BELT CUTTER AND PUNCH.
SPECIFICATION forming part of Letters Patent No. 593,940, dated November 16, 1897.

Tn all zii/1,0m it may concern:
Beit known that I, HARVEY HUBBELL, a citizenof the United States,residing at Bridgeport, in the county of Fairfield and State of Connecticut, have invented certain new and useful Improvements inV Belt Cutters and Punches; and I do hereby declare the following to be a full, clear, and exact description of the invention, such as will enable others skilled in the art to which it appertains to make and use the same.
My invention relates to a combined belt cutter and punch, and has for its object to simplify and cheapen the construction, to
greatly strengthen the tool, and to generally improve its operation in use.
With these ends in view I have devised the simple and novel construction of which the following description,in connection with the accompanying drawings,is a specication,ref erence-characters being used to designate the several parts.
Figure 1 is an elevation of the tool complete, showing the cutter and punches in the thrown position; Fig. 2, a sectional view corresponding with Fig. 1, except that the cutter and punches are in the retracted position; Fig. 3, a section on the line in Fig. 1; Fig. 4, a face view of the body, showing the slide which carries the cutter and punches in the retracted position; and Fig. 5 is a face view of the operating-lever detached.
A denotes the body, B the slide, and C the operating-lever, which are the essential elements of the device. `The body is blanked out and formed complete from a single piece of sheet metal. The body comprises sides 1, having a longitudinal recess 2 between them which receives the slide. The forward end of' the body is ordinarily closed, as at 3, and the other end is rounded and suitably shaped to form a handle 4. Near the forward end of the body is a transverse recess 5, and back ofthis recess are transverse openings 6 and 7 to receive different sizes of belts, as will be more fully explained. 8 denotes standards formed integral with the sides, between which the operating-lever is pivoted. The slide is adapted to move longitudinally in recess 2. At the forward end `of the slide is a cutter 9. Back of the cutter is an elongated opening 10, with which transverse opening 6 in the body registers. At the rear end of opening 10 and projecting forward in said opening is a punch 1l. Back of opening 10 in the slide is a smaller elongated openin g 12, with which transverse opening 7 in the body registers, said openings 7 and 12 being provided for smaller-sized belts. At the rear end of opening l2 and projecting forward in said opening is a punch 13. These punches are rigidly secured to the slide in a simple and inexpensive manner which I will now describe. At the base of each punch is an enlargement 14, and between the enlargement 4and the punch proper is a neck 15, the edges of boththe neck and the enlargement lying at right angles to the sides thereof. Recesses a are formed in the plate, which just receive the enlargements and the necks, the punches being additionally locked in position by closing the metal of the slide against the necks, as
indicated at 16. Upon the outer edge of the slide I provide rack-teeth 17. The operatingleveris blanked out and formed from a single piece of sheet metal, the sides of the lever at the forward end lying in contact and forming a head 19, which is pivoted between standards 8. Upon this head I form segmental gear-.teeth 18, which engage the rack. The
opposite end of the operating-lever is rounded and suitably shaped to form a handle 20. Upon the top of the slide back of the rackteeth and upon the inner face of the operating-lever back of the segmental gear-teeth I form corresponding serrated recesses 21, which by compressing the handles may be used to close a link connection between the ends of a belt or for any purpose for which pliers are ordinarily used. At the rear end of the bodyI preferably provide lugs 22,which prevent the rear end of the slide from slipping out of recess 2. In use the forward end of the slide (specically designated as 23) strikes the closed forward end of the body and serves as astop to limit the forward movement of the slide in the act of cutting a belt.
The operation is as follows: In cutting a belt the operating-lever C is moved to the position shown in Fig. 2, leaving the transverse recess 5 open, asv shown in said figure. The
b'elt to be cut is placed in this recess and thev handles are compressed, as indicated in Fig. 1, thereby throwing the cutter forward until ICJO it is stopped by the engagement of the end of the slide with the end of the body, the cnttin g edge passing entirely across recess 5 and between the sides of the body at the forward end of the recess, and of course passing entirely through the belt. In punching a belt the operationis practically the same. The slide is withdrawn, which places the punches in the position shown in Fig. 2. The end of the belt to be punched may then be passed through openings 6 in the body and 10 in the slide or through openings 7 in the body and 12 in the slide, depending on the size of the belt, the smaller opening being provided for asmaller-sized belt, as it holds it more closely. A forward movement of the slide, which is produced by compressing the handles, forces the punch through the belt, this position of the parts being indicated in Fig. 1. Having cnt the belt to the proper length and punched both ends, if the ends are to be secured by an ordinary link fastener, the operator places the fastener in position and then closes it by placing the ends of the belt and the fastener Within the recesses 21 in the operating-lever and the slide and then compressing the 11andles, this position of the parts also being clearly indicated in Fig. 1.
I-Iaving thus described my invention, I claim- 1. In a device of the character described the combination with a body having a longitudinal recess, a transverse recess and a transverse opening, of a slide lying in the longitudinal recess and having a cutter adapted to move across the transverse recess, an elongated opening with which the opening in the body registers and a punch extending forward in the elongated opening and adapted to be moved across the opening in the body and means for actuating the slide to either cut or punch a belt.
2. In a device of the character described the combination with a body having a longitndinal recess,a transverse recess and a transverse opening, of a slide lying in the transverse recess and having a cutter and a punch substantially as described for the purpose set forth, and rack-teeth, and an operating-lever having a head with teeth engaging the rackteeth, said slide and operating-lever having corresponding recesses 21 for closing link fasteners.
3. In a device of the character described the combination with a body and an operating-lever, of a slide having a cutter, an elongated opening and an opening a connecting therewith substantially as described, and a punch extending forward in the elongated opening and having at its base a neck and an enlargement, the edges of which lie at right angles to the sides thereof and which closely t in opening c.
