T.S. products and accessories, the at least one of the plurality of external devices interfacing with said at least one processor via the at least one of the plurality of interface protocols, providing the capability of the at least one of the external devices to be at least one of remotely controlled and remotely operated. 124
24. A real-time vehicle or equipment management system according to claim 23, wherein said real-time vehicle or equipment management system is sufficiently stored in a secured control box to prevent unauthorized access thereto.

A real-time vehicle or equipment management system according to claim 23, wherein said real-time vehicle or equipment management system is utilized for accountability through automated onboard preprogrammed monitoring and data storage using a plurality of data storage devices, for said accountability, including an optional backup system, of remote control activities in at least one of vehicles, equipment and machinery use.
26. A real-time vehicle or equipment management system according to claim 23, wherein said primary focal node supports application specific software protocols for industry standards for recorded data as determined by at least one of codes, specifications, rules regulations, and laws, for at least one of vehicles, equipment or machinery use.
27. A real-time vehicle or equipment management system according to claim 23, wherein said primary focal node supports application specific hardware systems for industry standards for recorded data as determined by at least one of codes, specifications, rules regulations, and laws.

A real-time vehicle or equipment management system according to claim 23, wherein said real-time vehicle or equipment management system includes redundant remote storage in at least one remote location in at least one application specific industry standard protocol as determined by at least one of codes, specifications, rules, regulations, data handling procedures and laws for at least one of equipment, machinery and vehicle use.
29. A real-time vehicle or equipment management system according to claims 20, 22 or 23, wherein said real-time vehicle or equipment management system interfaces with at least one of a global network, a local network, the World Wide Web and the Internet. 125

A real-time vehicle or equipment recording and optionally reporting system for a vehicle located on or remote from the vehicle, comprising: at least one operation sensor recording the operations of the vehicle as a recording signal, the recording signal used to assist in providing accountable automated and remote control relating to usage of the vehicle or the equipment; a memory located in or on the automobile/machinery in a secure manner, storing the operations of the automobile received from said operation sensor in a secure manner; a secure enclosure housing said memory and protecting said memory from unauthorized access thereto, and protecting said memory from external elements and impact; a processor responsively connectable to said memory, receiving the recording signal, and providing accountable automated remote control for use in assessing at least one of vehicle function and simultaneous operator function and physical condition.
31. A real-time vehicle or equipment recording and optionally reporting system according to claims 1 or 30, wherein said real-time vehicle recording system is substantially stored in a stop and control box to prevent unauthorized access thereto and to accountably control the vehicle.
32. A real-time vehicle or equipment recording and optionally reporting system according to claim 31, wherein the accountable stop and control box is stored in or on the vehicle in a secure manner.
33. A real-time vehicle or equipment recording and optionally reporting system according to claims 1 or 30, wherein the operations of the automobile received from said at least one operation sensor and stored in said memory are downloaded to at least one of a remote monitoring system, a remote billing system, and a remote data analysis system via at least one of commercial, organizations, and governmental gateways to at least one of external systems, the Internet, and the world wide web, either by at least one of initial physical transfer, COTS cellular, COTS pager products, COTS radio frequency system products through web COTS provider and server nodes. 126

A real-time vehicle or equipment recording and optionally reporting system according to claims 1 or 30, wherein the operations of the vehicle are received from said at least one operation sensor and stored in said memory and downloaded to at least one of a remote monitoring system, a remote billing system, and a remote data analysis system, via at least one of organizational, commercial, and governmental gateway nodes through at least one of COTS cellular products, COTS two way pager products and protocols and COTS radio frequency equipment and protocols to at least one of an external system, the Internet and the world wide web for secure data transfer and presentation.

A real-time vehicle or equipment management system according to claim 23, wherein the primary focal node (PFN) comprises a protected electrical interface for any communication system or locating system linked to any control circuitry which is made accountable by at least one of on-board and off-board two stage data event storage.

A real-time vehicle or equipment management system according to claim 1 , wherein said real-time vehicle recording system reliably and securely monitors environmental, resource and infrastructure impact on society structures optionally by geographic tracking and monitoring of pollutants for at least one of mobile equipment and stationary equipment.

A real-time vehicle or equipment management system according to claim 1, wherein said real-time vehicle recording system reliably and securely monitors environmental, resource and infrastructure impact including environmental monitoring directly to the government agency for equipment or vehicle violations, and transmit data indicative thereof to at least one web address, electronic mail address, and a commercial monitoring and billing system.
38. A real-time vehicle or equipment management system according to claim 20, 22, 23 or 30, wherein said real-time vehicle recording system reliably and securely monitors events via real-time video, including equipment to be remotely controlled responsively to the data. 127

A real-time vehicle or equipment management system according to claim 20, 22 or 23, wherein at least one of the plurality of external devices includes at least one real-time tracking device comprised of at least one of a two way pager system, a two-way processor, a two-way transceiver, the realtime tracking device is interfaced with at least one of a global positioning system or integrated circuit chip set which receives and provides location data upon request via at least one of a phone page and a message to a predetermined electronic mail address on the Internet, the at least one of a global positioning system or integrated circuit chip set providing the location data to the Internet as part of a preprogrammed tracking and monitoring function for at least one of a person, a pet, and a movable or stationary object, optionally protected via at least one of a belt, harness, collar, band, bracket and mount.

A real-time vehicle or equipment management system according to claim 20, 22 or 23, wherein at least one of the plurality of external devices includes at least one short range radio frequency equipment coupled to at least one locating system which sends a location signal, and which receives, records any specialized message via at least one of a longer range local primary focal node radio frequency signal, a two way pager system, a cellular phone system coupled to an application specific equipped gateway provider to access the Internet and to provide electronic mail service to a predetermined electronic mail address or world wide web site addresses for tracking and monitoring.

