Specification of Letters Patent.

To all whom it may concern:
Be it known that I, PHILIP V. NEBERGALL, a citizen of the United States, and a resident of La Grande, in the county of Union and State of Oregon, have invented new and useful Improvements in Paper Holders and Cutters, of which the following is a specification.
My invention is an improvement in paper holders and cutters, and has for its object to provide a holder for reels or rolls of wrapping paper or the like, wherein a support is provided for the roll of paper and a brake bar normally resting upon the roll and having guided movement in the support to and from the roller and carrying a printing or impressing roller for printing and impressing the paper as it is withdrawn from the roll, and wherein a cutting blade for the paper is carried by the support, the said blade having a guard hinged thereto for the edge of the blade, and normally standing before the edge, and adapted to be lifted by the paper when it is moved towardthe blade.

In the present embodiment of the invention a support is provided, comprising a base plate 1 having standards 2 at the end thereof, and the standards are connected by a cross plate 3 at their upper ends. The standards have registering notches l for receiving the journal pins 5 of the paper supporting reel or roll 6, and these notches open laterally as shown, to permit of easy insertion and removal of the roll. Above the notches the standards have vertical slots 7, and a brake bar 8 has its ends received in the slots, and the bar is movable toward and from the roll, normally resting upon the periphery of the roll of paper as shown. A pair of angle brackets 9 is carried by the brake bar, the said angle brackets each consisting of portions secured to the bar and extending laterally therefrom, and a portion extending upwardly approximately parallel with the bar.
The said brackets carry a printing roller 10 and an inking roller 11. The inking roller is directly above the printing roller and rests thereon and the printing roller is so mounted that I the peripheral surface thereof will rest upon the outermost layer of the strip 12 of paper mounted on the reel or roll. As the strip is withdrawn from the roll, the printing roller is rotated by the turning of the paper roll and impressions are left upon the paper by the printing roll. The brake bar normally rests upon the roll, as shown, to prevent overthrow of the same when the paper is withdrawn.
A pair of arms 13 is connected with the cross plate 3 of the support, the said arms extending downwardly and outwardly above the roller to approximately the center of rotation thereof. The lower ends of the arms are bent obliquely as shown, and a cutting blade 14 is secured to the lower bent ends of the arms, the said blade having a saw tooth cutting edge as shown, and the said edge is held projected outwardly and downwardly away from the roller.
A holding strip 15 is lapped upon the upper face of the blade and is connected to the blade and the arms by rivets, as shown. A guard 16 is mounted to stand normally in front of the cutting edge of the blade to prevent injury to anyone from the said cutting edge, and this guard is secured to the curved portions of links 17 which are hinged to the strip 15 as indicated at 18. These links normally lie in the position of Figs. 2 and 5 holding the guard 16 directl in front of the cutting edges of the blade, and it will be noticed that the said guard is segmental in cross section, or of half round material, and when the paper strip is lifted, as indicated in dotted lines in Fig. 2, the strip will engage the rounded portion of the guard, and will swing the guard into the dotted line position of Fig. 2, out of position in front of the cutting edge of the blade, thus permitting the strip to engage the said cutting edge and to be severed thereby.
A guide is provided for the strip of paper to prevent the same from resting upon the base 1, and the said guide comprises a yoke shaped member consisting of a body 19 and arms 20. The arms of the yoke shaped member are hinged to the under side of the plate guide bar having laterally extending eyes which engage the body near its connection with the arms. The paper strip 12 passes between the body of the yoke and the guide bar 22, and the guide will hold the strip in the position of Figs. 1 and 2,
when the strip is not being withdrawn: from the roll. The guide also serves to guide the strip during its withdrawal.
In operation, with the parts in the posi tion of Figs. 1 and 2, when it is desired to withdraw a portion of the strip, the free end of the strip is grasped or drawn outward in the direction shown. in dotted lines in Fig. 2. When a sufiicient quantity has been withdrawn, the free end of the paper is swung sharply upward, the guard 15 is lifted and the strip is brought into contact with the cutting edge of the blade. As soon as the strip is. severed, the guard will return to normal position in front of the blade.
The arrangement of the guide holds the free end of the paper strip up in convenient position to be grasped and prevents it from trailing upon the base. Because. of the fact that the blade is spaced outward from the guide, there will always be a free end of the strip hanging from the guide, easily accessible and convenient to the grasp. The improved cutter and guide may be attached to any existing paper roll holder without any material changes in the holder, merely by connecting the arms 13 to the holder.
I claim:
1. A paper holder, comprising in combination with the roller for the paper and the standards for receiving the same, of a brake bar resting .onthe roller and slidable vertically between the standards, a bracket plate extending forwardly and downwardly outwardly facing blade for the paper strip carried by the bracket plate, and a guard for the edge off theblad'e hinged to the blade and normally standing before the edge in spaced relation and mounted to swing upward with the paper.
2. A paper holder comprising in combination with the roller for the paper and the standards for receiving the same, of a brake bar resting on the roller and slidable vertically between the standards, an outwardly facingcutting bladesupported by thestandards at one side of the roller, a guard hinged to the blade and normally standing before the edge thereof and mounted to be swung upward when the strip is moved into contact with the cutting edge of the blade.
3. An attachment for paper roll holders, comprising a pair of arms having their upper ends bent obliquely and adapted to rest upon the top of the standard and be secured thereto, the lower ends of the arms being bent obliquely and carrying a cutting blade for the paper, a guide and holder for the end of the paper strip hinged to the inner faces of the arms, and a guard pivoted to the blade for protecting. the cutting edge thereof, and mounted to swing upward with the paper.
l. An attachment for paper roll holders, comprising a pair of arms adapted for connection with the holder and carrying a cutting blade for the paper and a guard pivoted to the blade for protecting the cutting edge thereof and mounted to swing upward with the paper, and a guide for the end of the paper strip hinged to the innerface of the arms.
5. An attachment for paper roll holders, comprising a nair of arms adapted for connection with the holder and carrying a. cutting blade for the paper and a guard pivoted to the blade for protecting the cutting edge thereof and mounted to swing upward with the paper.
