PAPERCUTTER FOR ROLLWHOLDERS.
SPECIFICATION forming part of Letters Patent No. 744,865, dated November 24, 1903.

Be it known that I, RICHARD T. JONES, a citizen of the United States, residing at Baltimore, in the State of Maryland, have invented certain new and useful Improvements v in PaperCutters for Roll-Holders; and I do The object of my invention is to provide av simple, durable, efficient, and comparatively inexpensive paper-cutting device of this character which will allow a portion of the free end of the paper to hang down below the cut` ter-bar after each cut, so as to be readily seized by the hand, thus obviating the necessity of lifting the cutter-bar or turning the roll forward to expose the end of the paper, as is common in the machines now in general use.
With this and other objects in View the invention consists of certain novel features of construction, combination, and arrangement of parts, as will be more fully described, and particularly pointed out in the appended claims.
In the accompanying drawings, Figure lis a front elevation of a paper-roll holder, showing my improved paper-cutting device applied thereto. Fig. 2 is a vertical transverse sectional view through the same, taken on the line of Fig. l. Fig. 3 is a horizontal sectional View taken on the line y y of Fig. l. Fig. et is a detail sectional view taken on the line e z of Fig. 3.
Referring to the drawings more particularly, the numeral l denotes a continuous web of paper rolled upon a roller 2, journaled to rotate in a holder 3, which comprises a lbase 4t, two end pieces or standards 5, and a top cross-piece 6.
My improved cutting device comprises a straight longitudinally-disposed cutter-bar 7, which is supported rigidly in front of the roll-holder in any desired manner, but preferably by two brackets 8, one end of each of whichis secured to the top of the cutter-bar by screws, bolts, or other fastening means 9, and their opposite ends are attached by screws or other fastening means l0 to the upper cross-piece 6 of the holder or frame 3. The front edge of the cutter-bar 7 is beveled to form a cutting edge ll, under which the continuous web of paper passes as it is unrolled. The web of paper is guided and a portion of its free end is always held in contact with the under side of the cutter-bar by a guide and supporting element l2, which may be in the form of a `tlat spring or preferably, as shown in the drawings, a straight plate secured at its outer'end to the under side of the cutter-bar by one of the screws or bolts 9 and having its opposite or free end pressed against the paper by a spring 13, which has one end secured to one of the arms or brackets S and its opposite end secured to the free end of the plate l2. The portion of the free end of the web of paper between the under side of the cutter-bar and said spring guiding and su pporting element will be firmly held against the cutter-bar by said element, While the portion of the free end of the web which is not supported by said element will hang down below the cutter-bar, as shown y in the drawings, so as to be readily seized by the hand in order to unroll the paper from the roller. In order to prevent the paper from unrolling too freely, I provide a weight 14 to bear directly upon the paper,- as shown. Said Weight is in the form of a swinging arm having one end pivotally secured to the center of the cutter-bar, as shown at 15, so as to permit its free end, which rests upon the top of the paper-roll, to lower as the roller decreases in diameter, and thus bear upon the same at all times.
The operation and advantages of the invention will be readily understood from the foregoing description, taken in connection with the accompanying drawings. It will be seen that the free end of the paper will at all times be in a position to be readily seized,and the annoyance of lifting the cutter-bar or turning the roll in order to expose the end of the paper is thus done away with.
While I have illustrated the device applied to a machine adapted to be supported on the top of a counter or table, it will he under IOO stood that the same may be applied to a machine which is secured to the under side of a counter or table.
Various changes in the form, proportion, and the minor details of construction may be resorted to Without departing from the principle or sacrificing any of the advantages of this invention.
Having thus fully described myinvention, what I claim, and desire to secure by Letters Patent, is-
l. In a cutting device, the combination of a cutter 'bar, and a supporting and guide element adapted to hold a portion of the free end of the material to be cut, against said cutter-bar and to permit the remainder of said end of the material to hang down in a position to be readily seized, substantially as described.
2. In a cutting device,the combination of a cutter-bar, and a spring-supporting and guide elelnent adapted to hold a portion of the free end of the material to be cut, against said cutter-bar and to permit the remainder of said end of the material to hang down in a position to be readily seized, substantially as described. l
3. In a paper-cutting device, the combination 0f a longitudinal cutter-bar having a cutting edge,and a spring-supporting element secured to'the under side of said cutter-bar and adapted to hold a portion of the end of the paper against said cutter-bar, substantially as described. v
4. In a paper-cutting device, the combination with a cutter-bar, of means for holding a portion of the free end of the paper against said cutter-bar so as to permit the remainder of said end of the paper to hang in a position to be readily seized ,substantiallyas described.
5. The combination with a paper-roll and a suitable support or holder for the same, of a longitudinal cutter-bar supported from said holder, a supporting element carried by said cutter-'bar and adapted to hold a portion of the free end of the paper against said cutterbar so as to permit the remainder of said end to hang down in a position to be readily seized, and a swinging Weight adapted to bear upon the paper to check its feed between said cutter-bar and said supporting element, substantially as described.
6. The combination With a paper-roll and a suitable support or holder for the same, of a longitudinal cutter-bar supported from said holder, a spring-pressed supporting-plate securedto the under side of said cutter-bar and adapted to hold a portion of the free end of the paper against said cutter-bar,and a swinging Weight pivotally mounted upon said cutter-bar and adapted to bear upon the paper to check its feed, substantially as described.