A real-time vehicle or equipment management system according to claim 20, 22 or 23, wherein at least one of the plurality of external devices includes a short range transceiver mounted on at least one of a belt and harness which sends a standard short range distress signal when activated at least one of remotely and by application specific preprogrammed criteria.

A real-time vehicle or equipment management system according to claim 20, 22 or 23, wherein at least one of the plurality of external devices includes at least one of a cordless telephone and a cordless telephone device transceiver to be used as a short range communication link for data transfer and to perform at least one of accountable aggressive remote control, monitoring, and management functions requiring short range limited signal scenarios. 128
43. A real-time vehicle or equipment management system according to claim 20, 22 or 23, wherein at least one of the plurality of external devices includes a billing device to bill and optionally collect for use of the vehicle or equipment.

A real-time vehicle or equipment management system according to claim 20, 22 or 23, wherein at least one of the plurality of external devices includes a real-time billing system that provides a credit card swipe, processor and local memory, a communication device, a connectable remote bank processing system and optional encrypted software to securely and accountably process bank card transactions from the real-time billing system to at least one bank processing center and mass data storage and management system.

A real-time vehicle or equipment management system according to claim 20, 22 or 23, wherein at least one of the plurality of external devices includes a personal identification system to verify user and account information through at least one of fingerprints, iris characteristics, non- invasive DNA checking, and standard key pad and PIN number.

A real-time vehicle or equipment management system according to claim 1 , wherein said real-time vehicle recording system reliably and securely monitors environmental, resource and infrastructure impact including environmental monitoring directly to the government agency for equipment or vehicle violations, including evaluating chemical elements and respective volumes and post chemical reaction products, including a process to produce or use energy from the production of electrical energy produced from any molecular separation or reunion process of any elemental matter for resource use and billing for commercial purposes, environmental impact, and transmit data indicative thereof to at least one remote web address, electronic mail address and isolated external monitoring system.
47. A real-time vehicle or equipment management system according to claim 20, 22 or 23, wherein at least one of the plurality of external devices includes a scroll bar as an information bar to surrounding equipment observers in which the operator of the vehicle or the equipment speaks into a microphone and voice recognition software which converts the vocal words into text on the scroll bar. 129

A real-time vehicle or equipment management system according to claim 20, 22 or 23, wherein at least one of the plurality of external devices includes a scroll bar as an information bar and text is supplied to the scroll bar via a keyboard and accompanying control software for the scroll bar, and preprogrammed messages are scrolled responsive to a corresponding activation signal via at least one of a remote communication and locally with respect to the vehicle or the equipment.
49. A real-time vehicle management system according to claim 20, 22 or 23, further comprising at least one communication device stored securely optionally in a stop and control box (termed PFN), said at least one communication device reports or transfers data to at least one remote monitoring and control system with transmission of the data being optionally two way transmission for memory storage recording of remote control commands, the recording signal from the at least one operation sensor, audio data records and visual data records, said at least one communication device comprising at least one of: a two way pager responsively connectable via at least one processor stored in a secured manner and capable of transmitting data to download to at least one remote monitoring system; a wireless telephone responsively connectable via the at least one processor stored in a secure manner and capable of transmitting data to download to the at least one remote monitoring system; a radio frequency transceiver responsively connectable to the at least one processor stored in a secure manner and capable of transmitting data to download to the at least one remote monitoring system; a physical connector interface port responsively connectable to the at least one processor and at least one of protected, shielded and maintained in a secure manner, and capable of transferring data to download to the at least one remote monitoring system; an optical light data transmission port responsively connectable to the at least one processor and computer and securely maintained, and capable of transmitting data to download to the at least one remote monitoring system; 130
a multi-tasking law enforcement device capable, optionally through electronic security protocols, to communicate with the at least one processor and computer and download to the at least one remote location; at least one processor responsively connectable to at least one memory and at least one auxiliary communication device in a secure manner that can be processed to any other communication device responsibly connectable to the processor or computer to download the data to the at least one remote monitoring system; at least one processor responsively connectable to a Global Positioning System (GPS) and responsively connectable to other communication devices in a secure manner and capable of transmitting GPS coordinate data protocol to the at least one remote monitoring system; at least one processor responsively connectable to at least one magnetic card swipe device that can transmit via other communication devices to the at least one remote monitoring system for at least one of billing, debiting and crediting; at least one processor responsively connectable to at least one of audio and video devices and other communication systems to at least one of guide and control remotely a vehicle; at least one processor responsively connectable to at least one memory to record at least one of an audio and video signal, and data used to control a vehicle remotely;- at least one diagnostic service processor provided to an operator used to diagnose the working status of the vehicle or the equipment to diagnose at least one of potential and actual failures and to provide options for repair including estimated cost, location of repair facility, and to provide preliminary advice via an automated attendant, and the diagnosed information is optionally transmitted via the Internet to an external location; at least one impared driving sensor processor to detect a compromised, impared or ill driver due to driving under the influence via at least one sensor, imaging and audio testing system; 131
at least one reckless driving sensor processor to detect a habitual speeder or other offender driver determined to practice identifiable behavior indicative thereof, and control the vehicle or the equipment responsive thereto via at least one sensor, imaging and audio testing system; at least one driving assessment and training processor to determine driver skill via detection of identifiable behavior indicative thereof, to provide an auto-tutor to assist the driver in controlling the vehicle or the equipment responsive thereto via at least one sensor, imaging and audio testing system, and to record data indicative thereof for subsequent analysis; and at least one driving assessment and training processor to determine driver skill via detection of identifiable behavior indicative thereof, to provide an auto-tutor to assist a pilot in controlling an aircraft responsive thereto via at least one sensor, imaging and audio testing system, and to record data indicative thereof for subsequent analysis.
